(AP) \u2014\u00a0\u00a0 The man who stole an empty Horizon Air turboprop plane from Sea-Tac International Airport was Richard Russell, a U.S. official briefed on the matter told The Associated Press.<\/p>\n<p>WDAY reports Russell attended VCSU for three semesters, and\u00a0\u00a0in 2008, and was a Red Shirted football player.<\/p>\n<p>Previously\u2026<\/p>\n<p>(<a href=\"http:\/\/www.wday.com\/news\/4484683-pilot-who-stole-passenger-plane-and-died-has-ties-north-dakota\">WDAY TV Saturday <\/a>evening reported that Russell\u00a0 may have had ties to VCSU, as a one time athlete there.)<\/p>\n<p>WDAY has since learned\u00a0 Russell, committed to playing football for Valley City State University.<\/p>\n<p>Archives on the college\u2019s website show Russell was recruited to play in 2008, but WDAY is still working to confirm if he actually played on the team.<\/p>\n<p>Authorities on Saturday said\u00a0Russell used a machine called a pushback tractor to first maneuver the aircraft so he could board and then take off Friday evening. He was presumably killed about an hour later when the aircraft crashed into a small island southwest of Seattle.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 Supporters of legalizing recreational marijuana in North Dakota have succeeded in bringing the matter to a public vote later this year.<\/p>\n<p>Secretary of State Al Jaeger says proponents submitted more than enough valid petition signatures to get a measure on the November general election ballot.<\/p>\n<p>Supporters needed to submit about 13,500 valid signatures. They had more than 14,600.<\/p>\n<p>The proposal seeks to legalize marijuana for people 21 and older and also seal the records of anyone convicted of a marijuana-related crime that would be made legal under the measure.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 Police in Bismarck, North Dakota, requested funding in the city&#8217;s 2019 budget for equipment that includes AR-15 rifles for school resource officers.<\/p>\n<p>Bismarck Public Schools and the Bismarck Police Department plan to share the cost of purchasing nearly $26,000 worth of AR-15s, gun safes, additional bulletproof vests and medical kits, <a href=\"https:\/\/bismarcktribune.com\/news\/local\/bismarck\/bismarck-police-may-soon-use-ar--s-to-secure\/article_598aa1d4-6649-50cb-9ce7-f4bfb14a13a1.html\">the Bismarck Tribune reported<\/a> .<\/p>\n<p>The district won&#8217;t fund the acquisition of firearms and the rifles will be locked up in the schools, according to district officials.<\/p>\n<p>Police and school officials began considering rifles for school resource officers after a gunman in February killed 17 people at a school in Parkland, Florida, said Lt. Jason Stugelmeyer, who oversees the department&#8217;s Police Youth Bureau. The bureau includes six school resource officers.<\/p>\n<p>&nbsp;<\/p>\n<p>MANDAN, N.D. (AP) \u2014 A city official says two pit bulls that attacked a child and her mother in Mandan have been euthanized.<\/p>\n<p>City attorney Dan Nagle says the dogs were being held at the Mandan animal impound under a court order. The dogs&#8217; owner, Antoinette Fleck, has been charged with violating the city&#8217;s vicious dog ordinance. <a href=\"https:\/\/bismarcktribune.com\/news\/local\/crime-and-courts\/dogs-involved-in-attack-euthanized\/article_a84ff478-4501-5d28-ab53-b658108563f0.html\">The Bismarck Tribune<\/a> says the local law bans vicious dogs, which are defined as an animal that attacks without provocation or has a vicious or terrorizing manner.<\/p>\n<p>The dogs attack a 7-year-old girl, who suffered a broken leg, and her mother last month while they were walking in Mandan.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 An unmanned aircraft test site in North Dakota is set to fly its first large drone beyond sight of the pilot and without using a manned airplane to observe the flight.<\/p>\n<p>The Federal Aviation Administration in 2016 allowed the Northern Plains Test Site in Grand Forks to begin flying the drones beyond visual line of sight. The facility has now been approved to fly without the chase planes.<\/p>\n<p>The first flight is scheduled Tuesday at the Grand Sky aviation technology park. It will be conducted by General Atomics Aeronautical Systems Inc. The FAA contract allows the drones to fly within 30 miles of the park.<\/p>\n<p>Officials say Air Force Secretary Heather Wilson is scheduled to attend an Aug. 20 event to commemorate the FAA authorization.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 13.0pt; font-family: 'Garamond',serif;\">Bismarck (Sen. Hoeven\u2019s Office) \u00a0 \u2013 Senator John Hoeven, a member of the Senate Energy and Natural Resources Committee and Energy and Water Appropriations Committee, Monday hosted Energy Secretary Rick Perry for tours of the Falkirk Mine and Great River Energy\u2019s (GRE) Coal Creek Station and a roundtable with the state\u2019s energy leaders. Throughout the event, the senator stressed how the state\u2019s implementation of innovative technologies are helping to produce more energy at a lower cost and with better environmental stewardship.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>Bismarck\u00a0 (NDDOT)\u00a0 Drivers on North Dakota roads are reminded to always drive sober, or to always find a sober driver.<\/p>\n<p>In an effort to reduce the number of impaired drivers on the road, law enforcement agencies across North Dakota will run extra patrols, as part of the Drive Sober or Get Pulled Over enforcement campaign from August 17 to September 3.<\/p>\n<p>Preliminary data from 2017 reports in North Dakota 55 motor vehicle fatalities and 472 injuries due to an alcohol-related crash. This translates to one alcohol-related fatality every seven days in North Dakota. (AP) \u2014 Defending national champion North Dakota State is atop the Football Championship Subdivision preseason coaches poll.<\/p>\n<p>The Bison received 23 of the 26 first-place votes in the poll administered by the American Football Coaches Association.<\/p>\n<p>James Madison is No. 2 and got the other three first-place votes. NDSU beat the Dukes in last year&#8217;s FCS title game.<\/p>\n<p>The rest of the top five is South Dakota State, Sam Houston State and Kennesaw State.<\/p>\n<p>It&#8217;s the same top five as in the STATS preseason FCS media poll released a week ago.<\/p>\n<p>MADISON, S.D. (VCSUVikings.com)- The Valley City State University volleyball team has been picked to finish third in the North Star Athletic Association Preseason Coaches\u2019 Poll.<\/p>\n<p>The Vikings received 46 poll points to finish third in the rating amongst the eight NSAA teams. VCSU is coming off a 15-13 overall record last season and fourth-place finish in the NSAA standings.<\/p>\n<p>Valley City State is set to open the season Aug. 24-25 with a two-day tournament at Viterbo University. The Vikings will play their first 12 matches on the road before hosting Dickinson State University on Sept. 12 for the home opener and NSAA opener.<\/p>\n<p>Viterbo University was a unanimous pick to repeat at NSAA champions.
