(AP) &#8211; U.S. Army Corps Major General John Peabody says that even with the new Tolna Coulee control structure in place, no one can predict how future weather patterns will affect the level of Devils Lake.<\/p>\n<p>\u00a0Corps officials were visiting Valley City after the Tolna Coulee control structure was dedicated in Nelson County last week.<\/p>\n<p>\u00a0Peabody\u00a0says \u00a0the corps will re-evaluate the decades-old Bald Hill Dam operating plan as it does not take into account Devils Lake and the new structure.<\/p>\n<p>\u00a0Peabody says the control structure is one more tool of protection for downstream residents nervous about the lake rising to the breakout level of 1,458 feet.<\/p>\n<p>\u00a0The lake reached a record elevation 1,454 feet last year before backing off to slightly below 1,453 feet as of July 19.<\/p>\n<p>&nbsp;<\/p>\n<p>Valley City, ND (KCSi-T.V. (AP) &#8211; Moviegoers in North Dakota and across the county have flocked to see &#8220;The Dark Knight Rises,&#8221; despite the mass shooting in Colorado.<\/p>\n<p>\u00a0Twenty-nine-year-old Jen Jackson of Bismarck was visibly nervous as she and her 31-year-old husband, Patrick, prepared to watch the film at a theater on Sunday.<\/p>\n<p>\u00a0Jackson says they intended to sit in the back row of the theater, near the exits.<\/p>\n<p>\u00a0Ron Bondy and his wife, Marsha, say they had planned to see the movie long before the tragedy in Colorado.<\/p>\n<p>\u00a0The Bismarck couple say they were not going to let the shooting stop their plans to see the movie.<\/p>\n<p>\u00a0Bronte Liggins and Nick Kottre say the movie is a big topic among their friends in Bismarck.<\/p>\n<p>\u3000<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A group of conservative organizations says<\/p>\n<p>the North Dakota Legislature should continue its resistance to the<\/p>\n<p>federal health care law.<\/p>\n<p>They say North Dakota should not take a role in organizing the<\/p>\n<p>health benefit exchanges included in the law. The exchanges are<\/p>\n<p>meant to offer subsidized health insurance to people who don&#8217;t have<\/p>\n<p>coverage.<\/p>\n<p>North Dakota Policy Council director Brett Narloch (NAR&#8217;-lock)<\/p>\n<p>says it doesn&#8217;t make sense to have North Dakota taxpayers pay for<\/p>\n<p>operating the health exchange, because the state won&#8217;t control how<\/p>\n<p>it is run.<\/p>\n<p>The federal law says states may set up their own health<\/p>\n<p>exchanges. If they don&#8217;t the federal government will do the job.<\/p>\n<p>Last November the North Dakota House overwhelmingly rejected a<\/p>\n<p>bill to allow the state to establish its own exchange.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota officials are asking the<\/p>\n<p>federal government to allow grazing on Conservation Reserve Program<\/p>\n<p>acres in the southwestern counties of Bowman and Slope.<\/p>\n<p>Agriculture Commissioner Doug Goehring says ranchers in the two<\/p>\n<p>counties need help getting their livestock through drought. He says<\/p>\n<p>it&#8217;s likely that more counties will make si<\/p>\n<p>milar requests as the<\/p>\n<p>dry conditions continue to worsen.<\/p>\n<p>Landowners get government payments through the CRP program to<\/p>\n<p>take land out of production to guard against erosion and create<\/p>\n<p>wildlife habitat. Haying and grazing normally is not allowed.<\/p>\n<p>Politicians and farm groups in South Dakota also have urged the<\/p>\n<p>federal government to open CRP acres to haying and grazing to help<\/p>\n<p>drought-stricken ranchers.<\/p>\n<p>\u3000<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; Grand Forks officials are looking at helping the oil boom town of Dickinson process building permits<\/p>\n<p>\u00a0Dickinson is unable to keep up with the demand for building permits because it&#8217;s having trouble recruiting and retaining city staff.<\/p>\n<p>\u00a0Grand Forks inspectors would review building plans for Dickinson under a joint-powers agreement.<\/p>\n<p>\u00a0The agreement says the city would be able to limit the amount of reviews it does for Dickinson depending on available staff. Dickinson would pay $55 per hour for commercial plan reviews, $25 per hour for administrative support and 50 cents a mile for any necessary travel.<\/p>\n<p>\u00a0A Grand Forks committee is slated to discuss the agreement on Tuesday.<\/p>\n<p>\u3000<\/p>\n<p>In world and national news\u2026<\/p>\n<p>\u3000<\/p>\n<p>CENTENNIAL, Colo. (AP) &#8211; A pregnant woman who escaped the<\/p>\n<p>Colorado theater attack uninjured is delivering her baby as her<\/p>\n<p>wounded husband lies in a hospital in critical condition.<\/p>\n<p>That&#8217;s according to David Sanchez, the father of 21-year-old Katie Medley.<\/p>\n<p>He says she&#8217;s giving birth on Monday.<\/p>\n<p>Sanchez was outside the courthouse Monday as the suspect in the shooting made his first<\/p>\n<p>court appearance. James Holmes, with his hair dyed orange, looked dazed during the hearing. He&#8217;s expected to be formally charged Monday.<\/p>\n<p>&nbsp;<\/p>\n<p>INDIANAPOLIS (AP) &#8211; The family of Hall of Fame football coach<\/p>\n<p>Joe Paterno says the NCAA&#8217;s sanctions defame his legacy and are a<\/p>\n<p>panicked response to the university&#8217;s sex abuse scandal.<\/p>\n<p>The family also says that punishing &#8220;past, present and future&#8221; students<\/p>\n<p>because of former assistant Jerry Sandusky&#8217;s crimes did not serve<\/p>\n<p>justice.<\/p>\n<p>In addition to fining the university $60 million and<\/p>\n<p>banning it from bowl games for four years, the NCAA also wiped off<\/p>\n<p>the record books 14 years of Paterno victories.<\/p>\n<p>&nbsp;<\/p>\n<p>ISLAMABAD (AP) &#8211; Pakistani intelligence officials say U.S.<\/p>\n<p>drones have fired eight missiles at a compound in the country&#8217;s<\/p>\n<p>northwest tribal region near the Afghan border, killing nine<\/p>\n<p>suspected militants.<\/p>\n<p>They say the compound that was targeted was<\/p>\n<p>owned by a commander with links to a prominent militant leader who<\/p>\n<p>is focused on fighting U.S. and NATO forces in Afghanistan.<\/p>\n<p>&nbsp;<\/p>\n<p>JOLIET, Ill. (AP) &#8211; Drew Peterson has introduced himself to<\/p>\n<p>potential jurors in an Illinois courtroom, as jury selection begins<\/p>\n<p>in his long-delayed murder trial.<\/p>\n<p>Peterson is charged with killing his third wife, Kathleen Savio, in 2004. Her body was found in a<\/p>\n<p>dry bathtub in her home, her hair soaked with blood.<\/p>\n<p>He&#8217;s also a suspect in the 2007 disappearance of his fourth wife, Stacy Peterson, although he has not been charged.<\/p>\n<p>&nbsp;<\/p>\n<p>IOWA CITY, Iowa (AP) &#8211; The mother of one of the two missing Iowa<\/p>\n<p>cousins says she went through a lengthy polygraph test that should<\/p>\n<p>prove that she had nothing to do with their disappearance.<\/p>\n<p>Misty Cook-Morrissey said a state agent asked several questions during<\/p>\n<p>today&#8217;s test about whether she had anything to do with the<\/p>\n<p>abduction of her 10-year-old daughter and 8-year-old niece.<\/p>\n<p>The girls disappeared ten days ago while riding bikes near a lake in<\/p>\n<p>Evansdale.<\/p>\n<p>The FBI says investigators believe they were abducted but are alive.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>KCSi-T.V.
