Fire, and Public Works Committees met Thursday at 4-p.m., at City Hall.<\/p>\n<p>All members were present.<\/p>\n<p><strong>POLICE &amp; FIRE COMMITTEE <\/strong><\/p>\n<p>The committee considered request for replacement of Police Department in-car computers, in the amount of $31,000.00.<\/p>\n<p>Police Chief Scott Edinger said, said the present equipment has old technology, and is need of replacement.<\/p>\n<p>The seven marked police cars would be covered in the amount, and the computers are expected to last 10,000 hours.<\/p>\n<p>The present computers have 50,000 hours on them.<\/p>\n<p>City Administrator Helleckson said the dollars will\u00a0 come out of the General Fund.<\/p>\n<p>The committee recommends approving the request.<\/p>\n<p>&nbsp;<\/p>\n<p class=\"Default\"><b><span style=\"font-size: 11.5pt;\">PUBLIC WORKS COMMITTEE <\/span><\/b><\/p>\n<p>The committee recommends approving \u00a0Change Order No. 1, to Northern Technologies, LLC, for the Monitoring Well System Upgrades, balancing final increase of $2,190.00<\/p>\n<p>Also \u00a0the committee recommended approval of the draft Cost Participation and Maintenance Agreement with the ND Department of Transportation for US-281 and I-94 Ramp Intersections Project.<\/p>\n<p>Travis Dillman of Interstate Engineering said the NDDOT says it will take care of maintenance of the traffic signals, a reversal of it previous decision.<\/p>\n<p>&nbsp;<\/p>\n<p class=\"Default\"><span style=\"font-size: 10.0pt;\">The committee<\/span><span style=\"font-size: 11.5pt;\"> considered a request by Randy Peterson to grant a special permit to install an electric fence at his residence. <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">(The City of Jamestown municipal ordinance Appendix C Section 8.9 (c), prohibits electric fences and states that \u201cIt shall be unlawful for any person to erect, install, or maintain any electrically-charged fence within the city except, upon approval from the building official, for retaining animals as allowed by city ordinance upon proof that the fence will not be hazardous or dangerous to life.\u201d) <\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Council Member Buchanan sited possible injuries, and hazards to children or animals.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">The committee took no action to approve.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">A request was heard by resident Gerry D\u2019Amour to discuss snow plowing.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">He requested more information on the city\u2019s website, and specific information on snow clearing plans following a snowfall event, and maps.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">Mayor Andersen said a news release is sent to the media, for publication concerning snow clearing plans.<\/span><\/p>\n<p class=\"Default\"><span style=\"font-size: 11.5pt;\">He also has concerns on snow plowing around corners, especially where fire hydrants are located.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>Discussion was held on bids received from RDO Equipment for:<\/p>\n<p>One new motor grader, with five year guaranteed buyback for the city street department.<\/p>\n<p>One new motor grader with a six year guaranteed buyback, for the city street department.<\/p>\n<p>City Attorney Leo Ryan recommended the bid not be opened, due to discrepancies, which was recommended by the committee and to re-advertise.<\/p>\n<p>&nbsp;<\/p>\n<p>Council Member Pam Phillips said Tourism Director Searle Swedlund indicated that an advertising agency wants to include the Buffalo Statue in car advertising, and brought the item to committee to determine policy.<\/p>\n<p>&nbsp;<\/p>\n<p>Ralph Friebel of Recycle North Dakota \u00a0said the recycling effort has so far shown to have a high participation rate, and that the materials are coming in cleaner than expected.<\/p>\n<p>He said a cover has been ordered for the automated trucks to hold down on blowing material.<\/p>\n<p>He added that the recycler will check the wind report each week before emptying the large dumpsters, in an effort to hold down the items blowing in the wind.<\/p>\n<p>&nbsp;<\/p>\n<p>The meeting was shown live on CSi 67 followed by replays.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council\u2019s Police &amp;
