Motorists should allow extra time to reach their<br \/>\n\u00a0\u00a0\u00a0\u00a0 destination and be alert to conditions that may make travel<br \/>\n\u00a0\u00a0\u00a0\u00a0 difficult, change rapidly, or cause travel delays. A Travel Alert<br \/>\n\u00a0\u00a0\u00a0\u00a0 has the potential to change to a No Travel Advised if conditions<br \/>\n\u00a0\u00a0\u00a0\u00a0 deteriorate.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; It\u2019s been nearly a year since a downtown Jamestown fire ravaged a First Avenue North building, and threatened an adjacent building.<\/p>\n<p>On Friday February 17, 2012, a fire at the Vining Oil storage building at 305 First Avenue, North was called in by a number of people seeing smoke coming from the building at 9:54 a.m.<\/p>\n<p>At the height of the blaze smoke could be seen from the buildings for several miles.<\/p>\n<p>35 City fire fighters were on the scene, and the Jamestown Rural Fire Department was on stand-by to handle any city fire calls, while the downtown fire was being battled by city fire fighters.<\/p>\n<p>What ensued was fire fighters knocking down the huge blaze for several hours, in addition to efforts to save the former Elks building immediately to the south, which caught fire, from fire damage and from collapsing.<\/p>\n<p>Sparks from the initial fire reached the elevator shaft of the Elks Building.<\/p>\n<p>The Elks Building, was saved, as fire was confined to the back stairwell and elevator shaft.<\/p>\n<p>Adjacent buildings were evacuated in case the Elks Building walls collapsed.<\/p>\n<p>The Vining building contained 55 gallons, of full oil barrels and tires, in the Southwest corner of the building.<\/p>\n<p>A 4-5 block area north of the fire scene was without power for a time, along with a half block south of the area.<\/p>\n<p>Jamestown City Fire Chief Jim Reuther said no fire fighters were injured.<\/p>\n<p>Fire fighters stayed on the scene the next 24 to 48 hours put out hot spots in the rubble in the basement.<\/p>\n<p>After an investigation, Chief Reuther said the cause of the fire was termed &#8220;accidental,&#8221; and was started by an electrical issue with a tractor stored in the Vining Oil building.<\/p>\n<p>Following more investigations that led to streets and sidewalks in the area being partially blocked to vehicle and foot traffic, the Vining building was demolished without incident a few weeks later.<\/p>\n<p>CSi was on the scene recording fire and following up footage of the fire scene and demolition of theVining Building.<\/p>\n<p>The encore replay will be showing on CSi-T.V. 10, and on line at CSiNewsNow.com on February 15, 16, and 17, 2013.<\/p>\n<p>\u3000<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. (AP) &#8211; At least 20 horses rescued recently from neglect on two western North Dakota ranches are headed for new homes in the Red River Valley of eastern North Dakota and western Minnesota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities in Morton County last month seized 199 horses and officials in Burleigh County confiscated 38 horses, after the discovery of 99 dead horses.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Tracy Tschakert (CHAK&#8217;-urt), a horse trainer from Barnesville, Minn., says several &#8220;lifelong horse people&#8221; in the Fargo and Moorhead, Minn., area have volunteered to adopt the horses.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The horses are set to arrive at a facility in Hawley, Minn., on Saturday.<br \/>\n\u00a0<br \/>\nArea horse lovers &#8220;just wanted to run out there and help&#8221; after hearing about the abuse.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities are considering criminal charges in the case.<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A North Dakota woman says she will plead guilty to causing a traffic accident that killed two people. Federal authorities say Barbara Iron Hawk was under the influence of drugs and alcohol during the November crash that killed 57-year-old Charlene Summers and 72-year-old George American Horse. A plea hearing has not been scheduled.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; Grand Forks fire officials say a 40-year-old man remains hospitalized from injuries suffered during a weekend apartment fire. Firefighters carried John Davis to awaiting paramedics during Saturday night&#8217;s blaze. Police say Davis is at Regions Hospital in St. Paul, Minn.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota House has voted to lift a four-year-old ban on selling bottle rockets.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The House voted 53-47 to lift the ban on Wednesday. The measure now goes to the Senate.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eye doctors helped the Legislature see the need to ban bottle rocket sales in 2009, saying the fireworks cause eye injuries. An effort to overturn the ban failed in 2011.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The current law still allows people to possess and shoot off bottle rockets but businesses in North Dakota can&#8217;t sell them.\u00a0<br \/>\n\u00a0<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The North Dakota Senate has snuffed out a measure aimed at curbing the oil industry&#8217;s practice of wasting natural gas at oil wells.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Senate voted 34-13 to kill the bill Wednesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Oil companies in North Dakota can burn off or flare natural gas for a year without paying taxes or royalties on it. Companies can then ask state regulators for an extension because of the high costs of moving the gas to market.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 More than 30 percent of the state&#8217;s gas production is being flared because development of the pipelines and processing facilities needed to handle it has not kept pace with production.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sen. Tim Mathern introduced the measure and says capturing and using natural gas is common sense. He says the state has largely ignored the problem.<\/p>\n<p>&nbsp;<\/p>\n<p>WILLISTON, N.D. (AP) &#8211; The city of Williston&#8217;s recent annexation of about 7.5 square miles of land north of the city means residents of about 30 recreational vehicles have to find a new place to live. Housing is short in the oil patch, and many people live in RVs. But living in the vehicles is illegal in city limits, so the owner of an RV camp in the newly annexed area is shutting it down. Kenny Willard says that he fears he&#8217;ll be subject to fines.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; The new owner of a defunct oilseed processing plant in eastern North Dakota is asking farmers what he should do with the facility.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Brett Morrison, owner of Nebraska Bean, bought the Northwood plant at a November auction for $1.1 million.\u00a0 The $10 million plant that once employed about two dozen people opened in 2007 and closed two years later.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Morrison says he plans to operate the plant only as a dry bean receiving station, but is open to restarting a crushing operation if there&#8217;s enough interest.<br \/>\n\u00a0<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota Governor Jack Dalrymple (DAHL&#8217;-rimp-ul) sees no need for a new governor&#8217;s mansion, but some lawmakers want to build one.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The North Dakota House defeated a measure Wednesday that would have authorized the construction of a new governor&#8217;s residence on the state Capitol grounds, along with a so-called executive conference center. (AP) &#8211; Officials are pushing a safety campaign in western North Dakota&#8217;s oil patch, where 12 people died in oil and gas operations last year.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0 It is a joint project of the federal Occupational Safety and Health Administration and the National Service, Transmission, Exploration and Production Safety Network&#8217;s chapter in North Dakota and Montana.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>Jamestown, ND (KCSi-T.V.
