(AP) \u2014 Authorities have identified a LaMoure man who died in a head-on crash in Barnes County about 11-p.m., Wednesday.<\/p>\n<p>The Highway Patrol says 64-year-old David Roehl was driving a car southbound on state Highway 1 north of Kathryn, and was struck head-on by a northbound car that crossed the center line.<\/p>\n<p>The man driving the northbound car,\u00a0 53 year old Steven Sauter, of Kathryn, received undisclosed injuries and was charged with driving under the influence.<\/p>\n<p>Assisting the NDHP at the scene were, the Barnes County Sheriff\u2019s Office, and Kathryn Fire and Rescue.<\/p>\n<p>&nbsp;<\/p>\n<p>Bismarck\u00a0 (CSi) The North Dakota Department of Transportation reports that it has awarded a Safe Routes to School Grant to the Valley City Police Department in the amount of $9,100.<\/p>\n<p>Police Chief Fred Thompson says the grant will allow officers to conduct traffic enforcement in areas surrounding elementary and junior high schools.<\/p>\n<p>It includes classroom training given to students by police officers on traffic, bicycle, roller skate\/blades and walking safety involving motor vehicles.<\/p>\n<p>Thompson adds that \u00a0additional traffic enforcement will occur on various days before and after school days and that the public can expect strict enforcement of traffic laws.<\/p>\n<p>He said the police department looks forward to never having to respond to a student versus motor vehicle accident of any kind in Valley City.<\/p>\n<p>Any questions about this grant can be directed to the Valley City Police Department at 845-3110 and ask for Chief Thompson.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City (CSi)\u00a0 KLJ informs motorists that \u00a0Watermain 98 Project will begin work along Central Avenue South starting on Tuesday September 6<sup>th<\/sup>, 2016. Assessments will include statewide population, housing forecast, regional profiles and detailed tables broke down by various levels of geography.<\/p>\n<p>The forums will allow members and community leaders of the public to learn more about projected housing needs in their area. (AP) \u2014 A troubled Bismarck day care center has suddenly closed after numerous complaints and a decision by the state to revoke its license.<\/p>\n<p>Since Discovery Childcare Center opened in March 2015, Burleigh County Social Services received 20 complaints about the facility, ranging from lack of supervision to inadequate food.<\/p>\n<p>The state Human Services Department notified the center June 27 that it was revoking its license.\u00a0 The center appealed but has now shut down.<\/p>\n<p>Owner Danny Zimmerman left a note on the center&#8217;s door saying it was closing effective immediately due to new state regulations and clients not keeping up with their outstanding balances. He didn&#8217;t respond to the newspaper&#8217;s requests for comment.<\/p>\n<p>Zimmerman also owns a day care in neighboring Mandan that remains in operation.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) \u2014 The North Dakota Board of Higher Education has hired a Kansas investigator to look into whether North Dakota State University President Dean Bresciani violated board policy.<\/p>\n<p>The probe centers on now-rescinded media guidelines for covering Bison athletics that were roundly criticized by journalists and on social media before NDSU scrapped them after just four days.<\/p>\n<p>The board announced Thursday that Lawrence, Kansas, attorney Kathy Perkins will handle the investigation. Her fee estimate is between $8,000 and $12,000.<\/p>\n<p>Board spokeswoman Billie Jo Lorius says the board considered eight proposals, ranging in cost from $7,000 to $150,000.<\/p>\n<p>The board has already delayed extending Bresciani&#8217;s contract, saying he needs to work on teamwork, communication and collaboration.<\/p>\n<p>A spokeswoman for the NDSU president did not immediately respond to a request for comment.<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>WILLISTON, N.D. (AP) \u2014 Operators of oil field crew camps in Williston are fighting this week&#8217;s deadline for the camps to shut down.<\/p>\n<p>Lawyers for the camp operators have asked a federal judge for an injunction against the deadline that passed Thursday. U.S. District Judge Daniel Hovland didn&#8217;t immediately rule.<\/p>\n<p>Targets Logistics, Halliburton and Lodging Solutions sued earlier, maintaining they&#8217;re being treated unfairly. The city disputes that, saying there are enough apartments and hotels in the city now to handle the housing needs.<\/p>\n<p>Mayor Howard Klug says he&#8217;s disappointed with the latest legal move. He says the crew camp operators will be subject to daily fines if they don&#8217;t shut down.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<p>BUFFALO, N.D. (AP) \u2014 A group that opposes a 9,000-hog farm planned near Buffalo is going to court.<\/p>\n<p>The state Health Department last month issued a permit to Minnesota-based Pipestone Holdings for the $15 million Rolling Green Family Farms hog facility.<\/p>\n<p>Many of the town&#8217;s 200 residents worry about potential soil, water and air pollution. Lee Ann Stout with Concerned Citizens of Buffalo says\u00a0 the group will ask a judge to block the project by rescinding the permit.<\/p>\n<p>State officials have said the hog farm will meet state standards, and that the permit includes conditions to address concerns about odors and potential water contamination.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 An oil-rich American Indian tribe has been handed a setback it its fight against a Texas company building oil and natural gas pipelines beneath a lake on its reservation.<\/p>\n<p>The Three Affiliated Tribes ordered the project halted last month, saying Paradigm Energy Partners made no assurances that water supplies wouldn&#8217;t be harmed. A federal judge temporarily allowed construction to continue.<\/p>\n<p>On Thursday, the judge again refused to stop construction. He&#8217;s expected to rule within the next two weeks on whether the company should&#8217;ve gotten tribal permission.<\/p>\n<p>The company says it has federal permission to build under Lake Sakakawea, the largest of six Missouri River reservoirs.<\/p>\n<p>Similar water-quality concerns are being cited to fight the Dakota Access pipeline, which would span four states and cross near another North Dakota reservation.<\/p>\n<p>&nbsp;<\/p>\n<p>ST. PAUL, Minn. (AP) \u2014 Enbridge Energy has dropped its proposal to build the Sandpiper crude oil pipeline.<\/p>\n<p>Enbridge attorneys notified the Minnesota Public Utilities Commission Thursday that the company won&#8217;t pursue the regulatory approvals needed for the $2.6 billion Sandpiper, which would have carried North Dakota light crude across Minnesota to Enbridge&#8217;s terminal in Superior, Wisconsin. They cited market conditions and other factors.<\/p>\n<p>Calgary, Alberta-based Enbridge said back in February that it expected to push the start-up date for Sandpiper back until 2019 because of the need for an environmental review. Then last month Enbridge said it was investing in a different pipeline that would transport North Dakota crude south to Texas, and that it would re-evaluate Sandpiper once that deal was done.<\/p>\n<p>Environmentalists fought the 616-mile pipeline, saying it threatened ecologically sensitive areas.<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) \u2014 It will cost the city of Minot about a quarter of a million dollars to finish two new downtown parking ramps that have been plagued by problems.<\/p>\n<p>Officials learned last month that the exterior of the ramps isn&#8217;t sufficient to protect them from weather damage, and the problem isn&#8217;t covered by the developer. The city at that time authorized spending $4,800 on architectural fees.<\/p>\n<p>Architects have determined fixing the problem will cost between $226,000 and $251,000.<\/p>\n<p>The ramps opened earlier this year after years of construction marked by contractor disputes and delays. The original bid was $10.5 million, but the final cost was nearly double that.<\/p>\n<p>City Manager Lee Staab says fixing the exterior is necessary to prevent damage to electrical and mechanical systems.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<div>\n<p>BISMARCK, N.D. (AP) \u2014 North Dakota&#8217;s Game and Fish Department is resuming bighorn sheep hunting this fall after concluding a disease that sparked a large die-off in the western badlands herd two years ago has diminished.<\/p>\n<p>State Wildlife Chief Jeb Williams says bacterial pneumonia is still present in the herd but there have been only a handful of deaths this summer \u2014 nowhere near the three dozen fatalities that occurred in 2014.<\/p>\n<p>The hunting season was called off in 2015 for the first time in more than three decades due to the deaths. Game and Fish this week decided to resume hunting later this year, after a summer survey indicated a good number of mature rams that are sought by hunters.<\/p>\n<p>Eight licenses will be doled out \u2014 among the most ever offered.<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>FARGO, <span style=\"color: red;\">N.D<\/span>. (AP) \u2014 The longtime play-by-play broadcaster of North Dakota State University athletics and the school&#8217;s 1972 national champion men&#8217;s cross country team are among this year&#8217;s inductees to the Bison Athletic Hall of Fame.<\/p>\n<p>Broadcaster Scott Miller died in February after a nearly four-year battle with cancer. He had been the voice of Bison football and basketball for two decades.<\/p>\n<p>The 1972 men&#8217;s cross country team won the NCAA Division II championship.<\/p>\n<p>Several individual NDSU athletes and a coach also are being inducted into the hall. The ceremony is Sept. 30 at the Fargo Holiday Inn.
