Police Chief Philp Hatcher commented that the $10 parking ticket fee is sufficient.<\/p>\n<p>Mertins added that changing the city code could keep the fee at $10.<\/p>\n<p>City Administrator Schelkoph said winter illegal parking on Emergency Snow Routes has been an issue, and a higher fee would be a deterrent.<\/p>\n<p>Mertins said an Ordinance will be drafted to amend the City Code to approve it\u2019s own fee structure.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved a Resolution determining sufficiency of protest for Paving Improvement District No. 117. (AP) \u2014 Minot police say a shooting in the city is an isolated incident and the public is not in danger.<\/p>\n<p>Authorities say a 26-year-old man was taken to a hospital with a gunshot wound about 5 p.m. Tuesday. His name and condition weren&#8217;t immediately released.<\/p>\n<p>Police are still searching for the shooter. They&#8217;re also looking for a pickup truck that was seen in the area about the time of the shooting.<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>TOWNER, N.D. (AP) \u2014 A Minnesota man has been charged with attacking a priest in Fargo.<\/p>\n<p>Authorities say 42-year-old Chad Legare is accused of assaulting Rev. Robert Wapenski at St. Francis Xavier Catholic Church in Anamoose on Jan. 30.<\/p>\n<p>The Alexandria, Minnesota man is charged with attempted murder, aggravated assault and burglary. Police arrested Legare in Alexandria Monday. He&#8217;s being held in Minnesota. It was not immediately clear if Legare has an attorney.<\/p>\n<p>The McHenry County sheriff&#8217;s and state&#8217;s attorney&#8217;s offices investigated, along with the North Dakota Bureau of Criminal Investigation.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<div>\n<p>BISMARCK, N.D. (AP) \u2014 An environmental activist from Seattle has been sentenced to serve one year in prison for targeting an oil pipeline in North Dakota.<\/p>\n<p>Michael Foster in October 2016 cut through a chain link fence and turned a shut-off valve on the Keystone Pipeline as part of a four-state protest to draw attention to climate change and support demonstrations against the Dakota Access pipeline.<\/p>\n<p>He was convicted last October of conspiracy, criminal mischief and trespass but acquitted of reckless endangerment. He was sentenced in Cavalier Tuesday.<\/p>\n<p>Samuel Jessup of Vermont, who filmed Foster&#8217;s protest, was sentenced Tuesday to two years of probation for conspiracy.<\/p>\n<p>Foster and Jessup were among 11 activists with the group Climate Direct Action who were arrested in North Dakota, Minnesota, Montana and Washington state the day of the protest.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>BISMARCK, N.D. (AP) \u2014 A New York City woman who suffered a serious arm injury while protesting the Dakota Access oil pipeline in North Dakota is suing the federal government to obtain evidence.<\/p>\n<p>Sophia Wilansky&#8217;s lawsuit seeks either the return of shrapnel and clothing taken from her while she was hospitalized following her November 2016 injury, or an opportunity to have it analyzed by a forensic scientist she hired.<\/p>\n<p>Wilansky&#8217;s father, Wayne Wilansky, has told The Associated Press that his daughter plans to sue law enforcement for money damages, and that the evidence could bolster the case.<\/p>\n<p>Sophia Wilansky suffered a left arm injury in an explosion and has had several surgeries. Protesters allege the blast was caused by a police concussion grenade. Police maintain it was caused by a propane canister protesters rigged to explode.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<div>\n<p>FARGO, N.D. (AP) \u2014 Fargo police are investigating after a man&#8217;s body was discovered under a dump truck.<\/p>\n<p>Police say the body of 52-year-old Abdelwahab Ashor was found about 5 p.m. Monday under the truck parked in a lot.<\/p>\n<p>Police Sgt. Jim VanLith says it doesn&#8217;t appear the truck was related to the man&#8217;s death and that foul play is not suspected. An autopsy will be done later this week.<\/p>\n<p>Ashor lived in Fargo.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 The Burleigh County Water Resource District is obtaining easements and preparing for final design of a $3.9 million flood protection project.<\/p>\n<p>The project driven by Missouri River flooding in 2011 will guard against a 20-foot flood in southwest Bismarck&#8217;s Fox Island subdivision. It was approved in 2016 by 80 percent of the 91 property owners who voted.<\/p>\n<p>Some property owners whose homes will be outside of a levee objected to the project earlier.<\/p>\n<p>The state is paying $2.8 million of the cost, with the rest funded by the county and subdivision residents inside the levee.<\/p>\n<p><a href=\"http:\/\/bismarcktribune.com\/news\/local\/fox-island-flood-protection-project-inches-forward\/article_bd1626e7-22fb-5a07-8814-8af27c008596.html\">The Bismarck Tribune reports<\/a> the project will be reviewed by the U.S. Army Corps of Engineers and North Dakota&#8217;s state engineer before being finalized and bid. It&#8217;s to be completed later this year.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>BISMARCK, N.D. (AP) \u2014 North Dakota regulators have scheduled a public hearing on a proposed natural gas processing plant in McKenzie County.<\/p>\n<p>The Public Service Commission says Arrow Field Services wants to build a plant to produce a variety of natural gas liquids, including propane and butane.<\/p>\n<p>The proposed Arrow Bear Den Gas Processing Plant II project about 7.5 miles southeast of Watford City would cost $136 million. It would be built near an existing gas plant but would operate independently.<\/p>\n<p>The public hearing is at 9 a.m. Central time on Thursday, Feb. 15, at Teddy&#8217;s Residential Suites in Watford City.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p>BISMARCK, N.D. (AP) \u2014 A Republican appointed by GOP Gov. Doug Burgum to North Dakota&#8217;s Public Service Commission says he will seek election to the post in November.<\/p>\n<p>Brian Kroshus was appointed to the three-member panel last year to replace Brian Kalk, a Republican who resigned.<\/p>\n<p>Kroshus announced Tuesday he would run for the remaining two years left on Kalk&#8217;s six-year term. Kroshus is a former publisher of the Bismarck Tribune.
