Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session Wednesday afternoon (Mar 6, 2013) at City Hall.<\/p>\n

The Council recessed into Executive Session with the City Attorney to consult about the territorial service claims by Stutsman Rural Water District.<\/p>\n

At issue is whether the City of Jamestown, or Stutsman Rural Water District is to serve the area west of Jamestown, in this case, specifically the Titan Machinery building, under construction, across from Jamestown Regional Medical Center.<\/p>\n

Attending the Executive Session were: Mayor Andersen, City Administrator Jeff Fuchs, City Attorney Ken Dalsted, City Fire Chief Jim Reuther, and City Council Members, Kourajian, Gumke, Brubakken, and Buchanan.<\/p>\n

\u3000<\/p>\n

Following the Executive Session the Special Session was reconvened.<\/p>\n

Mayor Andersen said there was no action to be taken by the City Council, on issues discussed at the Executive Session.<\/p>\n

\u3000<\/p>\n

Under Resolutions:<\/p>\n

The Council then tabled consideration of awarding bids for the water and sewer district that would service the Titan Machinery building under construction across from Jamestown Regional Medical Center, which needs to be awarded by March 30th<\/sup> this year, or re-bid.<\/p>\n

The bids, previously expired requiring re-biding.<\/p>\n

The area is under contention by the city and SRWD regarding the service claims.<\/p>\n

The awarding of the bids was tabled at the March 4, 2013 City Council meeting, as at that time Mayor Andersen was unsure how to proceed, based on negotiations at that time with SRWD.<\/p>\n

The open portion of Wednesday\u2019s meeting was shown live on CSi 67.<\/p>\n

Dispite the continued impasse, construction on the Titan building has restarted.<\/p>\n

C.I. Construction, President and project manager for the Titan Machinery project, Robert Thompson says, construction workers have installed a water line from the building to the east edge of the property, allowing continued construction of the building and space around the structure.<\/p>\n

Thompson adds the plan is to finish the building and have either the City of Jamestown or Stutsman Rural Water connect to its line after a decision is reached, as to which entity will provide Titan with water.<\/p>\n

Jamestown, ND (KCSi-T.V. News ) — The James River Valley Library System Library Board has hired Bill Kennedy of Jamestown as a development director, to raise funds for a new library building.<\/p>\n

Kennedy was hired to rais funds for a new library building, working a on a 40-hour-a-week contract for $34 an hour.<\/p>\n

His salary will be paid with money the library has put aside.<\/p>\n

The library system was recently pledged a donation of half a section of land, valued at approximately $900,000.<\/p>\n

Kennedy was mostly recently the marketing director at Ave Maria Village in Jamestown, and prior to that held the same position at Jamestown Regional Medical Center\/Jamestown Hospital.<\/p>\n

Jamestown, ND (KCSi-T.V. News Mar 6, 2013) — Representatives from the Jamestown\/Stutsman Development Corporation are on hand at the North Dakota Winter Show in Valley City.<\/p>\n

On Wednesday\u2019s Wayne Byers Show on CSi Cable 2, JSDC, CEO, Connie Ova said,<\/p>\n

the Winter Show booth is staffed by the JSDC, along with Great River Energy, and Cenex Harvest States, to answer question about economic development, along with the upcoming plants coming to the Spiritwood Energy Park.<\/p>\n

She noted that late this summer will be the groundbreaking for the GRE facility, with the opening in 2014.<\/p>\n

She added that the railroad spur line will be built along with that project.<\/p>\n

Groundbreaking for the CHS fertilizer plant will be in 2014, and scheduled to be on line in 2016.<\/p>\n

She pointed out that at the April JSDC board meeting, a representative will be on hand from ElderMark, talking about updates and future plans.<\/p>\n

April 30th<\/sup> will be the JSDC Annual Meeting with more information coming on that.<\/p>\n

At this month\u2019s JSDC monthly board meeting, Ms. Ova said the board of directors authorized a Flex Pace interest buy down for Two Rivers Printing which would lower interest costs associated with the business acquiring a new location, at the former Waggin\u2019 Tails Doggy Daycare location in Jamestown.<\/p>\n

\u3000<\/p>\n

The loan would be a maximum of $54,000 that is used, plus a grant from the Bank of North Dakota, to lower the interest on the loan Two Rivers Printing will use to purchase the building.<\/p>\n

Owners plan to expand the business and add additional employees.<\/p>\n

\u3000<\/p>\n

The Flex Pace interest buy down reduces the interest expense of the real estate loan.<\/p>\n

Once the primary loan is paid off, the business repays the JSDC over a two-year period.<\/p>\n

The board action must be approved by the Jamestown City Council, and the Stutsman County Commission.<\/p>\n

In other economic development notes, the Ag Week luncheon is planned by the Jamestown Area Chamber of Commerece Ag\/Energy Committee, with featured speaker Endless Harvest, Project Manager, Steve Frohlich.<\/p>\n

He will give updates on the commercial greenhouse project, looking to locate in Stutsman County.<\/p>\n

The luncheon will be on Tuesday March 19, 2013 at the North Dakota Farmers Union building in Jamestown, noon-1-p.m.<\/p>\n

Ft. Ransom, ND KCSi-T.V. news Mar 7, 2013) — A Fort Ransom woman has entered a not guilty plea, in connection with the investigation into the death of her 22 month old son.<\/p>\n

Twenty-nine year old Jodi Lindvall appeared in Ransom County court Wednesday before Judge Jay Schmitz, entering the not guilty plea to a charge of murder.<\/p>\n

Her 22-month old son Bentley, died three days after being brought to a Fargo Hospital.<\/p>\n

Court records say the boy had bruises on his neck, broken bones and significant head trauma, injuries that prosecutors say were inconsistent with Lindvall\u2019s account of what happened to cause the injuries.<\/p>\n

She says that he hit his head while she was struggling to change his diaper.<\/p>\n

Lindvall is currently free pending her next court appearance.<\/p>\n

She faces up to life in prison without the possibility of parole if convicted of the murder charge.<\/p>\n

\u3000WATFORD CITY, N.D. (AP) – The deaths of two Watford City teenagers in a violent crash has the city’s mayor calling for state officials to do more about traffic problems in the booming western oil patch.

\n\u00a0\u00a0\u00a0\u00a0 Mayor Brent Sanford says thousands of trucks are traveling on two-lane highways, and local residents are afraid to venture out. He calls it “an absolute horror story.”

\n\u00a0\u00a0\u00a0\u00a0 State Transportation Department spokeswoman Peggy Anderson says the state spent $50 million on U.S. Highway 85 improvements in the past two years and plans to spend another $300 million to convert the stretch between Watford City and Williston into four lanes.

\n\u00a0\u00a0\u00a0\u00a0 Seventeen-year-old Hank Allen and 18-year-old Austin McCaulley died Tuesday when the vehicle they were riding in slid on ice, collided with a semitrailer and split in half.<\/p>\n

\u00a0MOORHEAD, Minn. (AP) – Police are looking for two suspects after a man was shot and wounded in Moorhead, Minnesota. Officers were called to a home in south Moorhead around 3:45 p.m. yesterday on a report of gunshots. As officers were responding, the Red River Dispatch Center got a phone call from a man saying he had been shot. That man was taken to a hospital. Police are looking for two men in a black or dark navy Dodge Intrepid.

\u00a0DICKINSON, N.D. (AP) – Family members of a man killed in a hit-and-run incident in Dickinson say the bond amount set for the suspect in the case is too low.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Judge Zane Anderson set bond at $5,000 cash for 47-year-old Timothy Menges, who is charged with felony negligent homicide in the Nov. 21 death of 47-year-old Tracy Freer in a motel parking lot.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Police say Menges is from Missouri. He has lived in the Dickinson area the past 2\u00a0 1\/2 years and has a criminal record involving a weapons charge and traffic offenses.

\n\u00a0\u00a0\u00a0\u00a0 Prosecutor Rhonda Ehlis says $5,000 bond is enough to ensure Menges’ appearance in court, beginning with his preliminary hearing on April 22.

FARGO, N.D. (AP) – A North Dakota man has pleaded guilty to driving drunk and killing another man.

\n\u00a0\u00a0\u00a0\u00a0 U.S. Attorney Timothy Purdon announced Wednesday that 36-year-old Louis John Dunn, of Fort Totten, pleaded guilty to a charge of involuntary manslaughter.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Prosecutors say Dunn drove drunk and into on-coming traffic on the Spirit Lake Indian Reservation before striking another vehicle. The driver of that car, Andrew Greywater, died from his injuries.

\n\u00a0\u00a0\u00a0\u00a0 The charge carries a maximum penalty of eight years in prison.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Sentencing is set for May 29.<\/p>\n

\u00a0FORT YATES, N.D. (AP) – A Fort Yates woman is accused of stabbing her boyfriend’s cousin to death.

\n\u00a030-year-old Morning Star Brown has been charged with second-degree murder in the death of Jarrett Two Bear.

\n\u00a0\u00a0\u00a0\u00a0 Brown is scheduled to appear at a preliminary hearing and detention hearing on Thursday morning in federal court in Bismarck. She is now in the custody of the Burleigh County Detention Center.<\/p>\n

\u00a0FARGO, N.D. (AP) – A man who served several years in prison for a string of business burglaries in the Fargo area in 2009 is a suspect in a recent burglary.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Forty-five-year-old Jeffrey Goodijohn, of neighboring Moorhead, Minn., is charged in the February 16th burglary of FM Exhaust and Brake – a business that authorities say he burglarized four years ago. Police say more than $12,000 was taken from a safe at the business last month.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Goodijohn is still on probation for his earlier crimes, which included 16 business burglaries.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The public defender listed in court documents for Goodijohn did not comment Wednesday, saying she had not yet officially been given the case.<\/p>\n

\u00a0MINOT, N.D. (AP) – The number of temporary federal housing units still occupied in Ward County has dropped to about 400.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Federal Emergency Management Agency made more than 2,000 mobile homes available to residents displaced by the historic Souris River flood in the summer of 2011. FEMA last year extended the temporary housing program by six months, through June 24, though the agency began charging rent at the beginning of this year.

\n\u00a0\u00a0\u00a0\u00a0 FEMA also is selling some of the temporary homes to the people living in them. At the end of February, 68 sales had been finalized.<\/p>\n

\n\u00a0\u00a0\u00a0\u00a0 Smaller airport officials say removal of the machines from their terminals means longer lines, increased pat-downs, decreased security and a waste of taxpayer money.

\u00a0\u00a0BISMARCK, N.D. (AP) – The North Dakota Department of Agriculture is accepting applications for grants to help promote specialty crops.

\n\u00a0\u00a0\u00a0\u00a0 State Agriculture Commissioner Doug Goehring says the USDA is expected to award $600,000 to North Dakota for the program. The maximum grant is $100,000.

\n\u00a0\u00a0\u00a0\u00a0 Goehring says the money can be used for projects such as developing seed varieties, reducing distribution costs, enhancing food safety and developing local and regional food systems.

\n\u00a0\u00a0\u00a0\u00a0 Besides various vegetables, specialty crops grown commercially in North Dakota include dry beans, dry peas, confection sunflowers, lentils, potatoes, grapes and honey.

\u00a0GRAND FORKS, N.D. (AP) – Members of a Grand Forks economic development group are delaying acting on a request by Cirrus Aircraft’s for a loan to help the company expand.

\n\u00a0\u00a0\u00a0\u00a0 The Grand Forks Herald reports that city’s Growth Fund Committee decided not to act on the company’s request for a $950,000 loan to purchase equipment and expand its local production facility.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The new loan would increase Cirrus’ monthly payment to the city from $70,000 to about $90,000.<\/p>\n

\u00a0DEVILS LAKE, N.D. (AP) – The North Dakota Board of Higher Education has named Doug Darling the new president of Lake Region State College.

\n\u00a0\u00a0\u00a0\u00a0 Darling is currently the college’s interim president and vice president of Instructional Services. He was previously the director of the Lake Area Vocational Technical Center in Devils Lake from 1995 to 1998.

\n\u00a0\u00a0\u00a0\u00a0 Board President Duaine Espegard says that the Board is confident Darling is the right leader for the job and that he will continue to be an asset to the Devils Lake community.
