(AP) — North Dakota Republican Gov. Doug Burgum has signed a measure that establishes protections for confidential drug informants.

The action Monday comes more than three years after 20-year-old college student Andrew Sadek was found dead in a river with a bullet in his head and a backpack of rocks tied to his body.

His parents, Tammy and John Sadek, have lobbied lawmakers to pass legislation so that informants can be better informed of their legal options to understand the risks they may be taking.

The bill clarifies the rights of people offered the role as a confidential drug informant, including their right to an attorney.

It also requires a written agreement with an informant. Law enforcement agencies also must undergo training before using them.

BISMARCK, N.D. (AP) — The North Dakota Legislature has passed a measure for the state to take over social services costs for the 53 counties under a two-year program that would eliminate counties’ ability to tax for those services.

In exchange, the Legislature is ending a so-called tax relief fund that was used to give homeowners a 12 percent buydown of property tax rates. Lawmakers say the state can no longer afford to do that.

The fund is expected to have $300 million when the current two-year budget period ends on June 30. The bill would use about $140 million from the fund to help balance the state budget, while the remainder would be applied to social services program costs.

The state would pay counties based on a formula that factors expenses and caseload.

BISMARCK, N.D. (AP) — The North Dakota Legislature has recently increased funding to repair and research saltwater pits in Bottineau and Renville that were condemned and covered in the 1980s.

Department of Mineral Resources spokeswoman Alison Ritter says the Legislature’s project could cost $200 million over three decades.

The research will be two-pronged. (AP) — Jimmie Johnson has won consecutive races for the 11th time in his career with a rare victory at Bristol Motor Speedway.

The seven-time NASCAR champion doesn’t consider Bristol to be his best track, and Monday’s victory was only the second at Thunder Valley in his career. But Johnson’s Chevrolet for Hendrick Motorsports was strong enough to contend with Kyle Larson, the points leader and most dominant driver of the day. A speeding penalty on Larson late in the race allowed Johnson to make it look easy in the end.

Clint Bowyer finished second and Stewart-Haas Racing teammate Kevin Harvick was third in the race postponed a day by rain.

Matt Kenseth was the highest finishing Toyota driver with a very quiet fourth. He now suggests that the “Contract with the American Voter” wasn’t really his idea to begin with. Trump campaigned on a promise of instant disruption. But in an AP interview, he indirectly acknowledged that change doesn’t come quickly to Washington.

WASHINGTON (AP) There was a bit of awkwardness at President Donald Trump’s lunch with U.N. diplomats when he made an undiplomatic comment about Nikki Haley, his ambassador to the U.N. Trump was kicking off Monday’s lunch with ambassadors of countries on the U.N. Security Council when he asked the room if they liked Haley. Trump said that if they didn’t, “she could easily be replaced.” Later, he said that wouldn’t happen and that she was doing a “fantastic job.”

LITTLE ROCK, Ark.
