Bismarck\u00a0 (CSi) The NDDOT informs motorists that he Crystal Springs rest area on eastbound Interstate 94<\/strong>, approximately nine miles west of Medina,\u00a0is closed temporarily closed because of maintenance.<\/p>\n BISMARCK, N.D. (AP) \u2014 North Dakota Tax Commissioner Ryan Rauschenberger says he will plead guilty to drunken driving.<\/p>\n The 34-year-old Republican says he was arrested by the North Dakota Highway Patrol in Mandan on Sept. 30. A report provided by Rauschenber showed he had blood alcohol content of 0.206, which is more than twice the state\u2019s 0.08 legal limit.<\/p>\n Rauschenberger called The Associated Press to report his arrest. Troopers say the case is still under investigation and it can\u2019t provide details.<\/p>\n Rauschenberger says he showed poor judgment. He says he\u2019s taking steps including treatment for alcoholism.<\/p>\n Rauschenberger publicly revealed his alcoholism soon after he was appointed in 2014 by then-Gov. Jack Dalrymple. He underwent treatment at a Minnesota facility that same year during a successful run to be elected to the post.<\/p>\n<\/div>\n <\/p>\n FARGO, N.D. (AP) \u2014 A proposal by the North Dakota Board of Higher Education that would cut down on the number of face-to-face meetings and take those gatherings off the campuses is being criticized by college professors and others.<\/p>\n The board next month will approve meeting plans for 2018.<\/p>\n Chairman Don Morton is proposing the board come together four times a year in Bismarck. Other regularly scheduled meetings would be held via video network.<\/p>\n Morton says he wants to make the best use of board members’ time.<\/p>\n Dickinson State University professor Debora Dragseth is president of the state Council of College Faculties. She says the change would be bad for transparency and collaboration.<\/p>\n <\/p>\n BISMARCK, N.D. (AP) \u2014 The Smithsonian Institution’s National Museum of the American Indian is adding some history from the recent protests in North Dakota against the Dakota Access pipeline.<\/p>\n The museum is adding a nearly 12-foot-tall mile-marker post created by activists to its exhibit on treaties called “Nation to Nation: Treaties Between the United States and American Indian Nations.”<\/p>\n Museum Director Kevin Gover says treaties were at the heart of the protest, which maintained the $3.8 million pipeline to move North Dakota oil to Illinois violated Native rights. He calls it “truly a historic event.”<\/p>\n The protest camp at times held thousands of people. Between August 2016 and February 2017 there were 761 arrests.<\/p>\n The mile-marker post was constructed by protesters to show how far they had traveled. It’ll remain on exhibit through 2021.<\/p>\n<\/div>\n <\/p>\n <\/p>\n MANDAN, N.D. (AP) \u2014 Steady growth in Mandan in recent years has brought an uptick in crime.<\/p>\n The Bismarck Tribune reports that the city’s police experienced an 18 percent increase in calls between 2015 and 2016.<\/p>\n Mandan police officers also spent several months responding to protests over the Dakota Access oil pipeline, sometimes with as many as 10 to 15 officers at a time on emergency calls. Officers also were trained in administering drugs to stop opioid overdoses.<\/p>\n Drug offenses are up statewide, but in Mandan they increased 43 percent last year. Assaults in the city were up 33 percent. Domestic violence cases are separate from assaults, and the department added a domestic violence detective this year.<\/p>\n Lt. Pat Haug says the department has 37 sworn officers, with two openings.<\/p>\n <\/p>\n <\/p>\n BISMARCK, N.D. (AP) \u2014 Native American students in North Dakota are continuing to struggle in school, despite the state’s overall high school graduation rate remaining high.<\/p>\n The Bismarck Tribune reports that the North Dakota Department of Public Instruction held a Dropout Prevention and Re-engagement Summit on Oct. 11. The summit was scheduled after teachers of Native American students across the state requested to know more information about dropout prevention strategies.<\/p>\n Sandy Addis is the keynote speaker and director of the Clemson University’s National Dropout Prevention Center. She says the state is “significantly ahead of the nation” in terms of its high school graduation rate.<\/p>\n Addis says while there has been some progress among Native American students, there’s much more room to improve.
