Commissioners Magnuson and Powell were not present.<\/p>\n<p>APPROVAL OF CONSENT AGENDA<\/p>\n<p>Approved an electrician license for Bentson Electric<\/p>\n<p><strong>PUBLIC COMMENTS \u00a0No One Spoke<\/strong><\/p>\n<p><strong>ORDINANCE <\/strong><\/p>\n<p>City Commissioners approved second and final reading of an Ordinance Amending and Re-Enacting an Ordinance, Title 9, Zoning for the City of Valley City.<\/p>\n<p>The City Commission approved the first reading of an Ordinance to establish a fee required by North Dakota Century Code to benefit local victims of crime.<\/p>\n<p>City Attorney Lilie Schoenack said the Ordinance is in line with Marcy\u2019s Law.<\/p>\n<p>A judge may waive the fee if the individual convicted is indigent.<\/p>\n<p><strong>NEW BUSINESS <\/strong><\/p>\n<p>Commissioners approved the Permanent Flood Protection Buyout of 247 3rd St SW for 110% of the appraised value, in the amount of $75,570. \u00a0City \u00a0Administrator Schelkoph said the action has been implemented in the past with a 75 percent cost share by the State Water Commission, if approved, under Phase four of the buyout program.<\/p>\n<p>The City Commission approved a gaming site authorization for Valley Twisters Gymnastics Club at Woodland Steakhouse Bar &amp; Grill, located at 1241 14th St SW.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>CITY ADMINISTRATOR\u2019S REPORT <\/strong><\/p>\n<p>David Schelkoph said a date in September will be set for a public hearing for the Comprehensive and Transportation Plan, at the Valley City Eagles Club.<\/p>\n<p>He said the City is in discussions with FEMA and the North Dakota Department of Emergency Services concerning a lot and flood control issues. \u00a0He said KLJ will be forthcoming with more information, and the City may ask the North Dakota congressional delegation for assistance.\u00a0 The City Commission will be addressing the issue in the future.<\/p>\n<p>He urges residents to stay in compliance with Ordinances.\u00a0 Letters have been sent to property owners in violation, and the matter is time sensitive.<\/p>\n<p>He added that the Missouri River Energy Services (MRES) \u00a0has held meetings regarding issues with members such as Valley City.<\/p>\n<p>He said topics including economic development matters, and creating a growth environment.<\/p>\n<p>Other topics are geared to consumers.<\/p>\n<p>He said with mass production of LED lights the costs have decreased, and so the rebates offered by Bright Energy Solutions will be changed.<\/p>\n<p>With cyber security, Schelkoph said MRES will offer training to local officials, and to improve customer service.<\/p>\n<p><strong>\u00a0<\/strong><strong>CITY UPDATES &amp; COMMISSION REPORTS <\/strong><\/p>\n<p>City Auditor Richter said an upcoming bond sales will be on an upcoming Commission agenda, including a Special Assessment District, and a Bank of North Dakota loan.<\/p>\n<p>&nbsp;<\/p>\n<p>Fire Chief Retterath reminded resident to still file complaints concerning detonation of fireworks and possible Ordincance violations.\u00a0 He said the city has received grant dollars to be used to purchase airpacks.<\/p>\n<p>&nbsp;<\/p>\n<p>KLJ gave a report on city street projects.<\/p>\n<p>Due to installing a new traffic signal, in Valley City the intersection of Main Street and 8th Avenue Southwest\u00a0 will become\u00a0 a 3-way stop controlled by signs, for about a month, starting Wednesday July 19, 2017.<\/p>\n<p>Work on the new traffic signal is estimated to take that long before returning to a traffic signal controlled intersection.<\/p>\n<p>Mayor Carlsrud thanked city employees for their work.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>The meeting was shown live on CSi Cable 68 followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Valley City\u00a0 (CSi)\u00a0 The Commission met in regular session Tuesday.
