News) &#8212; The North Dakota Highway Patrol reports a one vehicle rollover at 12:05 p.m., on Wednesday (Mar 20, 2013), on I-94 eastbound, 1 \u00be miles west of Exit 281, injured a 23 year old woman, and 22 year old man from Wisconsin.<\/p>\n<p>The report says the car operated by the female, drove through a portion of the ice covered roadway, as she lost control of the vehicle, and it began to spin, going into the median and rolling over, coming to rest across the westbound lanes facing south on it\u2019s wheels.<\/p>\n<p>The driver and passenger were both ejected, and suffered life-threatening injuries.<\/p>\n<p>They were taken to Mercy Hospital in Valley City by the Barnes County Ambulance Service.<\/p>\n<p>The Highway Patrol was assisted by the Barnes County Sheriff\u2019s Office, Sanborn Fire Department and the Valley City Fire Department.<\/p>\n<p>The names and hometowns of the pair were not immediately released.<\/p>\n<p>The crash remain under investigation.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Mar 19, 2013) &#8212; Stutsman County will implement new maximum load limits for trucks when spring road restrictions lift this summer.<\/p>\n<p>Townships will also be able to adopt the same restrictions, if they choose that option.<\/p>\n<p>The policy is geared to reduce damage to roads, distributing loads on multiple axles.<\/p>\n<p>It will allow trucks to carry larger loads, possibly reducing truck traffic.<\/p>\n<p>The load limits will go into effect, possibly in June 2013, when spring road restrictions are eased, and will pertain to all county roads, unless previously restricted.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; Due to Jamestown and Valley City Public School Districts needing to use snow days, in conjunction with storms creating hazardous conditions, both school districts cancelled classes March 4, 2013 and March 18, 2013.<\/p>\n<p>Both Valley City and Jamestown Public School Districts will make up the March 4 snow day, on April 1, 2013. (AP) &#8211; A meteorologist with the National Weather Service in Grand Forks says the Red River Valley\u00a0area is expected to be in for a &#8220;significant flood&#8221; this spring.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Greg Gust\u00a0says \u00a0flooding this year could match levels seen in 2010 and 2011. He says it shouldn&#8217;t be as bad as in 2009.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 In 2010, the Red River crested at 36.99 feet. In 2011, it hit 38.75 feet, the fourth highest on record. The 2009 flood crested at 40.84 feet.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gust says slow melting and record to near record cold temperatures are increasing the likelihood of a major flood.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 An official updated flood forecast will be released today.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) &#8211; Governor Jack Dalrymple (DAHL&#8217;-rimp-ul) yesterday hosted a conference call with officials in North Dakota and Saskatchewan, Canada, to discuss conditions for Souris (SUR&#8217;-ihs) River spring runoff. Canadian officials say recent snowfall has led them to increase water releases from the Boundary and Rafferty dams to maintain adequate reservoir capacity during spring runoff. The Souris is one of the few U.S. rivers that flows south to north into Canada.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0BISMARCK, N.D. (AP) &#8211; A New Salem man accused of mistreating horses and mules has pleaded not guilty to four misdemeanor charges in Burleigh County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 William Kiefer earlier this month pleaded not guilty to similar charges in neighboring Morton County.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Authorities seized more than 150 animals from Kiefer&#8217;s properties in the two counties in January after finding nearly 100 dead animals.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0\u00a0 Most of the seized animals have been adopted.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; One of the Fargo area&#8217;s largest employers is shutting down and laying off its workers.<\/p>\n<p>Local Chamber of Commerce officials say the PRACS Institute has 316 workers. Employees said they were notified of the shutdown Wednesday.<\/p>\n<p>The company conducted research for the drug, dermatology and cosmetic industries through inpatient and outpatient studies. It had operated in Fargo for three decades.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0FARGO, N.D. (AP) &#8211; The North Dakota Board of Higher Education has called a special meeting to talk about its support of the university system chancellor.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The board&#8217;s lawyer last week unveiled a more than 200-page document detailing an investigation into complaints that Chancellor Hamid Shirvani and the board broke the state&#8217;s open meetings laws and violated board policy.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Claire Holloway&#8217;s investigation found no intentional violations by Shirvani, but it pointed out omissions with the minutes and agenda of one meeting. Holloway blamed the board for the mistakes and recommended that members review open meetings requirements.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Shirvani, who took over on July 1, has come under fire from some legislators, students and others for his management style. (AP) &#8211; North Dakota&#8217;s House has voted down a pair resolutions aimed at sharing the state&#8217;s wealth with individuals.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The resolutions would have required an amendment to North Dakota&#8217;s Constitution to allow for direct payments to residents.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Backers of the measures say they were patterned after the Alaska Permanent Fund, which is that state&#8217;s oil savings account.
