Rain is<\/p>\n<p>expected to spread across the region Tuesday evening, then transition<\/p>\n<p>to snow late Tuesday night and Wednesday from north to south. There may<\/p>\n<p>be a period of mixed precipitation during this transition. By<\/p>\n<p>Wednesday afternoon, snow totals are expected to range from 1 to<\/p>\n<p>2 inches from Highway 2 south to Interstate 94. Some locally<\/p>\n<p>higher amounts to 3 inches are possible, mainly from Watford City,<\/p>\n<p>to around Minot and Rugby. Snow will taper to less than a half<\/p>\n<p>inch south of Interstate 94 to the South Dakota border.<\/p>\n<p>Motorists should use caution as travel may be hazardous at times<\/p>\n<p>due to slippery roads.<\/p>\n<p>More normal wintertime temperatures will remain over the area<\/p>\n<p>through early next week. (AP) \u2014 The North Dakota House has passed a package of gun-rights measures, including a so-called &#8220;constitutional carry&#8221; bill that would allow most people 21 and older to carry concealed firearms without a permit.<\/p>\n<p>The House on Tuesday also approved a measure that allows carrying a gun in church if the church allows it. Another measure approved would allow firearms in schools for trained and permitted &#8220;armed responders.&#8221;<\/p>\n<p>The bills now go to the Senate for consideration.<\/p>\n<p>Representatives killed two gun measures on Tuesday. One would have allowed people with concealed carry permits to have firearms in government buildings. The other would have exempted North Dakota-made firearms, ammunition and accessories from federal regulation.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>Wahpeton\u00a0 (CSi)\u00a0 The North Dakota Highway Patrol has identified the Wahpeton man who died Sunday after losing control of his vehicle on a Wahpeton city street, and striking a tree.<\/p>\n<p>21 year-old Ryan Rosaaen of Wahpeton died in the crash around 11:50pm on Sunday, February 19th.<\/p>\n<p>Rosaaen was pronounced dead at the scene. (AP) \u2014 Senate Majority Leader Mitch McConnell has been getting some heated questions during a tour of Kentucky during the congressional recess. McConnell did not answer questions about the deadly raid in Yemen or coal jobs continuing to disappear, and instead thanked the questioners for their &#8220;speeches.&#8221; One woman shouted, &#8220;if you answer that, I&#8217;ll sit down and shut up like Elizabeth Warren.&#8221; She was referencing an event on the Senate floor earlier this month when McConnell ordered the Democratic senator from Massachusetts to sit down during the fight over Jeff Sessions&#8217; confirmation as attorney general.<\/p>\n<p>RICHMOND, Va. (AP) \u2014 Virginia Gov. Terry McAuliffe has vetoed a bill that would have restricted funding for Planned Parenthood clinics. The Democrat says it would harm tens of thousands of Virginians who rely on Planned Parenthood. The organization provides abortions as well as other health services such as cancer screenings. McAuliffe vetoed the same measure last year.<\/p>\n<p>SAN FRANCISCO (AP) \u2014 The worst of the rain appears to be over, but flood worries continue to plague saturated California. Rescue workers are evacuating people from a San Jose neighborhood after it was inundated by waist-deep flood waters. Elsewhere, people living along the Tuolumne (too-AH&#8217;-loo-mee) river also are being warned of possible flooding.<\/p>\n<p>NEW YORK (AP) \u2014 Wells Fargo&#8217;s board of directors said it is firing four senior managers as part of its investigation into the bank&#8217;s sales practices scandal. It also voted to deny any 2016 bonuses to the executives, and they will forfeit any unvested stock and stock options. The San Francisco-based bank has been under fire since it was discovered that employees opened up to 2 million bank and credit card accounts without customer authorization in order to meet lofty sales goals.<\/p>\n<p>NEW YORK (AP) \u2014 New York City&#8217;s medical examiner has performed an autopsy on Russia&#8217;s ambassador to the United Nations but says the cause and manner of his death need further study. Vitaly Churkin fell ill in his office and died Monday, a day before his 65th birthday.
