All members were present.<\/p>\n<p><strong>APPROVAL OF CONSENT AGENDA INCLUDED:<\/strong><\/p>\n<p>Monthly Reports from the Fire Chief, Building Inspector, Auditor, Municipal Judge and Public Works Accountant.<\/p>\n<p>Monthly Bills for the City and Public Works in the Amount of $<span style=\"font-size: 11.0pt;\">$1,803,945.63. <\/span><\/p>\n<p>A Raffle Permit for Art Club Valley City High School, Sheyenne Valley Friends of Animals, VCSU American Fisheries Society Student Sub-Unit<\/p>\n<p>An Electrician License for Quenzer Electric<\/p>\n<p>A\u00a0 Mechanical Contractor License for Schulz Plumbing, Heating &amp; AC, Inc.<\/p>\n<p><strong>PUBLIC COMMENTS \u00a0\u00a0No one spoke<\/strong><\/p>\n<p><strong>ORDINANCE <\/strong><\/p>\n<p>The City Commission approved the First reading of an Ordinance repealing, amending, and re-enacting Title Four, Alcoholic Beverages.\u00a0 City Attorney Mertins said the action is part of the recodification process, and for clarity of inconsistent terms.<\/p>\n<p>Server training was updated as well, concerning owners, and managers of bars, and restaurants serving alcohol.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>RESOLUTION <\/strong><\/p>\n<p>City Commissioners approved a Resolution declaring necessity of improvements in Paving Improvement District No. 115<\/p>\n<p>KLJ said it includes the reconstruction of a section of 3<sup>rd<\/sup> Street Southeast.<\/p>\n<p>Approved a Resolution determining sufficiency of protest for Paving Improvement District No. 114. City Auditor Richter said there was one protest, at about 5 percent of the property owners, being insufficient.<\/p>\n<p>Approved a Resolution determining sufficiency of protest for Paving Improvement District No. 116.\u00a0 City Auditor Richter said the protests registered were insufficient, as amended, to exclude\u00a0 7<sup>th<\/sup> Street Southeast in the pavement district.<\/p>\n<p>City Adminstrator Schelkoph pointed out that property owners will be contacted there, to meet a \u201cmiddle ground,\u201d to support and not delay maintenance.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>NEW BUSINESS <\/strong><\/p>\n<p>City Commissioners reviewed and considered\u00a0 the Water Treatment Plant UF Filter Report from AE2S to be presented to the State Water Commission for compensation. \u00a0\u00a0City Administrator Schelkoph the study includes AE2S and General Electric, the manufacturer, and the city water department, to come up with a plan to correct the failure, filtering water from Devils Lake.<\/p>\n<p>The cost of replacing one Ultra Filtration Unit is $375,000, plus additional costs to be asked for from the State Water Commission for a total of 874,000.\u00a0 One filter will be replaced of the four, as a test.<\/p>\n<p>The City Commission unanimously approved presenting the request be sent to the state water commission.<\/p>\n<p>Approved was the 2018 Scheduled Board Meetings. <em>\u00a0\u00a0<\/em><\/p>\n<p>The City Commission approved the\u00a0 Preliminary &amp; Design Engineering Contract with KLJ for NDDOT Downtown Streetscape Project in an amount not to exceed $132,500.<\/p>\n<p>KLJ reported the work includes replacement of traffic signals, to be performed in 2018.<\/p>\n<p>Public meetings on the Streetscape update plans will be held in December this year, with prototypes presented by KLJ.<\/p>\n<p>From the audience, Niles Burchill commented that he is not in favor of widening the sidewalks and narrowing streets.\u00a0 He proposes covering the sidewalks with an awning type structure.<\/p>\n<p><strong>CITY ADMINISTRATOR\u2019S REPORT \u00a0No Report was given.<\/strong><\/p>\n<p><strong>CITY UPDATES &amp; COMMISSION REPORTS <\/strong><\/p>\n<p>KLJ gave a report on ongoing projects including a phase of the permanent flood control project.<\/p>\n<p>Lighting is expected to arrive for installation at the Rosebud Visitors Center, and Post Office parking lots, at the end of November.<\/p>\n<p>Mayor Carlsrud said he appreciates the city employees and\u00a0 are to be commended for their work.<\/p>\n<p>He said the streetscape issue, need patience\u00a0 by the public as more information comes forward.<\/p>\n<p>The meeting was shown live on CSi Cable 68, followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Valley City\u00a0 (CSi)\u00a0 The Valley City Commission met in Regular Session Tuesday evening at City Hall.
