Severe weather is not anticipated.<\/p>\n<p>&nbsp;<\/p>\n<p>Thursday through Tuesday<\/p>\n<p>Near critical fire weather conditions may be possible Saturday and<\/p>\n<p>Sunday.<\/p>\n<p>There is a slight chance of thunderstorms Sunday and Monday.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown,\u00a0 (CSi)\u00a0 Last year, the Stutsman County Commission approved an open burning ordinance that limits when burning can be safely carried out.\u00a0 The ordinance is in effect 365 days a year.\u00a0 However, it restricts burning only when the Fire Danger Rating for Stutsman County is in the \u201cVERY HIGH\u201d or \u201cEXTREME\u201d categories or if a \u201cRED FLAG WARNING\u201d has been issued by the National Weather Service.<\/p>\n<p>&nbsp;<\/p>\n<p>Stutsman County Emergency Manager, Jerry Bergquist says, because of the dry conditions, today <strong>(April 25) is the first day this season that Stutsman County has been placed in the \u201cVERY HIGH\u201d fire danger category.\u00a0 Because of these conditions, the ordinance dictates that NO burning is permitted within Stutsman County. This includes starting, conducting, allowing, maintaining, or soliciting any open burn activities.<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Violations of the open burning ordinance will be enforced.<\/strong>\u00a0 A violation is a Class B misdemeanor, for which a maximum penalty of 30 days in jail, a fine of $1,500.00 or both may be imposed.<\/p>\n<p>&nbsp;<\/p>\n<p>This ordinance is in effect in all of Stutsman County including its incorporated cities that do not have their own open burning ordinances.\u00a0 The ordinance does not include the City of Jamestown which has its own ordinances relating to burning.<\/p>\n<p>&nbsp;<\/p>\n<p>The daily Fire Danger Rating can be found by going to the Stutsman County website at <a href=\"http:\/\/www.co.stutsman.nd.us\">www.co.stutsman.nd.us<\/a> and clicking on the red Fire Danger icon or by calling the Stutsman County Communications Center at 701-252-1000.\u00a0 A full version of the burn ordinance can also be found at the website under Departments, choose Zoning, and click on \u201cBurn Ban Ordinance\u201d on the right hand side of the page.<\/p>\n<p>&nbsp;<\/p>\n<p>Because of the dry conditions, expect additional days where burning will be restricted at least until the pastures green up.\u00a0 For more information contact the Stutsman County Emergency Manager\u2019s Office at 701-252-9093<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown (CSi)\u00a0Jamestown\u00a0 (CSi)\u00a0 Early Tuesday evening Jamestown Police reported as missing 14 year old Jamestown girl has been located.<\/p>\n<p>No other information was immediately \u00a0released.<\/p>\n<p>On Tuesday, Jamestown Police was asking for the public&#8217;s help\u00a0 is searching for the Jamestown teen who went missing from a facility in Moorhead, Minnesota, early Monday morning.<\/p>\n<p>Sgt. Nick Hardy said\u00a0 14 year old was believed to be in Jamestown and left the facility in Moorhead without permission.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0\u00a0 (CSi)\u00a0 The Jamestown City Council\u2019s Finance &amp; Legal, Building Planning &amp; Zoning, and Civic Center and Promotion Committees met at City Hall.\u00a0 \u00a0Council Member Gumke was not present.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>FINANCE &amp; LEGAL COMMITTEE <\/strong><\/p>\n<p>The committee considered the request from the JSDC to approve 80% City and 20% County funding for the Jamestown Small Business Development Center 80% full-time equivalent position for a period of one year, in the annual amount of $10,118 in Economic Development funds, with the City Share to be $8,094, and paid from the City Sales Tax Fund.<\/p>\n<p>JSDC CEO\u00a0 Connie Ova said the action is contingent on receiving funds of $15,000 from the Regional Council.<\/p>\n<p>The committee recommends approval.<\/p>\n<p>&nbsp;<\/p>\n<p>The committee recommends approving \u00a0the request from the JSDC to release the balance of the 2018 SCDRC dues in the amount of $16,141, with the City Share to be $10,169, and paid from the City Sales Tax Fund.<\/p>\n<p>&nbsp;<\/p>\n<p>Also recommended for approval \u00a0was the request from JSDC for Economic Development Funds for the second year of the 2-year Train ND project, in the amount of $45,000, with the City share to be $36,000 and paid from the City Sales Tax Fund.<\/p>\n<p>&nbsp;<\/p>\n<p>Considered the offer received from Anthony G. Hale to purchase Lot 25, Block 6, Residence Park Addition, in the amount of $3,000.00.<\/p>\n<p>Mayor Andersen said the lot is unbuildable, and the owner said he only plans to fence off the lot.<\/p>\n<p>The committee recommends approval with the stipulation the lot is not built upon.<\/p>\n<p>&nbsp;<\/p>\n<p>Frontier Village President, Nellie Degen spoke concerning <a href=\"http:\/\/csinewsnow.com\/?p=141329\"><strong>\u00a0gating the public access road<\/strong><\/a> to \u00a0the Frontier Village.<\/p>\n<p>She was asked by Mayor Andersen to address topics not previously addressed by her at previous meetings.<\/p>\n<p>Frontier Village Treasurer Tina Busche said she found the gate partially opened on a weekend, where young people were located inside.<\/p>\n<p>She said the gate later after closing the gate, it was not closed and locked.<\/p>\n<p>She questioned why Village officials are not allowed to close and lock the gates.<\/p>\n<p>&nbsp;<\/p>\n<p>City Attorney Leo Ryan said the city has options of having the police chief declare it a \u201cplay street,\u201d or the city may do so.<\/p>\n<p>He said if the gate was to be opened or closed, it would need to be done by a city employee.<\/p>\n<p>Jamestown Tourism Director Searle Swedlund said, the opportunity to regularly visit Frontier Village is important to tourism.<\/p>\n<p>Ms. Degen presented the committee with information from Newman Signs, concerning an electrically operated gate.<\/p>\n<p>She said in 2006 the city paid for the access road to be maintained.<\/p>\n<p>Mayor Andersen said funding issues brought up by Ms. Degen was not pertinent to Tuesday\u2019s meeting.<\/p>\n<p>The Mayor recommended a group be formed including the city, tourism, and Frontier Village discuss those issues, and report back to the Legal Committee.<\/p>\n<p>The Legal Committee on Tuesday, decided that the committee consisting of the Police Department, National Buffalo Museum, Tourism, and the Frontier Village, and City Council representative discuss the issues.<\/p>\n<p>At a previous meeting the city reconsidering the public access \u00a0(road) to Frontier Village and keep the gates to the village closed, during the off season.<\/p>\n<p>Ms. Degen said in cooperation with the National Buffalo Museum the gates are closed overnight during the tourist season, and left open other times of the year.\u00a0 The Century Code indicates that any gates be closed overnight.<\/p>\n<p>She said she contacted the State Historical Society which said the property needs to be protected.<\/p>\n<p>She said Jamestown Police patrols the Village when the gates are open, adding the police department has key access to the gates when closed.<\/p>\n<p>She added recorded security camera footage is sent to authorities, when necessary.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Informational: <\/strong>Application for appointments to the Shade Tree Committee have been received as follows: Bob Martin and Colleen Grenz for two open positions, three-year terms to expire April, 2021.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Informational<\/strong>: The second reading of Ordinance No. 1505, introduced by Council Member Buchanan, to amend and re-enact Chapter 2, Article 9 of the City Code, pertaining to the Forestry Department, is scheduled for the May 7, 2018, City Council meeting.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Informational<\/strong>: Departmental and financial reports.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>BUILDING, PLANNING &amp; (AP) \u2014 Police have arrested a man accused of holding hostages at a home in Grafton and threatening to kill them and police.<\/p>\n<p>Officers were called to a mobile home on the city&#8217;s east side about 5:30 p.m. Tuesday for a domestic incident involving an armed man. KFGO reports the 31-year-old held police at bay for several hours.<\/p>\n<p>The regional SWAT team, along with negotiators, were called for assistance. The suspect eventually surrendered without harming anyone.<\/p>\n<p>He&#8217;s being held in the Walsh County Correctional Center.<\/p>\n<p>&nbsp;<\/p>\n<article id=\"story_content\" class=\"ng-binding\">FARGO, N.D. (AP) \u2014 A West Fargo man is facing felony charges of manslaughter and child neglect in the death of his 8-month-old child.Twenty-seven-year-old Spencer Foner was arraigned Tuesday and released from the Cass County Jail after posting $5,000 bond. Officers were called to Foner&#8217;s apartment March 7 because the baby stopped breathing. The child was rushed to the hospital and later died.A court document says a preliminary autopsy listed the cause of death as drowning. Officers found another young child in the apartment&#8217;s bathtub which contained about 8 inches of water.Foner&#8217;s public defender did not immediately return a call for comment.<\/article>\n<p>&nbsp;<\/p>\n<article id=\"story_content\" class=\"ng-binding\">BISMARCK, N.D. (AP) \u2014 Authorities have arrested a man who was sought after allegedly assaulting a Burleigh County sheriff&#8217;s deputy during an Interstate 94 traffic stop in Bismarck.Forty-seven-year-old Lonnie Howard allegedly gave the officer false identification on April 14, punched the deputy several times in the chest, rammed the vehicle of a person who stopped to help the officer and then fled.The deputy was treated at a hospital for minor injuries.Howard was arrested without incident late Monday when a Bismarck police officer checking out a suspicious vehicle found him hiding in the back seat.Howard has not been formally charged in the deputy assault, but he&#8217;s wanted on unrelated warrants by state and federal law agencies.<\/article>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 A 21-year-old Bismarck mother is charged with child neglect after her 3-month-old daughter was admitted to the hospital with life-threatening injuries.<\/p>\n<p>Police responded to CHI St. Alexius Health after being alerted to the baby&#8217;s numerous injuries, including multiple skull fractures. The baby was later airlifted to a medical facility in Fargo.<\/p>\n<p>Jennyfer Mary Lopez is charged with two counts of felony child neglect. Bond has been set at $20,000. Court records do not list a defense attorney.<\/p>\n<p>The Bismarck Tribune says it&#8217;s not the first time Lopez nor the baby&#8217;s father, Jose Rivera-Rieffel, have been investigated for child abuse and neglect. They brought another child, a 1-month-old, to the hospital in January of 2017 with multiple fractures. Rivera-Rieffel was convicted of child abuse and was to not have contact with the child.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 Trial in federal court in North Dakota for two men indicted in a drug conspiracy linked to a California street gang has been delayed.<\/p>\n<p><a href=\"http:\/\/bismarcktribune.com\/news\/local\/crime-and-courts\/villalobos-trial-reset-to-july-in-bismarck-s-federal-court\/article_0b6b852a-c403-501d-b019-83119f7d4ce7.html\">The Bismarck Tribune reports<\/a> that the trial in Bismarck for Ulises Villalobos-Alvarado and Juan Nunez was to be next week, but defense attorneys asked for more time to prepare. Judge Daniel Hovland rescheduled the trial to begin July 9.<\/p>\n<p>The case began when Villalobos-Alvarado was accused of trying to run over a Bismarck officer who subsequently shot him in the arm during a probation search Jan. 18. He later turned himself in at a gas station in Brookings, South Dakota. Nunez was accused of helping him avoid apprehension.<\/p>\n<p>The state charges were dropped in March, and the two were charged in the federal drug case.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 The family of a missing woman has renewed their search on a North Dakota reservation.<\/p>\n<p>The Bismarck Tribune reports that 32-year-old Olivia Lone Bear was last seen in October in New Town. Her brother, Matthew Lone Bear, says that the Bureau of Indian Affairs has directed searchers to look over the Fort Berthold Reservation again after winter weather pulled volunteers back from the field.<\/p>\n<p>Three Affiliated Tribes Police Capt. Grace Her Many Horses says tribal officers searched regularly throughout the winter and have also assisted the bureau.<\/p>\n<p>Matthew Lone Bear says cities, including Minot, Stanley, Watford City and Williston, remain to be searched for the vehicle his sister had been driving. His family is organizing volunteer search teams with the help of some tribal agencies and a few new searchers.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 The director of the North Dakota Legislature&#8217;s research arm is retiring after 39 years with the agency.<\/p>\n<p>Jim Smith says he&#8217;s retiring at the end of August.<\/p>\n<p>The Legislative Council is the North Dakota Legislature&#8217;s nonpartisan research arm. Its staff includes accountants and attorneys who help do research, draft bills and keep track of budget proposals.<\/p>\n<p>The Legislative Council was established in 1945. Smith is the first accountant to head the agency that has 36 employees and a two-year-budget of about $12 million.<\/p>\n<p>The Legislative Management Committee is in charge of hiring a new director. Grand Forks GOP Sen.
