News) &#8212; The Valley City Commission met in Regular Session Monday evening (Feb 4, 2013) at City Hall.<\/p>\n<p>All members were present.<\/p>\n<p>Approval of Consent Agenda items included:<\/p>\n<p>&nbsp;<\/p>\n<p>Approval of Consent Agenda items included:<\/p>\n<p>Monthly Reports from the Fire Chief, Building Inspector, Auditor, Municipal Judge and Public Works Accountant.<\/p>\n<p>Monthly Bills for the City and Public Works in the Amount of $ 1,523,569.29<\/p>\n<p>A Game of Chance Raffle Permit for Barnes County Ducks Unlimited, and the Valley City Lions.<\/p>\n<p>Scouts were introduced that were earning their merit badges by attending and reporting on the City Commission meetings.<\/p>\n<p>Public Forum: No one spoke<\/p>\n<p>Scouts were Regional Development Corridor Plan submitted by Valley City Barnes County Development Corporation and the Developer\u2019s Agreement submitted by Valley City Barnes County Development Corporation.Economic Development Jennifer Feist explained the amendment.<\/p>\n<p>She said the Plan and the amendments are available at City Hall.<\/p>\n<p>Public Hearings.<\/p>\n<p>An Open Public Public Hearing a Resolution was passed, approving the I-94 Regional Development Corridor Development Plan.<\/p>\n<p>Another Resolution was approved concerning the Developer\u2019s Agreement between the City of Valley City and Development Corporation.<\/p>\n<p>A Resolution was approved Declaring the Necessity for Paving Improvement District No. 102.<\/p>\n<p>Another Resolution was approved Declaring the Necessity for Paving Improvement District No. 103.<\/p>\n<p>The City Commissioners then approved a Resolution Supporting North Dakota House Bill 1440.<\/p>\n<p>The bill gives latitude to cities, water boards, and rural water districts to meet and discuss water issues with rural water boards, including the State Water Commission.<\/p>\n<p>If the bill passes the State Public Service Commission would be involved with decisions.<\/p>\n<p>Mayor Werkhoven feels the state legislature needs to consider laws in that regard.<\/p>\n<p>&nbsp;<\/p>\n<p>City Attorney Russell Myhre said city support is of the concept of the bill.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Ordinances:<\/p>\n<p>Approved second and final reading of an Ordinance annexing a tract of land located at I- 94 and Enhancement Flex PACE Loan in the amount of $6,000 for DeepRiver Properties, was approved.<\/p>\n<p>The ZenoTrac and 24\/7 technical support renewal was approved. The contract is with General Electric concerning information and advice on the Water Treatment Plant Project, with the G.E. Filtration Process.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Approved, Blocking off the 100 block of Main Street East for the 5th Annual, Debbie Gabel Memorial Cancer Ride.<\/p>\n<p>The City Commission approved a Special Alcohol Beverage Event permit for Nubar, Captain\u2019s Pub and VFW to serve alcohol in the blocked off street for the Debbie Gabel Memorial Cancer Ride.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>The City Commission approved a cost and participation agreement for three ER sites \u2013 <span>HBP Pavement Repair (Patching) &amp; Incidentals, SRU-2-990(042)046 \u2013 Sidewalk, Pavement Marking &amp; Signing Improvements. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Approved terminating Tax Increment Financing for North Industrial Park district created December 17, 2011.<\/p>\n<p><strong><\/strong>\u00a0<\/p>\n<p>The City Commission approved the Valley City Barnes County Development Corporation\u2019s Expansion and Financing Agreement including the value of the five year property exemption for John Deere.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Commission then reviewed the Police Department 2012 Annual Report.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Police Chief Fred Thompson highlighted the report.<\/p>\n<p>He said the use of force by police officers is not of concern, and the actions of police are based on criminal activity.<\/p>\n<p>He said there was a significant jump in arrests in 2012, which he said was inexplicable.<\/p>\n<p>He pointed out that the report is available on the City\u2019s web site.<\/p>\n<p>&nbsp;<\/p>\n<p>City Administrator Report<\/p>\n<p>David Schelkopf said with the first inspection there has been a lessening of abandonded cars in the city.<\/p>\n<p>He said the Valley City Flood Emergency Plan is finished and available to the public.<\/p>\n<p>He asked that if anyone has any ideas about a use for the City Auditorium which is available for sale to contact City Hall.<\/p>\n<p>He noted a controlled electric load enabled the city to save dollars on electric costs to the city during the recent cold snap.<\/p>\n<p>&nbsp;<\/p>\n<p>City Updates &amp; Commission Comments<\/p>\n<p>Commissioner Luke reported on recent water meetings that she has attended.<\/p>\n<p>She said communities around various parts of the state are preparing for either a flood or drought conditions.<\/p>\n<p>Water quality issues are also a concern.<\/p>\n<p>City Assessor Sandy Hansen reported on items that she has been addressing on assessments.<\/p>\n<p>She noted bills in the State Legislature, concerning the Homestead Credits. And asked for support of Senate Bill 2371.<\/p>\n<p>Dave Andersen asked that residents comply with the City Ordinance of clearing sidewalks after a snowfall.<\/p>\n<p>&nbsp;<\/p>\n<p>Police Chief Thompson said three new officers have completed training and are on the force.<\/p>\n<p>One addition officer will be added following training.<\/p>\n<p>KLJ reported that street traffic should be back to normal about February 15, 2013 with the bank stablization project.<\/p>\n<p>Fire Chief Retterath said the outdoor sirens should be back to operational next week.<\/p>\n<p>Mayor Werkhoven said precipitation forecasts by the National Weather Service are that spring precipitation should be normal to below normal.<\/p>\n<p>&nbsp;<\/p>\n<p>The meeting was shown live on CSi 68, followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Valley City, ND (KCSi-T.V.
