News) &#8212; The Jamestown City Council met in Special Session Wednesday afternoon (Mar 6, 2013) at City Hall.<\/p>\n<p>The Council met in Executive Session with the City Attorney to consult about the territorial service claims by Stutsman Rural Water District.<\/p>\n<p>At issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.<\/p>\n<p>Attending the Executive Session were:\u00a0\u00a0 Mayor Andersen, City Administrator Jeff Fuchs, City Attorney Ken Dalsted, City Fire Chief Jim Reuther, and City Council Members, Kourajian, Gumke, Brubakken, and Buchanan.<\/p>\n<p>Following the Executive Session the Special Session was reconvened.<\/p>\n<p>Mayor Andersen said there was no action to be taken by the City Council, on issues discussed at the Executive Session.<\/p>\n<p>Under Resolutions:<\/p>\n<p>The Council then tabled consideration of awarding bids for the water and sewer district that would service the Titan Machinery building under construction across from Jamestown Regional Medical Center, which needs to be awarded by March 30<sup>th<\/sup> this year, or re-bid.<\/p>\n<p>The bids, previously expired requiring re-biding.<\/p>\n<p>The area is under contention by the city and SRWD regarding the service claims.<\/p>\n<p>The awarding of the bids was tabled at the March 4, 2013 City Council meeting, as at that time Mayor Andersen was unsure how to proceed, based on negotiations at that time with SRWD.<\/p>\n<p>The open portion of Wednesday&#8217;s meeting was shown live on CSi 67.<\/p>\n<p>Dispite the continued impasse, construction on the Titan building has restarted.<\/p>\n<p>C.I. Construction, President and project manager for the Titan Machinery project, Robert Thompson says, construction workers have installed a water line from the building to the east edge of the property, allowing continued construction of the building and space around the structure.<\/p>\n<p>Thompson adds the plan is to finish the building and have either the City of Jamestown or Stutsman Rural Water connect to its line after a decision is reached, as to which entity will provide Titan with water.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown, ND (KCSi-T.V.
