Jameestown, ND (KCSi-T.V. News) — TheStutsman County Commission voted unanimoulsy to keep its membership in the South Central Dakota Regional Council,<\/p>\n

A majority of county commissioners had concerns about the SCDRC board\u2019s oversight of employees and the Regional Council\u2019s efficiency.<\/p>\n

Commissioners will review the SCDRC\u2019s activities at budgeting time, later this year.<\/p>\n

Valley City, ND (KCSi-T.V. News Feb 5, 2013) — The Barnes County Commission has voted 4-1 to combine 9-1-1 services with Stutsman and Richland Counties.<\/p>\n

County Commissioner Phil Leitner voted against the plan.<\/p>\n

The agreement comes as the Valley City Dispatch Center is in the process of transferring from city to Barnes County control.<\/p>\n

The agreement includes the cost of purchasing new equipment for Barnes County.<\/p>\n

Barnes County will pay $151,000 to join Stutsman and Richland Counties.<\/p>\n

Barnes County Commission vote 4-1 against joining the Red River Regional Dispatch Center, with an estimated cost of $132,000.<\/p>\n

Another option would have been to join the Red River Regional dispatch center at an estimated cost of $132,000.<\/p>\n

In a related move, the Barnes County Commissioners unanimously approved entering into an agreement with Valley City, for the lease of space from Valley City for the 9-1-1 operations and Law Enforcement Center at a cost of $15,000 per year, pending final approval by both parties.<\/p>\n

Jamestown, ND (KCSi-T.V. News Feb 5, 2013) — Snow pack tests in the Jamestown area shows the moisture content, right now, is less than normal.<\/p>\n

Army Corps of Engineers Pipestem Dam Manager, Bob Martin says, the reading earlier this week indicated just over an inch of moisture, up from .68 inches of moisture in January this year.<\/p>\n

Pipestem Dam\u2019s average snow depth was 8.8 inches compared to 5.8 inches in January.<\/p>\n

Martin adds the water equivalents are minimal when compared to the heavy snow years of the winters of 2009 and 2010, when moisture content in late winter and early spring those years was 3 inches and 5 inches.<\/p>\n

Pipestem Dam is presently releasing 2 CFS of water, matching the inflow.<\/p>\n

No water has been released from Jamestown Dam since June of 2012.<\/p>\n

The National Weather Service flood outlook also reflects the lower levels of moisture on the ground this winter.<\/p>\n

\u00a0WILLISTON, N.D. (AP) – Dunn County residents seeking a grand jury investigation of Gov. Jack Dalrymple related to campaign contributions from the oil industry have submitted a second petition.

\n\u00a0\u00a0\u00a0\u00a0 The Forum newspaper reports that the case has been assigned to Judge William Herauf – the same judge who dismissed a similar petition late last year because he said it didn’t have enough signatures and was filed in the wrong venue. \n\u00a0\u00a0\u00a0\u00a0 The Dunn County petition alleges that oil industry contributions to Dalrymple’s gubernatorial campaign could be considered bribery. Dalrymple’s campaign called the allegations baseless and politically motivated.

GRAND FORKS, N.D. (AP) – A part-time county prosecutor in northeastern North Dakota who has been criticized for his handling of criminal cases including one high-profile case has resigned.<\/p>\n

Nelson County State’s Attorney Doug Manbeck declined to discuss his reasons with the Grand Forks Herald<\/p>\n

Sheriff Kelly Janke (JANG’-kee) late last year called for Manbeck’s ouster, saying Manbeck did not work well with law enforcement. Janke also has criticized a proposed plea agreement with Rodney Brossart, a rural Lakota farmer involved in a summer-long standoff with law enforcement in 2011. County Commission Chairman Odell Flaagan also has criticized Manbeck.<\/p>\n

Manbeck has not spoken publicly about the criticism. He says he plans to focus on his private law practice and tax preparation business in Lakota. He also serves as city attorney for Lakota and Michigan.<\/p>\n

\u00a0FARGO, N.D. (AP) – A North Dakota woman who spent 11 hours in a South Fargo Walmart before reportedly trying to steal more than 75 items has been charged with felony theft.

\n\u00a020-year-old Jessie Fay Cavanaugh, of Saint Michael, appeared in Cass County Court on Monday and was charged with felony theft.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Charging documents say store loss preventions officers watched Cavanaugh in the store for 11 hours and called the police when she tried to leave to get a cab. The documents state that she had 78 items on her body. They were worth more than $1,000.

\n\u00a0\u00a0\u00a0\u00a0 An arresting officer observed that Cavanaugh appeared to be under the influence.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Cavanaugh’s lawyer says he could not comment on the case.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Authorities say two men brought Oshkeshequoam to the hospital in a wheelchair on Oct. 28 and then left.\u00a0 Oshkeshequoam had head injuries and was unable to speak, and later died from the injuries

\n\u00a0\u00a0\u00a0\u00a0 Twenty-three-year-old Colten Towry was charged Friday with felony manslaughter in Oshkeshequoam’s death for allegedly “striking the blow that led to his death.”

Police say 19-year-old Stephen Brewer was chased Saturday morning by a vehicle containing the three suspects. Brewer was shot and wounded during the chase. Nineteen-year-old Nathan Schlosser, 18-year-old Tegan Lamotte and 19-year-old Kayla Wright face multiple charges.<\/p>\n

\u00a0FARGO, N.D. (AP) – A North Dakota woman has pleaded guilty to distributing methamphetamine.

\n\u00a0\u00a0\u00a0\u00a0 U.S. Attorney Timothy Purdon has announced that 32-year-old Ashley Lenoir, of Devils Lake, pleaded guilty to the charge Tuesday.

\n\u00a0\u00a0\u00a0\u00a0 Prosecutors say Lenoir distributed methamphetamine on the Spirit Lake Indian Reservation on Aug. 15, 2011.

Executive Director Mike Anderson says it’s an opportunity for leaders in housing and community development to discuss ways to meet the state’s housing challenges.

\n\u00a0\u00a0\u00a0\u00a0 Adequate housing is a particular concern in the booming western oil patch. \u00a0BISMARCK, N.D. (AP) – Education and public worker groups are opposing a plan to restructure oil taxes in North Dakota, saying the measure could impact funding for schools and employees.

\n\u00a0\u00a0\u00a0\u00a0 Republican Sen. Dwight Cook told fellow members of the Senate Finance and Taxation Committee on Tuesday that his proposal is an attempt to bring stability to the oil industry and the state. The measure closes some loopholes for the oil industry in exchange for lower tax rates beginning in 2017.

\n\u00a0\u00a0\u00a0\u00a0 North Dakota Education Association spokeswoman Kayla Pulvermacher says the cost of education is increasing but the measure would decrease taxes on the oil industry.

BISMARCK, N.D. (AP) – The U.S. attorney from North Dakota has been appointed to lead a Department of Justice group that aims to improve public safety on American Indian reservations.

\n\u00a0\u00a0\u00a0\u00a0 Timothy Purdon has been named chairman of the Native American Issues Subcommittee. The group is made up of 30 U.S. attorneys and is responsible for making policy recommendations to Attorney General Eric Holder.

\n\u00a0\u00a0\u00a0\u00a0 Purdon replaces Brendan Johnson, the U.S. attorney for South Dakota.

He drew a 50-game suspension from MLB that was later overturned.

A SWAT team stormed Dykes’ bunker, killing him in a “firefight,” but yesterday, bomb technicians found two explosive devices on the property. The FBI says one bomb was inside the bunker and the other in the plastic pipe that negotiators had been using to talk to Dykes.
