Last evening the City of Spiritwood was under a severe thunderstorm warning, and later Southern Barnes County was also under a severe thunderstorm warning, with penny size hail reported in Valley City.<\/p>\n

 <\/p>\n

Bismarck, ND (KCSi-T.V. News) — The National Weather Service in Bismarck, has issued the latest Flood and Water Resources Outlook.<\/p>\n

The report was issued on Thursday Jul 26, 2012.<\/p>\n

The outlook for the James River basin is for the period, of late July-late October 2012.<\/p>\n

It says, the main risk of flooding is generally associated with heavy rain events, that would add significant flow to the river.<\/p>\n

It says the over all risk tends to be normal to slightly below normal, with the base flow normal to below normal.<\/p>\n

The report says, the risk of flooding on is largely determined by thunderstorms, producing heavy rainfall, which can cause flash flooding.<\/p>\n

As of last Thursday, there were no river locations on the James River above flood, stage and the reservoir levels are generally within their normal operating ranges.<\/p>\n

The Weather Service says, that high releases from the dams are only a remote possibility and not anticipated over the next 90-days.<\/p>\n

 <\/p>\n

The Weather Outlook Summary, calls for warm summer conditions continuing over the next couple of weeks, with continued chances for scattered showers and thunderstorms with possible locally heavy rainfall.<\/p>\n

The Climate Prediction Center suggests all of North Dakota has a 50% chance of above normal temperatures for August, and an equal chance of above normal, normal, or below normal precipitation.<\/p>\n

 <\/p>\n

The three month outlook, August through October 2012 has the southeast corner of North Dakota with a greater than normal probability of above normal temperatures, with the rest of the state being in the equal chance category for above normal, normal, or below normal Temperatures.<\/p>\n

 <\/p>\n

All of North Dakota is in the equal chance category for above normal, normal, or below normal precipitation for the same time.<\/p>\n

The report says rivers, streams, and soil moisture have taken a dramatic turn over the past several weeks with numerous locations showing river stages below their long-term median values.<\/p>\n

With that, it\u2019s expected there will be a below normal risk of widespread flooding.<\/p>\n

The U.S. Drought Monitor reflects a worsening drought over the past month.<\/p>\n

About 22% of North Dakota is not designated as being in a drought, while 16% of the state is considered as in a moderate to severe drought.<\/p>\n

The next forecasts will be issued on August 23, 2012.<\/p>\n

Jamestown, ND (KCSi-T.V. News Jul 27, 2012) — Jamestown Police is warning residents regarding a convicted sex offender living in Jamestown.<\/p>\n

The report says, 19 year old Sawyer Suko is living at 918 9th<\/sup> Street Southeast in Jamestown.<\/p>\n

He is a white male 5 Feet 8 inches tall,weighing 160 pounds, with hazel eyes, and brown hair.<\/p>\n

He has been assigned a high risk assessment by the North Dakota high risk level committee, of the Attorney General\u2019s Office.<\/p>\n

Suko has been convicted of Gross Sexual Imposition, involving a 13 year old girl, when both Suko and the female were intoxicated at a campsite, when Suko was 18 years of age.<\/p>\n

The conviction date was January 6, 2012, in Stutsman County, District Court.<\/p>\n

Disposition: One year and one day\u2026with 285 days suspended, and under supervised probation\u2026currently on probation with North Dakota Parole and Probation.<\/p>\n

Suko is not wanted by police at this time and has served the sentence imposed by the court.<\/p>\n

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.<\/p>\n

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.<\/p>\n

Suko has been placed on GPS monitoring.<\/p>\n

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Engineer reports that seal coating of asphalt roadways will take place in the Street maintenance District to include areas south of 8th<\/sup> St SE from 2nd<\/sup> Ave SE east to the city limits (railroad tracks).<\/p>\n

This area includes McElroy Park and the baseball diamonds, residential streets and alleys in the district, the Oxbow area, State Hospital Road, and 10th<\/sup> St SE.<\/p>\n

The Seal Coat work will begin Tuesday, July 31, 2012 and be completed approximately Friday, August 3, 2012, weather permitting.<\/p>\n

MINOT, N.D. (AP) – A Minnesota-based food company says it will
\nbuild five new grocery stores in the oil-producing region of
\nwestern North Dakota.
\nCoborn’s Incorporated of St. Cloud, Minnesota is planning stores in Minot, Dickinson, Stanley, Tioga and Watford City.
\n\u00a0\u00a0\u00a0\u00a0 Company president and CEO Chris Coborn says North Dakota is a
\nprime market for expansion with the increased activity in the oil
\npatch.
\n\u00a0\u00a0\u00a0\u00a0 Coborn says his company will bring “new fresh food options to
\nthese rapidly growing communities.”
\n\u00a0\u00a0\u00a0\u00a0 Coborn’s is an employee-owned grocery retailer with stores in
\nMinnesota, the Dakotas, Iowa, Illinois and Wisconsin.<\/p>\n

Coborn’s opened its first North Dakota store in Jamestown\u00a0earlier this year.
\n\u00a0\u00a0\u00a0\u00a0 The company operates stores under the Coborn’s, Cash Wise Foods,
\nEconomart, Food Pride and Save-A-Lot banners.<\/p>\n

\u00a0DICKINSON, N.D. (AP) – The farm aid organization Farm Rescue
\nthis fall will help its 200th farmer in the Upper Midwest. The
\nfirst man to receive help from the organization says he’s a little
\nsurprised that it has grown so quickly.
\n\u00a0\u00a0\u00a0\u00a0 Matt Biel (beel) lost a hand in a farming accident in February
\n2006. Farm Rescue volunteers showed up at his southwest North
\nDakota farm two months later to help him plant his crops. He says
\nhe was wary at first but it turned out to be a great thing.
\n\u00a0\u00a0\u00a0\u00a0 North Dakota-based Farm Rescue has since expanded to help
\nfarmers in need in South Dakota, Montana, Minnesota and Iowa. It
\nhas a database of about 1,000 volunteers around the country. Biel
\nsays the volunteers are a big part of Farm Rescue’s success.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – The North Dakota Stockmen’s Association
\nsays a reward being offered for information in the shooting deaths
\nof some cattle has grown to $13,000 – the largest such reward in
\nstate history.
\n\u00a0\u00a0\u00a0\u00a0 Dakota Community Bank and two of its owners have contributed
\n$3,000 to push up the fund that began with $1,000 from the
\nStockmen’s and $9,000 from the owners of the nine animals shot in
\nOliver County on the Fourth of July.
\n\u00a0\u00a0\u00a0\u00a0 The reward is being offered for information that leads to an
\narrest and conviction.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A man who’s accused of killing his mother
\nand stealing her car is scheduled to make a plea Monday in district
\ncourt in Bismarck.
\n\u00a0\u00a0\u00a0\u00a0 Dean Grenstiner’s arraignment was delayed last month so that he
\ncould undergo an independent psychiatric examination.
\n\u00a0\u00a0\u00a0\u00a0 He’s being held without bail at the Burleigh County Jail on
\ncharges that he beat his mother to death in her home last March.
\nAuthorities say Grenstiner was living with his mother, Ann
\nGrenstiner, for several weeks before she was killed.
\n\u00a0\u00a0\u00a0\u00a0 Grenstiner was also charged with stealing his mother’s car.
\nPolice say he drove it to Fargo. He was arrested in Moorhead,
\nMinn., the day after his mother’s body was discovered.
\n\u00a0\u00a0\u00a0\u00a0<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Some of the North Dakota Highway Patrol’s
\nnew officers will be focusing on the weight of vehicles, instead of
\nhow fast they’re going.
\n\u00a0\u00a0\u00a0\u00a0 Two of the new graduates of the patrol’s training academy are
\nassigned to motor carrier enforcement.
\n\u00a0\u00a0\u00a0\u00a0 Highway Patrol Commander James Prochniak (PRAWK’-nee-ack) says
\nthe troopers will carry portable scales and check trucks for weight
\nviolations.
\n\u00a0\u00a0\u00a0\u00a0 Western North Dakota roads are taking a pounding from the oil
\nindustry’s heavy truck traffic, and Prochniak says it’s important
\nto make sure state weight regulations are enforced. He says that
\nwill help protect the state’s infrastructure.
\n\u00a0\u00a0\u00a0\u00a0 Eight new Highway Patrol officers finished their training last
\nweek and joined the force. Six of them will be stationed in western
\nNorth Dakota.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – The number of school children who aren’t
\nvaccinated against diseases has been rising in North Dakota, but
\nthe numbers are still small.
\n\u00a0\u00a0\u00a0\u00a0 State law says children need several vaccines to enroll in
\nschool. But the children don’t have to be vaccinated if parents
\nobject for moral, religious or philosophical reasons.
\n\u00a0\u00a0\u00a0\u00a0 In the 2008-09 school year, 1.2 percent of the new students in
\nNorth Dakota’s public schools didn’t have required vaccinations.
\nThe number was 3.1 percent in private schools.
\n\u00a0\u00a0\u00a0\u00a0 Those numbers are going up. During the 2011-12 school year, 1.6
\npercent of the new public school students weren’t vaccinated. In
\nprivate schools it was almost 4.5 percent.
\n\u00a0\u00a0\u00a0\u00a0 Health Department immunization coordinator Abbi Pierce says some
\nparents are afraid vaccines can cause autism. But she says studies
\nhave thoroughly debunked that belief.<\/p>\n

\u00a0\u00a0DEVILS LAKE, N.D. (AP) – Officials are celebrating the
\ncompletion of a $15 million effort to raise the lone road going
\ninto Grahams Island State Park on Devils Lake.
\n\u00a0\u00a0\u00a0\u00a0 The road had long been plagued by wind-driven waves from the
\nflooded lake. The park was closed several times last summer because
\nthe road was unsafe for travel. The project to raise a five-mile
\nstretch of the road 6 feet began after Labor Day last fall.
\n\u00a0\u00a0\u00a0\u00a0 A ribbon-cutting ceremony is scheduled Friday at the park that
\nsees about 100,000 visitors each year.<\/p>\n

\u00a0\u00a0FARGO, N.D. (AP) – North Dakota’s largest newspaper is changing its policy to allow for gay wedding announcements – provided the marriage takes place in a state where same-sex unions are legal.<\/p>\n

The Forum of Fargo-Moorhead was criticized locally and online after the paper rejected the wedding announcement for two women.

\n\u00a0\u00a0\u00a0\u00a0 Officials say 310,839 people attended this year’s fair, after last year’s event was canceled because of historic Souris River flooding. That was 2,198 more people than the previous record, set in 2010.

\n\u00a0\u00a0\u00a0\u00a0 Fair Manager Renae Korslien (KOHRZ’-leen) says she thinks people were ready for a good time.

\n\u00a0\u00a0\u00a0\u00a0 The fair ended Saturday. Bad weather prompted officials to evacuate the grandstand during the final concert, but the band Foreigner eventually took the stage to help close out the fair.<\/p>\n

\nbelieve they set a world record for the largest twist dance.
\nA Summerfest spokesman says 2,788 people showed up on Saturday to

The Guinness World Records website lists the largest twist dance as 1,706 participants at an event in North Carolina last year.<\/p>\n

\nMinnesota State University is in critical condition after a crash
\nin western Minnesota that killed his 5-month-old son.

\nBigler, is hospitalized in Sioux Falls, S.D. Five-month-old Drake
\nPhillip Bigler was killed, and two other occupants were injured.

\nbroke several ribs and a shoulder blade.
