Bismarck (CSi)\u00a0 <\/strong>The North Dakota Department of Transportation (NDDOT) and the North Dakota Highway Patrol have issued a Travel Alert <\/span><\/strong>for portions of north central and central\u00a0North Dakota due to\u00a0snow and blowing snow\u00a0creating reduced visibility and some areas of compacted snow or ice on\u00a0roadways. \u00a0The Travel Alert includes Minot,\u00a0Bottineau, Bismarck, Mandan,\u00a0Washburn, Linton,\u00a0and surrounding areas. \u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

\u00a0A Travel Alert <\/span><\/strong>means conditions are such that motorists can still travel <\/span><\/strong>in these areas, but should be advised of rapidly changing conditions. Motorists are encouraged to reduce speeds and drive according to the conditions. <\/span><\/p>\n

BISMARCK, N.D. (AP) \u2014 Much of the western Dakotas is under a winter storm warning, as heavy snow and strong winds pound the area.<\/p>\n

The National Weather Service says central North Dakota could get up to a foot of snow by Wednesday night, with strong winds blowing the snow around and reducing visibility.<\/p>\n

North Dakota’s Transportation Department issued a travel alert for the central part of the state, urging motorists to be aware of dangerous driving conditions. Some schools in the region were starting late Monday.<\/p>\n

Up to 5 inches of snow is expected in the northern Black Hills of South Dakota, along with wind gusts exceeding 50 mph. North central South Dakota also could get similar snow amounts.<\/p>\n<\/div>\n

MANDAN, N.D. (AP) \u2014 Authorities in Mandan are pursuing leads in a weekend homicide.<\/p>\n

Police officers who responded to a report of shots fired about 1:45 a.m. Saturday found a 34-year-old man who was later pronounced dead at a hospital.<\/p>\n

The man wasn’t immediately identified. No arrests have been made. Local and state authorities are investigating.<\/p>\n<\/div>\n

MOORHEAD<\/span>, Minn. (AP) \u2014 A man is dead after an armed standoff with police in Moorhead<\/span> that began as a domestic incident.<\/span><\/p>\n

Lt. Tory Jacobson says a woman who lived with the man in a third-floor apartment fled just before midnight Sunday after the man allegedly threatened her with a gun.<\/span><\/p>\n

Officers who responded surrounded the building, evacuated other tenants and set up roadblocks in the area.<\/span><\/p>\n

The standoff ended about 2:30 a.m. Monday when a robot sent in by a SWAT team found the man dead of an apparent self-inflicted gunshot wound. A young child with the man was found unharmed.<\/span><\/p>\n

The man wasn’t immediately identified.<\/span><\/p>\n

BISMARCK, N.D. (AP) \u2014 The U.S. Army Corps of Engineers says it has “no plans for forcible removal” of protesters who have been camping in North Dakota to protest the Dakota Access oil pipeline.<\/p>\n

The Corps says in a statement Sunday that it “is seeking a peaceful and orderly transition to a safer location.”<\/p>\n

The Corps notified tribal leaders Friday that all federal lands north of the Cannonball River will be closed to public access Dec. 5 for “safety concerns.” The agency says those who choose to stay do so at their own risk. The Corps says anyone on the property north of the Cannonball River after that date will be trespassing and subject to prosecution.<\/p>\n

The land to be closed includes the main protest camp, about 50 miles south of Bismarck.<\/p>\n

MANDAN, N.D. (AP) \u2014 The North Dakota sheriff leading the response to the Dakota Access oil pipeline protests won’t apologize for the recent disputed action against demonstrators who he believes have become increasingly aggressive.<\/p>\n

Morton County Sheriff Kyle Kirchmeier says he won’t “allow people to become unlawful.”<\/p>\n

The months of protests over the $3.8 billion, four-state pipeline have him and his 34 deputies working 12-hour days, even with help from other law enforcement.<\/p>\n

But the Standing Rock Sioux’s tribal chairman says his numerous meetings with Kirchmeier have been tense and unproductive and that officers’ use of rubber bullets, tear gas and water hoses on Sunday night and early Monday morning were an act of terror.<\/p>\n

Kirchmeier has the full support of Republican Gov. Jack Dalrymple and state Attorney General Wayne Stenehjem.<\/p>\n

WATFORD CITY, N.D. (AP) \u2014 The McKenzie County Commission is slated to appoint an interim sheriff to replace Sheriff Gary Schwartzenberger as removal proceedings against him move forward.<\/p>\n

The Bismarck Tribune reports that the commission will hold a special meeting on Monday to appoint an interim sheriff.<\/p>\n

Gov. Jack Dalrymple suspended Schwartzenberger last week after an investigation by the state attorney general’s office.<\/p>\n

The commission in October asked Dalrymple to remove the sheriff from office, citing an alleged workplace culture of bullying and retaliation. Schwartzenberger unsuccessfully asked a judge to stop the effort.<\/p>\n

The sheriff will get a hearing before Dalrymple decides whether to oust him from office. Schwartzenberger has said he looks forward to getting due process.<\/p>\n

WILLISTON, N.D. (AP) \u2014 Williams County landowners whose property might be split if a proposed truck reliever route northeast of Williston becomes reality are worried about how disruptive the thoroughfare will be for farming and ranching operations.<\/p>\n

Few details are available because an environmental study of the proposed area has yet to be completed.<\/p>\n

Williams County and Williston officials are considering two possible routes, both of which connect U.S. Highway 2 to Highway 1804 by cutting through Stony Creek and Pherrin townships.<\/p>\n

Williams County commissioners declined to choose either of the 10-mile routes in September, instead opting to hear from residents first.<\/p>\n

The lack of a decision caused the North Dakota Department of Transportation to stop the environmental assessment, leaving the proposal in limbo.<\/p>\n

BISMARCK, N.D. (AP) \u2014 Prosecutors and defense attorneys say it’ll take years of litigation to determine the meaning and boundaries of a measure that added more than a dozen crime victims’ rights to the North Dakota constitution.<\/p>\n

The so-called Marsy’s Law won on Election Day, but it was opposed by people charged with enforcing it, including police, prosecutors and victims’ advocates.<\/p>\n

Supporters say the law will bolster the rights of crime victims. But prosecutors see potential issues in what they call vague provisions.<\/p>\n

North Dakota Association of Criminal Defense Lawyers president Jackson Lofgren says he expects defense attorneys to quickly begin challenging the measure, especially at bond hearings and in misdemeanor cases.<\/p>\n

The law is named after Marsalee “Marsy” Nicholas, who was killed by her ex-boyfriend in 1983.<\/p>\n

Bismarck\u00a0 (CSi)\u00a0 North Dakota Attorney General Wayne Stenehjem issued a Cease and Desist Order, banning Krystle Lester and her business Elite Supplies, of Anaheim, California, from doing business in the state due to alleged violations of the consumer fraud law and refusal to cooperate with the Attorney General\u2019s investigation.<\/p>\n

Lester, is believed to be engaged in a so-called \u201cinvoice scam\u201d or \u201ctoner pirate scheme\u201d designed to deceive businesses into overpaying for copier toner that they never ordered or received.<\/p>\n

The Attorney General has received complaints indicating that Lester has specifically targeted libraries in the state.\u00a0 However, there is reason to believe that she may also have been targeting health care facilities, professional offices and other businesses across the state.<\/p>\n

After receiving complaints against Lester, investigators from the Consumer Protection Division made contact with Lester, who, after vague promises to cooperate and provide information, responded by informing investigators that she had simply deleted all records pertaining to the North Dakota businesses that had filed complaints.\u00a0 Lester subsequently refused to cooperate with the Attorney General\u2019s investigation.<\/p>\n

WILLISTON, N.D. (AP) \u2014 A Kansas-based wind energy company is considering pursuing a second wind farm in the heart of the western North Dakota oil patch.<\/p>\n

The\u00a0 Williams County Planning and Zoning Board recommended approval last week of Trade Wind Energy’s proposal to put up six meteorological towers near the site of Lindahl Wind Farm near Tioga.<\/p>\n

Trade Wind Energy senior development director Brice Barton said the site’s proximity to the wind farm makes the company fairly certain that conditions for another nearby facility are satisfactory.<\/p>\n

The company must now take its request to the Williams County Commission<\/p>\n

SPRINGFIELD, Mo. (AP) \u2014 Alize Johnson scored 17 points and hauled in 10 rebounds to lead Missouri State to a 64-50 win over North Dakota State on Sunday.<\/p>\n

Dequon Miller added 12 points and Ronnie Rousseau III had 10 for Missouri State (4-1). The Bears sealed it at the free throw line, getting 13 of 18 to North Dakota State’s season-low 1 of 4.<\/p>\n

Missouri State took control with a 15-0 run that made it 17-4 with 12:25 still to go before intermission. Johnson got two layups and a 3-pointer to ignite the run.<\/p>\n

In the second half, NDSU (5-2) pulled to within 10 when Paul Miller’s jumper made it 50-40 with 11:14 left. But the Bears got a 3-pointer from Jarred Dixon at the other end and continued to protect the double-digit advantage the rest of the way.<\/p>\n

The Bison got 19 points from Khy Kabellis and Miller finished with nine.<\/p>\n

DAYTON, Ohio (AP) \u2014 Conner Avants tipped in Cortez Seales’ miss at the buzzer to lift North Dakota to a 57-55 win over Cal State Bakersfield on Sunday in the final day of the Men Against Breast Cancer Classic.<\/p>\n

The Fighting Hawks (4-2) lost their first two games in the tournament.<\/p>\n

Geno Crandall tied it with 1:39 left to play with a layup, but missed a go-ahead jumper with three seconds left. Seales rebounded but missed his put-back attempt. Avants rebounded with a second left and won it.<\/p>\n

ABU DHABI, United Arab Emirates (AP) \u2014 Nico Rosberg is the Formula One champion after his second-place finish in the season-ending race at Abu Dhabi. Teammate Lewis Hamilton won the race but fell short of taking the title from Rosberg, who needed to finish third or better. Hamilton ignored team orders to speed up toward the end of the race, as he tried to keep Rosberg from finishing in the top three and clinching the title.<\/span><\/p>\n

HAVANA (AP) \u2014 Hundreds of thousands of people are expected to pay their respects as the official nine-day mourning period for Fidel Castro begins today in Cuba. In the shadow of Havana’s towering monument to independence hero Jose Marti (mahr-TEE’) and a huge sculpture of revolution leader Ernesto “Che” Guevara, a mass public ceremony is planned tomorrow. A nine story portrait of Castro has been placed in the square.<\/p>\n

NEW YORK (AP) \u2014 The attempts to lure holiday shoppers earlier and earlier could be leaving some tarnish on Cyber Monday’s star. The Monday after Thanksgiving is traditionally the busiest online shopping day of the year. But deals are being offered early and shoppers looking for discounts spurred online sales on Black Friday to a new high. One economist already says “Thanksgiving has become the new Cyber Monday.”<\/p>\n

PARIS (AP) \u2014 An international economic agency is passing out a mixed bag of thinking about President-elect Donald Trump. The Organization for Economic Cooperation and Development says the kind of infrastructure spending promised by Trump could boost global growth, but it’s warning that protectionist tendencies will hurt prosperity. The OECD raised its forecasts for global growth to 3.3 percent for next year, up from 3.2 percent.<\/p>\n

SANAA, Yemen (AP) \u2014 Yemeni security and medical officials say two private homes in a western port city have been hit during an airstrike by the Saudi-led military coalition that killed at least 13 civilians. The officials told The Associated Press that airstrikes hit two homes in rural areas northeast of Hodeida (hoh-DY’-duh), which is under control of the country’s Shiite rebels. Women and children were among the victims.<\/p>\n

FRANKFURT, Germany (AP) \u2014 The U.S. market will be getting a new Volkswagen to consider. The German automaker plans to add to its offerings of larger cars in the United States, where its market share has lagged the competition. The company released a sketch today of the Arteon (AHR’-tee-ahn), a four-door with a sloping roofline. It is to be unveiled at the Geneva auto show in March. It won’t hit the U.S. until 2018.<\/p>\n<\/div>\n
