News Feb 7, 2013) &#8212; Jamestown Regional Airport Manager, Matthew Leitner says January airline boarding were a 224.<\/p>\n<p>On Thursday\u2019s Wayne Byers Show on CSi Cable 2, Leitner said that compares 436 boardings in January of 2012, when Delta served Jamestown with larger aircraft.<\/p>\n<p>Leitner added that this January\u2019s 224 number while lower than a year ago, still reflects an increase in recent boardings under Great Lakes Aviation when it was in the high 100\u2019s.<\/p>\n<p>Leitner pointed out that if each Jamestown departure had 10 passengers, the Jamestown boardings would be 900 per month.<\/p>\n<p>Great Lakes Airlines Public Relations Director, Monica Taylor-Lee recently said that when Jamestown boardings are consistently higher than presently the airline may look at the numbers as justifying Jamestown with larger planes.<\/p>\n<p>On other topics, Leitner said that the North Dakota State Senate is reviewing two aviation related bills.<\/p>\n<p>He said SB 2278 deals with funding all 89 airports in North Dakota.<\/p>\n<p>Presently only airports with commercial air service are funded.<\/p>\n<p>SB 2006 deals with adding $9.45 million to the State Aeronautics Commission budget for the upcoming biennium.<\/p>\n<p>Leitner said that budget has not been increased in several years, and will benefit airports, including Jamestown to accomplish capital improvement projects.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Bismarck police have arrested two people in the armed robberies of a hotel and a gas station.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The 19-year-old woman and 39-year-old man are accused of using a handgun to hold up the MainStay Suites and the Country West Shell within a matter of minutes early Monday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The suspects were arrested Wednesday and did not immediately make a court appearance.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Officials in Burleigh and Morton counties who seized 157 horses from a New Salem man because of alleged neglect are asking a judge to order the animals put up for adoption.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The horses were seized after authorities found 99 dead horses on the man&#8217;s property in the two counties. Two of the rescued horses have since died.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The man has not been criminally charged.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0 Officials from the two counties called law enforcement officers, veterinarians and volunteers to testify about the condition of the animals during a 2 1\/2-hour hearing Thursday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The counties have petitioned the court to place the animals permanently in the custody of the two sheriff&#8217;s departments.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Judge Bruce Romanick has 10 days to issue an opinion in the matter.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (KCSi-T.V. News Feb 7, 2013) \u2013 Gov. Jack Dalrymple, MDU Resources Group, Inc. Thursday Feb 7, 2013 announced plans to build a diesel refinery in southwestern North Dakota. MDU Resources and Indiana-based Calumet Specialty Products Partners have formed a joint venture, Dakota Prairie Refining, to build and operate a refinery capable of processing 20,000 barrels of Bakken crude oil per day. The plant will produce diesel fuel and other hydrocarbons.<\/p>\n<p>The refinery\u2019s design and engineering work are in the final stages and construction may begin as soon as this spring.\u00a0 Plans are to build the refinery on a 318-acre site about four miles west of Dickinson.\u00a0<\/p>\n<p>\u201cThe development of another refinery has been a long-time goal of our state and with this project we are achieving that goal,\u201d Gov.\u00a0 Jack Dalrymple said. \u201cThe decision by MDU Resources and Calumet to move forward on a new diesel refinery is good news for North Dakota and the entire nation.<\/p>\n<p>\u201cThis project will be built by the private sector. It will create more jobs, it will help to further diversify our economy and it will increase the region\u2019s supply of diesel fuel,\u201d Dalrymple said. \u201cOur Department of Commerce will continue working with MDU and Calumet to move this project forward.\u201d<\/p>\n<p>The plant will employ approximately 100 people. Hiring and training of operating personnel is expected to begin in 2013. The plant\u2019s construction is expected to cost between $280 million and $300 million.<\/p>\n<p>Gov. Dalrymple met with company officials from MDU Resources and Calumet in March to discuss their plans to build a diesel refinery in western North Dakota. During that meeting, Dalrymple told company officials that the state will continue to assist MDU Resources and Calumet Specialty Products throughout the planning process.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The North Dakota Senate has passed legislation that would require a doctor performing abortions to be an OB-GYN with hospital-admitting privileges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Republican Sen. Spencer Berry, a Fargo physician, introduced the bill. He said before Thursday&#8217;s vote that it&#8217;ll ensure that women getting abortions get the best health care possible.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Opponents said it was a clear challenge to Roe v. Wade and a woman&#8217;s right to get an abortion.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sen. Stanley Lyson, a Republican from Williston and retired sheriff, said he&#8217;d at first supported the bill but ultimately changed his mind because &#8220;decisions like that should be left up to the woman and her family and her God and not a group of people in the Legislature.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Red River Women&#8217;s Clinic in Fargo is North Dakota&#8217;s sole abortion provider.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A Fargo Democrat has introduced the toughest legislation to date aimed at curbing the oil industry&#8217;s practice of burning and wasting natural gas as an unwanted byproduct of oil production.\u00a0<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sen. Tim Mathern&#8217;s bill hits the oil industry in its pocketbook by cutting out an easily used exemption. Oil producers can flare natural gas for a year without paying taxes or royalties on it. And companies can request an extension because of the &#8220;economic hardship&#8221; of connecting the well to a natural gas pipeline.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mathern&#8217;s measure mandates that companies pay taxes and royalties after one year, even if the gas goes up in smoke.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mathern says the state is losing millions of dollars in tax revenue because the natural gas is being burned off and wasted.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota legislators are considering a bill that would prohibit discrimination based on sexual orientation in housing, government, public services and the workplace.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 SB2252 would amend the North Dakota Fair Housing Act and the North Dakota Human Rights Act. It is sponsored by a group of lawmakers that includes Fargo Rep. Josh Boschee, the state&#8217;s first openly gay legislator.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Similar legislation was introduced in 2009. It passed the Senate but failed in a House committee. Boschee says the state has changed since then.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The bill exempts religious organizations, but some religious groups are still opposing it.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota&#8217;s Congressional delegation says the state is receiving a $1.1 million federal flood recovery grant to buy out six properties in Ward County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The funding from the Federal Emergency Management Agency will be used to purchase five proprieties in Logan and one is in Burlington that experienced significant flood damage and are at risk for future flooding.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The announcement was made Thursday by U.S. Sens. John Hoeven and Heidi Heitkamp and U.S. Rep. Officials say they&#8217;ve assigned more than 40 protection details to keep watch over possible targets.
