The public is only entitled to see and hear what happens at a meeting, and to record or broadcast those observations. <\/em><\/p>\n<p>\u00fc No personal attacks to persons present or not<\/p>\n<p>\u00fc No inflammatory language used during time that you have the platform<\/p>\n<p>\u00fc 5 minute maximum or as directed by the chair<\/p>\n<p>\u00fc Thank you for participating in City Government.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>ORDINANCE <\/strong><\/p>\n<p>City Commissioners approved the First reading of an Ordinance to create a perpetual restrictive covenant for structures to be removed for Permanent Flood Protection Phase III, in accordance with the State Water Commission.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>RESOLUTION <\/strong><\/p>\n<p>Approved a Resolution to Approve Final Plans and Specifications and Authorize for Bid for Permanent Flood Protection Phase II<\/p>\n<p>&nbsp;<\/p>\n<p><strong>NEW BUSINESS <\/strong><\/p>\n<p>The City Commission Adopted a Valley City 100 Year Event Flood Protection: Citywide Planning Report.<\/p>\n<p>City Adminstrator\u00a0 Schelkoph said copies are available at City Hall, adding that public meetings input has been received.<\/p>\n<p>&nbsp;<\/p>\n<p>Moved to a Special City Commission Meeting, March 7th\u00a0 a contract renewal for City Administrator Dave Schelkoph, which will be discussed at the 4-p.m. Finance Committee Meeting, then forwarded to the 5-p.m., City Commission meeting.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved the\u00a0 Barnes County Mutual Aid Agreement. \u00a0City Administrator Schelkoph said the agreement concerns entities working with each other in times of an emergency.<\/p>\n<p>Approved a Special Alcohol Beverage Permit Request for the Valley City Eagles at the ND Winter Show during March 4-11.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Commission considered a five year property tax exemption on 100% of <strong>the improvements<\/strong> to lots 4 &amp; 5 &amp; East 35\u2019 of Lot 3, Block 1 NP East 3rd Addition to the City of Valley City, Barnes County (AKA <strong>1017 East Main Street Valley City,<\/strong> ND) and a five year income tax exemption for Renaissance Zone applicant, Valley Bluff, LLC and designate it as VC-105. \u00a0\u00a0Jim Knutson explained the Renaissance \u00a0Zone program is an incentive for development.\u00a0 He asked that this exemption be approved.<\/p>\n<p>The City Commissioners voted to approve.<\/p>\n<p>&nbsp;<\/p>\n<p>The City commission\u00a0 approved a Preliminary Engineering Agreement for Urban Roads Reconstruction Project on 3rd Ave SE in an amount not to exceed $44,500.<\/p>\n<p>&nbsp;<\/p>\n<p>City Commissioners approved an Engineering Agreement for Geotechnical Evaluation for the Urban Roads Reconstruction Project on 5th Ave NW in an amount not to exceed $12,500.
