Jamestown\u00a0 (CSi)\u00a0 The North Dakota Highway Patrol Reports, a semi rollover at 1:10-a.m., Saturday injured a 16 year old Jamestown male.<\/p>\n
The report says the 2001 Peterbilt pulling a hopper bottom trailer, was northbound on Stutsman County Road 65 nine miles west of Jamestown operated by Wyatt Briss of Jamestown.<\/p>\n
He slowed to turn east. While maneuvering the turn, the trailer tires drove off the north edge of the road. The trailer loaded with soybeans shifted toward the north ditch. The truck and trailer rolled onto its side causing loss of the load.<\/p>\n
The passenger, 16 year old Lukas Rosenau of Jamestown was injured.<\/p>\n
Rosenau was transported by Jamestown Area Ambulance Service to JRMC from the scene.<\/p>\n
He was later transferred to a Fargo hospital.<\/p>\n
Neither male was using safety restrains.<\/p>\n
Briss was issued citations for care required and operating a vehicle outside of that allowed by license.<\/p>\n
The crash remains under investigation by the Highway Patrol.<\/p>\n

VALLEY CITY, N.D. (AP) \u2014 A man who spearheaded an unsuccessful effort in Valley City to disband the local police department is accused of threatening a city commissioner.<\/p>\n
Police Chief Fred Thompson says Robert Drake allegedly threatened to harm City Commissioner Rick Ross during a telephone conversation with Ross and through comments Drake made to City Administrator David Schelkoph. An arrest warrant was served Friday.<\/p>\n
Drake faces a felony terrorizing charge that carries a maximum sentence of five years in prison. Court documents don\u2019t list an attorney for him, and a home telephone listing couldn\u2019t be found.<\/p>\n
Drake late last year organized a citizen group that unsuccessfully sought to disband Valley City\u2019s police department and turn protection duties over to the Barnes County Sheriff\u2019s Office.<\/p>\n
Valley City Police Chief Fred Thompson has issued a news release, which states:<\/p>\n
\u201cOn September 28, 2016 at approximately 1030 hours (10:30-a.m.) Robert Drake, age 63 of Barnes County, North Dakota contacted Valley City, City Administrator, David Schelkoph at his office.<\/p>\n
Drake issued a verbal complaint about the conduct of Commissioner Rick Ross, over Ross\u2019 alleged interfering with the business transactions of Drake, and Drake\u2019s business associates.<\/p>\n
During this conversation, Drake made repeated threats to harm Ross.<\/p>\n
Schelkoph tried to calm Drake and suggested that Drake speak to Ross in an effort to clear up whatever problem there was.\u00a0 Schelkoph notified Ross, and Ross then called Drake.\u00a0\u00a0 During this conversation, Drake made direct and repeated threats to physically harm Ross.<\/p>\n
Valley City Police was notified and initiated an investigation into these events.\u00a0 Witnesses were contacted and statements obtained from not only Ross and Schelkoph, in addition to VCSU personnel who witnessed Drake\u2019s statements while Drake was at VCSU attempting to locate Ross.<\/p>\n
Valley City Police submitted for, and received a Warrant of Arrest for Drake for North Dakota Century Code 12.1-17-04, Terrorizing, which was authorized on September 30, 2016.\u00a0 Drake was taken into custody without incident by the Barnes County Sheriff\u2019s Office and transported to the Barnes County Correction Center for Booking.<\/p>\n

Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council met Friday morning\u00a0 in Special Session, at City Hall to discuss \u00a0North Dakota Roughrider Association Rodeo contract for the Jamestown Civic Center.<\/p>\n
The Jamestown City Council earlier this month, had approved a Resolution, to send a letter to rodeo officials, terminating the agreement between the Civic Center and the Rodeo Association, in year five of the seven year agreement, following this year\u2019s event, \u00a0October, 28-30 at the Jamestown Civic Center, siting economic losses incurred from the rodeo by the Jamestown Civic Center.<\/p>\n
The Association and Jamestown Civic Center were granted $7,500, by Jamestown Tourism which indicated the rodeo needs bigger support.<\/p>\n
At a recent Civic Center and Promotion Committee meeting, Greg Carlson a member of the Association Board said the Association will look at another venue outside of Jamestown if agreements can not be reached with the city, in keeping the rodeo in Jamestown.<\/p>\n
Mayor Katie Andersen suggested looking at a revision of the contract, and possible changes, and rental of the Civic Center.<\/p>\n

At Friday morning\u2019s Special City Council meeting, Council Members Phillips and Gumke spoke regarding meetings they had with rodeo officials.<\/p>\n
Phillips and Gumke indicated that rodeo officials will be looking at cutting expenses and doing more advertising to draw more regional attendance and have the rodeo not be a money losing event.<\/p>\n

At Friday\u2019s meeting the City Council members voted unanimously to rescind the Resolution.<\/p>\n

Following this year\u2019s rodeo, the city will review the profits of the event, to determine \u00a0if the rodeo was successful, and not a money losing proposition.<\/p>\n
If the city finds the rodeo was not profitable, it will likely send a letter to the rodeo officials terminating the city\u2019s future involvement with the rodeo.<\/p>\n

PETERSBURG, N.D. (AP) \u2014 A head-on crash on U.S. Highway 2 in northeastern North Dakota over the weekend killed a West Fargo woman.<\/p>\n
The Highway Patrol says the 71-year-old woman was driving a car that was struck head-on by a van that crossed the median and into oncoming traffic about 3:45 p.m. Sunday.<\/p>\n
The woman died at the scene near Petersburg. She wasn’t immediately identified. The driver of the van was taken to a Grand Forks hospital with unspecified injuries.<\/p>\n<\/div>\n
OMAHA, Neb. (AP) \u2014 A monthly survey of business leaders suggests the economy will continue slowing in nine Midwest and Plains states because of weakness in agriculture and energy businesses.<\/p>\n
The overall economic index for the region declined to 45.5 in September from August’s 47.8. Any score below 50 suggests the economy is weakening.<\/p>\n
Creighton University economist Ernie Goss says energy and agriculture manufacturing is especially weak in the region.<\/p>\n
The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth in that factor. A score below that suggests decline.<\/p>\n
The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.<\/p>\n

WILLISTON, N.D. (AP) \u2014 A North Dakota housing assessment has predicted Watford City will grow at a higher rate than Williston in the next 20 years.<\/p>\n
The Williston Herald reports that a group of panelists at the Williston Area Real Estate Summit last month discussed the assessment conducted by the Center for Social Research and the department of Agribusiness and Applied Economics at North Dakota State University.<\/p>\n
Williston Realtors Association president Jill Kjorstad says the assessment predicts Williston will grow by more than 60 percent in population and Watford City by 80 percent. Kjorstad says Watford City still won’t exceed Williston in population.<\/p>\n
Paul Ficara of RE\/MAX Bakken Realty says Watford City has the infrastructure for 15,000 people, but currently serves 7,500 to 10,000.<\/p>\n

WILLISTON, N.D. (AP) \u2014 A special operations and response team formed in the heart of North Dakota’s oil patch has begun training.<\/p>\n
The Williams County Sheriff’s Office formed the team over the summer to respond to dangerous situations, offer help during natural disasters and act as extra security if needed.<\/p>\n
The joint effort includes law officers and paramedics with the sheriff’s office, Williston Police Department and Williston Fire Department. The\u00a0 team began training last week, responding to mock scenarios in a classroom setting and at a local training facility.<\/p>\n
Team Commander Lt. Detective Steven Armstrong says the group’s ultimate goal is “to save lives.”<\/p>\n

BISMARCK, N.D. (AP) \u2014 The likelihood that a motorist will crash into a deer in North Dakota remains higher than in most other states.<\/p>\n
State Farm’s annual ranking of states in terms of the likelihood of deer-vehicle collisions puts North Dakota 11th this year, up from 14th last year. West Virginia tops the list for the 10th year in a row.<\/p>\n
North Dakota’s Game and Fish Department is reminding motorists to be on the lookout for deer as they drive, now that fall has arrived and young deer are dispersing from their home ranges.<\/p>\n
October through early December is the peak period for deer-vehicle accidents. Most crashes happen around dawn and dusk, when deer are most often moving around.<\/p>\n
