{"id":117197,"date":"2017-03-02T11:01:47","date_gmt":"2017-03-02T17:01:47","guid":{"rendered":"http:\/\/csinewsnow.com\/?p=117197"},"modified":"2017-03-02T11:02:47","modified_gmt":"2017-03-02T17:02:47","slug":"updated-2017-spring-flood-weather-outlook","status":"publish","type":"post","link":"https:\/\/csinewsnow.com\/?p=117197","title":{"rendered":"Updated 2017 spring flood, weather outlook"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-11547\" src=\"http:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/01\/NationalWeatherServicelogo-300x201.png\" alt=\"\" width=\"300\" height=\"201\" srcset=\"https:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/01\/NationalWeatherServicelogo-300x201.png 300w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/01\/NationalWeatherServicelogo-260x175.png 260w, https:\/\/csinewsnow.com\/wp-content\/uploads\/2013\/01\/NationalWeatherServicelogo.png 447w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Bismarck\u00a0 (CSi) Mar 2, 2017\u00a0 The National Weather Service has updated the probabilistic Spring Flood and Water Resources outlook.<\/p>\n<p>The report covers is for the Missouri and James River basins of North Dakota and covers the period of early March through early June.<\/p>\n<p>&#8230;Flood Outlook Highlights&#8230;<\/p>\n<p>Unseasonably warm temperatures during the last half of February<\/p>\n<p>caused much of the deep snow cover that had been present across<\/p>\n<p>the Missouri and James River basins of North Dakota to melt.<\/p>\n<p>Significant frost was unable to form underneath the previous snow<\/p>\n<p>cover during the winter because the first heavy snows arrived<\/p>\n<p>after an extended, warm fall. As a result, a much larger than<\/p>\n<p>normal amount of meltwater was able to infiltrate unfrozen ground<\/p>\n<p>during the last few weeks instead of just running off and entering<\/p>\n<p>the river systems.<\/p>\n<p>&nbsp;<\/p>\n<p>As a result of the significantly depleted snowpack, the overall<\/p>\n<p>risk of flooding in the Missouri and James River basins of North<\/p>\n<p>Dakota has decreased substantially since the last outlook.<\/p>\n<p>However, pockets of remaining deep snow cover are still present<\/p>\n<p>and are responsible for locally greater probabilities of flooding<\/p>\n<p>on the Little Muddy River near Williston, Apple Creek near<\/p>\n<p>Menoken, along the James River above Jamestown Dam, and to a<\/p>\n<p>lesser extent in the lower reaches of the Knife River basin.<\/p>\n<p>&nbsp;<\/p>\n<p>It`s important to note that while the rapid decrease in snowpack<\/p>\n<p>has decreased the flood risk, it remains near normal for this time<\/p>\n<p>of year because the moisture from the melting snow has resulted<\/p>\n<p>in wet soil conditions. The potential for future spring rain or wet snow events on top of the wet soils,could lead to flooding, even in areas where<\/p>\n<p>snow is essentially gone at this point.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8230;Current Conditions&#8230;<\/p>\n<p>Rivers, lakes, and reservoirs are near to slightly above normal<\/p>\n<p>for this time of the year, but their current levels provide no<\/p>\n<p>significant concerns. Snow cover is not uniform across the area.<\/p>\n<p>There`s virtually no snow cover left in parts of southwestern<\/p>\n<p>North Dakota, but pockets of deep snow remain, particularly around<\/p>\n<p>Hazen, in the Apple Creek basin near Menoken, and in the upper<\/p>\n<p>reaches of the James River above Jamestown Dam. Soil moisture<\/p>\n<p>remains above normal, in part due to the recent snowmelt.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8230;Weather Outlook&#8230;<\/p>\n<p>The near term, 6 to 10 day outlook favors above normal temperatures<\/p>\n<p>and near normal precipitation across most of the Missouri and James<\/p>\n<p>River basins of North Dakota. The 8 to 14 day outlook favors near<\/p>\n<p>normal temperatures and slightly favors above normal precipitation.<\/p>\n<p>Looking out further, the outlook for the latter part of March and<\/p>\n<p>the full three-month outlook valid from March through May favors<\/p>\n<p>near normal temperatures and slightly favors above normal<\/p>\n<p>precipitation.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bismarck\u00a0 (CSi) Mar 2, 2017\u00a0 The National Weather Service has updated the probabilistic Spring Flood and Water Resources outlook.
