News) &#8212; The Jamestown City Council met in Special Session, and the recessed into Executive Session Friday morning Feb 1, 2013 at 10-a.m. at City Hall.At issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.<\/p>\n<p>Attending the Executive Session were: Mayor Andersen, City Council Members Kourajian, Gumke, Brubakken and Buchanan.<\/p>\n<p>Also at the Executive Session were, City Attorneys Ken Dalsted and Mary Jensen, City Administrator Jeff Fuchs, City Engineer Reed Schwartzkopf, and City Fire Chief Jim Reuther.<\/p>\n<p>When the Special Session was reconvened, the City Council instructed the City Attorney to provide correspondance to the Stutsman Rural Water District as the negotiations continue.<\/p>\n<p>The City Council met with the Stutsman Rural Water District at the SRWD offices on Thursday this week, to discuss negotiations.<\/p>\n<p>Meanwhile&#8230;<\/p>\n<p>Bismarck, ND (KCSi-T.V. News Feb 1, 2013) &#8212; The North Dakota House of Representatives Friday, passed a bill 85- 3 in favor with 6 absent or not voting, that would provides $9.97 million in grants for Stutsman Rural Water District\u2019s expansion project.<\/p>\n<p>House Bill 1269, sponsored by District 29 Republican State Representative, Chet Pollert of Carrington, a member of the House Appropriations Committee, includes an emergency provision that required a two-thirds majority, which allows the funding to be made available when the bill is signed by the Governor Dalrymple.<\/p>\n<p>The bill, which goes on to the State Senate for consideration, would fund part of the estimated $14 million expansion project to bring rural water to Woodworth and Streeter.<\/p>\n<p>It would allow construction to start this spring.<\/p>\n<p>Jamestown Mayor, Katie Andersen testified at a House Appropriation Committee hearing, that she could not support the bill, without language to facilitate territory transfers from rural water groups to cities.<\/p>\n<p>Jamestown, ND (KCSi-T.V. News January 31, 2013) <strong>\u2014Jamestown Regional Medical Center (JRMC) is now offering services for steroid joint injections for pain management. These services include injections into major joints like the hip or shoulder and injections into the epidural space and facet joints of the spine. <\/strong><\/p>\n<p>The procedures are performed by board-certified radiologists who have received advanced training in injection techniques and musculoskeletal anatomy and physiology. Radiologists, Dr. Gary Wade and Dr. Madhu Reddy, joined the JRMC team in July of 2013.<\/p>\n<p>Diane Nelson, JRMC Radiology manager, says, &#8220;JRMC is unique and very fortunate to have two extremely qualified and talented radiologists. They are able to provide a variety of services with very personal and individualized care to their patients.&#8221;<\/p>\n<p>Since arriving at JRMC, the radiologists have seen a need to provide steroid injections to the people in the community who suffer from acute or chronic joint and back pain. All the procedures are performed using x-ray fluoroscopy or CT guidance that improves accuracy and assures that the steroid is being injected into the correct space.<\/p>\n<p>Inflammation in the musculoskeletal system is a common source of pain for many people. Image-guided injection of a short-acting anesthetic and anti-inflammatory steroid is useful in the management of joint pain that has not resolved after conservatory therapy. The joint injections can be used to:<\/p>\n<p>\u00b7 resolve pain faster than would occur with rest and medication<\/p>\n<p>\u00b7 delay surgical intervention<\/p>\n<p>\u00b7 diagnose the source of pain<\/p>\n<p>\u00b7 diminish symptoms<\/p>\n<p>\u00b7 control pain in non-surgical patients<\/p>\n<p>Procedures can routinely be scheduled at JRMC Radiology within a couple of days. (AP) &#8211; Dickinson police are investigating the accidental shooting of a 3-year-old child at a mobile home court.<\/p>\n<p>Capt. Joe Cianni says the child took a bullet in an upper thigh Thursday afternoon and will be OK.<\/p>\n<p>Police say a handgun was unintentionally fired in the incident. They did not immediately provide further details.<br \/>\nFARGO, N.D. (AP) &#8211; Dakotas-based Sanford Health is planning a $1.8 million clinic in the Minnesota city of Bagley this year.<\/p>\n<p>The new clinic will replace one attached to the Sanford Bagley Medical Center, nearly tripling available clinic space. The Bemidji Pioneer reports that it will be built by a local economic development agency, and leased and maintained by Sanford.<\/p>\n<p>Sanford Health bought Bagley-based Clearwater Health Services a year ago.<\/p>\n<p>Sanford is based in Fargo, N.D., and Sioux Falls, S.D. It bills itself as the largest not-for-profit rural health care provider in the country, with locations in 126 communities in eight states.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Fargo Beer Co. officials say they have sealed the deal on a brewery in the city their product is named for.<\/p>\n<p>Company spokesman Aaron Hill says the lease for the building officially begins on March 10. The brewery will be located at 610 North University Drive in downtown Fargo.<\/p>\n<p>The company is currently brewing its beer at Sand Creek Brewery in Black River Falls, Wis. The product is then shipped to North Dakota and sold at taverns in the Fargo and Moorhead, Minn., area.<\/p>\n<p>The brewery plans to distribute beer in several area states and is hoping to produce 10,000 barrels, or about 315,000 gallons, within three years.<\/p>\n<p>Says Hill, &#8220;Needless to say we are very excited.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; University of North Dakota President Robert Kelley is challenging a proposal to create office space for University System Chancellor Hamid Shirvani on the campus.<\/p>\n<p>The $11.5 million building was to be dedicated as an information technology facility. But a new proposal would displace those cubicles for IT staff with an office for Shirvani, a board room, a reception area and other space.<\/p>\n<p>Kelley says in a January memo that the University System did not have authority to approve and proceed with any changes without legislative approval.<\/p>\n<p>But State Board of Higher Education President Duaine Espegard says it&#8217;s a University System project, which has authority over UND. He says the change does not change the cost or size, so no other approval is necessary.<\/p>\n<p>&nbsp;<\/p>\n<p>DEVILS LAKE, N.D. (AP) &#8211; Two of the six semifinalists for the Lake Region State College presidency have dropped out.<\/p>\n<p>The Devils Lake school reports that candidates from Idaho and Kansas have withdrawn from consideration.<\/p>\n<p>That leaves four candidates, including interim President Doug Darling. The other three are from New York, Maine and Arizona.<\/p>\n<p>Campus interviews are scheduled Feb. 19-20. A search committee then will forward the names of three finalists to the state Board of Higher Education.<\/p>\n<p>Former president Mike Bower left last summer to become the president of Owens Community College in Ohio.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. A Turkish security guard was killed. At the White House, spokesman Jay Carney is calling the attack &#8220;an act of terror,&#8221; saying a bombing outside an embassy is, by definition, terrorism.<\/p>\n<p>WASHINGTON (AP) &#8211; The stock market&#8217;s strong performance in January is continuing into February. Friday&#8217;s gains have brought the Dow Jones industrial average above 14,000 for the first time in more than five years. The recent gains in the stock market may be part of the reason for some big sales gains by U.S. automakers in January. They&#8217;re reporting double-digit increases for the month, as Americans ignored tax increases and the winter chill.<\/p>\n<p>WASHINGTON (AP) &#8211; The Obama administration is proposing a work-around for religious non-profit groups that object to providing health insurance that covers birth control. The new regulation attempts to create a barrier between the religious groups and the coverage, by having insurers or a third party giving women free access to contraception. It&#8217;s not clear whether religious leaders will accept the new approach. The birth control requirement has been challenged in a series of lawsuits.<\/p>\n<p>CAPE CANAVERAL, Fla. (AP) &#8211; It&#8217;s a special day of remembrance for NASA. Ten years ago, space shuttle Columbia and its seven astronauts were lost. They were returning from a 16-day mission, and were just 16 minutes from home when the shuttle disintegrated on Feb. 1, 2003. A few hundred people gathered at Florida&#8217;s Kennedy Space Center this morning to remember the Columbia seven.
