Jamestown, ND (KCSi-T.V. News) — The Jamestown City Fire Department and Jamestown Police are investigating the cause of a dumpster fire, on Thursday evening (Mar 21, 2013) about 9-p.m., that occurred on in the alley behind Blockbuster Video on First Avenue, South.<\/p>\n

City Fire Chief Jim Reuther says, it\u2019s believed the fire was started by juveniles.<\/p>\n

The fire was contained by the 24 fire fighters and four city fire units called to the scene, and were there for about 45 minutes.<\/p>\n

Bismarck, ND (KCSi-T.V. News Mar 21, 2013) — The National Weather Service has updated the flood outlook including the Sheyenne River Basin, for the next three months.<\/p>\n

The forecast indicates that the risk of major flooding is low.<\/p>\n

The outlook shows around a 50 percent chance for the Sheyenne River in Lisbon reaching 14 feet, with a 50 percent chance the Sheyenne will reach 12.5 feet in Valley City this spring.<\/p>\n

\u00a0The March 21, 2013\u00a0survey of the upper Sheyenne basin indicates 2 to 4 inches moisture content in the\u00a0 snow pack.<\/p>\n

The drawdown of Lake Ashtabula\u00a0 presently has a water release of\u00a0 500 cfs, with the drawdown goal an elevation of 1257.<\/p>\n

The drawndown is expected to\u00a0be completed by\u00a0the end of March.<\/p>\n

The pool\u00a0elevation on March 22, 2013\u00a0was\u00a0just above\u00a01258 feet, with the normal\u00a0 Lake Ashtabula summer elevation of 1266 feet.<\/p>\n

The weather service says, it\u2019s a good chance that overland flooding will occur, in the spring of 2013,along the Sheyenne River in Eddy County.<\/p>\n

The report shows the James River Basin thus far has retained most of its snow, with very little melt having occurred.<\/p>\n

In the northern most areas, very little progress has been made in the “ripening,” of the snowpack with conditions currently more similar to what is commonly seen in January and February, than what is normal for this close to April.<\/p>\n

The Corps of Engineers expects this spring to be a high-flow year, but lower than the releases of 2009, 10, and 11.<\/p>\n

Combined releases from Jamestown and Pipestem Dams are expected to be on the low end of between 750 cubic feet per second and 1,200 cfs.<\/p>\n

The forecast depends on the rate of snowpack melt, and spring rains.<\/p>\n

Early spring releases will be predominantly from Jamestown Dam, at about 650 cfs from Jamestown Dam and 100 cfs from Pipestem Dam until about June 1, 2013.<\/p>\n

Then it\u2019s anticipated that Jamestown Dam will be at summer operatal levels, and the release from Pipestem Dam may increased to about 350 cfs.<\/p>\n

Army Corps of Engineers, Pipestem Dam, Manager, Bob Martin says if a fast spring melt, occurs, he does not expect flooding problems at this time, saying the projections are “well within the capacity of the dams.”<\/p>\n

BISMARCK, N.D. (AP) – North Dakota Sen. John Hoeven says the Army Corps of Engineers assured him that mandatory budget cuts will not affect flood protection efforts in the state.

\n\u00a0\u00a0\u00a0\u00a0 The senator met Thursday in Washington with Maj. Gen. John Peabody, a division commander with the corps.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Hoeven says Peabody told him that the sequester won’t be an issue and the corps will not risk life, health or safety issues.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The National Weather Service on Thursday gave a 50 percent chance that the Red River in Fargo will reach 38 feet, which is 20 feet above flood stage.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Officials in Cass County, where Fargo is located, have called an emergency meeting Friday to discuss flood preparations.<\/p>\n

\u00a0Fargo Mayor Dennis Walaker says the city will “do whatever’s necessary” to protect residents, but believes the only solution is a proposed $2 billion diversion channel.

\n\u00a0\u00a0\u00a0\u00a0 Fargo is asking for help from volunteers to make 500,000 sandbags to add to a reserve of 750,000 bags. The city plans to place 1.1 million bags and the county 500,000 bags to protect structures.

\n\u00a0\u00a0\u00a0\u00a0 Officials in Minot are monitoring releases from Lake Darling Dam on the Souris River upstream from the city.\u00a0<\/p>\n

Jamestown, ND (KCSi-T.V. News Mar 21, 2013) — Jamestown Regional Airport Manager, Matthew Leitner has invited those interested to an April 10, 2013 meeting to discuss anticipated large-scale growth at the airport.<\/p>\n

Leitner says the invitation is directed to “Fellow aviators, aircraft owners, future aircraft owners, future aviators, and airport aficionados.<\/p>\n

Leitner says Jamestown Regional Airport Authority is eagerly anticipating large-scale growth, with respect to general aviation operations at the regional airport.<\/p>\n

He adds, the Regional Airport Authority is aggressively pursuing the construction of t-hangars.<\/p>\n

Jamestown, ND (KCSi-T.V. News) \u2014 The North Dakota Highway Patrol has identified the two Wisconsin resident injured in a one vehicle rollover at 12:05 p.m., on Wednesday (Mar 20, 2013), on I-94 eastbound, 1 \u00be miles west of Exit 281, in Barnes County.<\/p>\n

The report says the car operated by 23 year old Tiffany Przbycien, of Amery, Wisconsin, drove through a portion of the ice covered roadway, as she lost control of the vehicle, and it began to spin, going into the median and rolling over, coming to rest across the westbound lanes facing south on it\u2019s wheels.<\/p>\n

The driver and her passenger, 22 year old Kyle Truckey, of Thorp, Wisconsin, were both ejected, and suffered life-threatening injuries.<\/p>\n

They were taken to Mercy Hospital in Valley City by the Barnes County Ambulance Service.<\/p>\n

The Highway Patrol was assisted by the Barnes County Sheriff\u2019s Office, Sanborn Fire Department and the Valley City Fire Department.<\/p>\n

The crash remains under investigation.<\/p>\n

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council\u2019s Fire Committee at City Hall, Thursday (Mar 21, 2013 heard a presentation about firefighter recruitment, from City Fire Chief, Jim Reuther.<\/p>\n

The Jamestown Fire Department is hosting a “Volunteer Firefighter Recruitment Presentation” on March<\/p>\n

26th, 2013 at the main fire station at 7:00pm.<\/p>\n

He said the City Fire Department roster is (4) firefighters short of the full roster of (38).<\/p>\n

He said, a spouse or significant other is invited to attend, as the decision should be made as a family.<\/p>\n

Qualifications include being at least 21 years of age, and a resident of Jamestown.<\/p>\n

The fire department over the past few years has found it hard to recruit new volunteer firefighters; and Jamestown is not the only fire department that is experiencing the decrease in volunteer firefighters.<\/p>\n

The Public Works Committee, <\/strong>recommends approval of an application for a charge account at the City Solid Waste Disposal Facility from ProTec Roofing, Inc.<\/p>\n

The committee recommends approval of a request from Jamestown Middle School Omega House relating to the annual storm drain stenciling project.<\/p>\n

The committee discussed a proposal from Apex Engineering regarding Capacity Analysis of existing Wastewater Treatment Facilities in regards to possible further gray water use by GRE. Mayor Andersen said the proposal came in recently, and the committee and City Engineer Schwartzkopf have not had an opportunity to review.<\/p>\n

The committee sent the proposal to the City Council without recommendation.<\/p>\n

Geotechnical Services proposal relating to the retaining wall reconstruction at in the Frontier Fort area was discussed.<\/p>\n

The committee recommends sending the proposal to the City Council without recommendation, pending review and input from City Engineer Schwartzkopf.<\/p>\n

Bids were discussed for the NEW ELEVATED WATER STORAGE RESERVOIR for the City of Jamestown.<\/p>\n

Two bids were received, a third bid contained an irregularity in that it did not include a contractors license.<\/p>\n

City Attorney Dalsted suggested moving the bid awarding to the City Council without recommendation, pending his contacting the Secretary of State\u2019s Office, concerning the status of the contractor\u2019s license.<\/p>\n

The committee recommends June 3 \u2013 8, 2013 for Annual City Wide Clean-up Week, in Jamestown as recommended by the Jamestown City Street Department. Harold Sad said the dates enable the city to hire additional workers.<\/p>\n

Valley City, ND\u00a0(KCSi-T.V. News Mar 21, 2013)\u00a0 \u00a0\u2013 The Southeast Jamestown Regional DUI Task Force participated in the Regional DUI Task Force program in North Dakota.\u00a0 They <\/strong>made 12 driving under the influence arrests, 7 drug arrests, 15 seat belt citations, 12 speed citations, and 35 other significant arrests and traffic citations and made a total of 243 enforcement contacts during the recent unified saturation patrol effort.\u00a0 This task force began on October 1, 2010 in order to take significant steps towards reducing alcohol-related crashes and fatalities across the state.<\/span><\/p>\n

 <\/p>\n

In the Southeast Jamestown Region, 15 law enforcement agencies participated in the second quarter of this program.\u00a0 By working together to create high visibility enforcement, early results show a positive impact on deterring motorists from drinking and driving. During the second quarter enforcement period, which was conducted from March 8-17, 2013,<\/strong> there were zero crashes and zero <\/strong>impaired driving fatalities in the region. These statistics emphasize the importance of enforcement and saturation patrols in protecting motorists on North Dakota\u2019s roadways. <\/span><\/p>\n

Nearly eighty percent of all law enforcement agencies currently participate in the DUI Task Force across North Dakota.\u00a0 This program is intended to save lives by reducing alcohol-related fatalities and car crashes.<\/span><\/p>\n

The Southeast Jamestown Regional DUI Task Force includes the following agencies:\u00a0 NDHP, Eddy, Foster, Griggs, Stutsman, Barnes, Logan, McIntosh, and LaMoure Sheriff\u2019s Departments, and Carrington, Jamestown, Valley City, Kulm, LaMoure, and Oakes Police Departments.<\/span><\/p>\n

\u00a0BISMARCK, N.D. (AP) – North Dakota’s House has amended an anti-abortion bill in an effort to kill a $1.2 million federal sex education grant for North Dakota State University. House lawmakers voted yesterday to include the amendment in a measure aimed at outlawing abortions after 20 weeks of pregnancy. The grant provides funding for voluntary sex education to Fargo-area teens with parental consent.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – Democrats are applauding the North Dakota House’s defeat of a measure that would have lowered tax rates for oil companies, saying that state residents stood to lose billions of dollars had the proposal moved forward.

\n\u00a0\u00a0\u00a0\u00a0 In a statement released after the measure died Thursday, the Democrat party said that its members “hope the House’s action is the last gasp of any effort to reduce the extraction tax this session.”

\n\u00a0\u00a0\u00a0\u00a0 The reworked tax structure would have eliminated price triggers that would lessen state taxes for companies if the price of oil falls below a certain level. Critics said that the state could see tax revenue decrease by at least $2 billion if oil falls below $52 a barrel.<\/p>\n

\u3000BISMARCK, N.D. (AP) – Gov. Jack Dalrymple owns stock in the parent of an oil company that has staked out an area near the site of Theodore Roosevelt’s historic Badlands ranch in western North Dakota.

\n\u00a0Documents filed with the secretary of state’s office show that Dalrymple owns shares of stock in ExxonMobil, the parent of XTO Energy. A spokesman for Dalrymple says the governor isn’t going to discuss details of his personal finances.
