News) &#8212; Jamestown Police wants to warn Jamestown residents regarding a convicted sex offender living in Jamestown who has changed his address.<\/p>\n<p>William Humphrey Kysar now lives at 119 5th Street Northwest, Apt.#14, Jamestown, ND.<\/p>\n<p>The report says he has no vehicle.<\/p>\n<p>Kysar is a 52 year old white male, 6 feet tall, weighing 250 pounds with brown eyes, and gray hair.<\/p>\n<p>He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General&#8217;s Office.<\/p>\n<p>Kysar has been convicted of Gross Sexual Imposition, solicit of a child for sex, and child abuse.<\/p>\n<p>Kysar is currently not on probation with North Dakota Parole and Probation.<\/p>\n<p>Kysar is not wanted by police at this time and has served the sentence imposed by the court.<\/p>\n<p>This notification is meant ofr public safety and not to increase fear in the community, nor should this notification be used to theaten, assault or intimidate the offender.<\/p>\n<p>Attempts to harass, intimidate or threaten these offenders, or their families, landlords or employers will be turned over for prosecution.<\/p>\n<p>Printed handouts of the demographics of Kysar are available at the Jamestown Police Department.<\/p>\n<p>More information on registered offenders is available at the Attorney General&#8217;s Office web site: <a href=\"http:\/\/www.sexoffender.nd.gov\/\">www.sexoffender.nd.gov<\/a><\/p>\n<p>\u3000<\/p>\n<p>Valley City, ND (KCSi-T.V. News Jan 23, 2013) &#8212; Valley City, North Dakota was voted by a business magazine, as the best location to raise children in the state.<\/p>\n<p>Bloomberg Business Week reported that Valley City has a population of about 6,500, and is a hours drive from Fargo.<\/p>\n<p>It said Valley City is a good place to avoid the average rural life, based on sights that break up the flat non-descript landscape on the prairie.<\/p>\n<p>The reported noted Valley City\u2019s eleven historic bridges, five city parks and a skating rink.<\/p>\n<p>The report included that Valley City has a median family income is $62,406 with housing costs as a percentage of income at 14 percent.<\/p>\n<p>It reported that Barnes County\u2019s unemployment rate is currently at 2.5 percent.<\/p>\n<p>\u3000<\/p>\n<p>\u3000\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Supreme Court has upheld convictions in three high-profile cases.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Justices upheld the attempted murder conviction of Vicente Chacano (vih-SEHN&#8217;-tay shah-KAHN-oh), who brandished a gun in a Hettinger courtroom and unsuccessfully tried to fire it after being convicted in a child molestation case in February 2011.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 In the case of a Mandan woman convicted of having sex with a pre-teen boy numerous times over a span of 1\u00a0 1\/2 years, the court ruled the verdict against Jenelle Chase was supported by substantial evidence.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Supreme Court also upheld the aggravated assault conviction of West Fargo landlord Alois Vetter, who was convicted of running over an ex-tenant with his Hummer in February 2011. The 75-year-old Vetter was sentenced to two years in prison but has been free on appeal.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Four Arizona men have been charged with meth-related crimes in North Dakota.\u00a0<br \/>\n\u00a0<br \/>\nThe \u00a0charges range from criminal conspiracy to deliver meth to possession of meth with intent to deliver.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The men were arrested over the weekend, and Burleigh County Assistant State&#8217;s Attorney Dawn Deitz says more arrests might be forthcoming.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities say the arrests could be related to a Mexican drug cartel.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The criminal complaint says the men planned to deliver meth between Dec. 17 and Jan. 18 and may have completed one drug deal.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The men face a maximum sentence of life in prison if convicted.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Milk production in North Dakota during October, November and December totaled 86 million pounds, up 4 percent from the fourth quarter of 2011.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Agriculture Department says the average number of milk cows during the three months was 18,000. (AP) &#8211; North Dakota lawmakers are considering a bill that would reimburse business owners for signage and other potential costs incurred from a new statewide smoking ban. The new law passed by voters in November expands the ban to bars, motels, private nursing homes, cabs and public transportation. It also prohibits smoking within 20 feet of an entrance to a public building.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; North Dakota lawmakers will consider a bill today advocating the Missouri River Correctional Center property in Bismarck be used for a public park. The measure says the facility and its low-risk inmate population would be moved to the state penitentiary. Cost of the move is estimated at $12 million.<br \/>\n\u00a0<\/p>\n<p>WILLISTON, N.D.
