HIGHS IN THE MID 20S.<\/p>\n<p>Update<\/p>\n<p>On Friday, WDAY T.V. interviwed Valley City city Attorney Russell Myhre\u2026<\/p>\n<p>\u00a0<a href=\"http:\/\/www.wday.com\/event\/article\/id\/75041\/\">http:\/\/www.wday.com\/event\/article\/id\/75041\/<\/a><\/p>\n<p>Valley City, ND (WDAY TV) \u2014 A misunderstanding between the City of Valley City and Barnes County led to accusations of hacking.<\/p>\n<p>Barnes County employees gained access to an emergency call taken by the city regarding a deer on the road. Controversy stemmed from a comment made by a city employee during the call.<\/p>\n<p>The city was concerned about how the county had accessed the recording. But the 911 recording that was allegedly \u201chacked\u201d was recorded on a server that both Valley City Police and Barnes county have access to.<\/p>\n<p>City Attorney, Russell Myhre, says, \u201cThere is no investigation that is going to go forward from this point in time. Basically, what the state\u2019s attorney and I are going to be working towards is to see if we can get this information back to our respective commissions and then make sure they understand clearly what took place.\u201d<\/p>\n<p>Myhre and Barnes County State\u2019s Attorney Lee Grossman said in a joint release that they are disappointed in both the city and the county in how this entire matter was handled.<\/p>\n<p>They believe it stems from a mistrust bred through years of conflict between the two entities.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Feb 7, 2013) &#8212; Jamestown Regional Airport Manager, Matthew Leitner says January airline boarding were a 224.<\/p>\n<p>On Thursday\u2019s Wayne Byers Show on CSi Cable 2, Leitner said that compares 436 boardings in January of 2012, when Delta served Jamestown with larger aircraft.<\/p>\n<p>Leitner added that this January\u2019s 224 number while lower than a year ago, still reflects an increase in recent boardings under Great Lakes Aviation when it was in the high 100\u2019s.<\/p>\n<p>Leitner pointed out that if each Jamestown departure had 10 passengers, the Jamestown boardings would be 900 per month.<\/p>\n<p>Great Lakes Airlines Public Relations Director, Monica Taylor-Lee recently said that when Jamestown boardings are consistently higher than presently the airline may look at the numbers as justifying Jamestown with larger planes.<\/p>\n<p>On other topics, Leitner said that the North Dakota State Senate is reviewing two aviation related bills.<\/p>\n<p>He said SB 2278 deals with funding all 89 airports in North Dakota.<\/p>\n<p>Presently only airports with commercial air service are funded.<\/p>\n<p>SB 2006 deals with adding $9.45 million to the State Aeronautics Commission budget for the upcoming biennium.<\/p>\n<p>Leitner said that budget has not been increased in several years, and will benefit airports, including Jamestown to accomplish capital improvement projects.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A North Dakota man says he will plead guilty to hitting his brother in the head with a sledgehammer during a fight.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Joey Short, of Belcourt, faces a federal court charge of assault with a dangerous weapon. The charge carries a maximum penalty of 10 years in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The incident occurred in October 2012. Authorities say the 24-year-old Short struck his older brother in the head numerous times.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Investigators say 33-year-old Jason Short required numerous stitches. He was treated and released at a Belcourt hospital.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A plea hearing has not been scheduled.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Bismarck police have arrested two people in the armed robberies of a hotel and a gas station. The 19-year-old woman and 39-year-old man are accused of using a handgun to hold up the MainStay Suites and the Country West Shell within a matter of minutes early Monday. The suspects were arrested Wednesday and did not immediately make a court appearance.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Officials in Burleigh and Morton counties who seized 157 horses from a New Salem man because of alleged neglect are asking a judge to order the animals put up for adoption.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The horses were seized after authorities found 99 dead horses on the man&#8217;s property in the two counties. Two of the rescued horses have since died.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The man has not been criminally charged.<br \/>\n\u00a0<br \/>\nOfficials from the two counties called law enforcement officers, veterinarians and volunteers to testify about the condition of the animals during a 2 1\/2-hour hearing Thursday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The counties have petitioned the court to place the animals permanently in the custody of the two sheriff&#8217;s departments.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Judge Bruce Romanick has 10 days to issue an opinion in the matter.<\/p>\n<p>&nbsp;<\/p>\n<p>LISBON, N.D. (AP) &#8211; A judge is deciding whether there&#8217;s enough evidence to proceed with a murder trial in the case of a Fort Ransom woman accused in the death of her toddler son.<\/p>\n<p>Twenty-nine-year-old Jodi Lindvall had a preliminary hearing Thursday on charges of murder and child abuse in the Sept. 22 death of 22-month-old Bentley Lindvall. Judge Jay Schmitz will issue a ruling later on whether the case moves forward.<\/p>\n<p>Prosecutors say an autopsy determined the boy had been physically abused and died of a head injury. Court documents indicate Lindvall told authorities her son hit his head while she was struggling to change his diaper, and that she also had seen her live-in boyfriend shake the boy. The boyfriend has not been charged.<\/p>\n<p>Lindvall could face life in prison if convicted.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; MDU Resources Group Inc. announced Thursday that it will build a diesel refinery near Dickinson in western North Dakota&#8217;s booming oil patch.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Bismarck-based company says the refinery could cost up to $300 million. It would operate nonstop, producing 20,000 barrels of diesel and kerosene daily.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say it would employ 100 people and help meet demand for diesel in the region.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota has only one oil refinery, Tesoro Corp.&#8217;s facility in Mandan.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gov. Jack Dalrymple says developing another refinery has been a long-time goal of the state.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The North Dakota Senate has passed legislation that would require a doctor performing abortions to be an OB-GYN with hospital-admitting privileges.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Republican Senator Spencer Berry, a Fargo physician, introduced the bill. He said before Thursday&#8217;s vote that it&#8217;ll ensure that women getting abortions get the best health care possible.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Opponents said it was a clear challenge to Roe versus Wade and a woman&#8217;s right to get an abortion.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sen. Stanley Lyson, a Republican from Williston and retired sheriff, said he&#8217;d at first supported the bill but ultimately changed his mind because &#8220;decisions like that should be left up to the woman and her family and her God and not a group of people in the Legislature.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Red River Women&#8217;s Clinic in Fargo is North Dakota&#8217;s sole abortion provider.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A Fargo Democrat has introduced the toughest legislation to date aimed at curbing the oil industry&#8217;s practice of burning and wasting natural gas as an unwanted byproduct of oil production.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Senator Tim Mathern&#8217;s bill hits the oil industry in its pocketbook by cutting out an easily used exemption. Oil producers can flare natural gas for a year without paying taxes or royalties on it. And companies can request an extension because of the &#8220;economic hardship&#8221; of connecting the well to a natural gas pipeline.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mathern&#8217;s measure mandates that companies pay taxes and royalties after one year, even if the gas goes up in smoke.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mathern says the state is losing millions of dollars in tax revenue because the natural gas is being burned off and wasted.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A lawmaker who&#8217;s been critical of the North Dakota University System chancellor says Hamid Shirvani has resolved questions about a Grand Forks building.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 But Fargo Sen. Tony Grindberg hasn&#8217;t changed his mind about a proposal to provide money to buy out Shirvani&#8217;s contract.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Shirvani has been criticized for a proposal to create office space in a new information technology building on the University of North Dakota campus. He and Board of Higher Education President Duaine Espegard told a legislative committee Thursday that the office was never planned as a private executive suite, and doesn&#8217;t affect the size or cost of the building.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Grindberg has criticized Shirvani as being a questionable leader who has created an environment of fear and retaliation. Shirvani says he&#8217;s doing what he was hired to do.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A state lawmaker says North Dakota University System Chancellor Ham Shirvani has told some legislators that five of the 11 public college presidents in the state are unqualified or insubordinate and likely will be relieved of duty. Shirvani tells The Forum newspaper that he never made that statement. Bismarck Rep. Bob Martinson contends the alleged comment is an example of Shirvani&#8217;s overbearing style of leadership that has rankled some state lawmakers.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D.
