News) &#8212; The Jamestown Arts Center hosts the Annual Gala on Saturday February 23, 2013.<\/p>\n<p>On Thursday\u2019s Wayne Byers Show on CSi Cable 2, Director, Taylor Barnes asks those planning to attend to please call the Arts Center at 251-2496 to make reservations, with the gala to be held at the Quality Inn and Suites, in Jamestown.<\/p>\n<p>She pointed out that the proceeds go to support the general operations of the Arts Center.<\/p>\n<p>The cost is $75 per ticket.<\/p>\n<p>Ms. Barnes also said the Arts Center will host the Jamestown High School production of &#8220;The 25<sup>th<\/sup> Annual Putman County Spelling Bee,&#8221; on February 28, and March 1, 2013, at 7:30 each evening.<\/p>\n<p>She added that the Arts Center is resuming Saturday hours, beginning March 2, 2013 from 10-a.m., to 2-p.m.<\/p>\n<p>On March 7, 2013 the Arts Center will host auditions for the next production of the 2<sup>nd<\/sup> Act Community Theater, &#8220;Almost Maine,&#8221; from 7-10-p.m.<\/p>\n<p>Plans are being made for some redesigning of t he Arts Park on First Avenue South in Jamestown.<\/p>\n<p>The process includes spring planting designs, space for performances, along with pathways, and a seating area.<\/p>\n<p>Anyone wishing to volunteer this spring may contact the Jamestown Arts Center, at 251-2496.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BINFORD, N.D. (AP) &#8211; A 90-year-old red-brick schoolhouse that closed down a decade ago is getting new life in a small North Dakota town.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials in the Midkota School District say the old school in Binford is needed to handle an increase in enrollment. The district covers 600 square miles and includes five communities in east-central North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The school opened in about 1920 and closed in 2000. It&#8217;s attached to the newer Midkota Elementary School through an enclosed lower-level walkway.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 District officials say the remodeling project will include roof and plumbing work and some improvements to classrooms.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The overcrowding forced the district to move this year&#8217;s pre-kindergarten class to a church.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Midkota School Board President Keith Johnson\u00a0says \u00a0the enrollment increase is a nice problem to have.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; North Dakota Attorney General Wayne Stenehjem (STEHN&#8217;-juhm) has ruled that North Dakota State University can legally accept a three-year federal grant to conduct comprehensive sex education.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Two NDSU faculty members had been awarded a $1.2 million grant to offer voluntary comprehensive sex education to Fargo-area teens ages 15 to 19 with parental consent. But NDSU officials froze the grant in January when attorneys questioned whether the funding would break a state law that forbids using government funding as family planning by any person or group that encourage abortions.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 But Stenehjem ruled Thursday that the state law was invalidated by a 1980 district court decision and a 1981 appellate court ruling.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 NDUS Chancellor Hamid A. Shirvani says the ruling is good news for the school.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; The North Dakota attorney general has filed a lawsuit challenging a shared-parenting initiative that was approved in November by voters in Walsh County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The measure establishes equal parental rights for divorced or separated parents, as long as neither parent is legally determined to be an unfit parent.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The campaign was spearheaded by Mitch Sanderson, a Park River man who was the main promoter of a similar statewide ballot measure that voters rejected in 2006.<br \/>\n\u00a0<br \/>\nAttorney General Wayne Stenehjem filed a civil suit over the measure as a motion in Sanderson&#8217;s divorce case.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Stenehjem argues that the county-wide ordinance usurps state law giving state courts and agencies authority in divorce and custody case.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Two Democratic lawmakers are pushing a measure aimed at creating a panel to investigate alleged acts of wrongdoing by politicians.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 House assistant Democratic leader Corey Mock of Grand Forks and Rep. Ed Gruchalla of Fargo want the state to form a nine-member ethics commission.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Mock says North Dakota is one of three states without an ethics commission.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Legislature has defeated past attempts to create an ethics commission.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lobbyist Bill Shalhoob says an ethics commission is a &#8220;solution to a problem that doesn&#8217;t exist.&#8221; He says voters will decide if politicians are ethical or not.<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) &#8211; A city in the heart of the North Dakota oil patch is looking at ways to improve traffic flow.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota Department of Transportation counts show a dramatic increase in the number of vehicles on the streets of Minot, in northwest North Dakota.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Traffic near a popular south side shopping area was up 79 percent from 2008 and 31 percent from the spring of 2011. (AP) &#8211; Supporters of the University of North Dakota&#8217;s retired nickname made one last push to restore the Fighting Sioux moniker Thursday in front of a three-judge appeals panel in St. Paul, Minn.<br \/>\n\u00a0<br \/>\n\u00a0 Lawyers for the Spirit Lake Sioux Tribe&#8217;s pro nickname Committee for Understanding and Respect asked the Eighth U.S. Court of Appeals to reverse a district court order dismissing their lawsuit against the NCAA.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A judge dismissed the lawsuit last May. Nickname supporters at the Spirit Lake and Standing Rock Sioux reservations claimed they were not included in discussions when the NCAA and the state negotiated a settlement to retire the nickname.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sixty-eight-percent of North Dakota voters last June voted to drop the nickname deemed &#8220;hostile and abusive&#8221; by the NCAA.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A Coast Guard official says a disabled cruise ship is stopped off the coast of Alabama because of a broken towline attached to one of the boats towing the vessel. The petty officer says the ship will be &#8220;dead in the water&#8221; as the tugboat with the broken line is replaced with another vessel. There&#8217;s no word on how long that will take. Before the towline broke, the ship and the 4,000-plus passengers and crew were expected to arrive at the Mobile cruise terminal late tonight.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 DECATUR, Ga. (AP) &#8211; President Barack Obama says he wants to make preschool available to all 4-year-olds, a vast expansion of existing early childhood education programs. The information was provided in a letter from the White House counsel to three Republican senators. Republican Sen. Lindsey Graham of South Carolina is among lawmakers holding up the nomination of Chuck Hagel as defense secretary while they demand answers about what Obama was doing on the night of the attack.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 PARIS (AP) &#8211; British police say three men have been arrested by officers investigating the horsemeat scandal in Europe. Police in Wales say the arrests on suspicion of fraud occurred at two plants that were inspected earlier this week.
