Jamestown, ND (KCSi-T.V. News Feb 19, 2013) \u2013 Officials with K-Mart report that the company will close its Jamestown Buffalo Mall location on May 19, 2013.<\/p>\n

Director of corporate public relations for Sears Holdings, Howard Riefs, in Hoffman Estates, Illinois says, Kmart opted not to renew its lease with the Buffalo Mall saying the K-Mart store had “disappointing sales.”<\/p>\n

Riefs pointed out that the Jamestown K-Mart has 45 full and part time employees.<\/p>\n

The employees will have the opportunity to apply for jobs at other Kmart or Sears locations.<\/p>\n

The Jamestown Sears store\u00a0at the Buffalo Mall is independently-owned and not affected by the announcement.<\/p>\n

Riefs statement said “The store closures are part of a series of actions we\u2019re taking to reduce on-going expenses, adjust our asset base, and accelerate the transformation of our business model.”<\/p>\n

The Jamestown K-Mart is the only North Dakota store closing, with a liquidation sale starting March 3.<\/p>\n

\u201cThe Kmart store in Jamestown will close to the public on May 19, 2013. Until then, the store will remain open for customers. The store will begin its liquidation sale on March 3. As a part of the ordinary course of business we close stores for a variety of reasons. This store is being closed because the lease was not renewed. The store closures are part of a series of actions we\u2019re taking to reduce on-going expenses, adjust our asset base, and accelerate the transformation of our business model. These actions will better enable us to focus our investments on serving our customers and members through integrated retail \u2013 at the store, online and in the home. The store has 45 employees. They will have an opportunity to apply for positions at other Kmart and Sears stores.\u201d<\/p>\n

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council\u2019s Finance &Legal, Building Planning & Zoning, and Civic Center & Promotion Committee met in monthly session at City Hall, on Tuesday (Feb 19, 2013). All members were present.<\/p>\n

With Finance & Legal Committee business:<\/p>\n

\u3000<\/p>\n

The committee recommnended approving the recommendation from the JSDC, for Economic Development Funds for the South Central Dakota Regional Council 2013 membership dues, in the amount of $33,810, with the City Share to be $21,300 and paid from the City Sales Tax Fund. ..A full year funding in line with the amendment of the Stutsman County Commission.<\/p>\n

\u3000<\/p>\n

The committee then discussed the offer from Tim Dabill to purchase Lots 1 & 2, Block 2, Beverly Hills 6th <\/span><\/span>Addition, and Lot 19, Beverly Hills 3rd Addition, in the amount of $6,000, subject to the buyer paying for all costs of surveying and approval of a re-plat prior to deed transfer. A competing offer was withdrawn, and Dabill had 30 days to come back with his offer.<\/span><\/p>\n

The committee recommends approving the offer, with a sunset clause of January 1, 2014.<\/p>\n

The committee recommends entering into an agreement with Tyler Technologies for the procurement of accounting, tax and appraisal software for the City, subject to Stutsman County procuring the same (approved Tuesday morning at the county meeting.) The city\u2019s share is $105,000, with a portion of the total costs shared with Stutsman County. The city will need to opt out of the present tech provider\u2019s contract.<\/p>\n

The committee recommends setting a public hearing, to be held March 4, 2013, relative to amending the Renaissance Zone Plan Boundaries to include Block 9, Kelley and Fuller\u2019s 2nd <\/span><\/span>Addition, subject to approval by the ND Division of Community Services.<\/span><\/p>\n

The committee discussed and recommends approving requests for street closings and\/or permits to allow alcoholic beverages in fenced areas for the March 16, 2013, St. Patrick\u2019s Day Run for the following: Buffalo Lanes, Inc.; Frontier Fort & Grill; Corner Bar; Office Bar & Lounge; Shady\u2019s; Cork and Barrel, Inc. (Elk\u2019s location); Vets Club and Wonder Bar Sports Bar. (Some have yet to submit requests, and would include Buffalo City Rotisserie Grille.)<\/p>\n

The committee considered reaffirming the policy relative to street vendors during the St. Patrick\u2019s Day Run:<\/p>\n

  1. Closing of 2nd <\/span><\/span>Street East in the 100 Block;<\/span><\/li>\n<\/ol>\n

    • Allowing vendors to apply for a permit to locate, based on permit applications being submitted and processed, and city staff assigning them to a specific space based on the order of submitted applications;<\/li>\n
    • The vendors only be allowed to park adjacent to curbs in order to maintain a fire lane down the center of the street; and<\/li>\n
    • The City Council requires a vendor permit fee of $50 to cover the cost of closing the street and providing waste containers for the refuse.<\/li>\n<\/ul>\n

      The committee approved the recommendations.<\/p>\n

      The committee is sending to the City Council, pending research, without recommendation the application of Ben Maulding for an animal permit to pasture and keep horses at 605 10th <\/span><\/span>Avenue NW in the City.<\/span><\/p>\n

      Discussion then concerned filling the City Forester position within the City, due to the resignation of Vern Quam.<\/p>\n

      The committee discussed forestry services on a contracted basis, possibly on a part time basis.<\/p>\n

      Tex Weatherly said the City Shade Tree Committee and the county extension service are in favor of a full time city forester, relative to disease and other concerns.<\/p>\n

      The Jamestown City Park Board will be asked to weigh in on the future plans.<\/p>\n

      The committee recommends exploring a contract service, before making a decision, on filling the position. Council Member Kourajian was opposed.<\/p>\n

      Informational: Monthly departmental reports were presented.<\/p>\n

      With city negotiations with Stutsman Rural Water, Mayor Andersen said the city has not received a formal response to the city’s last offer made two weeks ago. She said SRWD board was planning to meet this week.<\/p>\n

      The Draft Minutes of the February 11, 2013, Planning Commission meeting was presented.<\/p>\n

      The committee approved recommending the First Reading of an ordinance to change the zoning of southeast portion of Lot 2, Berndt Addition, from M-2 (General Industrial and Manufacturing District) to POC (Public, Open Development and Conservation District).<\/p>\n

      The committee recommended the First Reading of an ordinance to change the zoning of Lots 1 & 2, Block 4, Hi-Acres Hillcrest Addition, from R-1 (One Family Residential District) to POC (Public, Open Development and Conservation District). The City Planning Commission has recommended the city approve the Ordinance change. The zone change is in conjunction with plans of Eventide, for redevelopment of the nursing home facility.<\/p>\n

      The Civic Center and Promotion Committee considered a proposal from ESG relating to boilers and other energy issues concerning the Civic Center.<\/span><\/p>\n

      The committee recommends proceeding with the proposals outlined by ESG, and enter into a project development agreement.<\/p>\n

      Council Member Kourajian noted the opening for a Frontier Village Manager.<\/p>\n

      He introduced Searle Swedlund as the new Buffalo City Tourism Director, who noted that Nina Sneider will stay on until spring, in an advisory capacity to Swedlund.<\/p>\n

      Following the hearing the City Commission approved a Resolution of Sponsorship for I-94 Regional Development Corridor Project for CDBG Funding in the amount of $810,000.<\/p>\n

      The City Commissioners approved a Resolution for the Final Plans and Specifications for 12th <\/span><\/span>Avenue SE from Main Street to 7th Street, Project (#CER-2-990(047)051.) <\/span><\/p>\n

      Commissioners then approved a Resolution for the refinance of Bridgeview Estate MIDA Bonds.<\/p>\n

      Also approved was a Resolution accepting the Bid and Awarding a Contract to Border States Paving in the amount of $459,997.15 for Paving Improvement District No. 101.<\/p>\n

      New Business :<\/p>\n

      Approved a Reoccurring Special Alcohol Beverage Event application for the VFW Post 2764 at the Winter Show Concert on March 8, 2013 for a beer garden.<\/p>\n

      A Presentation was made by Cooper Power on the Automated Meter Infrastructure, AMI system. City Administrator Schelkoph said the system recommended by AMI would save the city an extensive amount of money over the next 6 years relative to the electric load control system.<\/p>\n

      No recommendation was made by the Commission.<\/p>\n

      \u3000<\/p>\n

      The City Commission then discussed the Safe Routes to School, and Transportation Alternative Program application, including local costs, of the two projects\u2026which includes improvements in signage, and traffic controls for the Safe Routes Project, along with a shared use and pedestrian path.<\/p>\n

      Mayor Werkhoven questioned the costs of snow removal on the projects, and if the city would be responsible, along with where the plowed snow would be deposited.<\/p>\n

      KLJ said the adjacent property owner would be responsible.<\/p>\n

      Funds would come in part from a local match.<\/p>\n

      Commissioner Luke asked if the City Park Board, and the public school district would be asked to contribute to the costs.<\/p>\n

      \u3000<\/p>\n

      The City Commission took no formal action.<\/p>\n

      \u3000Commissioners then approved a Special Alcohol Beverage Permit for the Valley City Eagles at the North Dakota Winter Show from March 2-10, 2013.<\/p>\n

      City Administrator Report included updates on the river channel project.<\/p>\n

      David Schelkoph pointed out that with the electric load control system, it saved the city in $106,000 in costs in January this year.<\/p>\n

      He talked about dumping trash in others containers, which is unlawful.<\/p>\n

      He outlined garbage container policies of the city that residents are asked to follow\u2026.and for the public to look into a recycling program.<\/p>\n

      \u3000<\/p>\n

      City Updates & Commission Comments:<\/p>\n

      Building Inspector Dave Anderson outlined a proposal for professional designers to give input to future commercial remodeling projects concerning such items as emergency lights and exits.<\/p>\n

      He asked the city to develop requirements in the future.<\/p>\n

      Fire Chief Retterath said the siren project is not yet completed, but that progress is being made.<\/p>\n

      Police Chief Thompson said bids from vendors will be forthcoming on the 9-1-1 project.<\/p>\n

      Commissioner Pedersen noted that dollars for the Sheyenne Flood Control project is still being debated in the State Legislature.<\/p>\n

      Commissioner Magnuson read a statement clarifying the recent controversy of the 9-1-1 dispatch recording, and City Attorney Russell Myhre also commented on the issue.<\/p>\n

      Jamestown, ND (KCSi-T.V. News) — The Jamestown Public School Board Monday (Feb 18, 2013) reviewed items to increase school safety.<\/p>\n

      No action was taken by the school board.<\/p>\n

      Superintendent Robert Toso said discussion is needed on the issue, especially at the elementary school level, and has suggested changes in the aftermath of the tragic shootings last December at Sandy Hook Elementary School, in Newtown, Conn.<\/p>\n

      Toso stated that the school board has difficult choices to make regarding community access to the schools.<\/p>\n

       <\/p>\n

      He estimates the total cost for cameras and panic buttons at about $100,000 for the five Jamestown elementary schools.<\/p>\n

      He added that cameras and locked doors at Jamestown High School would be more difficult given the number of students that enter and leave the building .<\/p>\n

      In other business, it was noted that a five-person team with AdvancED will be at each school next month as part of an on-going accreditation process.<\/p>\n

      Results of the review will be given to the School Board at 4 p.m., March 13, 2013, at the middle school\u2019s, Thompson Community Room.<\/p>\n

      The School Board also unanimously voted to approve an increase in funding to a total of $20,000 next year for Arts Center programs in the schools.<\/p>\n

      \u3000<\/p>\n

      Bismarck, ND\u00a0 (KCSi-T.V. News Feb 19, 2013)\u00a0 \u2013\u00a0 The NDDOT is informing motorists that construction has begun\u00a0 on Highway 26 at Ashtabula Bridge near Sibley.<\/p>\n

      Work on the project will consist of replacement of the bridge structure, hot bituminous pavement, rip rap and other improvements.<\/p>\n

      \u00a0During Construction:<\/strong><\/p>\n

      \u00a0Traffic will be reduced to one lane through the construction zone<\/p>\n

      \u00a0A stop bar, stop lights and warning sign will be in place to direct traffic<\/p>\n

      \u00a0There will be a 12 foot width restriction through the construction zone<\/p>\n

      \u00a0Speed will be reduced through the construction zone<\/p>\n

      \u00a0Motorists should expect minimal delays<\/p>\n

      \u00a0The project is expected to be complete by the end of October.<\/p>\n

      \u00a0The traveling public should use caution when driving through the construction zone. Motorists are reminded to please slow down for their safety and the safety of the highway workers.<\/p>\n

       <\/p>\n

      BISMARCK, N.D. (AP) – Gov. Jack Dalrymple has signed a bill that makes $31 million immediately available for rural water projects in North Dakota.<\/p>\n

      Dalrymple announced the signing Tuesday. He says the bill passed with an emergency clause so that the funding is available to complete design work before the 2013 construction season.<\/p>\n

       <\/p>\n

      Dalrymple says $21 million of the total is dedicated to the expansion of the Southwest Water Pipeline, which serves several communities in southwestern North Dakota and provides water to about 50,000 people.<\/p>\n

       <\/p>\n

      The remaining funds are slated for rural water projects in Stutsman, McLean and Sheridan counties and in north-central North Dakota.<\/p>\n

      \u3000DES LACS, N.D. (AP) – Fire officials in Des Lacs say a house has been destroyed by fire but no one was injured.

      FARGO, N.D. (AP) – Police in Fargo have arrested a woman after she allegedly assaulted a male acquaintance with a butter knife.

      \nAuthorities responded to a call about 4 a.m. Tuesday about a woman with a knife at an apartment.

      \n\u00a0\u00a0\u00a0\u00a0 Lt. Joel Vettel says the 25-year-old woman allegedly grabbed a large knife and went after the man, but was tackled by others inside the apartment. She then reportedly grabbed a butter knife and assaulted the man.

      \n\u00a0\u00a0\u00a0\u00a0 Vettel says the man had a small abrasion and a bruise that didn’t required medical attention.

      \u00a0BISMARCK, N.D. (AP) – A North Dakota man has been scheduled to more than four years in prison for attacking his dad with a baseball bat.

      \n\u00a0\u00a0\u00a0\u00a0 Felix Wallette Jr., of Rugby, is charged in federal court with two counts, including domestic assault by a habitual offender. He pleaded guilty in September.

      \n\u00a0\u00a0\u00a0\u00a0 Authorities say the younger Wallette assaulted Felix Wallette Sr. in September 2011.
      \n\u00a0

      \n\u00a0\u00a0\u00a0\u00a0 Officials say the company increased their exports by 70 percent last year and expanded into markets including Colombia, Bolivia and Australia.

      \u00a0BISMARCK, N.D. (AP) – Governor Jack Dalrymple says Delta Air Lines’ Philadelphia-area refinery got its first shipment of North Dakota crude oil this week. The airline plans to make jet fuel from North Dakota oil at the factory. Delta announced plans earlier this month to begin twice-daily flights between Dickinson and Minneapolis-St. Paul.<\/p>\n

      \n\u00a0BISMARCK, N.D. (AP) – North Dakota’s Senate has approved a measure that gives more money to an agency that provides lawyers for criminal defendants who cannot afford to hire their own. The Senate voted unanimously to increase funding for the state Commission on Legal Counsel for Indigents from $11.7 million to $14.5 million over the next two years.

      \n\u00a0\u00a0\u00a0\u00a0 SIOUX FALLS, S.D. (AP) – The U.S. Department of Agriculture says the number of farms in North Dakota and South Dakota decreased in 2012 but the average size of each farm increased. According to the USDA, there were 300 fewer farms in South Dakota in 2012 compared to 2011. The total number of farms in 2012 was 31,000.<\/p>\n

      WILLISTON, N.D. (AP) – City officials in the booming oil town of Williston are working on projects to renew the downtown area and keep out so-called man camps.

      \n\u00a0\u00a0\u00a0\u00a0 That might include changing an ordinance that allows people to have residences behind, below and above commercial businesses downtown. The ordinance was created before the city’s population skyrocketed with oil-related development.

      \n\u00a0\u00a0\u00a0\u00a0 Planning and Zoning Director Kent Jarcik says the current rules could be exploited to create crew camps downtown. City commissioners last week approved the first reading of an ordinance to thwart that kind of development.<\/p>\n
