Jamestown, ND (KCSi-T.V. News) — Jamestown Police wants to warn Jamestown residents regarding a convicted sex offender living in Jamestown who has changed his address.<\/p>\n

William Humphrey Kysar now lives at 409 4th Street Northeast, Apt. #1, Jamestown, ND.<\/p>\n

His last previous address was 119 5th Street Northwest, Apt.#14, Jamestown, ND.<\/p>\n

The report says he has no vehicle.<\/p>\n

Kysar is a 52 year old white male, 6 feet tall, weighing 250 pounds with brown eyes, and gray hair.<\/p>\n

He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.<\/p>\n

Kysar has been convicted of Gross Sexual Imposition, solicit of a child for sex, and child abuse.<\/p>\n

Kysar is currently not on probation with North Dakota Parole and Probation.<\/p>\n

Kysar is not wanted by police at this time and has served the sentence imposed by the court.<\/p>\n

This notification is meant ofr public safety and not to increase fear in the community, nor should this notification be used to theaten, assault or intimidate the offender.<\/p>\n

Attempts to harass, intimidate or threaten these offenders, or their families, landlords or employers will be turned over for prosecution.<\/p>\n

Jamestown, ND (KCSi-T.V. News) — A Great Lakes Airline’s representative, in Jamestown Wednesday (Jan 30, 2013) said, her visit is informational, while taking back suggestions and concerns of the Jamestown area flying public.<\/p>\n

Monica Taylor-Lee said, her visit in Jamestown was two-fold, to visit with Jamestown residents, and to gather input, and to honor the Jamestown Area Chamber of Commerce, “Outstanding Citizen of the Year,” Fran Romsdahl, at the annual banquet, Thursday evening (Jan 31, 2013.)<\/p>\n

Great Lakes management from Cheyenne, Wyoming will also attend the banquet, and offer ticket giveaways.<\/p>\n

She added that Great Lakes Airlines wants the public to know that they are part of the Jamestown community, as shown with the Food Drive in September of 2012, in conjunction with Jamestown Regional Airport.<\/p>\n

Ms Taylor-Lee pointed out that booking flights departing Jamestown has become more convenient through travel agents, in addition to Great Lakes having ticket agreements with other airlines, where a single ticket will allow the passenger to reach their final destination along with their luggage, without the need for additional ticketing.<\/p>\n

She added that Great Lakes Airlines continues to work out arrangements with Delta to re-implement the Sky Miles program, which she hopes will happen soon.<\/p>\n

She added that the airline\u2019s web site<\/p>\n

Jamestown Regional Airport Manager, Matthew Leitner said, the local airport web site www.flyjamestown.net is also handy to obtain more information and to aid in booking flights, and has the present Jamestown schedule posted.<\/p>\n

Leitner pointed out that Jamestown boardings are again going up, as he expects the January final numbers to be over 200.<\/p>\n

He added that weather concerns not withstanding, Great Lakes on-time performance is 85% within 5-10 minutes of departure.<\/p>\n

Ms Taylor-Lee added that when Jamestown boardings show a continued significant increase, Great Lakes will likely look at servicing Jamestown with the larger 30-seat aircraft.<\/p>\n

Leitner said the present aircraft the 19 seat Beachcraft has the latest state of the art equipment and the planes are relatively new.<\/p>\n

Bismarck, ND (KCSi-T.V. News) — The North Dakota House of Representatives Appropriation Committee on an 18-2 vote, has passed House Bill 1269, that would allow funding for Stutsman Rural Water District’s planned expansion, between Woodworth and Streeter..<\/p>\n

Representatives from Grand Forks, and Bismarck voted against the measure, which contains $9.97 million in grants for SRWD.<\/p>\n

Jamestown Mayor Katie Andersen has testified that she could not support the bill, without language to facilitate territory transfers from rural water groups to cities.<\/p>\n

\u00a0LINCOLN, N.D. (AP) – The North Dakota Highway Patrol is investigating a crash involving a police car in the south central town of Lincoln.

\n\u00a0\u00a0\u00a0\u00a0 The patrol says Lincoln Police Office Bradley Heger drove through a stop sign at an intersection with his lights flashing as he pursued another vehicle Wednesday afternoon. Heger’s squad car collided with a car driven by 21-year-old Brittany Entzi, of Lincoln.

\n\u00a0\u00a0\u00a0\u00a0 She was taken to a hospital with injuries the patrol says are not life-threatening. Heger was not hurt.<\/p>\n

GRAFTON, N.D. (AP) – A former stockbroker in Grafton and Grand Forks is likely to be sentenced to prison in March after failing to come up with $2.1 million in restitution by the court-ordered deadline of Tuesday.

\n\u00a0\u00a0\u00a0\u00a0 Fifty-nine-year-old Ross Haugen pleaded guilty earlier this month to felony charges for scamming six clients. He was given the chance to avoid prison time by repaying those he swindled but the Grand Forks Herald reports that he failed to do so. He now faces up to 70 years in prison when he is sentenced March 13.

\n\u00a0\u00a0\u00a0\u00a0 Haugen faced similar charges in November 2011, pleaded guilty and avoided prison time by paying about $185,000 in restitution.

\n\u00a0\u00a0\u00a0\u00a0 Haugen lost both his federal and state securities licenses nearly a decade ago.

\n\u00a0\u00a0\u00a0\u00a0 BISMARCK, N.D. (AP) – Authorities in Burleigh County seized 38 horses from a man on the same day officials in neighboring Morton County took 119 horses away from him.

\n\u00a0\u00a0\u00a0\u00a0 Ninety-six dead horses were discovered on the Morton County property and three dead horses were found on the Burleigh County land. The horses that survived the alleged neglect are being fed and cared for onsite, except for 25 that are in bad shape and being cared for by a horse rescue organization.

\n\u00a0\u00a0\u00a0\u00a0 The owner of the horses has not been identified because he has not been arrested. Prosecutors are considering charges.<\/p>\n

\u00a0GRAND FORKS, N.D. (AP) – Tuberculosis tests administered to students and staff at a Grand Forks school show that one person was exposed to the disease, but it doesn’t mean the individual is infectious with TB.

\n\u00a0\u00a0\u00a0\u00a0 One student at Winship Elementary School was diagnosed last week with the illness, following a recent outbreak in the city. Results released Wednesday showed that 22 of 23 tests conducted Monday at the school were normal.

\n\u00a0\u00a0\u00a0\u00a0 Officials say one person had an abnormal result, but does not exhibit symptoms of active tuberculosis and has been referred to a doctor for further testing.

BISMARCK, N.D. (AP) – A North Dakota house panel is considering a bill that would ban abortions if a fetal heartbeat is detected. Abortion rights advocates say the measure would ban abortion before some women know they are pregnant. Several Republican lawmakers from the House and Senate have introduced bills this session that would impose more stringent restrictions on abortions in the state.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Taxpayers can file their federal and state returns either electronically or on paper, but Fong says the e-file system is much easier and usually results in faster refunds.

\n\u00a0\u00a0\u00a0\u00a0 Dakota Plains Federal Credit Union set up the fund for victims of the October blaze that swept through Bucyrus (boo-CY’-ruhs), located near the North and South Dakota border. The fire destroyed four homes in the town of 27 people.

\n\u00a0\u00a0\u00a0\u00a0 The fund included a grant of $40,000 from Lutheran Social Services disaster relief.

BISMARCK, N.D. (AP) – North Dakota winter wheat farmers are enjoying better snow cover protection for their crops than their counterparts in South Dakota.

\n\u00a0\u00a0\u00a0\u00a0 The Agriculture Department says protection for winter wheat in North Dakota is rated 28 percent poor, 44 percent adequate and 28 percent excellent. That compares with 84 percent poor in South Dakota and only 16 percent adequate.

\n\u00a0\u00a0\u00a0\u00a0 The average snow depth in North Dakota at the start of the week was 4.1 inches, compared with 2 inches in South Dakota, which has been harder-hit by drought.

But a state lawmaker who met with authorities say Dykes has allowed authorities to lower the boy’s medicine into the bunker.
