Valley City\u00a0 (CSi) The Barnes County Sheriff\u2019s Office is notifying the public of a registered sex offender living in Dazey, North Dakota.<\/p>\n

Garret Dale Inscore now resides at 404 7th Avenue in Dazey.<\/p>\n

He has been assessed\u00a0 as a Moderate Sex Offender by the North Dakota\u00a0 Risk Level Committee of the North Dakota\u00a0 Attorney General\u2019s Office.<\/p>\n

Inscore is 5\u20196\u2033 tall, weighting\u00a0 180 pounds with hazel eyes and blond hair.<\/p>\n

He was convicted in Barnes County District Court in 2001 for Gross Sexual Imposition involving\u00a0 a 13 year-old female.<\/p>\n

Inscore was also convicted in 2004 for Corruption of a Minor, concerning a\u00a0\u00a0 a 16 year-old female acquaintance.<\/p>\n

Jamestown (CSi)\u00a0 The Jamestown City Council held a public hearing on Wednesday July 5, 2017 at 5-p.m., at City Hall, to receive input on the request from the James River Valley Library System, for a \u201ccertification of Significant Community Support.\u201d<\/p>\n

All members were present.<\/p>\n

The library is filing a Community Facilities Grant Application, to USDA-Rural Development, in the amount of $86,392.50 for renovations to the Alfred Dickey Public Library.\u00a0 The grant would fund 15% of the cost with the other 85% coming from the library\u2019s operating funds, and donations.<\/p>\n

The application requests a \u201cCertificate of Significant Community Support\u201d from affected local governmental bodies.<\/p>\n

Renovations include: roof, sealing the foundation, drain tile, a new sign, LED lighting, new carpet, wall coverings, and paint.<\/p>\n

The City Council unanimously approved City of Jamestown support.<\/p>\n

Council Member Buchanan asked that Item O\u201d be discussed, a \u00a0Resolution to authorize the City Attorney to negotiate an agreement with Mark Goehner for the acquisition of Lot 1, Block 1, Marjo 1st Addition, by the deferment of special assessments on Lots 2, 3, 4 & 5, Block 1, Marjo 1st Addition, for the 5th St NE (12th to 27th Ave NE) Improvement District 16-42, and the City overseeing the drainage alterations needed to develop Lot 7, Block 1, Eastwood Estates Addition. He asked for an update on the issue, and City Attorney Ryan said no updates are available, and Wednesday\u2019s Resolution needed to be passed first.<\/p>\n

The Council then approved the item.<\/p>\n

Buchanan\u00a0 thanked the Health & Safety Committee pointing out that the group had been using their time dealing with dilapidated structures and situations around town involving other structural issues within the city.<\/p>\n

City Commissioners approved the First Reading of an Ordinance amending and Re-Enacting a Section of an Ordinance, Title 9, Zoning for the City of Valley City. \u00a0\u00a0City Administrator David Schelkoph said the Ordinance would require a Special Use Permit for businesses operating on a 24 hour basis.\u00a0 He said the Ordinance is a way to communicate with adjacent property owners, within 250 feet of the business operating 24 hours.\u00a0 Bars operating between 11-p.m., and 7-a.m. (no longer that 2-a.m., by Liquor Ordinance) would be exempt including hotels and restaurants.<\/p>\n

He pointed out that the Baldhill Dam release through the Sheyenne River in Valley City is 750 cfs, and cautions river traffic to operate watercraft at slower speeds so as not to create wakes on the water.<\/p>\n

City Fire Chief Gary Retterath said he wants to hear reports of fireworks abuse that may have occurred over the 4th<\/sup> of July holiday.<\/p>\n

Commissioner Bishop gave kudos to the Police Department specifically in dealing with an individual over the weekend, who was combative.<\/p>\n

Mayor Carlsrud thanked the city staff with many items to deal with concerning city business.<\/p>\n

He asks those who set off fireworks to pick up debris left over.<\/p>\n

He also asks the public to abide by the City Fireworks Ordinance.<\/p>\n

Bismarck\u00a0\u00a0 (CSi)\u00a0 The North Dakota Highway Patrol reports, on July 4, 2017 a 5-vehicle chain reaction collision occurred on Interstate 94 in Morton County. At 5:30 p.m., the Lexus, Ford, Nissan Altima, and Nissan Murano were stopped on the Grant Marsh Bridge eastbound lane. The Peterbilt was also traveling east behind the vehicles. When the Peterbilt driver saw traffic was stopped, he attempted to stop but was unable. The Peterbilt struck the rear of the Lexus, causing a chain reaction rear-end collision involving the other vehicles.
\nI-94 eastbound lanes were closed for an hour. Responding agencies included Morton County Sheriff\u2019s Department, Mandan PD, Bismarck Fire and Metro Ambulance, and the NDHP.

FARGO, N.D. (AP) \u2014 Authorities say fireworks were the cause for a string of fires in the Fargo area during the July 4th holiday.<\/p>\n

West Fargo Assistant Fire Chief Rory Jorgensen says fire calls started coming in to his department around 9 p.m. Tuesday, including two dumpster fires, several grass fires and a house fire.<\/p>\n

Jorgensen says the homeowner had gathered up spent fireworks and thought the material was out when he put it in a garbage can next to the house.<\/p>\n

Shortly after the West Fargo house fire call, West Fargo crews were called out to assist in fighting a house fire south of Fargo. Authorities say two possible sources for the fire will be investigated, including a possible lightning strike and spent fireworks put in a garbage can.<\/p>\n

BISMARCK, N.D. (AP) \u2014 The Texas-based developer of the disputed Dakota Access oil pipeline says it no longer has private security personnel in North Dakota.<\/p>\n

Energy Transfer Partners spokeswoman Vicki Granado said in an email to The Associated Press on Wednesday that it also no longer retains the services of a firm that state regulators say operated illegally without a license.<\/p>\n

North Dakota’s Private Investigative and Security Board sued last week to block North Carolina-based TigerSwan’s armed workers from continuing to monitor the pipeline system. The board says the company had no license and operated after being denied one.<\/p>\n

A TigerSwan spokesman says the company ceased operations with ETP in North Dakota around the end of June.<\/p>\n

The $3.8 billion pipeline began moving North Dakota oil to a distribution point in Illinois last month.<\/p>\n<\/div>\n

BISMARCK, N.D. (AP) \u2014 A dispute over whether the Texas-based developer of the $3.8 billion Dakota Access pipeline improperly reported the discovery of American Indian artifacts in North Dakota will linger into the fall.<\/p>\n

Energy Transfer Partners has been battling since November when the state Public Service Commission filed a complaint and proposed a $15,000 fine. A public hearing on the issue was scheduled for Aug. 16, but the company requested that written arguments be made first. ETP didn’t comment on the reason for its request.<\/p>\n

Commissioner Julie Fedorchak says the commission has agreed to a briefing schedule with a final deadline of Sept. 22. The hearing will be rescheduled after that.<\/p>\n

It also is looking into whether the company removed too many trees while laying pipe in the state. An Aug. 17 public hearing is still scheduled.<\/p>\n<\/div>\n

BISMARCK, N.D. (AP) \u2014 North Dakota coal companies are looking into solving the nation’s supply problem of rare earth elements.<\/p>\n

The Bismarck Tribune reports rare earth elements make up a $7 trillion market and support $500 to $600 billion in other industries globally.<\/p>\n

Magnets, hard drives, alloys, batteries, lasers, wind turbines and solar panels depend on rare earth elements \u2014 and could, in turn, depend on lignite coal.<\/p>\n

Now, the Lignite Research Council is funding research to find the value in lignite coal after 60-million-year-old volcanic eruptions and associated ash led to a concentration of elements in North Dakota.<\/p>\n

The U.S. imports the elements mostly from China, which controls 85 to 90 percent of the world’s supply. It’s expected to run out in 15 years.
\nBISMARCK, N.D. (AP) \u2014 North Dakota’s congressional delegation is pushing for funding to research so-called clean coal technology.<\/p>\n

The\u00a0 request goes against President Donald Trump’s budget proposal that includes steep cuts for research that could advance the industry.<\/p>\n

Under Trump’s budget proposal, funding for the Department of Energy’s Fossil Energy Research and Development Program would be reduced to $280 million, a 56 percent cut from the 2017. Within that program, funding for research on carbon capture and storage would be cut 85 percent.<\/p>\n

Sen. Heidi Heitkamp recently led a group of 16 Democratic senators who are urging investments in carbon capture, utilization and storage technology.<\/p>\n

Republican Sen. John Hoeven and Republican Rep. Kevin Cramer are also advocating for more funding for coal technology projects.<\/p>\n<\/div>\n

Federer, a seven-time champion at the All England Club, will play on Centre Court against Dusan Lajovic in the second round. The top-ranked Kerber will face Kirsten Flipkens on No. 1 Court.<\/p>\n

NEW YORK (AP) \u2014 Defending champion Giancarlo Stanton will be the top seed in the Home Run Derby on Monday night at his home ballpark in Miami.<\/p>\n

Stanton received the No. 1 seed after winning the event during All-Star week last year in San Diego. He will face New York Yankees catcher Gary Sanchez, the No. 8 seed, in the opening round at Marlins Park.<\/p>\n

BOSTON (AP) \u2014 Former two-sport professional athlete Gene Conley as died at age 86.<\/p>\n

Conley helped pitch the Braves to the 1957 World Series crown and won three straight NBA titles as a power forward with the Celtics from 1959-61. He was 91-96 with a 3.82 ERA with three All-Star appearances in 11 major league seasons with the Braves, Phillies and Red Sox. He played both basketball and baseball in 1962 and ’63, pitching for the Bosox and grabbing rebounds for the Knicks.<\/p>\n

The Red Sox announced that Conley died Tuesday.<\/p>\n

Even for an experienced superpower, getting an ICBM to work reliably can take a decade or more.
