News) &#8212; The Buffalo City Tourism Foundation Board, met Friday (Feb 22, 2013) at the CSi Technology Center Conference Room.<\/p>\n<p>President Aldon Kollman reported that North Dakota Senate Bill 2203 was passed, and goes to the State House for review.<\/p>\n<p>He said the bill authorizes counties to levy mills to support historic sites, which would include Frontier Village, the Stutsman County Memorial Museum, and Ft. Seward, in the Jamestown area.<\/p>\n<p>He added that counties could levy point-72 mills, and up to 2.25 mills if approved by a vote of citizens.<\/p>\n<p>He pointed out that the dollars raised through the mill level would be matched 50 percent by the State Historical Society, adding that in Stutsman County point 75 mills would raise $36,000 plus $18,000 in the state match.<\/p>\n<p>The board voted to send a letter of endorsement of the bill to the District 12 and 29 legislators.<\/p>\n<p>JSDC, CEO, Connie Ova mentioned that there is presently a Stutsman County levy for economic development.<\/p>\n<p>She pointed out that the JSDC supports tourism, however, previously one half of the city sales tax that was earmarked for tourism is supposedly now set aside for infrastructure to support the city\u2019s sewer replacement projects.<\/p>\n<p>She said the wording of the petition which was the language of the measure voters had passed is not necessarily being used strictly for infrastructure improvements.<\/p>\n<p>&nbsp;<\/p>\n<p>It was noted that the attorney hired by the board, concerning the contract with the city of Jamestown for 2013, will be notified of a time deadline to respond to the board..<\/p>\n<p>Kollman said the 2012 contract extension provided by the city is about to expire, and the board needs to have more frequent contact by its attorney.<\/p>\n<p>No other discussion was held at the open meeting about the contract.<\/p>\n<p>&nbsp;<\/p>\n<p>Website Progress was discussed, and the consensus was to promote the site when up and running through Facebook, the local media, and tourism web sites.<\/p>\n<p>With Grant Applications:<\/p>\n<p>The board approved the Fort Seward request for $9,500 for summer staffing.<\/p>\n<p>The board approved Stutsman County Museum\u2019s reques of &#8211; $6,000 for summer staffing.<\/p>\n<p>Frontier Village Summer Staffing was approved at $33,546.<\/p>\n<p>Frontier Village Horse Care at $11,700 was approved, provided bids are let for farrier work.<\/p>\n<p>Frontier Village Pioneer Days request for $5,000 was withdrawn.<\/p>\n<p>A BCT IRS 990 form was noted, with no action taken.<\/p>\n<p>\u3000<\/p>\n<p>Buffalo City Tourism Director, Searle Swedlund said he\u2019s been in the position for six weeks, and that he has been meeting with members of the community, and plans more discussions, including meeting the the BCTF Executive Board in April to discuss issues.<\/p>\n<p>That includes input to the BCTF Strategic Plan.<\/p>\n<p>He also plans to meet with tourism officials in Aberdeen, Bismarck and Valley City, along with attending statewide tourism related conferences.<\/p>\n<p>Informational:<\/p>\n<p>The Buffalo City Toursim Foundation, Committed in 2012:<\/p>\n<p>$6,000 Drag Races<\/p>\n<p>$2,100 Big Sing\/Jamestown Choralaires<\/p>\n<p>$339 Frontier Village Payroll (Tina Busch-2011)<\/p>\n<p>$6,000 Stutsman County Museum Staffing<\/p>\n<p>$2,500 Pipestem Off-Road Festival<\/p>\n<p>$12,168 National Buffalo Museum Staffing<\/p>\n<p>$4,000 White Cloud\u2019s 16<sup>th<\/sup> Birthday<\/p>\n<p>$9,500 Ft. News Feb 21, 2013) &#8212; The National Weather Service says the risk of major flooding on the Sheyenne River is low so far, less than 30 percent for minor flooding or greater in Valley City, Lisbon, Enderlin and Hillsboro.<\/p>\n<p>Snowpack moisture in the James River Valley is low so far, but are increasing, with present snow melt amounts expected to be controlled by Pipestem and Jamestown Dams.<\/p>\n<p>More information: http:\/\/csinewsnow.com\/2013\/02\/21\/spring-2013-flood-outlook-jms-missouri-rvr-basins\/<\/p>\n<p>The anticipated flood outlook as of Februay 21,, 2013 is roughly 10 percent for minor flooding of 12 feet, 6 percent for moderate flooding of 14 feet and 5 percent for minor flooding of 15 feet along the James River at Grace City.<\/p>\n<p>The outlook includes 11 percent for minor flooding of 9 feet, 6 percent for moderate flooding of 11 feet and less than 5 percent for major flooding of 13 feet along Pipestem Creek at Pingree.<\/p>\n<p>Calculations do not include any flooding caused by ice jams and assume normal levels of precipitation through the next three months.<\/p>\n<p>Flooding below the Jamestown and Pipestem dams, measured at LaMoure, is also low with a 9 percent chance of minor flooding of 14 feet, 5 percent chance of moderate flooding of 16 feet and less than 5 percent chance of major flooding of 18 feet.<\/p>\n<p>Overland flooding depends on the amount and timing of spring rains, and snow melt, plus the amount of frost in the ground, relative to run off amounts.<\/p>\n<p>The National Weather Service has dramatically bumped up the chances of major flooding on the Red River near Fargo, but city officials say it should have minimal impact on residents.<\/p>\n<p>Weather service meteorologist Greg Gust says the chance of major flooding in North Dakota\u2019s largest city has increased from 6 percent a month ago to 79 percent, based mainly on water content in the snowpack.<\/p>\n<p>Major flood stage in Fargo is 30 feet. There\u2019s a 50 percent chance the river will reach 33.2 feet, a 25 percent chance it will hit 35.1 feet and a 5 percent chance of 37.8 feet.<\/p>\n<p>Fargo officials say the city has taken steps to handle major flooding since a record crest in 2009.<br \/>\nThe next flood outlook will be released March 7.<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; The National Weather Service says the<\/p>\n<p>risk of minor flooding at various points along the Souris River this spring is slightly above normal.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Bismarck-based hydrologist Allen Schlag tells the Minot Daily News that there will be a lot of water moving through the system, but it will be one-twentieth of the amount that came through Minot in 2011.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The chance of reaching flood stage at Minot&#8217;s Broadway Bridge, according to Thursday&#8217;s outlook, is less than 10 percent.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Additional snowfall in the coming weeks can significantly alter future outlooks, and spring rainfall is another factor.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Moisture estimates in the Canadian snowpack range as high as 200 percent of normal, but most of that snowpack is over drainages that do not reach the Souris.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; North Dakota freshman Rep. Kevin Cramer says he picked guns as the topic for his first public forum because he wanted a place where the discussion would remain civil.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Republican congressman got what he wanted for the most part Friday, when a panel of advocates and about a dozen citizens in the Fargo audience gave their opinions on guns and violence.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Cramer says fellow lawmakers warned him about inviting a fight he didn&#8217;t need, but he was happy with the way participants in the event were able to &#8220;calm it down&#8221; and stick to the issues.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The congressman says he believes some sort of background checks on gun buyers might have merit, but he doesn&#8217;t see a &#8220;great legislative agenda that solves this problem, certainly not the cultural problems.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Communities and schools wanting to plant orchards can apply for financial help from the North Dakota Department of Agriculture.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Agriculture Commissioner Doug Goehring says competitive grants are available through the Community Orchard Project, which encourages locally grown fruit as a means of developing a sense of togetherness. Lawyers for Armstrong say the department is joining the suit filed by former Armstrong teammate Floyd Landis. A person familiar with the negotiations says the Justice Department and Armstrong are tens of millions of dollars apart on how much Armstrong should pay to settle.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 PRETORIA, South Africa (AP) &#8211; Even the magistrate in South Africa who Friday allowed Oscar Pistorius to go free on bail is raising questions about the track star&#8217;s own account of the shooting death of his girlfriend last week. Pistorius has said he thought Reeva Steenkamp was an intruder, and fired four shots at her in his bathroom. The driver of a Maserati who&#8217;d apparently been targeted by a shooter in an SUV was an aspiring rapper, Kenneth Cherry. He died along with a driver and passenger in a taxi that he hit at an intersection early Thursday morning. A family member says the cab driver was Michael Boldon, a grandfather from Michigan who had moved to Las Vegas about a year and a half ago. The SUV from which the shots were fired is still being sought by police.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 WASHINGTON (AP) &#8211; President Barack Obama is trying to keep up the pressure on congressional Republicans. He says they still have what he calls &#8220;the opportunity to do the right thing&#8221; and avoid a series of mandatory budget cuts that are slated to take effect on the first of March. There is little sign of any deal emerging with Republicans, but Obama says he doesn&#8217;t think the cuts are inevitable. Prosecutors say the six officials felt they were above the law and collected money for jobs that didn&#8217;t exist.
