APPROVAL OF CONSENT AGENDA ITEMS INCLUDED:<\/strong><\/p>\n <\/p>\n Approval of \u00a0Monthly Reports from the Fire Chief, Building Inspector, Auditor, Municipal Judge and Public Works Accountant.<\/p>\n Approval of Monthly Bills for the City and Public Works in the Amount of $3,332,618.67.<\/p>\n Approval of a Raffle Permit for the Student Nurse Organization, Art Club \u2013 Valley City High School<\/p>\n Approval Electricians License for Alpha Electric, Inc.<\/p>\n <\/p>\n PUBLIC FORUM:\u00a0 No one spoke<\/strong><\/p>\n <\/p>\n ORDINANCES <\/strong><\/p>\n <\/p>\n An Ordinance was approved, amending Title 9, Zoning for the City of Valley City, North Dakota.<\/p>\n Changes included set backs, under zoning.<\/p>\n <\/p>\n NEW BUSINESS: <\/strong><\/p>\n City Commissioners accepted the 2015 Water Fluoridation Quality Award from ND Department of Health\u00a0\u00a0 \u00a0\u00a0City Administrator Schelkoph read the award, including how fluoridation saves dollars in terms of costs of dental treatment.<\/p>\n He recognized the Valley City Water Treatment Department Staff, and presented Wade Hesch with a plaque.<\/p>\n <\/p>\n The City Commission approved appointing Mayor Carlsrud to replace Commission Ross on the Planning & Zoning Board.<\/p>\n <\/p>\n Consideration was given to the purchase of 460 3rd St. SE for the appraised value of $53,000, in the Phase Three Permanent Flood Control area .<\/p>\n The City Commission unanimously approved.<\/p>\n <\/p>\n The city Commission approved \u00a0a Master Lift Valve Installation Contract with Swanberg Construction for $161,300. \u00a0The City Commission previously approved funding under an Emergency Declaration.<\/p>\n Swanberg Construction will start work next week, to take about two weeks to complete.<\/p>\n <\/p>\n Commissioners approved \u00a0funding the replacement costs for Paving 111, with the option selected of $107,000 to be paid for out of the R&R Fund.<\/p>\n The Mill and Overlay includes 6th<\/sup> Avenue Northeast, and 2nd<\/sup> Avenue Northwest.<\/p>\n Mayor Carlsrud declared a conflict of interest.<\/p>\n The Commissioner voted to not allow him to vote.<\/p>\n The Commission then voted to approve the funding.<\/p>\n <\/p>\n Approved was the purchase of Street Roller in the amount of $31,203.<\/p>\n Adminisrator Schelkoph explained that the roller in the present machine malfunctioned.<\/p>\n The city leased a street roller last summer.<\/p>\n The cost of the new Street Roller was reduced by 25 percent, with the leased machine going toward the new purchase as a trade in, as supplied by the lessee.<\/p>\n <\/p>\n CITY ADMINISTRATORS REPORT<\/p>\n David Schelkoph reported that the city\u2019s Public Works 2017 preliminary budget has been established, with meetings set, and the mid-December City Commission meeting, to address the Final Approval.<\/p>\n Plans are still on hold for a storage building to keep flood control items.<\/p>\n <\/p>\n CITY UPDATES & COMMISSION REPORTS<\/p>\n City Attorney Myhre reported on updates to the City Code, one item includes residents parking vehicles in their yards.<\/p>\n <\/p>\n Dave Andersen reported that trees earmarked for removal have been removed, and sidewalk cuttings are concluding.<\/p>\n <\/p>\n City Assessor Hansen gave a report on reassessments of \u00a0residential property valuations.<\/p>\n <\/p>\n City Fire Chief Retterath reminds residents to check their carbon monoxide detectors.<\/p>\n His office has more information.<\/p>\n <\/p>\n Mayor\u00a0 Carlsrud thanked fire fighters for volunteering with trick or treaters on Halloween night, and encouraged consideration of volunteering for the fire department.<\/p>\n He added that Coffee with the Mayor will be next Wednesday at 5-p.m. at City Hall, with the public invited.<\/p>\n The Meeting was shown live on CSi Cable 68, followed by replays.<\/p>\n <\/p>\n <\/p>\n <\/p>\n 12:10 p.m.<\/p>\n Someone has splashed oil on North Dakota’s Capitol in Bismarck.<\/p>\n The North Dakota Highway Patrol, which provides security at the building, says security footage caught two people dressed in black carrying the oil at the west entrance about 9:30 p.m. Monday. A small amount of oil was splashed on a wall and nearby sidewalk.<\/p>\n A sign placed at the entrance said, “You can’t drink oil.”<\/p>\n Troopers say no arrests have been made. The entrance was reopened Tuesday morning after it had been cleaned.<\/p>\n Protesters have been demonstrating for months against the Dakota Access oil pipeline being built in the southern part of the state. Patrol Lt. Tom Iverson says the sign suggests the vandalism is related to the protest.<\/p>\n <\/p>\n Bismarck\u00a0 (CSi)\u00a0 \u00a0The North Dakota Department of Human Services\u2019 Division of Vocational Rehabilitation (DVR) announced that Bethel Lutheran Nursing and Rehabilitation Center<\/strong> of Williston<\/strong> has been named the 2016 North Dakota State DVR Employer of the Year.<\/p>\n The State Rehabilitation Council and the division selected the nursing facility from among eight regional employer award recipients. Bethel representatives accepted the award during a recognition luncheon at the DVR annual training last week in Bismarck.<\/p>\n The annual award honors North Dakota business owners and employers for their efforts to support, develop, and inspire individuals with disabilities to achieve employment goals and to reach their full potential in their community.<\/p>\n Regional award recipients<\/strong> included:<\/strong> Auto Therapy<\/strong>, Bismarck; Drayton Foods, LLC<\/strong>, Fargo; Big Sioux Cafe<\/strong>, Grand Forks; Valley City Barnes County Public Library<\/strong>, Valley City; K-Mart<\/strong>, Devils Lake; Taco John\u2019s<\/strong>, Dickinson; and Somerset Court<\/strong>, Minot. (AP) \u2014 The farm group challenging the constitutionality of North Dakota’s ban on corporate farming and the state official charged with defending the law both are objecting to an environmental group’s request to join in.<\/p>\n The Dakota Resource Council wants to help defend the law that aims to protect the state’s family farming heritage. The nonprofit group works to protect rural areas and the land and says it has an interest in the case.<\/p>\n The North Dakota Farm Bureau sued in June to have the law declared unconstitutional. It classifies DRC’s stance as irrelevant and wants the court to reject the group’s request.<\/p>\n Attorney General Wayne Stenehjem also has objected to DRC involvement.<\/p>\n <\/p>\n FARGO, N.D. (AP) \u2014 Another of the suspects in a fatal beating outside of a Fargo bar last year has been sentenced to 20 years in prison.<\/p>\n Jessy Olson pleaded guilty in March to being an accomplice to murder and to aggravated assault. He was sentenced Monday.<\/p>\n Olson was one of four people charged in the May 2015 death of 35-year-old Joey Gaarsland. All have pleaded guilty, and Olson is the second to be sentenced.<\/p>\n <\/p>\n WATFORD CITY, N.D. (AP) \u2014 A Montana woman faces sentencing early next year after pleading guilty to exploiting her mentally impaired uncle in North Dakota.<\/p>\n 69-year-old Sandra Potter of Worden, Montana, entered Alford pleas last week to two charges of endangering a vulnerable adult. That means she doesn’t admit guilt but acknowledges there’s enough evidence to convict her. The court treats it like a guilty plea.<\/p>\n Authorities accused Potter of bilking her elderly uncle with dementia out of everything he owned.
