Tom Herzig reports indicated three incidents in a short period of time.<\/p>\n<p>At 2:30 p.m., \u00a0North of Woodworth a 2010 Volvo semi driven by Ron Hintz was blown into the east ditch, rolling the truck and trailer. Hintz was not injured.<\/p>\n<p>At 4:30 p.m., a rig driven by Farah Hassan was exiting I-94 onto Highway 1, when the wind that forced \u00a0his 2004 Freightliner onto its side in the east ditch.<\/p>\n<p>He was taken to \u00a0CHI Mercy Hospital in Valley City..<\/p>\n<p>On Highway 52 north of Jamestown. A semi operated by \u00a0Dario Vavala of Illinois was southbound \u00a0when his 2000 Freightliner was blown onto its side blocking \u00a0north and southbound lanes. The highway was shut down for two hours.<\/p>\n<p>The Highway Patrol was assisted by the Stutsman County Sheeriff\u2019s Office in diverting traffic Vavala was treated for his injuries and released.<\/p>\n<p>The Highway Patrol indicates that during inclement weather, high-profile, long-load type, and permitted overdimensional vehicles have restricted travel. COMMISSION REPORTS<\/p>\n<p>Avis Richter reminded that March 14, 2017 is the deadline to file petitions for the City Commission seat up for election.<\/p>\n<p>&nbsp;<\/p>\n<p>Building Inspector\/Fire Inspector Dave Andersen reported that a public information meeting will be held in Valley City next week, regarding flood insurance.<\/p>\n<p>He noted that dog owners need to clean up after their animals.<\/p>\n<p>&nbsp;<\/p>\n<p>Fire Chief Gary Retterath, starting next month the emergency sirens will begin being tested.<\/p>\n<p>&nbsp;<\/p>\n<p>Mayor Carlsrud reported that city crews will be making trial runs in installing flood walls in the event they are needed this spring.<\/p>\n<p>&nbsp;<\/p>\n<p>The meeting was shown live on CSi 68 followed by replays<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 Jamestown Tourism will consider two requests under the Capital Construction Fund.<\/p>\n<p>On Tuesday\u2019s Wayne Byers Show on CSi Cable 2 Director Searle Swedlund said, currently there is $27,000 remaining in the fund to distribute in this round.<\/p>\n<p>He says annually about $80,000 is available in the fund, coming from the Jamestown Restaurant tax.<\/p>\n<p>The applications are considered twice a year, with the application deadlines March 1<sup>st<\/sup>, and October 1<sup>st<\/sup> each year.<\/p>\n<p>Those applying under the latest round are Frontier Village and Jeff Gould, for additional funding for reconstruction of the Jack Brown Stadium dugouts.<\/p>\n<p>He said the demolition has started on the old dugouts, with footings in place for the new dugouts to be constructed.<\/p>\n<p>He added the Gould will request an additional $15,000 for the project estimated to cost about $250,000 with about $200,000 raised so far.<\/p>\n<p>He pointed out the former dugouts were antiquated in terms of what is needed to accommodate baseball teams of today.<\/p>\n<p>Swedlund said Jack Brown Stadium is considered by many as the premiere baseball stadium in North Dakota and continues to draw teams and fans from around the region to play in Jamestown, plus local teams using the facility.<\/p>\n<p>He added that Frontier Village is applying for funds to continue with building improvements, and maintenance.<\/p>\n<p>The board will meet Thursday March 16, 2017 at 11:30 a.m., at the CSi Technology Center at Historic Franklin School in Downtown Jamestown.<\/p>\n<p>&nbsp;<\/p>\n<p>Bismarck\u00a0 (CSi)\u00a0\u00a0 The Democratic NPL Caucus, Communications Director, Daniel Tick issued a news release Tuesday, on behalf of District 29 Democratic State Senator, John Granbinger of Jamestown, on the narrow defeat of Senate Bill\u00a0<a href=\"http:\/\/www.legis.nd.gov\/assembly\/65-2017\/bill-actions\/ba2282.html\">SB 2282<\/a>\u00a0 in the state house.<\/p>\n<p>Grabinger\u2019s statement read:<\/p>\n<p><em>\u201cSB 2282 is a commonsense measure that would offer older citizens an opportunity to continue participating in the sport they love, and a better chance of getting a good, clean shot, rather than a glancing or wounding shot, when hunting deer. Some folks in the great state of North Dakota still enjoy hunting with muzzleloaders and are willing to put in the time, effort and skill necessary to hunt using an antique-style firearm. These folks enjoy the sport enough to continue doing it into their golden years when, for some, the use of a scope could make a difference in helping them secure a clean shot. <\/em><\/p>\n<p><em>\u201cAs a\u00a0young man of 53-years-old myself, who nonetheless wears bifocals, I know that allowing seniors to use scopes on muzzleloading firearms would benefit many seasoned sportsmen in North Dakota. It was encouraging to see such strong bipartisan support for this bill in the Senate, where it passed overwhelmingly, and I\u2019m looking forward to continuing to work on this legislation, and perhaps getting it reconsidered in the House.\u201d\u00a0 <\/em><\/p>\n<p>The news release goes on to say, <strong>Senator Grabinger\u2019s bipartisan bill would allow hunters over the age of 65 to use scopes with up to 4-power magnification on muzzleloading firearms.<\/strong> SB 2282 passed the Senate on a strong bipartisan vote of 44 \u201cyeas,\u201d 2 \u201cnays.\u201d It was narrowly defeated in the House on a vote of 44 \u201cyeas\u201d and 47 \u201cnays.\u201d<\/p>\n<p>North Dakota already allows senior sportsmen the option of using scopes on their firearms during the muzzleloading season, but only with 1-power magnification. Minnesota, on the other hand, <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/?id=97B.031&amp;format=pdf\">allows individuals older than 60 to use scopes<\/a> with magnification on muzzleloading firearms. Minnesota\u2019s law does not specify a limit on the magnification power of these scopes.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 Bismarck residents have approved a $57.5 million bond issue to expand and renovate three middle schools and two high schools in the city.<\/p>\n<p>The\u00a0 bond was approved Tuesday, with 85 percent of voters in favor.<\/p>\n<p>The vote comes five years after voters approved spending $86.5 million to build two new elementary schools and Legacy High School.<\/p>\n<p>The bond will be used to expand Wachter Middle School, Simle Middle School and Horizon Middle School. It will also be used to create a 650-seat auditorium and third gym court at Bismarck High School, and to construct more classrooms at Century High School.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 North Dakota Gov. Doug Burgum calls the health care overhaul plan released by House Republicans &#8220;a work in progress.&#8221;<\/p>\n<p>Burgum reacted Tuesday to the new Republican health care bill. In a statement, the new Republican governor says there are &#8220;many competing interests, particularly between states with and without expanded Medicaid,&#8221; which covers low-income people.<\/p>\n<p>Burgum also says he does not believe there is a national solution to the problem. Instead, he says states must be empowered with the control and flexibility needed to come up with new solutions for lowering the actual costs of health care.<\/p>\n<p>President Donald Trump has endorsed the plan. GOP leaders hope the legislation will fulfill campaign promises to repeal and replace Barack Obama&#8217;s Affordable Care Act.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 An industry group that supports the $3.8 billion Dakota Access oil pipeline is praising a federal judge&#8217;s decision to allow the project to be completed.<\/p>\n<p>The MAIN Coalition is made up of agriculture, business and labor entities that benefit from Midwest infrastructure projects. Spokesman Craig Stevens says the decision by U.S. District Judge James Boasberg bolsters arguments that the pipeline developer and government have properly followed laws and regulations.<\/p>\n<p>The Standing Rock and Cheyenne River Sioux tribes dispute that. Their attorneys say they&#8217;ll continue their legal battle against the pipeline to move North Dakota oil through South Dakota and Iowa to a shipping point in Illinois.<\/p>\n<p>Texas-based Developer Energy Transfer Partners says the pipeline could be moving oil as early as next week.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 The North Dakota Supreme Court says Dunn County cannot veto the location of an oil and gas waste treating plant approved by the state Industrial Commission.<\/p>\n<p>The opinion upholds a ruling last year by Southwest District Judge Dan Greenwood, who said the sole authority for zoning rests with the commission, which regulates energy development in the state.<\/p>\n<p>Environmental Driven Solutions sued Dunn County in 2013 for denying zoning for storage tanks on property adjacent to the treatment facility, sparking the dispute. Three other oil-producing counties filed documents supporting of Dunn County.<\/p>\n<p>Dunn County officials said the site in question was zoned as &#8220;rural preservation,&#8221; which does not allow for salt water storage tanks.<\/p>\n<p>The justices said in an opinion released Tuesday that state law clearly trumps the county&#8217;s zoning requirements.<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) \u2014 B-52 bombers from Minot Air Force Base will deploy to the Middle East for combat operations for the first time in 12 years.<\/p>\n<p>The Minot Daily News reports Minot&#8217;s bombers are replacing Barksdale, Louisiana bombers.<\/p>\n<p>Last year, the Air Force announced it would be sending B-52 Stratofortresses into the battle against the Islamic State group. According to Air Force information, the Barksdale Air Force Base bombers were the first ones sent.<\/p>\n<p>The B-52 is a long-range bomber, capable of flying high subsonic speeds at altitudes up to 50,000 feet. It can perform an assortment of missions and is capable of dropping or launching the widest range of weapons in the U.S. inventory.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 When a farmer was ticketed for not feeding a parking meter, he launched a one-man crusade that made North Dakota the nation&#8217;s only state that bans the meters on all public streets.<\/p>\n<p>Now the governor is quietly trying to end the nearly 70-year ban, and the farmer&#8217;s granddaughter is fighting to uphold her family&#8217;s legacy.<\/p>\n<p>Howard Henry received the fateful ticket in the 1940s in Minot. He said parking meters were unneeded in a wide-open state.<\/p>\n<p>By reintroducing meters, Gov. Doug Burgum hopes to encourage more parking turnover, leading to more retail sales for businesses and more tax revenue for communities and the state.<\/p>\n<p>Former state Sen. JoNell Bakke of Grand Forks is Henry&#8217;s granddaughter.
