A <strong>Travel Alert <\/strong>means conditions are such that <strong>motorists can still travel <\/strong>in these areas, but should be advised of rapidly changing conditions. Motorists are encouraged to reduce speeds and drive according to the conditions.<\/p>\n<p>&nbsp;<\/p>\n<p>ELLENDALE, N.D. (AP) \u2014 A LaMoure woman is dead after a two-vehicle crash on any icy U.S. Highway 281 in southeastern North Dakota&#8217;s Dickey County.The Highway Patrol says 21-year-old Taylor Bliss was driving a sport utility vehicle that slid out of control about 5:30 p.m. Sunday and into the path of an oncoming pickup truck.<\/p>\n<p>The vehicles collided about 2 miles north of Ellendale. Bliss was declared dead at the scene.<\/p>\n<p>The pickup driver was taken to a hospital in Aberdeen, South Dakota, with injuries the patrol says are not life-threatening.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 The James River Humane Society over the past year had 148 dog adoptions and 124 cat adoptions.<\/p>\n<p>On Friday\u2019s Wayne Byers Show on CSi Cable 2, the shelter\u2019s Dog Manager, Kris Meidinger said, presently there are 15 dogs available for adoption, the maximum, adding that the Humane Society currently has eights cats available.<\/p>\n<p>She says when accepting dogs, the priority is, first taking in dogs from the city pound, followed by owner surrendered dogs, then dogs from area pounds, and then area surrenders.<\/p>\n<p>She pointed out that the James River Humane Society has taken in a number of displaced dogs from Texas stemming from last summer\u2019s hurricane.<\/p>\n<p>When the animals are taken in they are tested for disease, and then given immunization, and either spayed or neutered.<\/p>\n<p>When accepting dogs surrendered by owners, their immunization records are checked to make sure they are updated.<\/p>\n<p>Kris pointed out that the James River Humane Society has testing available to see if potential adopted animals will get along with dogs or cats already in a home, along with children.<\/p>\n<p>If there\u2019s a good match the adoption will go through, pending passing other criteria.\u00a0 If not, another dog or cat may be a good match following testing, that\u2019s conducted at the shelter.<\/p>\n<p>She added that adoption forms are available on their web site:\u00a0 JamesRiverHumaneSocity.org, or at the shelter, located off the I-94 Bloom Exit.<\/p>\n<p>Call 701-252-0747 for more information including volunteer opportunities and socializing with the animals.<\/p>\n<p>The shelter is open everyday 9-a.m. to 11:30-a.m., and 5:30-p.m., to 6:30-p.m., or visit by appointment.<\/p>\n<p>Also on our show James River Humane Society, board member Jay Nitchke said at the recent annual board meeting a new president was elected.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (SEN Heitkamp&#8217;s Office) U.S. Senator Heidi Heitkamp, a member of the Senate Small Business and Entrepreneurship Committee, Friday hosted a discussion to highlight successful women-owned small businesses in Jamestown and discuss collaborative strategies to encourage and support women entrepreneurs.<\/p>\n<p>&nbsp;<\/p>\n<p>During the discussion, Heitkamp heard from successful women small business owners in the area about how they started, maintain, and expand their businesses. They also talked about how the federal government and the U.S. Small Business Administration (SBA) can help women business owners overcome unique challenges.<\/p>\n<p>&nbsp;<\/p>\n<p>According to the <a href=\"http:\/\/about.americanexpress.com\/news\/docs\/2017-State-of-Women-Owned-Businesses-Report.pdf\">2017 State of Women-Owned Businesses Report<\/a>, North Dakota continues to rank as one of the top states in the Union for women starting and growing their business. North Dakota now has over 20,000 women-owned businesses and <a href=\"http:\/\/about.americanexpress.com\/news\/docs\/2017-State-of-Women-Owned-Businesses-Report.pdf\">ranks number one in terms of employment vitality<\/a> which is the employment growth rate of women-owned businesses and the average number of employees working at women-owned businesses. Further, North Dakota <a href=\"http:\/\/about.americanexpress.com\/news\/docs\/2017-State-of-Women-Owned-Businesses-Report.pdf\">ranks fourth<\/a> in the nation in terms of the number of new women owned businesses as well as their growth in employment and revenues.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cNorth Dakota continues to show that women business owners are paving the way and helping propel our state forward,\u201d <strong>said Heitkamp<\/strong>. \u201cWe need to make sure these women and future women who want to start small businesses have the tools they need to thrive, and that\u2019s why we\u2019re here today. We talked about how the federal government can better help small businesses get off the ground, whether that is from common-sense regulations, start-up funding, or simply providing the certainty needed to make long-term decisions. Through my work on the Senate Small Business Committee, I\u2019ll keep working to make sure their needs are heard and addressed so they have the right economic tools needed to thrive.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Heitkamp also discussed her work in the U.S. Senate to support rural entrepreneurs through her <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/2016\/3\/heitkamp-introduces-bill-to-boost-innovation-startups-in-rural-states#_blank\"><em>Startup Entrepreneur Empowerment Delivery (SEED) Act<\/em><\/a><em><u>.<\/u><\/em> The SEED Act would expand access to early stage funding for startups in rural states and small cities \u2013 which many startups say is their biggest challenge. In addition to helping women-owned businesses financially, Heitkamp also reinforced the need for family-friendly policies like the <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/press-releases?ID=83A790C8-A12F-4F77-A21E-4499EB820081\">FAMILY Act<\/a> that would give working families and entrepreneurs flexibility by creating a federal paid family and medical leave policy.<\/p>\n<p>&nbsp;<\/p>\n<p>In March 2017, Heitkamp reintroduced the bipartisan <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/2017\/3\/heitkamp-heller-and-mchenry-bipartisan-bicameral-bill-to-promote-small-business-startup-investments-passes-senate-house-committees\"><em>Supporting America\u2019s Innovators Act<\/em><\/a> with U.S. Senator Dean Heller (R-NV) to help encourage investments in small businesses and startups in smaller communities. In the Fargo-Moorhead region, about a third of startups identified accessing early stage funding as the greatest hurdle to growing their business. Heitkamp introduced her <em>SEED Act<\/em> in 2016 to tackle that problem by investing in promising startups in ten small cities in rural states.\u00a0In addition, Heitkamp brought <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/press-releases?ID=20383508-DF90-4679-823F-3E746827D97C\">then-U.S. Small Business Administrator Maria Contreras-Sweet<\/a> to North Dakota in July 2015 to meet with North Dakota successful women-owned small businesses, and to hold the first U.S. Senate Committee on Small Businesses <a href=\"https:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/press-releases?ID=610C9539-A448-4A4E-B1B7-F86857EFE5FC\">field hearing in Fargo<\/a> on how to better support startups in rural areas.<\/p>\n<p>&nbsp;<\/p>\n<p>In 2014, Heitkamp recommended <a href=\"http:\/\/www.heitkamp.senate.gov\/public\/index.cfm\/press-releases?ID=665cf67d-0060-43f4-be32-7964f7d5ab65\">Kari Warberg Block<\/a> for a position on the National Women\u2019s Business Council (NWBC) that she served on for three years. The NWBC is a federal Council comprised of 15 women from around the country that advise the President, Congress, and the SBA on economic issues and concerns relevant to women business owners nationwide. Warberg Block was also honored as North Dakota\u2019s 2013 Small Business Owner of the Year. (AP) \u2014 The North Dakota Highway Patrol says a semi-tractor collided with a state Transportation Department snowplow on Interstate 94 near Hebron.<\/p>\n<p>Authorities say both vehicles were eastbound on I-94 when the crash happened Sunday morning. The plow was in the left lane traveling 15 mph when the semi driver came up from behind and lost sight of the plow because of snow fog.<\/p>\n<p>The semi driver moved into the left lane to pass when he noticed the plow also was in that lane, so he tried to pass on the median shoulder. The semi struck the left rear of the plow and came to rest in the median.<\/p>\n<p>Everyone was wearing seat belts and no one was hurt. The patrol says the semi driver was cited for careless driving.<\/p>\n<p>&nbsp;<\/p>\n<p>Gardner\u00a0 (CSi)\u00a0\u00a0 The North Dakota Highway Patrol reports \u00a0a Minnesota man was arrested following a wrong-way DUI crash early Saturday in Cass County<\/p>\n<p>The crash occurred at 12:30 a.m. when a 2018 Jeep Wrangler Unlimited was southbound in the northbound lane of Interstate 29 near Gardner. \u00a0A northbound Freightliner truck veered in an attempt to avoid the Jeep, but was struck on the right side of the truck and semi-trailer.<\/p>\n<p>The Freightliner slowed and stopped on the northbound shoulder of the roadway. The Jeep came to rest, obstructing the northbound driving lane.<\/p>\n<p>The Jeep driver, 20 year old Jared Markeson, Woodbury, Minnesota, was wearing a seat belt and an airbag deployed. The Freightliner driver, 27 year old Jasbir Dhillon, of Winnipeg, Manitoba, was wearing a seat belt.<\/p>\n<p>No injuries were reported in the crash that remains under investigation by the patrol.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>MINOT, N.D. (AP) \u2014 A nonprofit has started efforts to bring a transitional living facility to the city of Minot to serve people with disabilities or other difficulties.<\/p>\n<p>The Minot Planning Commission recently approved a conditional use permit for the request of Power of the Purse, Inc.<\/p>\n<p>The Minot Daily News reports that permit is for a house in the southwest part of the city. The house would have five bedrooms and accommodate up to 16 people and would be staffed with a live-in manager.<\/p>\n<p>The home&#8217;s residents also would be required to pay rent and attend school or work.<\/p>\n<p>Kristen Boen of Power of the Purse says the group home would fill a significant need in the community without having to draw on government funds.<\/p>\n<p>Mayor Chuck Barney sad a transitional living facility could play an important role in the city&#8217;s efforts to combat the opioid crisis by providing people in recovery with a place to transition.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS, N.D. (AP) \u2014 North Dakota U.S. Rep. Kevin Cramer is being greeted by throngs of GOP delegates at the state endorsing convention in Grand Forks, with smiles, handshakes, and well-wishes.<\/p>\n<p>Cramer is considered Republicans&#8217; best hope of unseating incumbent Democrat Sen. Heidi Heitkamp.<\/p>\n<p>But his party hasn&#8217;t always been happy with him.<\/p>\n<p>Cramer bypassed the party&#8217;s convention in 2012 and challenged the endorsed U.S. House candidate in the primary. The move irked party bosses.<\/p>\n<p>Now he has almost universal support of the party because his race against Heitkamp is expected to be one of the toughest Senate races in the U.S., with the GOP&#8217;s 51-49 majority in question.<\/p>\n<p>Cramer says, &#8220;North Dakotans have a role in shaping the agenda for the country.&#8221; But he says support must continue until Election Day.<\/p>\n<p>&nbsp;<\/p>\n<p>GRAND FORKS (AP) The more than 1,600 party faithful on Saturday endorsed state Sen. Kelly Armstrong of Dickinson for U.S. House, though Grafton state Sen. Tom Campbell and former U.S. Marine Tiffany Abentroth have signaled they will continue on to the primary, even though they did not get their party\u2019s endorsement for the seat being vacated by Rep. Kevin Cramer, who is looking to unseat Democratic Sen. Heidi Heitkamp.<\/p>\n<p>A convention endorsement only guarantees a candidate a spot on the June 12 primary ballot and party support against any challengers.<\/p>\n<p>Any candidate may file petitions to run in the primary, although such challenges are rare. The most recent exception was in 2014 when former Microsoft executive Doug Burgum defeated North Dakota Attorney General Wayne Stenehjem in the Republican primary for governor, after party faithful endorsed Stenehjem as their preferred candidate.<\/p>\n<p>Campbell, a wealthy potato farmer, has dug deep into his own pocket for the past several months to buy TV ads to raise his profile statewide. About three-quarters of the more than $1 million he has raised has come from himself, Federal Election Commission filings show.<\/p>\n<p>Campbell drew negative headlines last month with the revelation that he was paying convention registration fees for some delegates. The move is permitted by party rules, but some Republicans \u2014 including Armstrong and Abentroth \u2014 said it could be seen as vote buying in an endorsement battle. Though Armstrong had covered registrations for a handful of family members, Campbell had covered more than 60 people, most of whom reimbursed the party for fear their names would be disclosed.<\/p>\n<p>Any candidate could file petitions to run in the primary. The candidate must win the primary to run in the November general election.<\/p>\n<p>Delegates endorsed Cramer on Saturday. The Senate race has big stakes for the state and the nation, as Republicans seek to cling to a narrow majority in the chamber.<\/p>\n<p>Incumbent Attorney General Stenehjem, Tax Commissioner Ryan Rauschenberger, Agriculture Commissioner Doug Goehring and Public Service Commissioners Randy Christmann and Brian Kroshus are unopposed for the endorsement of Republican delegates.<\/p>\n<p>A Mandan businessman has won the GOP\u2019s endorsement for secretary of state over the longest-serving Republican official in the North Dakota Capitol. Republican delegates at the GOP convention in Grand Forks on Saturday endorsed Will Gardner over Al Jaeger. Jaeger has served more than two decades in the office that is best known for supervising elections. The former Fargo real estate salesman was first elected in 1992.<\/p>\n<p>North Dakota Democrats held their convention last month in Grand Forks, endorsing Mac Schneider for Congress, state Rep. Joshua Boschee for secretary of state, state Sen. Jim Dotzenrod for agriculture commissioner, David Thompson for attorney general, Kylie Oversen for tax commissioner, and Casey Buchmann and Jean Brandt for public service commissioners.<\/p>\n<p>&nbsp;<\/p>\n<p>In sports&#8230;<\/p>\n<p>Master&#8217;s<\/p>\n<p>AUGUSTA, Ga. (AP) \u2014 Patrick Reed was able to conquer a pair of outstanding competitors before donning a green jacket early Sunday evening.<\/p>\n<p>The 27-year-old Texan and Augusta University product closed with a 1-under 71 to win his first Major championship, holding off Rickie Fowler by one stroke at the Masters. Reed pulled ahead of Jordan Spieth (speeth) with an 8-foot birdie on the 14th hole. He stayed in front with a par-saving putt on 17 and closed out the tournament with a two-putt for par for a 15-under total.<\/p>\n<p>Reed entered the final round with a three-shot lead before losing it while Spieth and Fowler made charges.<\/p>\n<p>Spieth began the day nine shots behind before turning in an 8-under 64 in one of the greatest final rounds in Masters history. But a disappointing bogey at the last hole gave Reed just enough of a cushion.<\/p>\n<p>Fowler made quite a run at his first major title, making six birdies over the final 11 holes for a closing 67.<\/p>\n<p>&nbsp;<\/p>\n<p>NBA<\/p>\n<p>UNDATED (AP) \u2014 The Philadelphia 76ers have clinched home-court advantage for the first round of the NBA playoffs by posting their first 50-win season since the 2001-01 squad lost to the Lakers in the Finals.<\/p>\n<p>J.J. Redick scored 18 points and the Sixers earned their team record-tying 14th consecutive victory by topping the Mavericks, 109-97. Ben Simmons added 16 points, seven rebounds and nine assists, while Robert Covington had 15 points and 10 boards.<\/p>\n<p>The 50-win plateau puts another stamp on a tremendous turnaround for a team that won just 10 games two seasons ago. (AP) \u2014 The Charlotte Hornets have hired Mitch Kupchak as president of basketball operations and general manager.<\/p>\n<p>Kupchak has been a part of 10 NBA championship teams; three as a player and seven as a Lakers executive.
