(AP) &#8211; Authorities say a man was arrested for<br \/>\nattempted armed robbery at a downtown Bismarck loan business.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say that a man wearing a ski mask walked into Money Bags on Monday afternoon brandishing a knife.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say the would-be robber appeared to have &#8220;lost his<br \/>\nnerve&#8221; and walked back out of the business.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A passer-by chased the 45-year-old man, tackled him and held him<br \/>\nuntil police arrived.<\/p>\n<p>Responding officers arrested the man, who has not been formally charged.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 Police say an ambulance was called to check on the suspect, who<br \/>\nwas having trouble breathing after the chase.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A Mandan man accused of possessing child<br \/>\npornography now also faces an unrelated charge for allegedly having<br \/>\nsexual contact with a child.<br \/>\n68-year-old Harold Fetzer has been charged with felony gross sexual<br \/>\nimposition.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 He was charged earlier this month with possessing prohibited<br \/>\nmaterials after officers identified him as a possible participant<br \/>\nin a peer-to-peer network that shared child pornography.<\/p>\n<p>\u00a0He is scheduled for a preliminary hearing on Aug. 14 in that case.<br \/>\n\u00a0\u00a0\u00a0\u00a0 An affidavit says Fetzer told a Mandan police officer<br \/>\ninterviewing him about the child pornography case that he had<br \/>\ninappropriately touched a child for the past five years, starting<br \/>\nwhen the child was 5. The child confirmed it.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A message left at a telephone listing for Fetzer was not<br \/>\nimmediately returned.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0DICKINSON, N.D. (AP) &#8211; A man involved in a methamphetamine lab<br \/>\nexplosion in Dickinson has been sentenced to 18 months in prison.<br \/>\n40-year-old Shane Cook pleaded guilty Monday to felony reckless endangerment and possession of a controlled substance.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0 The blast in his apartment on Feb. 11 forced an evacuation of<br \/>\nthe building and Cook required medical attention.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Southwest District Judge William Herauf also ordered Cook to pay<br \/>\nrestitution for the damaged caused to the apartment. A restitution<br \/>\nhearing has not been scheduled.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; A man accused of leaving his 2-year-old<br \/>\nson home alone so he could go out drinking has been sentenced to<br \/>\ntwo days in jail.<br \/>\n32-year-old Adam Samuels pleaded guilty to child abuse and neglect on Monday.<br \/>\n\u00a0\u00a0\u00a0\u00a0 South Central District Judge Bruce Romanick sentenced Samuels to<br \/>\ntwo years in prison with all but two days he had already served<br \/>\nsuspended.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police say officers responded to an apartment on June 22 to<br \/>\ncheck on a child who a woman had heard crying. An apartment manager<br \/>\nunlocked the door, and police found the boy alone inside.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Prosecutors say Samuels had left his son alone so he could go to<br \/>\nthe bar and drink.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0BISMARCK, N.D. (AP) &#8211; A new audit says student fees have been<br \/>\nused to buy first-class plane tickets for the dean of North Dakota<br \/>\nState University&#8217;s graduate school.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The audit questions how NDSU and the University of North Dakota<br \/>\nuse the fees they require students to pay.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Associated Press obtained the audit from the North Dakota<br \/>\nstate auditor&#8217;s office. It&#8217;s being presented to legislators<br \/>\nThursday.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The report says student fee money has been spent on everything<br \/>\nfrom first-class plane tickets to iPads for some NDSU employees.<br \/>\nUND used fee money to buy &#8220;Greek Life&#8221; T-shirts.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Some fees are being used to build up large reserve funds. It<br \/>\nsays UND&#8217;s business school has a $370,000 reserve from the $150<br \/>\nsemester fees that business students pay.<br \/>\n\u00a0\u00a0\u00a0\u00a0 University officials dispute some of the audit&#8217;s findings.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; Hot, dry weather in North Dakota is hurting<br \/>\ncrops and grazing land in North Dakota.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Agriculture Department says in its weekly crop and weather<br \/>\nreport that most crop conditions have declined over the week. But<br \/>\nthe heat also has accelerated the maturity of crops, and the<br \/>\nharvest of small grains is ahead of the average pace.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The report says about one-third of the pasture and range land in<br \/>\nNorth Dakota is in poor or very poor condition, and 39 percent of<br \/>\nthe hay crop is in those categories. (AP) -Mitt Romney is accusing President Barack Obama of leaking classified details of the raid that killed Osama bin Laden, as well as details of covert actions in Iran, for political gain.<\/p>\n<p>The Republican presidential candidate made the accusation in an address to the Veterans of Foreign Wars convention in Reno, Nev.,\u00a0Tuesday afternoon.<\/p>\n<p>\u00a0Romney says such leaks compromise troops in the field and he&#8217;s demanding an investigation.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; The Congressional Budget Office has taken a fresh look at President Barack Obama&#8217;s health care law and still expects it to reduce federal deficits.<\/p>\n<p>The CBO says spending cuts and tax increases in the law more than offset new spending.
