OMAHA, Neb. (AP) \u2014 Soaring numbers in a monthly survey of business supply managers suggest economic conditions are improving in nine Midwest and Plains states.<\/p>\n
The Mid-America Business Conditions Index report released Tuesday says the overall economic index for the region jumped to 53.1 in December from 46.5 in November. The October figure was 43.8.<\/p>\n
Creighton University economist Ernie Goss oversees the survey, and he says the December and November increases point to an improving regional manufacturing economy.<\/p>\n
The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth in that factor. A score below that suggests decline.<\/p>\n

BISMARCK, N.D. (AP) \u2014 A county in North Dakota is taking a proactive approach to identifying jail inmates with mental health or addiction issues in hopes of cutting down on their time behind bars.<\/p>\n
The Bismarck Tribune reports that Burleigh County has hired behavioral health specialist Mark Kemmet to screen people entering jail. He’ll use a federal grant to study incarceration rates of people with mental health and addiction problems.<\/p>\n
Maj. Steve Hall of the Burleigh County Sheriff’s Department says jail employees screen inmates using an eight-question form related to mental health. Based on an inmate’s answers, Kemmet may be asked to do further assessments.<\/p>\n
The jail also partnered with the Heartview Foundation to create a web-based portal that inmates can use to direct them to services, such as treatment programs.<\/p>\n

MINNEAPOLIS (AP) \u2014 Two people who hung from the rafters during a Vikings game and unfurled a banner in protest of the Dakota Access oil pipeline entered U.S. Bank Stadium with tickets.<\/p>\n
A statement Tuesday by the Minnesota Sports Facilities Authority and stadium manager SMG says protesters went through security Sunday with nylon rope, carabiners and a lightweight banner concealed under winter clothing.<\/p>\n
Thirty-two-year-old Karl Zimmermann Mayo and 26-year-old Sen Holiday then climbed up to the ridge truss by scaling barriers and hung a banner urging Minneapolis-based U.S. Bank to divest from the $3.8 billion pipeline.<\/p>\n
SMG and the MSFA say changes are being implemented to prevent future unauthorized access.<\/p>\n
Zimmermann Mayo and Holiday were arrested Sunday. They haven’t been formally charged. They wouldn’t talk about the incident during a news conference Tuesday.<\/p>\n

BOISE, Idaho (AP) \u2014 Interior Secretary Sally Jewell says a new wildfire-fighting plan to protect a wide swath of sagebrush country in the West that supports cattle ranching and is home to an imperiled bird will likely continue after the Obama administration ends.<\/p>\n
Jewell spoke Tuesday after getting her last update at the National Interagency Fire Center in Boise where managers oversee the nation’s firefighting resources.<\/p>\n
Jewell’s 2015 secretarial order to protect sagebrush steppe is considered by public lands experts, outdoor enthusiasts and scientists as one of the most significant federal land policy changes since 1934.<\/p>\n
It directed federal resources for the first time to fight blazes in open sagebrush steppe that supports cattle ranching, recreation and some 350 species of wildlife, including sage grouse.<\/p>\n
Western Republican governors have supported the effort.<\/p>\n
The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.<\/p>\n

The move comes two weeks after the football program became embroiled in a standoff with the administration over the suspension of 10 players in connection with allegations of sexual assault.<\/p>\nThe school announced the decision on Tuesday night.
