(AP) — New changes to North Dakota’s child passenger safety law take effect Aug. 1, 2017.

The state Department of Health says children younger than 8 years will be required to ride in a car seat or booster seat unless they’re 4 feet, 9 inches (22.86 centimeters) or taller. The revision extends the time a child is required to ride in a restraint seat by one year.

Violating drivers could be fined $25 and lose a point on their licenses. Health officials recommend all children younger than 13 years ride in the back seat. And, children should ride rear-facing until at least two years of age.

In world and national news…

WASHINGTON (AP) — The Republican plan to replace the Affordable Care Act, now awaiting a delayed analysis from the Congressional Budget Office and a delayed vote, hinges in part on enticing young adults into the insurance market with cheap, bare-bones plans. But some young adults would rather play the odds than buy insurance. And other young adults, especially ones with low incomes or pre-existing conditions, could see their costs soar or drop out of the market, analysts say.

MINNEAPOLIS (AP) — Relatives of an Australian woman who was fatally shot by police in Minneapolis say they’ve lost “a loving free spirit.” Justine Damond was shot by an officer late Saturday night.
