Chance of precipitation<br \/>\n60 percent.<\/p>\n<p>&nbsp;<\/p>\n<p>On Sunday, snow continues to progress east into the area with the<br \/>\nheavier snow setting up from west-central North Dakota southeast<br \/>\ntowards the southern James River Valley.<\/p>\n<p>Threat for 4 or more inches of snow more so southwestern\/south central ND into northeastern SD.<\/p>\n<p>The higher winds expected mainly to the south.\u00a0 Most snow coming to an<br \/>\nend across the area by late Sunday afternoon, though some<br \/>\noccasional light snow remains possible into the evening as a<br \/>\nsecondary weak system slides through.<\/p>\n<p>Those with travel plans should continue to monitor the latest forecasts for updates and possible winter weather advisories.<\/p>\n<p>Mainly quiet weather expected across the area to start the work<br \/>\nweek as a gradual warming trend develops. Temperatures remain<br \/>\nbelow average but will not be as frigid.<\/p>\n<p>A few weak disturbances move through Wednesday and Thursday<br \/>\nbringing occasional light precipitation chances.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 The James River Humane Society over the past year had 148 dog adoptions and 124 cat adoptions.<\/p>\n<p>On Friday\u2019s Wayne Byers Show on CSi Cable 2, the shelter\u2019s Dog Manager, Kris Meidinger said, presently there are 15 dogs available for adoption, the maximum, adding that the Humane Society currently has eights cats available.<\/p>\n<p>She says when accepting dogs, the priority is, first taking in dogs from the city pound, followed by owner surrendered dogs, then dogs from area pounds, and then area surrenders.<\/p>\n<p>She pointed out that the James River Humane Society has taken in a number of displaced dogs from Texas stemming from last summer\u2019s hurricane.<\/p>\n<p>When the animals are taken in they are tested for disease, and then given immunization, and either spayed or neutered.<\/p>\n<p>When accepting dogs surrendered by owners, their immunization records are checked to make sure they are updated.<\/p>\n<p>Kris pointed out that the James River Humane Society has testing available to see if potential adopted animals will get along with dogs or cats already in a home, along with children.<\/p>\n<p>If there\u2019s a good match the adoption will go through, pending passing other criteria.\u00a0 If not, another dog or cat may be a good match following testing, that\u2019s conducted at the shelter.<\/p>\n<p>She added that adoption forms are available on their web site:\u00a0 JamesRiverHumaneSocity.org, or at the shelter, located off the I-94 Bloom Exit.<\/p>\n<p>Call 701-252-0747 for more information including volunteer opportunities and socializing with the animals.<\/p>\n<p>The shelter is open everyday 9-a.m. to 11:30-a.m., and 5:30-p.m., to 6:30-p.m., or visit by appointment.<\/p>\n<p>Also on our show James River Humane Society, board member Jay Nitchke said at the recent annual board meeting a new president was elected.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (SEN Heitkamp&#8217;s Office) U.S. Senator Heidi Heitkamp, a member of the Senate Small Business and Entrepreneurship Committee, Friday hosted a discussion to highlight successful women-owned small businesses in Jamestown and discuss collaborative strategies to encourage and support women entrepreneurs.<\/p>\n<p>&nbsp;<\/p>\n<p>During the discussion, Heitkamp heard from successful women small business owners in the area about how they started, maintain, and expand their businesses. They also talked about how the federal government and the U.S. Small Business Administration (SBA) can help women business owners overcome unique challenges.<\/p>\n<p>&nbsp;<\/p>\n<p>According to the <a href=\"http:\/\/about.americanexpress.com\/news\/docs\/2017-State-of-Women-Owned-Businesses-Report.pdf\">2017 State of Women-Owned Businesses Report<\/a>, North Dakota continues to rank as one of the top states in the Union for women starting and growing their business. North Dakota now has over 20,000 women-owned businesses and <a href=\"http:\/\/about.americanexpress.com\/news\/docs\/2017-State-of-Women-Owned-Businesses-Report.pdf\">ranks number one in terms of employment vitality<\/a> which is the employment growth rate of women-owned businesses and the average number of employees working at women-owned businesses. Further, North Dakota <a href=\"http:\/\/about.americanexpress.com\/news\/docs\/2017-State-of-Women-Owned-Businesses-Report.pdf\">ranks fourth<\/a> in the nation in terms of the number of new women owned businesses as well as their growth in employment and revenues.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cNorth Dakota continues to show that women business owners are paving the way and helping propel our state forward,\u201d <strong>said Heitkamp<\/strong>. \u201cWe need to make sure these women and future women who want to start small businesses have the tools they need to thrive, and that\u2019s why we\u2019re here today. We talked about how the federal government can better help small businesses get off the ground, whether that is from common-sense regulations, start-up funding, or simply providing the certainty needed to make long-term decisions. Through my work on the Senate Small Business Committee, I\u2019ll keep working to make sure their needs are heard and addressed so they have the right economic tools needed to thrive.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Heitkamp also discussed her work in the U.S. Senate to support rural entrepreneurs through her <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/2016\/3\/heitkamp-introduces-bill-to-boost-innovation-startups-in-rural-states#_blank\"><em>Startup Entrepreneur Empowerment Delivery (SEED) Act<\/em><\/a><em><u>.<\/u><\/em> The SEED Act would expand access to early stage funding for startups in rural states and small cities \u2013 which many startups say is their biggest challenge. In addition to helping women-owned businesses financially, Heitkamp also reinforced the need for family-friendly policies like the <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/press-releases?ID=83A790C8-A12F-4F77-A21E-4499EB820081\">FAMILY Act<\/a> that would give working families and entrepreneurs flexibility by creating a federal paid family and medical leave policy.<\/p>\n<p>&nbsp;<\/p>\n<p>In March 2017, Heitkamp reintroduced the bipartisan <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/2017\/3\/heitkamp-heller-and-mchenry-bipartisan-bicameral-bill-to-promote-small-business-startup-investments-passes-senate-house-committees\"><em>Supporting America\u2019s Innovators Act<\/em><\/a> with U.S. Senator Dean Heller (R-NV) to help encourage investments in small businesses and startups in smaller communities. In the Fargo-Moorhead region, about a third of startups identified accessing early stage funding as the greatest hurdle to growing their business. Heitkamp introduced her <em>SEED Act<\/em> in 2016 to tackle that problem by investing in promising startups in ten small cities in rural states.\u00a0In addition, Heitkamp brought <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/press-releases?ID=20383508-DF90-4679-823F-3E746827D97C\">then-U.S. Small Business Administrator Maria Contreras-Sweet<\/a> to North Dakota in July 2015 to meet with North Dakota successful women-owned small businesses, and to hold the first U.S. Senate Committee on Small Businesses <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/press-releases?ID=610C9539-A448-4A4E-B1B7-F86857EFE5FC\">field hearing in Fargo<\/a> on how to better support startups in rural areas.<\/p>\n<p>&nbsp;<\/p>\n<p>In 2014, Heitkamp recommended <a href=\"http:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/press-releases?ID=665cf67d-0060-43f4-be32-7964f7d5ab65\">Kari Warberg Block<\/a> for a position on the National Women\u2019s Business Council (NWBC) that she served on for three years. The NWBC is a federal Council comprised of 15 women from around the country that advise the President, Congress, and the SBA on economic issues and concerns relevant to women business owners nationwide. Warberg Block was also honored as North Dakota\u2019s 2013 Small Business Owner of the Year. Last August, <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/2017\/8\/heitkamp-hosts-discussion-with-women-owned-small-businesses-highlights-need-to-support-women-entrepreneurs\">Heitkamp joined Warberg Block<\/a> in a women\u2019s small business roundtable in Bismarck to discuss methods and policies that would support women entrepreneurs grow their businesses.<\/p>\n<p>&nbsp;<\/p>\n<div class=\"node-body\">\n<p>Williston\u00a0\u00a0 (Williston Herald) &#8212; Williston High School was evacuated after a bomb threat was called in around 1:15 p.m. Friday, according to the Williams County Sheriff&#8217;s Office.<\/p>\n<\/div>\n<div class=\"p402_premium\">\n<div class=\"node-body\">\n<p>The\u00a0 Williston Herald reports, students, teachers and staff were all out of the building shortly after the evacuation started, Peter Frankman, spokesman for Williston Public School District No. 1 said.<\/p>\n<p>Students were taken to a nearby Williston Fire Department Station to be picked up if they didn\u2019t have transportation.<\/p>\n<p>Members of the Williams County SWAT Team entered the high school to check for any threats, Sgt. Detective Caleb Fry with the Sheriff&#8217;s Office said. In addition to the evacuation, all activities planned for Friday evening at the school have been canceled.<\/p>\n<p>Bismarck Legacy High School also had to be evacuated last week because of bomb threats that authorities believe came from overseas.<\/p>\n<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<article id=\"story_content\" class=\"ng-binding\">BISMARCK, N.D. (AP) \u2014 Gov. Doug Burgum says North Dakota will send National Guard troops to the U.S.-Mexican border if asked.President Donald Trump said Thursday he wants to send up to 4,000 Guard members to the border to help federal officials fight illegal immigration and drug trafficking.Burgum says governors of states along the border are in the best position to say whether Guard troops are needed. But he says North Dakota supports those states and will help if asked.Some Democratic governors said they would not provide Guard support to Trump&#8217;s effort. Burgum is a Republican.The North Dakota Guard provided air, ground and engineering support along the border under Presidents Barack Obama and George W. (AP) \u2014 Authorities have identified a man who died after a traffic crash in Fargo.Police say 57-year-old Matthew Beck was driving a Jeep that struck a traffic signal pole and a nearby truck at an intersection before flipping on its side Wednesday afternoon.Beck was pronounced dead at a hospital. An autopsy has been ordered.The truck driver suffered minor injuries.<\/article>\n<p>&nbsp;<\/p>\n<article id=\"story_content\" class=\"ng-binding\">BERTHOLD, N.D. (AP) \u2014 Berthold police apprehended a suspect in a robbery of a woman in Williston after a high-speed chase.Police Chief Al Schmidt says the 21-year-old man and a 29-year-old woman were in a car that he stopped for reckless driving, and the pair tried to flee. The car eventually went off the road and the two were arrested.The high school in Des Lacs was briefly put on lockdown during the incident Wednesday afternoon.Schmidt says authorities seized a &#8220;large amount&#8221; of cash and found drugs and concealed weapons in the vehicle.<\/article>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) \u2014 A Belcourt man accused of raping a 16-year-old girl at gunpoint has pleaded not guilty.<\/p>\n<p><a href=\"http:\/\/www.minotdailynews.com\/news\/local-news\/2018\/04\/man-pleads-not-guilty-to-raping-girl-at-gunpoint\/\">The Minot Daily News reports<\/a> that 20-year-old Demitri Gourneau faces a felony gross sexual imposition charge in the alleged September 2016 incident. He would face at least 20 years in prison and a possible life term if he&#8217;s convicted.<\/p>\n<p>Gourneau&#8217;s attorney has questioned why his client wasn&#8217;t charged until five months after the alleged assault.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 The developer of the Dakota Access oil pipeline that goes under a reservoir in the Dakotas has submitted a court-ordered spill response plan, but an American Indian tribe that draws water from Lake Oahe is unsatisfied with the company&#8217;s efforts and is taking steps of its own to protect its water supply.<\/p>\n<p>The Standing Rock Sioux also worries that cultural sites could be harmed by oil spill response efforts or by the staging of equipment at the Missouri River reservoir.<\/p>\n<p>Texas-based Energy Transfer Partners submitted its 270-page spill response plan for Lake Oahe on Monday, along with a review by an independent engineering company that concludes the pipeline complies with federal regulations.<\/p>\n<p>U.S. District Judge James Boasberg ordered ETP last December to produce a plan, six months after ordering the U.S. Army Corps of Engineers to further review the impact on tribal interests of the $3.8 billion pipeline that moves North Dakota oil to Illinois. That work is ongoing.<\/p>\n<p>The Standing Rock and Cheyenne River Sioux tribes, which are leading a four-tribe lawsuit against the pipeline, say the Corps and ETP have not given them a meaningful role in the process. The tribes contend they weren&#8217;t allowed to provide adequate input in the spill response plan or in the selection of the independent engineering company.<\/p>\n<p>Standing Rock Chairman Mike Faith said in a statement filed with the court Monday that ETP failed to provide necessary documents for the tribe to review and didn&#8217;t adequately communicate with the tribe, which &#8220;made it virtually impossible to conduct a good-faith, meaningful negotiation on emergency planning.&#8221;<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 A group that wants to preserve a century-old North Dakota railroad bridge is forming a nonprofit to potentially takeover the structure and make it part of a trail system.<\/p>\n<p>The <a href=\"http:\/\/bismarcktribune.com\/news\/local\/bismarck\/efforts-chug-forward-to-save-bnsf-railway-bridge\/article_1ce2e42e-f78c-5900-8cd9-8420bf8842ce.html\">Bismarck Tribune<\/a> reports that BNSF Railway is considering replacing the structure that has been a part of the Bismarck-Mandan skyline for more than 130 years.<\/p>\n<p>Susan Wefald has helped lead efforts to preserve the bridge. She says nearly 70 people gathered Tuesday to discuss the bridge&#8217;s history, engineering and preservation.<\/p>\n<p>Wefald says the group unanimously voted to form a nonprofit to potentially take ownership of the bridge over the Missouri River in Bismarck.
