News) &#8212; The Jamestown City Council met in Regular Session Monday evening (Feb 4, 2013) at City Hall. All members were present<\/p>\n<p>&nbsp;<\/p>\n<p>Consent Agenda Items considered separately: None<\/p>\n<p>&nbsp;<\/p>\n<p>REGULAR AGENDA:<\/p>\n<p>RESOLUTIONS:<\/p>\n<p>A Public Hearing was held,<strong> <\/strong>concerning the request for vacation of the portion of alley adjacent to Lots 1 &amp; 2, Block 1, Riffe 1<span style=\"font-size: medium;\"><span style=\"font-size: xx-small;\">st <\/span><\/span>Addition, and Lots 1, 2 and W.58\u2019 of Lot 3, Block 4, Hi-Acres Hillcrest Addition, all to the City of Jamestown, Stutsman County, North Dakota.<\/p>\n<p>No one appeared for the public hearing.<\/p>\n<p>Following the Public Hearing Council Members voted to approve the request for vacation of the portion of the alley.<\/p>\n<p>Mayor Andersen said the vacation is appropriate since the area is being repurposed.<\/p>\n<p>The Jamestown City Planning Commission is reviewing a zone change request.<\/p>\n<p>Appointments:<\/p>\n<p>Mayor Andersen\u2019s appointment was approved of Amie Romsdal to the Civil Service Commission, with the term to expire in January of 2015.<\/p>\n<p>Mayor and Council Member Reports:<\/p>\n<p>Mayor Andersen said a Cub Scout Troop will tour City Hall.<\/p>\n<p>Council Member Buchanan noted that Eventide was holding a public meeting to discuss future plans for the facility and again on Friday this week.<\/p>\n<p>Council Member Kourjian noted a large turnout at the Jumpin Jack Frost event last weekend at the Jamestown Civic Center.<\/p>\n<p>\u3000<\/p>\n<p>Other Business:<\/p>\n<p>The City Council recognized the Spring Baseball Program as an other public spirited organization and authorized the issuance of a calendar raffle permit with the drawings to be held April &amp; May 2013.<\/p>\n<p>\u3000<\/p>\n<p>The City Council recognized the James Valley Street Machines, Inc., as an other public spirited organization and authorized the issuance of a Charity Local Permit for the drawing held October 28, 2012. The event was already held, and the State Attorney General notified the city that all other paperwork was in order, and that the City Council could authorize the permit retroactively.<\/p>\n<p>\u3000<\/p>\n<p>Council Members approved the request from the Jamestown Chapter of the RMEF MinnDak Inc., for a gaming site authorization at the Gladstone Inn (Banquet Rooms) on March 23, 2013.<\/p>\n<p>The City Council approved the request from the North Dakota Buffalo Foundation, Inc., for a gaming site authorization at the Quality Inn (Banquet Rooms) on March 1, 2 &amp; 3, 2013.<\/p>\n<p>The City Council then voted to reject the bids received for construction of Water &amp; Sewer District (#12-61 &amp; 12-31.)<\/p>\n<p>The Council then authorized re-advertising for bids for the staged construction of the Water &amp; Sewer District, at the site of the Titan Machinery building under construction west of Jamestown.<\/p>\n<p>The sewer project will be re-bid, and two bids, will be for work on two halves of the water lines, north and south loop system, pending a settlement of watering serving issues, between the City of Jamestown and Stutsman Rural Water District.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Council then approved Resolutions pertaining to 2012 750,000 gallon Water Tower and Water Distribution System Improvements Project<\/p>\n<p>Travis Dillman of Interstate Engineering said the tower designed is planned as a single spheroid, looking like a golf ball on a tee. The paint designed is now planned as white with black lettering.<\/p>\n<p>\u3000<\/p>\n<p>The City Council accepted and approved the plans and specifications, as prepared by the Interstate Engineering, Inc., for construction of the Water Tower, and directed the City Administrator to advertise for bids for construction of the Water Tower.<\/p>\n<p>Hearing From the audience:<\/p>\n<p>Robert Thompson the contractor for the Titan Machinery project asked for an update on negotiation with Stutsman Rural Water District concerning how the talks were going. Filtration Process.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved, Blocking off the 100 block of Main Street East for the 5th Annual, Debbie Gabel Memorial Cancer Ride.<\/p>\n<p>The City Commission approved a Special Alcohol Beverage Event permit for Nubar, Captain\u2019s Pub and VFW to serve alcohol in the blocked off street for the Debbie Gabel Memorial Cancer Ride.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Commission approved a cost and participation agreement for three ER sites \u2013 HBP Pavement Repair (Patching) &amp; Incidentals, SRU-2-990(042)046 \u2013 Sidewalk, Pavement Marking &amp; Signing Improvements.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved terminating Tax Increment Financing for North Industrial Park district created December 17, 2011.<\/p>\n<p><strong><\/strong>\u00a0<\/p>\n<p>The City Commission approved the Valley City Barnes County Development Corporation\u2019s Expansion and Financing Agreement including the value of the five year property exemption for John Deere.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Commission then reviewed the Police Department 2012 Annual Report.<\/p>\n<p>&nbsp;<\/p>\n<p>Police Chief Fred Thompson highlighted the report.<\/p>\n<p>He said the use of force by police officers is not of concern, and the actions of police are based on criminal activity.<\/p>\n<p>He said there was a significant jump in arrests in 2012, which he said was inexplicable.<\/p>\n<p>He pointed out that the report is available on the City\u2019s web site.<\/p>\n<p>&nbsp;<\/p>\n<p>City Administrator Report<\/p>\n<p>David Schelkopf said with the first inspection there has been a lessening of abandonded cars in the city.<\/p>\n<p>He said the Valley City Flood Emergency Plan is finished and available to the public.<\/p>\n<p>He asked that if anyone has any ideas about a use for the City Auditorium which is available for sale to contact City Hall.<\/p>\n<p>He noted a controlled electric load enabled the city to save dollars on electric costs to the city during the recent cold snap.<\/p>\n<p>&nbsp;<\/p>\n<p>City Updates &amp; Commission Comments<\/p>\n<p>Commissioner Luke reported on recent water meetings that she has attended.<\/p>\n<p>She said communities around various parts of the state are preparing for either a flood or drought conditions.<\/p>\n<p>Water quality issues are also a concern.<\/p>\n<p>City Assessor Sandy Hansen reported on items that she has been addressing on assessments.<\/p>\n<p>She noted bills in the State Legislature, concerning the Homestead Credits. And asked for support of Senate Bill 2371.<\/p>\n<p>Dave Andersen asked that residents comply with the City Ordinance of clearing sidewalks after a snowfall.<\/p>\n<p>&nbsp;<\/p>\n<p>Police Chief Thompson said three new officers have completed training and are on the force.<\/p>\n<p>One addition officer will be added following training.<\/p>\n<p>KLJ reported that street traffic should be back to normal about February 15, 2013 with the bank stablization project.<\/p>\n<p>Fire Chief Retterath said the outdoor sirens should be back to operational next week.<\/p>\n<p>Mayor Werkhoven said precipitation forecasts by the National Weather Service are that spring precipitation should be normal to below normal.<\/p>\n<p>The meeting was shown live on CSi 68, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; Water and sewer projects slated for this summer are progressing in the planning stages.<\/p>\n<p>On Monday\u2019s (Feb 4, 2013) Wayne Byers Show on CSi Cable 2, Jamestown Mayor Katie Andersen said, the 750,000 gallon water tower to be constructed on State Hospital land will soon have the specs reviewed to be approved, followed by bid advertising.<\/p>\n<p>The city has signed a five year lease with the State Hospital, and is discussing a 99-year easement with the state.<\/p>\n<p>The tower\u2019s constructed is slated to start this spring, and completed by the end of 2013. Painting of the tower will take place in the spring of 2014.<\/p>\n<p>With the upcoming sewer lift station replacements, and force main project, Mayor Andersen said that project will also start this spring.<\/p>\n<p>She said land needed is being purchased, with the lift station near the CSi Technology Center at Historic Franklin School, to be moved a newly constructed across the river.<\/p>\n<p>The lift station near Bollinger Tennis Courts will also be replaced.<\/p>\n<p>She pointed out that construction of the associated new sewer lines will cause traffic detours, which will be outlined by the city through CsiNewsNow.com and The Wayne Byers Show on CSi Cable 2, through the project.<\/p>\n<p>\u3000<\/p>\n<p>MINOT, N.D. (AP) \u2013 A North Dakota man accused of killing the mother of his child and three other people in Minot two years ago has been convicted on four counts of murder.<\/p>\n<p>The\u00a0 jury found 28-year-old Omar Mohamed Kalmio guilty on the four counts of murder in the Jan. 2011, shooting deaths of 19-year-old Sabrina Zephier, her mother, brother and mother\u2019s boyfriend.<\/p>\n<p>Kalmio is a Somali national who says he is in the U.S. under political asylum. He was working in the western North Dakota oil patch at the time of the killings. His sentence is pending. Kalmio\u2019s trial began Jan. 23.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; A 2-year-old boy died over the weekend after being found outside north of Williston.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Williams County Sheriff&#8217;s Detective Caleb Fry said the boy was flown to Fargo for medical care after being found Saturday morning. Fry did not immediate identify the boy or provide details about the incident, saying he was waiting for autopsy results.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fry said authorities are not treating the case as an intentional death. He said the weather Saturday morning was cold, snowy and windy.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; Two people died in a fiery head-on collision of a pickup truck and a semitrailer in the western North Dakota oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Highway Patrol says 34-year-old pickup driver Jessie Jimison of Sidney, Mont., and 31-year-old passenger Obed Gonzales-Najar, of Espanola, New Mexico, died Sunday night when their vehicle crossed the center line on N.D. Highway 200 in McKenzie County near the Montana border and collided with the oncoming semi.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The semi driver, 49-year-old Keith Seibert of Leola, S.D., was taken to a Sidney hospital with undisclosed injuries.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The patrol says both vehicles caught on fire after the crash. (AP) &#8211; A pileup involving two semitrailers and two pickup trucks led to a two-hour shutdown of a major highway in the western North Dakota oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Highway Patrol says the four vehicles all were traveling westbound on U.S. Highway 85 west of Watford City about mid-day Sunday. The chain-reaction crash began when the driver of one of the pickups stopped in the roadway because of icy conditions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The driver of the pickup that stopped was taken to a Watford City hospital with undisclosed injuries.
