LOWS IN THE UPPER 50S.<br \/>\nHIGHS IN THE LOWER 80S.<\/p>\n<p>&nbsp;<\/p>\n<p>Last evening the City of Spiritwood was under a severe thunderstorm warning, and later Southern Barnes County was also under a severe thunderstorm warning, with penny size hail reported in Valley City.<\/p>\n<p>&nbsp;<\/p>\n<p>Bismarck, ND (KCSi-T.V. News) &#8212; The National Weather Service in Bismarck, has issued the latest Flood and Water Resources Outlook.<\/p>\n<p>The report was issued on Thursday Jul 26, 2012.<\/p>\n<p>The outlook for the James River basin is for the period, of late July-late October 2012.<\/p>\n<p>It says, the main risk of flooding is generally associated with heavy rain events, that would add significant flow to the river.<\/p>\n<p>It says the over all risk tends to be normal to slightly below normal, with the base flow normal to below normal.<\/p>\n<p>The report says, the risk of flooding on is largely determined by thunderstorms, producing heavy rainfall, which can cause flash flooding.<\/p>\n<p>As of last Thursday, there were no river locations on the James River above flood, stage and the reservoir levels are generally within their normal operating ranges.<\/p>\n<p>The Weather Service says, that high releases from the dams are only a remote possibility and not anticipated over the next 90-days.<\/p>\n<p>&nbsp;<\/p>\n<p>The Weather Outlook Summary, calls for warm summer conditions continuing over the next couple of weeks, with continued chances for scattered showers and thunderstorms with possible locally heavy rainfall.<\/p>\n<p>The Climate Prediction Center suggests all of North Dakota has a 50% chance of above normal temperatures for August, and an equal chance of above normal, normal, or below normal precipitation.<\/p>\n<p>&nbsp;<\/p>\n<p>The three month outlook, August through October 2012 has the southeast corner of North Dakota with a greater than normal probability of above normal temperatures, with the rest of the state being in the equal chance category for above normal, normal, or below normal Temperatures.<\/p>\n<p>&nbsp;<\/p>\n<p>All of North Dakota is in the equal chance category for above normal, normal, or below normal precipitation for the same time.<\/p>\n<p>The report says rivers, streams, and soil moisture have taken a dramatic turn over the past several weeks with numerous locations showing river stages below their long-term median values.<\/p>\n<p>With that, it\u2019s expected there will be a below normal risk of widespread flooding.<\/p>\n<p>The U.S. Drought Monitor reflects a worsening drought over the past month.<\/p>\n<p>About 22% of North Dakota is not designated as being in a drought, while 16% of the state is considered as in a moderate to severe drought.<\/p>\n<p>The next forecasts will be issued on August 23, 2012.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Jul 27, 2012) &#8212; Jamestown Police is warning residents regarding a convicted sex offender living in Jamestown.<\/p>\n<p>The report says, 19 year old Sawyer Suko is living at 918 9<sup>th<\/sup> Street Southeast in Jamestown.<\/p>\n<p>He is a white male 5 Feet 8 inches tall,weighing 160 pounds, with hazel eyes, and brown hair.<\/p>\n<p>He has been assigned a high risk assessment by the North Dakota high risk level committee, of the Attorney General\u2019s Office.<\/p>\n<p>Suko has been convicted of Gross Sexual Imposition, involving a 13 year old girl, when both Suko and the female were intoxicated at a campsite, when Suko was 18 years of age.<\/p>\n<p>The conviction date was January 6, 2012, in Stutsman County, District Court.<\/p>\n<p>Disposition: One year and one day\u2026with 285 days suspended, and under supervised probation\u2026currently on probation with North Dakota Parole and Probation.<\/p>\n<p>Suko is not wanted by police at this time and has served the sentence imposed by the court.<\/p>\n<p>This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.<\/p>\n<p>Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.<\/p>\n<p>Printed handouts of the demographics of Suko are available at the Jamestown Police Department.<\/p>\n<p>Suko has been placed on GPS monitoring.<\/p>\n<p>More information on registered sex offenders is available at the North Dakota Attorney General\u2019s web site:<\/p>\n<p><span style=\"font-size: large;\"><a href=\"http:\/\/www.sexoffender.nd.gov\/\"><strong>www.sexoffender.nd.gov<\/strong><\/a><\/span><\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News) &#8212; The Jamestown City Engineer reports that seal coating of asphalt roadways will take place in the Street maintenance District to include areas south of 8<sup>th<\/sup> St SE from 2<sup>nd<\/sup> Ave SE east to the city limits (railroad tracks).<\/p>\n<p>This area includes McElroy Park and the baseball diamonds, residential streets and alleys in the district, the Oxbow area, State Hospital Road, and 10<sup>th<\/sup> St SE.<\/p>\n<p>The Seal Coat work will begin Tuesday, July 31, 2012 and be completed approximately Friday, August 3, 2012, weather permitting.<\/p>\n<p>Please follow the posted signage in and around these areas!<\/p>\n<p>Extreme caution should be used when entering road construction areas. (AP) &#8211; A Minnesota-based food company says it will<br \/>\nbuild five new grocery stores in the oil-producing region of<br \/>\nwestern North Dakota.<br \/>\nCoborn&#8217;s Incorporated of St. Cloud, Minnesota is planning stores in Minot, Dickinson, Stanley, Tioga and Watford City.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Company president and CEO Chris Coborn says North Dakota is a<br \/>\nprime market for expansion with the increased activity in the oil<br \/>\npatch.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Coborn says his company will bring &#8220;new fresh food options to<br \/>\nthese rapidly growing communities.&#8221;<br \/>\n\u00a0\u00a0\u00a0\u00a0 Coborn&#8217;s is an employee-owned grocery retailer with stores in<br \/>\nMinnesota, the Dakotas, Iowa, Illinois and Wisconsin.<\/p>\n<p>Coborn&#8217;s opened its first North Dakota store in Jamestown\u00a0earlier this year.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The company operates stores under the Coborn&#8217;s, Cash Wise Foods,<br \/>\nEconomart, Food Pride and Save-A-Lot banners.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0DICKINSON, N.D. (AP) &#8211; The farm aid organization Farm Rescue<br \/>\nthis fall will help its 200th farmer in the Upper Midwest. The<br \/>\nfirst man to receive help from the organization says he&#8217;s a little<br \/>\nsurprised that it has grown so quickly.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Matt Biel (beel) lost a hand in a farming accident in February<br \/>\n2006. Farm Rescue volunteers showed up at his southwest North<br \/>\nDakota farm two months later to help him plant his crops. He says<br \/>\nhe was wary at first but it turned out to be a great thing.<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota-based Farm Rescue has since expanded to help<br \/>\nfarmers in need in South Dakota, Montana, Minnesota and Iowa. It<br \/>\nhas a database of about 1,000 volunteers around the country. Biel<br \/>\nsays the volunteers are a big part of Farm Rescue&#8217;s success.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Stockmen&#8217;s Association<br \/>\nsays a reward being offered for information in the shooting deaths<br \/>\nof some cattle has grown to $13,000 &#8211; the largest such reward in<br \/>\nstate history.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dakota Community Bank and two of its owners have contributed<br \/>\n$3,000 to push up the fund that began with $1,000 from the<br \/>\nStockmen&#8217;s and $9,000 from the owners of the nine animals shot in<br \/>\nOliver County on the Fourth of July.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The reward is being offered for information that leads to an<br \/>\narrest and conviction.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; A man who&#8217;s accused of killing his mother<br \/>\nand stealing her car is scheduled to make a plea Monday in district<br \/>\ncourt in Bismarck.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dean Grenstiner&#8217;s arraignment was delayed last month so that he<br \/>\ncould undergo an independent psychiatric examination.<br \/>\n\u00a0\u00a0\u00a0\u00a0 He&#8217;s being held without bail at the Burleigh County Jail on<br \/>\ncharges that he beat his mother to death in her home last March.<br \/>\nAuthorities say Grenstiner was living with his mother, Ann<br \/>\nGrenstiner, for several weeks before she was killed.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Grenstiner was also charged with stealing his mother&#8217;s car.<br \/>\nPolice say he drove it to Fargo. He was arrested in Moorhead,<br \/>\nMinn., the day after his mother&#8217;s body was discovered.<br \/>\n\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; Some of the North Dakota Highway Patrol&#8217;s<br \/>\nnew officers will be focusing on the weight of vehicles, instead of<br \/>\nhow fast they&#8217;re going.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Two of the new graduates of the patrol&#8217;s training academy are<br \/>\nassigned to motor carrier enforcement.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Highway Patrol Commander James Prochniak (PRAWK&#8217;-nee-ack) says<br \/>\nthe troopers will carry portable scales and check trucks for weight<br \/>\nviolations.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Western North Dakota roads are taking a pounding from the oil<br \/>\nindustry&#8217;s heavy truck traffic, and Prochniak says it&#8217;s important<br \/>\nto make sure state weight regulations are enforced. He says that<br \/>\nwill help protect the state&#8217;s infrastructure.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Eight new Highway Patrol officers finished their training last<br \/>\nweek and joined the force. Six of them will be stationed in western<br \/>\nNorth Dakota.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The number of school children who aren&#8217;t<br \/>\nvaccinated against diseases has been rising in North Dakota, but<br \/>\nthe numbers are still small.<br \/>\n\u00a0\u00a0\u00a0\u00a0 State law says children need several vaccines to enroll in<br \/>\nschool. But the children don&#8217;t have to be vaccinated if parents<br \/>\nobject for moral, religious or philosophical reasons.<br \/>\n\u00a0\u00a0\u00a0\u00a0 In the 2008-09 school year, 1.2 percent of the new students in<br \/>\nNorth Dakota&#8217;s public schools didn&#8217;t have required vaccinations.<br \/>\nThe number was 3.1 percent in private schools.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Those numbers are going up. During the 2011-12 school year, 1.6<br \/>\npercent of the new public school students weren&#8217;t vaccinated. In<br \/>\nprivate schools it was almost 4.5 percent.<br \/>\n\u00a0\u00a0\u00a0\u00a0 Health Department immunization coordinator Abbi Pierce says some<br \/>\nparents are afraid vaccines can cause autism. But she says studies<br \/>\nhave thoroughly debunked that belief.<\/p>\n<p>\u00a0\u00a0DEVILS LAKE, N.D. (AP) &#8211; Officials are celebrating the<br \/>\ncompletion of a $15 million effort to raise the lone road going<br \/>\ninto Grahams Island State Park on Devils Lake.<br \/>\n\u00a0\u00a0\u00a0\u00a0 The road had long been plagued by wind-driven waves from the<br \/>\nflooded lake. The park was closed several times last summer because<br \/>\nthe road was unsafe for travel. The project to raise a five-mile<br \/>\nstretch of the road 6 feet began after Labor Day last fall.<br \/>\n\u00a0\u00a0\u00a0\u00a0 A ribbon-cutting ceremony is scheduled Friday at the park that<br \/>\nsees about 100,000 visitors each year.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0\u00a0FARGO, N.D. (AP) &#8211; North Dakota&#8217;s largest newspaper is changing its policy to allow for gay wedding announcements &#8211; provided the marriage takes place in a state where same-sex unions are legal.<\/p>\n<p>The Forum of Fargo-Moorhead was criticized locally and online after the paper rejected the wedding announcement for two women.<br \/>\n\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0MINOT, N.D. (AP) &#8211; Attendance at the North Dakota State Fair has gone from zero to a record.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials say 310,839 people attended this year&#8217;s fair, after last year&#8217;s event was canceled because of historic Souris River flooding. That was 2,198 more people than the previous record, set in 2010.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fair Manager Renae Korslien (KOHRZ&#8217;-leen) says she thinks people were ready for a good time.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The fair ended Saturday.
