a five mill property tax levy to fund the construction of a new $2.8 million rural fire station<\/a>.<\/p>\nThe polling place will be at the present rural fire hall at 205 3rd Avenue Northwest in Jamestown, with the polls open Tuesday from 11-a.m., to 7-p.m.<\/p>\n
Eligible voters live in the City of Spiritwood Lake, plus residents rural the fire district including those in the townships of Ashland,Bloom, Buchanan, Corwin, Deer Lake, Eldridge, Fried, Hidden, Homer, Lenton, Lippert, Midway, Plainview, Sydney, Winfield, Woodbury, and Ypsilanti.<\/p>\n
Residence in the City of\u00a0Jamestown are not eligible to vote.<\/p>\n
Stutsman County auditor\/chief operating officer, Nicole Meland,\u00a0 points out that the rural fire district is its own taxing jurisdiction certifying\u00a0 its own property tax levy, and is able to hold its own elections regarding property taxes.<\/p>\n
If approved by voters, Tuesday, the rural fire district\u00a0would apply for a 30-year loan from the U.S. Department of Agriculture Rural Development Community Facilities Direct Loan and Grant Program, which \u00a0determines the mills the district uses each year and the amount, and the five mills would cover the loan payment is for the first year.<\/p>\n
A full five additional mills would raise about $180,000 annually and\u00a0 a residential property with a true value of $100,000, a property owner would see an additional $22.27 in taxes in annual taxes if approved by voters, with the estimated annual loan at 3.875 percent, and an annual\u00a0payment of $160,913.<\/p>\n
The\u00a0 Jamestown Rural Fire Department has\u00a0 closed to purchase a building at 1209 9th Street, Southeast, in Jamestown from Century link at a cost of\u00a0 $625,000, to enable the rural fire department to keep all of it\u2019s vehicles and equipment at one location, including an addition to the building.<\/p>\n

BISMARCK\u00a0 (AP)\u00a0 A new book detailing the history of the American buffalo is telling the story of the last great bison hunt and efforts to restore the animal from the brink of extinction.<\/p>\n
“Buffalo Heartbeats Across the Plains” was released this month by North Dakota author Francie Berg. It serves as an in-depth companion to her book last year that guided people to historic buffalo sites.<\/p>\n
Berg says her new book is for people who want to “dig a little deeper into the buffalo story.”<\/p>\n
It centers on 10 sites throughout western North Dakota and South Dakota that were teeming with bison until 19th century hunters drove the animals close to extinction.<\/p>\n
The National Bison Association says North America currently has nearly 400,000 bison, up from only a few hundred in the 1800s.<\/p>\n

FARGO, N.D. (AP) \u2014 Police say they’ve arrested a man for terrorizing after he armed himself with a machete and attempted to attack another man.<\/p>\n
Sgt. Jim Van Lith tells KFGO that officers were called to Lindenwood Park about 9 p.m. Sunday because the 25-year-old suspect had gotten into an argument with the victim over money.<\/p>\n
Lith says the suspect went to his car, got a machete and chased the victim who fell to the ground and received minor abrasions. The suspect fled after onlookers stopped him from attacking the victim. Police later located and arrested the suspect.<\/p>\n

BISMARCK, N.D. (AP) \u2014 An addiction treatment center based in Bismarck is expanding after seeing the demand for drug and alcohol abuse treatment services double in the past five years.<\/p>\n
The Bismarck Tribune reports that Heartview Foundation announced plans this month to add 16 more treatment beds for men and 15 efficiency apartments at the shuttered Ruth Meiers men’s emergency shelter. The organization bought the 12,000-square-foot shelter for $1 million earlier this year.<\/p>\n
The facility is expected to open by the end of the year.<\/p>\n
North Dakota has seen a steady increase in drug overdose deaths from 20 in 2013 to 77 in 2016. Heartview has tried to keep up with demand over the years, including opening a residential facility in Cando in 2015 and starting a methadone treatment program in Bismarck last year.<\/p>\n

ALEXANDRIA, Minn. (AP) \u2014 A deputy went into a central Minnesota lake to rescue a woman from her sinking car.<\/p>\n
The Douglas County sheriff’s office says it happened Saturday night in a construction zone on Interstate 94 near Lake Latoka, southwest of Alexandria. The sheriff’s office says 76-year-old Beverly Toso, of Hoffman, couldn’t stop in time before she drove off a bridge that’s being replaced. Her car landed in the lake.<\/p>\n
Only a few inches of air were left in her car when Deputy Ben Jarvi arrived. He tied a rope to his waist, went into the water, opened the door and pulled her out.<\/p>\n
A Fargo, North Dakota, man who called 911 to report the accident, Kenneth Fletcher, held the rope’s other end and pulled them to shore.<\/p>\n
Toso’s injuries were not life-threatening.<\/p>\n

The Minot Daily News reports that the Little Chicago Pub District is made up of seven bars that combine, fun, drinking and history related to when the city became a hotbed of smuggling and debauchery during Prohibition.<\/p>\n
Since forming last year, the Pub District has held a variety of pub crawls with different themes. Each bar involved has something unique to offer, which the district hopes to show people.<\/p>\n

BIG WELLS, Texas (AP) \u2014 The U.S. Border Patrol says the SUV that crashed, killing at least five people, was being chased by an agent who suspected it was part of a “smuggling event.”<\/p>\n
The Border Patrol said in a statement Sunday night that the agent noticed three vehicles traveling in tandem around 11 a.m. Sunday. The agent stopped one vehicle and another agent stopped the other. Multiple arrests were made from both vehicles.<\/p>\n
The third vehicle \u2014 the SUV \u2014 kept going, and a sheriff’s deputy joined the chase before the fatal crash.<\/p>\n
Authorities say most of the 14 occupants of the SUV were thrown from the vehicle. Many were believed to be living in the country illegally. The sheriff says a driver and passenger who are believed to be U.S. citizens were arrested.<\/p>\n
<\/p>\nKANSAS CITY, Kan. (AP) \u2014 Two Kansas deputies killed in the line of duty will be laid to rest Thursday following a joint funeral service.Wyandotte County deputies Theresa King and Patrick Rohrer were fatally shot Friday. Authorities say they were killed by an inmate as they were preparing to leave the courthouse to return to jail after a hearing. King was 44 and had three children. Rohrer was 35 and was the father of two.The funeral service is at 9 a.m. Thursday at Children’s Mercy Park in Kansas City, Kansas.Authorities have not identified the suspect, who was shot several times and is hospitalized in stable condition.Authorities say the inmate apparently overpowered the deputies in a gated area behind the courthouse and shot them \u2014 possibly with one of their own guns.\u00a0<\/article>\n<\/article>\nFIRE ISLAND, N.Y. (AP) \u2014 Long Island police say an officer used his personal metal detector to find a woman’s $20,000 engagement ring she lost on the beach on Fire Island.<\/p>\n
The Suffolk County Police Department says the woman reached out Saturday, saying she lost her ring sometime over the weekend. WNBC-TV reports<\/a> a department Marine Bureau officer searched the home she was staying at, to no avail.<\/p>\nAnother officer, Marine Bureau Police Officer Edmund McDowell brought his personal metal detector to the beach where the woman had been sitting. Police officials say McDowell found the ring after about 10 minutes of searching with the metal detector.<\/p>\n
The department says McDowell has used his metal detector to find missing rings twice now.<\/p>\n

TOKYO (AP) \u2014 Residents in western Japan were cleaning up debris Monday after a powerful earthquake hit the area around Osaka, the country’s second-largest city of commerce, killing three people and injuring hundreds while knocking over walls and setting off fires.<\/p>\n
The magnitude 6.1 earthquake that struck the area early Monday damaged buildings and left many homes without water or gas. The quake also grounded flights in and out of Osaka, and paralyzed traffic and commuter trains most of the day.<\/p>\n
By the evening, bullet trains and some local trains had resumed operation, with stations swollen with commuters trying to get home, many of them waiting in long lines. An exodus of commuters who chose to walk home filled sidewalks and bridges.<\/p>\n

CAIRO (AP) \u2014 Libyan forces carried out airstrikes against a militia attacking key oil ports in the east, a spokesman said as Libya’s national oil firm warned on Monday of further damage to oil infrastructure as well as environmental contamination in the north African country.<\/p>\n
A militia, led by Ibrahim Jadhran who opposes Libya’s self-styled national army commanded by Field Marshal Khalifa Hifter, attacked the oil ports of Ras Lanuf and al-Sidr on Thursday forcing the National Oil Corporation to suspend exports and evacuate its employees.<\/p>\n
The airstrikes late Sunday targeted fighters loyal to Jadhran, who are trying to seize the oil terminals, said Ahmed al-Mesmari, a spokesman for the LNA.<\/p>\n
