LOWS ZERO TO 5 BELOW.<\/p>\n<p>\u00a0Mar 4, 2013<\/p>\n<p>The North Dakota Highway Patrol and the ND DOT is advising no travel for South Central ND\u2026\u2026Including the counties of Kidder, Stutsman, Barnes and Lamoure due to icy road conditions.<\/p>\n<p>Traffic speeds are down to 35 mph.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Mar 1, 2013) &#8212; The Jamestown City Council met in Special Session, then recessed to an Executive Session Friday afternoon at City Hall.<\/p>\n<p>The council consulted with the city attorney, to discuss territorial service claims by Stutsman Rural Water District.<\/p>\n<p>At issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.<\/p>\n<p>Attending the Executive Session were: Mayor Andersen, Deputy City Auditor Jay Sveum, Council Members Kourajian, Brubakken, Buchanan, and Gumke, along with City Fire Chief Jim Reuther, City Engineer Reed Schwartzkopf, and City Attorney Ken Dalsted, and on the phone attorney Tammy Norgaard from Vogel Law Firm.<\/p>\n<p>Following the Executive Session the Special Session was reconvened.<\/p>\n<p>No action was taken by the Council.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown ND\u00a0 (KCSi-T.V. News Mar 2, 2013) \u00a0\u2013\u00a0 The Jamestown Area Chamber held the District 12 &amp; 29 Legislative Forum, Saturday morning at Jamestown City Hall.\u00a0 Replay on CSi TV 67.<\/p>\n<p>District 29 State Senator Terry Wanzek was unable to attend, because of a prior family commitment.<\/p>\n<p>On hand were from District 29, (R) House member Craig Headland, (R) House member Chet Pollert.<\/p>\n<p>From District 12, (D) Senator John Grabinger, and House members (D) Jessica Haak and (R) Alex Looysen.<\/p>\n<p>Topics include property and income tax relief, siffer DUI laws,\u00a0 changes in the state\u2019s concealed weapons laws, and abortion bills.<\/p>\n<p>Headland and Looysen support the house bill on concealed weapons, with Haak supporting a church\u2019s decision, while opposed to a school district meeting in Executive Session to plan for changes.<\/p>\n<p>With corporate tax reductions, Rep. Haak said the cuts would affect 10 out of state corporations, while Rep. Pollert said the state has a positive tax structure, noting the expansion of Titan Machinery in Jamestown, and John Deere Seeding in Valley City.<\/p>\n<p>With stiffer DUI laws, with the house bill, Rep. Pollert said the issue is societal , while Sen. Grabinger said he wants to see more on providing counseling to those convicted of drunk driving.<\/p>\n<p>On abortion bills in the house and senate, Rep. Haak said some provisions would punish a doctor for performing abortions, and each legislator broke down the provisions of the bills concerning sex selection, and disability, and the so-called heartbeat bill, and noted their support or opposition.<\/p>\n<p>Looking ahead to bills that have crossed over, in the upcoming second half of the 2013 legislature, Rep. Headland said lawmakers will continue to work on individual and corporate income tax cuts.<\/p>\n<p>Rep. Pollert said issues will concern funding for the James River Correctional Center, along local public health funding, veterans issues, and road funding.<\/p>\n<p>In closing Sen. Grabinger explained that he voted against the senate bill which provided additional funding for rural water districts, and signed by the Governor.\u00a0 His opposition stemmed from supporting the City of Jamestown and opposing the expansion of Stutsman Rural Water District, in that, expansion of\u00a0 rural water hinders the expansion of Jamestown into rural areas,<\/p>\n<p>The two hour forum was shown live on CSi Cable 67, and followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. (AP) &#8211; Officials plan to remove wetlands from the southeastern quarter of Jamestown&#8217;s airport in coming years to reduce the chances of birds colliding with airplanes.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The $900,000 project will eliminate about 24 acres of wetlands, which provide habitat for birds. Officials hope that will stop birds from flying across the runway from wetlands in another part of the airport.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wetlands near Woodworth will be restored to make up for the lost wetlands at the airport and comply with conservation laws.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Federal Aviation Administration will pay 90 percent of the project cost. The airport and the state Aeronautics Commission will split the remaining cost. The project is planned for either 2014 or 2015, depending on federal funding.<\/p>\n<p>&nbsp;<\/p>\n<p>VALLEY CITY, N.D. (AP) &#8211; Officials with the Barnes County Historical Society Museum are hoping to save a two-story duplex built in 1900 that is considered one of the most architecturally significant homes in town.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Museum curator Wes Anderson says that locals have dubbed the house &#8220;Pink Flamingo.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Valley City has obtained the home as one of its buyouts for permanent flood protection. It must be bought and moved by the end of March, or it likely will be demolished.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 City Administrator David Schelkophsays \u00a0he&#8217;s opened the home up five times to potential buyers with no luck.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 He says the house was built as a single-family home before being turned into a duplex. Bringing the home up to code will require elbow grease and money.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0GRAND FORKS, N.D. (AP) &#8211; A Fort Totten man accused in a deadly drunken driving accident says he will plead guilty. Authorities say 35-year-old Louis Dunn was under the influence of alcohol last October when he caused the death of Andrew Greywater. A plea hearing has not been scheduled.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; The University of North Dakota Student Senate has passed a vote of &#8220;no confidence&#8221; in state University System Chancellor Hamid Shirvani.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The resolution that passed 9-5 on Sunday cites several alleged problems with Shirvani&#8217;s leadership, including &#8220;a trend of fear&#8221; in the University System office.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Other groups including the North Dakota Student Association also have passed votes of no confidence in Shirvani. The state Senate has approved money to buy out the last two years of his three-year contract.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The state Board of Higher Education says it supports Shirvani, who says he was given a mandate by the board to fix problems including low graduation and student retention rates.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Legislature has finished work on more than 900 bills and is gearing up to begin working again.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Lawmakers call the change &#8220;crossover.&#8221; It&#8217;s when House members start working on Senate bills, and vice versa.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Governor Jack Dalrymple (DAHL&#8217;-rimp-ul) says that the Legislature is &#8220;making good progress in addressing the state&#8217;s priorities.&#8221;<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 At the session&#8217;s halfway point, 341 of the proposed 511 House bills have passed and now go to the Senate. On the flipside, the Senate has approved 293 of the 405 bills proposed there. Those bills move on to the House for consideration.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dalrymple fast tracked two bills &#8211; a Senate bill that makes $720 million immediately available for road improvement projects statewide, and a House bill that makes $31 million available for rural water projects.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) &#8211; Recent Medal of Honor recipient and North Dakota resident Clinton Romesha says his award was a team effort and could not have been accomplished without his &#8220;battle buddies.&#8221; The former U.S. Army staff sergeant spoke Saturday night to University of North Dakota ROTC cadets during the group&#8217;s annual military ball. Last month Romesha was awarded the nation&#8217;s highest military decoration for valor from President Obama for his actions during a 13-hour firefight in Afghanistan.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; The value of crops produced in North Dakota last year totaled almost $11 billion, nearly doubling the $6 billion value of crops produced during flood-plagued 2011.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The federal Agriculture Department computes the value by multiplying the average price during the marketing year for each crop by the production.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The value of spring wheat, the state&#8217;s staple crop, was $2.2 billion last year, up from $1.4 billion in 2011. The 2012 North Dakota soybean crop was valued at $2.3 billion and the corn crop at $2.9 billion &#8211; both well above 2011&#8217;s totals.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sugar beet production values are not yet available for the 2012 crop.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; The horse racing season in Fargo is getting shorter. Officials say the North Dakota Horse Park track will hold racing on three days this year, over the weekend of July 19th through 21st. (AP) \u2013 Carl Edwards pulled away on a late start to snap a 70-race winless streak Sunday, the second long drought he\u2019s ended at Phoenix International Raceway.Edwards broke the longest slump of his career by winning at Phoenix in 2010. He won for the first time since Las Vegas in 2011 by leading the final 78 laps on the 312-mile race around PIR\u2019s odd-shaped oval.<\/p>\n<p>Daytona 500 winner Jimmie Johnson was second by inches and Denny Hamlin finished third with a bold pass on the apron during the final lap.
