(AP) \u2014 A Fargo man accused of trying to pass himself off as a federal law enforcement officer has signed a plea deal.<\/p>\n<p>Shane Duval is charged with impersonation of a federal officer and theft of government property. He faces a maximum penalty of four years in prison on the two charges.<\/p>\n<p>Authorities say Duval stole two government license plates that were parked at the U.S Post Office in Fargo and displayed them when he tried to gain access to the North Dakota Air National Guard Base in Fargo. Duval allegedly identified himself as superintendent of the U.S. Department of Justice.<\/p>\n<p>It&#8217;s not clear why Duval wanted to get into the base.<\/p>\n<p>A chance of plea hearing is scheduled for March 30.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 A federal judge says he&#8217;ll likely decide within a week whether to temporarily halt construction of the final section of the Dakota Access pipeline, which could be able to move oil within weeks.<\/p>\n<p>U.S. District Judge James Boasberg held a hearing Tuesday in a lawsuit brought by the Standing Rock and Cheyenne River Sioux tribes, but he didn&#8217;t immediately rule.<\/p>\n<p>The tribes want him to direct the Army Corps of Engineers to withdraw permission for Texas-based developer Energy Transfer Partners to lay pipe under Lake Oahe in North Dakota.<\/p>\n<p>The stretch under the Missouri River reservoir is the last piece of construction for the $3.8 billion pipeline to move oil from North Dakota to Illinois.<\/p>\n<p>The tribes say the pipeline threatens their right to practice their religion, which relies on clean water. The Corps and company say the claim is lacking.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) \u2014 A Fargo city employee has been disciplined for allegedly making derogatory comments on Facebook about Dakota Access pipeline protesters.<\/p>\n<p>A city spokesman identified the employee as meter technician Enos Lien. Lien is accused of writing a Facebook post saying that if protesters failed to leave, they should be fenced in, shot or left to drown in flooding. Lien wasn&#8217;t working at the time.<\/p>\n<p>Officials say Lien was issued a written reprimand and placed on unpaid suspension. He didn&#8217;t immediately return a message left by The Associated Press.<\/p>\n<p>The city says all employees will be required to attend enhanced cultural sensitivity training.<\/p>\n<p>City police officers are going through similar training after a recent incident in which an officer came upon a Native American sweat lodge and didn&#8217;t know what it was.<\/p>\n<p>&nbsp;<\/p>\n<p>Washington\u00a0 (CSi)\u00a0 North Dakota&#8217;s congressional delegation has issued statements on President Trump&#8217;s speech Tuesday evening to a joint session of Congress.<\/p>\n<p>Senator John Hoeven says:<\/p>\n<p>\u201cIn his first address to the Congress, the President outlined his commitment to growing our economy and keeping our nation safe. We appreciate the president\u2019s focus on the fundamentals including rolling back the regulatory burden on our job creators and reforming the tax code to get our economy going and growing.<\/p>\n<p>\u201cEconomic growth will enable us to reduce our debt and deficit while also investing in the priorities the president outlined, including supporting our military, caring for our veterans, building our infrastructure and making our communities safer by supporting our law enforcement and improving border security.<\/p>\n<p>\u201cThese things are important, but as the chairman of the Agriculture Appropriations Committee, one of my highest priorities in the budget process will also be ensuring we support our farmers and ranchers through these challenging times in the agriculture patch. It\u2019s past time to put politics aside and work on policy,\u201d said Heitkamp. \u201cIt was an aspirational speech and there were a lot of ideas in it, but the devil is in the details. The president will now need to flesh out how his policies will actually work and provide specifics about how to accomplish them. It was encouraging to see Republicans stand up for proposals that they haven\u2019t traditionally \u00a0been supportive of, including paid family leave \u2013 which I have a bill on \u2013 and an infrastructure package \u2013 which we recently introduced that will support the whole country including rural America. I expressed concerns when our previous president didn\u2019t talk about rural America, and I had the same concerns with this speech. There wasn\u2019t a mention of rural America, a farm bill, or agriculture workers, and these should be focuses for any leader of our country.&#8221;<\/p>\n<p>Congressman Cramer says:<\/p>\n<p>\u201cI was very encouraged by President Trump\u2019s speech tonight.\u00a0 It was very aspirational and optimistic. \u00a0It\u2019s great to see Americans dreaming big again. \u00a0This President has laid out big dreams and he has proven in his first month we can accompish big things. \u00a0In terms of his first month\u2018s accomplisments \u2013 great\u00a0job.\u00a0 In terms of goals going\u00a0forward, he\u2018s holding us in Congress accountable. But he\u2019s also letting us know he has our back if we stick together and do the heavy lifting repealing and replacing Obamacare with healthcare that is more patient-centered with greater access and lower costs. \u00a0Also important is the rollback of regulations so job creators can get about the business of creating jobs and making us more competitive in the global marketplace. \u00a0President Trump ran on putting America first, the importance of national defense as the highest priority of the federal government, and the responsiblity of the federal government to work with states and local jurisdictions to keep neighborhoods and our homeland safe. \u00a0These themes are now fulfilled promises.\u00a0 I look forward to working with him on this.\u201c<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u2013 Gov. Doug Burgum issued the following statement applauding President Donald Trump for signing an executive order Tuesday to begin the process of rescinding or revising the Waters of the U.S. rule.<\/p>\n<p>\u201cOf all the examples of federal overreach by the Obama administration, WOTUS was particularly egregious because it effectively turned almost every pond, pothole and slough in North Dakota into a federal managed waterway, creating uncertainty and confusion for farmers, ranchers, landowners and local governments,\u201d Burgum said. \u201cNo one cares more about clean water in North Dakota than the people who live here, and President Trump\u2019s executive order will hopefully lead to a clean water rule that recognizes the rights of states to regulate their own waters.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) \u2014 A judge has rejected a request by a former North Dakota school superintendent convicted of sex crimes with minors to have his electronics returned to his family.<\/p>\n<p>Former Sawyer Superintendent Charles Soper argued the state should return a computer, an iPad and a cellphone to his family, so they can sell or use the devices.<\/p>\n<p>Ward County Deputy State&#8217;s Attorney Kelly Dillon argued against the request, saying the computer and iPad both contain child pornography. North Central District Judge Doug Mattson ruled the electronics should be destroyed or given to law enforcement for training purposes.<\/p>\n<p>Soper was accused of sexually abusing three teenage boys and possessing child pornography. He resigned from the school after his arrest in 2015.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>OMAHA, Neb. (AP) \u2014 Results from a monthly survey of business supply managers suggest manufacturing is boosting economic conditions in nine Midwest and Plains states.<\/p>\n<p>The Mid-America Business Conditions Index report released Wednesday says the overall economic index for the region rose to 60.5 in February from 54.7 in January. It&#8217;s the highest figure since April 2014 and the fourth monthly increase in a row.<\/p>\n<p>Creighton University economist Ernie Goss oversees the survey, and he says the increases point to the improving regional manufacturing economy.<\/p>\n<p>The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth in that factor. A score below that suggests decline.<\/p>\n<p>The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<div>\n<p>BISMARCK, N.D. (AP) \u2014 A relatively warm February was a boon for North Dakota ranchers.<\/p>\n<p>The Agriculture Department says in its monthly crop report that thawing conditions helped settle snow and made it easier to access feed supplies.<\/p>\n<p>Cattle and calf conditions statewide are rated 75 percent good to excellent. Sheep and lamb conditions are 74 percent in those categories. Peterson was scheduled to make $18 million in 2017, what would have been an unwieldly hit to their salary cap.<\/p>\n<p>General manager Rick Spielman says the team will &#8220;continue to have conversations&#8221; with Peterson&#8217;s representatives about the potential of re-signing the soon-to-be 32-year-old Peterson.
