Residents in Southeast Jamestown report that the power was out for varying lengths of time.<\/p>\n

One area between the river and 10th<\/sup> Street Southeast was down between\u00a0 7:25-p.m., and 7:40-p.m.<\/p>\n

Some residents reported what sounded like a transformer popping.<\/p>\n

Residents report the power was out in the Oxbow and Elmwood areas between 6:20-p.m., and 10:15 p.m.<\/p>\n

The exact cause and the area and customers affected will be available when the report is available from Otter Tail Power.<\/p>\n

36 year old Clifford Rockwell Moody now\u00a0 lives at 610 14th Avenue, SE Jamestown, ND<\/p>\n

He presently has no vehicle.<\/p>\n

Moody is a 36 year old white male,\u00a0 five feet ten inches tall, weighing 175 pounds with brown eyes and brown hair.<\/p>\n

He has been assigned a\u00a0 high risk assessment by the North Dakota Risk Level Committee, of the North Dakota Attorney General\u2019s Office.<\/p>\n

Offense: Luring minors by computer, communicating with an undercover officer posing as a 14 year old female, discussing sexual acts with the victim.<\/p>\n

Conviction Date:\u00a0 September 2015, in Burleigh County ND, District Court.<\/p>\n

Offense:\u00a0 Sexual contact with a female under 16 years old.<\/p>\n

Conviction Date: January 2001 in Walworth, SD, District Court.<\/p>\n

Disposition: 60 days in jail, with 50 days suspended.<\/p>\n

Moody is currently on probation with North Dakota Parole and Probation, and is currently on GPS Monitoring.<\/p>\n

Moody is not wanted by police at this time and has served the sentence imposed by the court.<\/p>\n

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.<\/p>\n

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.<\/p>\n

FINANCE & LEGAL COMMITTEE <\/strong><\/p>\n

Discussed was revising license fees for radio antennas on City-owned, or maintained, or operated water towers. \u00a0City Attorney Leo Ryan said the average license agreement with other cities in North Dakota area between $1,000 and $2,400 per year.<\/p>\n

Council Member Brubakken moved for a yearly license fee of $1,500, with an escalator clause, effective January 1, 2019, on a calendar year basis, and approved on a case by case basis as suggested by Ryan.<\/p>\n

The committee recommended approving the motion.<\/p>\n

Considered was\u00a0 the recommended JSDC support to fund the Small Business Development Center (SBDC) position and release the 63% city share of budgeted 2018 South Central Dakota Regional Council dues in the remaining amount of $16,141.<\/p>\n

Considered was the UPG-2-052(043)264 Cost Participation and Maintenance Agreement for the $3,100,000 City of Jamestown Urban Grant Program Project, for which the City must match ten percent of the project costs. (The Main Street Road Diet Proposal\u2019s implementing document to accept the dollars.)<\/p>\n

Mayor Heinrich said questions remain to be resolved on specifics on the dollars, and project usage for such items as bump outs.<\/p>\n

The committee agreed to move the acceptance to the October Finance and Legal Committee meeting for further discussion and recommendation.<\/p>\n

 <\/p>\n

The committee considered the request to approve financial support for the Jamestown Regional Airport Authority in the form of a commitment to a bond issuance and a general tax levy in 2019 to assist in financing the Runway and Taxiway Resurfacing Project.<\/p>\n

Airport Director Sam Seafeldt said some project dollars are covered by federal grants.<\/p>\n

The committee recommends the request move to the City Council without recommendation subject to additional documents to be reviewed.<\/p>\n

Tuesday, the Stutsman County Commission unanimously approved loan criteria from the state of North Dakota regarding a runway and taxiway project at Jamestown Regional Airport.<\/p>\n<\/div>\n

The loan was the airport authority portion of the $2.5 million project with the remainder from the Federal Aviation Administration and the North Dakota Aeronautics Commission.<\/p>\n

A Open Public Hearing was held for the 2019 City Budget. Finance Director Richter said budget hearings have been held as re<\/p>\n

Following the hearing the City Commission approved the First Reading of \u00a0adopting the 2019 City Budget.\u00a0\u00a0 \u00a0Finance Director Avis\u00a0 Richter said,\u00a0 property taxes levied by the city will be slightly lower for 2019, with appropriations of $14.9 million, with revenues from other sources at $13.4 million dollars.<\/p>\n

ORDINANCE<\/strong><\/p>\n

The City Commission\u00a0 approved the\u00a0 first reading of an Ordinance, amending and reenacting Title 20, Taxation.\u00a0 City Attorney Schoenack said the Ordinance is part of the recodification process.<\/p>\n

NEW BUSINESS<\/strong><\/p>\n

Approved the amendment to the financial review procedure.<\/p>\n

City Commissioners \u00a0approved an Application for a Property Tax Exemption for Improvements to Residential Building at 264 14th Street NE.\u00a0 City Assessor Hansen explained the policies and procedures for the property tax exemption and improvements as a reminder to the public, who also recommended the approval.<\/p>\n

Commissioners approved the Preliminary & Design Engineering Agreement for the NW Storm Sewer Project \u2013 Phase I with KLJ in an amount not to exceed $132,000.<\/p>\n

CITY ADMINISTRATOR\u2019S REPORT<\/strong><\/p>\n

City Administrator David Schelkoph said there is no increase in electrical rates from Missouri River Energy Service, in the power distribution to Valley City.<\/p>\n

He said the State Water Commission will meet in October and will hear requests for funding from Valley City.<\/p>\n

He added, the state water coalition meeting will be held later this month, with Valley City requests for funds for Phase Four of the Permanent \u00a0Flood Control project.<\/p>\n

CITY UPDATES & COMMISSION REPORT<\/strong><\/p>\n

City Attorney Schoenack said the recodification process is nearing completion.<\/p>\n

City Auditor Richter reported that city officials attended the recent League of Cities meeting.<\/p>\n

City Fire Chief Retterath said an opening remains for an additional volunteer city fire fighter.<\/p>\n

Mayor Carlsrud thanked the staff for their hard work on the 2019 city budget.<\/p>\n

Valley City\u00a0 (VCSU) Valley City State University has set an enrollment record with a total headcount of 1,547 students and an undergraduate headcount of 1,404 students, according to the official fall term 2018 figures released by the university.<\/p>\n

The total enrollment figure of 1,547 exceeds the previous record of 1,522 set in the fall of 2017, while the undergraduate mark of 1,404 surpasses the previous record of 1,372, also set in the fall of 2017.<\/p>\n

(AP) \u2014 Opening statements are scheduled Wednesday for a North Dakota man charged with conspiracy to commit murder in the killing of a 22-year-old woman who bled to death when her baby was cut from her womb.William Hoehn (hayn) has admitted to covering up the death of Savanna Greywind, who was eight months pregnant when she was killed in August 2017.Hoehn’s girlfriend, Brooke Crews, pleaded guilty<\/a> to killing Greywind and is serving life in prison without parole<\/a> .Hoehn says he knew nothing of Crews’ murderous plan. Crews hasn’t spoken publicly of Hoehn’s role, but she is on the government’s list of potential witnesses for Hoehn’s trial in Fargo.Greywind’s death led to the creation of Savanna’s Act, which aims to standardize protocols for responding to cases of missing and murdered Native American women<\/a> .<\/article>\n

DEVILS LAKE, N.D. (AP) \u2014 A Grand Forks man is dead after a crash in Ramsey County.The Highway Patrol says the 50-year-old man was driving a sport utility vehicle that struck a trailer being hauled by a truck on U.S. Highway 2. The truck had slowed to turn off the highway and the SUV rear-ended the trailer.The crash happened about 3 p.m. Tuesday. The SUV driver died at the scene about 6 miles east of Devils Lake. He wasn’t immediately identified.The Devils Lake man driving the truck wasn’t hurt.\u00a0<\/article>\n

BISMARCK, N.D. (AP) \u2014 North Dakota information technology officials want to more than quadruple the number of cybersecurity experts to guard against a growing number of threats to state data systems.North Dakota Information Technology Department Chief Information Officer Shawn Riley told a bipartisan panel of lawmakers Tuesday that his agency will ask for more than $11 million in software upgrades and 37 additional cybersecurity experts in the next two-year budget.The state employs only 11 cybersecurity experts now, he said.Riley said North Dakota data systems defended against 34 million attacks over a recent six-month period and the threat is increasing.”We have a huge challenge in front of us,” Riley said.Democratic Sen. Larry Robinson<\/strong>, of Valley City, said the Legislature should fund the agency’s request when lawmakers reconvene in January.”I think we need to step up to the plate here,” Robinson told the Information Technology Committee. “It’s wrong if we ignore it.”In addition to leading the state’s cybersecurity efforts, the agency supports the information technology needs of state government, K-12 education and higher education.It has 344 employees and a two-year budget $245 million, though it intends to slash $77 million and 17 employees as part of a directive to all state agencies from Republican Gov. Doug Burgum to cut budgets and staffing in the next two-year budget cycle.Riley estimated the cost of additional cybersecurity experts would be about $12 million in salary and benefits annually.<\/article>\n

(AP) \u2014 Airports in Bismarck and Dickinson are getting millions of dollars from the federal government for improvements.The Bismarck airport is getting $2.2 million for runway upgrades and the Dickinson airport nearly $10.9 million for a runway extension.The money is part of $586 million in airport infrastructure grants being doled out nationwide by the Federal Aviation Administration.<\/article>\n

TIOGA, N.D. (AP) \u2014 The state Health Department says 21,000 gallons of produced water that spilled at a saltwater disposal facility in Mountrail County impacted farmland.Produced water is a mixture of saltwater and oil that can contain drilling chemicals.Officials say a broken pipe connection caused the spill Saturday at the site about 7 miles southeast of Tioga. Basic Energy Services reported it to the state the next day.Health Department officials inspected the site and will monitor remediation efforts.<\/article>\n

BISMARCK, N.D. (AP) \u2014 State officials say a recount in North Dakota’s secretary of state primary race cost about $5,000.<\/p>\n

The state Supreme Court ordered the recount which gave the Libertarian candidate, Roland Riemers, one more vote. Secretary of State Al Jaeger initially declined the recount because Riemers was the only Libertarian running for the seat. Riemers failed to get the 300 votes needed to move on to the November election.<\/p>\n

All 53 counties in North Dakota have submitted requests for reimbursement of expenses related to the recount. The Bismarck Tribune<\/a> says they range from $7.25 for Sheridan County to $434.52 in Cass County.<\/p>\n

Valley City\u00a0 (VCSUVikings.com)- The Viking volleyball team held leads midway through every set Tuesday night, but the University of Jamestown rallied late in every set to earn a non-conference victory against VCSU.<\/p>\n

Jamestown, which is receiving votes in this week\u2019s NAIA Top 25 Coaches\u2019 Poll, pulled away late in all three sets to win 25-21, 25-19-25-22.<\/p>\n

\u201cAll in all, it was a pretty good match,\u201d said VCSU head coach\u00a0Adam Longmore. \u201cThere was some high-level volleyball played on both sides. For most of the match, we played right with them.\u201d<\/p>\n

Late runs by Jamestown made the difference in Tuesday\u2019s match. The Vikings led 18-17 in set one before Jamestown scored three straight points and closed the set on an 8-3 run. In set two, a serving ace by\u00a0Morganne Eppard\u00a0gave the Vikings a 17-14 lead before Jamestown scored 10 straight points to take the set.<\/p>\n

The Vikings again built a lead in set three with strong early play to take a 17-13 advantage. Jamestown scored the next four points to pull even and the teams traded points down the stretch. Tied at 22-22, Jamestown closed out the match with three straight points.<\/p>\n

Despite hitting .069 in the match, the Vikings kept things close with strong serving play. VCSU served nine aces and committed seven errors, while the Jimmies served five aces and committed 11 errors. Jamestown hit .296 as a team, including .324 in the decisive third set.<\/p>\n

Autumn Johnson\u00a0posted a team-high seven kills for the Vikings and hit .250.\u00a0Ellie Winter\u00a0had five kills while\u00a0Clarissa Olson,\u00a0McKinley Putnam\u00a0and\u00a0Paige Benson\u00a0all recorded four kills.<\/p>\n

Morganne Eppard\u00a0led the serving attack with four aces.\u00a0Hailie Wilds\u00a0served three aces and\u00a0Reagan Ingstad\u00a0had two. Wilds posted 11 digs for the Vikings while\u00a0Charlotte Huschka\u00a0had nine and Eppard totaled six digs.<\/p>\n

Leah Ruter\u00a0posted 13 assists and\u00a0Reagan Ingstad\u00a0added 10.<\/p>\n

Isabell Wedell led Jamestown\u2019s attack with 11 kills and a .688 hitting percentage. Kennedy Conzemius had 10 kills and Julina Niemeier posted 23 digs.<\/p>\n

The New York Yankees prevented the Boston Red Sox from wrapping up a third straight division title.<\/p>\n

Neil Walker belted a three-run homer in the bottom of the seventh to lift the Yankees past the Red Sox, 3-2. Walker’s 10th round-tripper of the season erased a 1-0 deficit and prevented Boston from clinching the AL East.<\/p>\n

Red Sox starter Nathan Eovaldi (eh-VAHL’-dee) left the game with a 1-0 lead after limiting the Bombers to two hits over six shutout innings. Brandon Workman replaced Eovaldi and walked Aaron Hicks and Gary Sanchez before Walker went deep off Ryan Brazier.<\/p>\n

The Bosox scored once in the ninth on an error and had the tying run at second before Ian Kinsler grounded into a game-ending double play.<\/p>\n

\u2014 The Athletics lost their third in a row as Kaleb Cowart launched a go-ahead grand slam in a six-run fifth that powered the Angels to a 9-7 win at Oakland. Mike Trout also homered and Cowart added an RBI triple as Los Angeles dropped the A’s 2 \u00bd games behind the Yanks for the first AL wild card.<\/p>\n

\u2014 The Indians were 5-3 winners over the White Sox as Corey Kluber struck out 11 over eight innings of his career-high 19th win. Kluber allowed eight hits, including homers by Daniel Palka and Omar Narvaez (nahr-VY’-ehz). Jason Kipnis hit a solo homer in the fifth and Yandy Diaz added a two-run single later in the inning to put the AL Central champs ahead, 5-0.<\/p>\n

\u2014 Blake Snell is the majors’ first 20-game winner after limiting the Rangers to one hit over five innings of Tampa Bay’s 4-0 shutout. Snell improved to 20-5, lowered his American League-leading ERA to 1.97 and helped Tampa Bay move a season-high 18 games over .500. Willy Adames (ah-DAH’-mehs) slammed a two-run homer and Joey Wendle was 4-for-5 with an RBI and a run scored.<\/p>\n

\u2014 Chris Taylor’s walk-off, solo homer in the 10th inning gave the Dodgers a 3-2 victory over the Rockies and a 1 \u00bd-game lead over Colorado atop the NL West. Taylor also singled home the tying run in the fifth, a half-inning after Charlie Blackmon’s homer put the Rockies up 2-1. Los Angeles ace Clayton Kershaw settled for a no-decision after yielding only one earned run and three hits over seven innings.<\/p>\n

\u2014 Javier Baez and Daniel Murphy each furnished two-run homers in the Cubs’ fifth victory in six games, a 9-1 thumping of the Diamondbacks. \u2014 Stephen Strasburg fanned 11 over six innings of the Nationals’ 4-2 victory at Miami. Anthony Rendon (rehn-DOHN’) drove in two runs with a single and a sacrifice fly. Bryce Harper was walked in each of his five plate appearances.<\/p>\n

\u2014 The Blue Jays earned their fourth straight win by scoring four unearned runs in the seventh inning of a 6-4 comeback over Baltimore. The Blue Jays tied the game by scoring twice on an error by third baseman Steve Wilkerson before Lourdes Gurriel (gur-ee-EHL’) hit a two-run single. The Orioles blew a 4-0 lead and absorbed their 108th loss, the most since the franchise moved to Baltimore after the 1953 season.<\/p>\n

\u2014 Chris Shaw provided a go-ahead, two-run single in the eighth inning to push the Giants past the Padres, 5-4. Hunter Pence crushed a two-run homer and had three RBIs for San Francisco, which has won four of five since an 11-game skid.<\/p>\n

UNDATED (AP) \u2014 White Sox slugger Jose Abreu (ah-BRAY’-oo) is missing Chicago’s three-game series against the Indians because of an infection in his right thigh.<\/p>\n

Manager Rick Renteria says Abreu was hospitalized in Cleveland on Tuesday, where he had the infection “cleaned up.”<\/p>\n

The 31-year-old spent three weeks on the disabled list after undergoing surgery to repair a testicular torsion. He was activated on Sept. 10 and is hitless in his last 20 at-bats.<\/p>\n

\u2014 The Rockies are hoping All-Star shortstop Trevor Story can return to the lineup in a few days. Story left Monday’s game with inflammation in his right elbow, but a subsequent exam showed no structural damage.<\/p>\n

\u2014 The Cubs say closer Brandon Morrow will be shut down for rest of the year because of an injured right elbow that has been slow to heal. The announcement comes a week after Chicago reliever Pedro Strop (strohp) suffered a hamstring injury that is causing him to miss the rest of the regular season.<\/p>\n

\u2014 Trevor Bauer threw to hitters for the first time since breaking his right leg last month and hopes to be back on the mound for Cleveland in time for the postseason. The right-hander pitched three simulated innings of about 17-to-19 pitches per inning. He has been sidelined since he was struck on the lower leg by a line drive off the bat of Chicago’s Jose Abreu (ah-BRAY’-oo) on Aug. 11.<\/p>\n

MIAMI (AP) \u2014 Players joining the Washington Nationals from their Triple-A affiliate will have to take some redeye flights the next two seasons.<\/p>\n

The Nationals announced Tuesday that they’ve signed a two-year player-development contract with the Fresno Grizzlies of the Pacific Coast League.<\/p>\n

Fresno replaces Syracuse as the Nationals’ Triple-A club. Syracuse signed a deal with the New York Mets, who bought the minor league club earlier in the season.<\/p>\n

Several other major league clubs have shuffled their Triple-A affiliates, and on Tuesday the Texas Rangers reached a deal with Nashville, leaving Fresno as the Nationals’ best option.<\/p>\n

Fresno becomes the Nationals’ fourth Triple-A affiliate since the franchise moved to Washington in 2005. The Grizzlies were previously part of the San Francisco Giants’ and Houston Astros’ farm systems.<\/p>\n

The Rangers and Triple-A Nashville Sounds announced Tuesday that the organizations have entered into a four-year player development contract through the 2022 season.<\/p>\n

That announcement came a day after the Rangers said their eight-year affiliation with the Round Rock Express was ending. The team in suburban Austin, Texas, is owned in part by Hall of Famer Nolan Ryan, and is expected to become Houston’s Triple-A team. Ryan works as a consultant for the Astros, whose president is son Reid Ryan.<\/p>\n

Before the eight years with Round Rock, the Rangers were affiliated with Oklahoma City from 1983-2010.<\/p>\n

The Sounds had been affiliated with the Oakland Athletics since 2015, when the team opened a new ballpark in downtown Nashville.<\/p>\n

The Las Vegas 51s<\/sup> professional baseball team of the Pacific Coast League (PCL) and the Oakland Athletics, member of the American League West Division, announced\u00a0 a two-year Player Development Contract (PDC), through the 2020 season.<\/p>\n

The 51s<\/sup>, on September 3, completed their 36th<\/sup> season in the PCL and final campaign as the Triple-A affiliate of the New York Mets. The Mets purchased Triple-A Syracuse on October 20, 2017 and will begin play in the International League in 2019.<\/p>\n

Vikings ink kicker Bailey<\/p>\n

UNDATED (AP) \u2014 The Minnesota Vikings have signed kicker Dan Bailey as the replacement for rookie Daniel Carlson, who missed field goal attempts of 48, 49 and 35 yards in Sunday’s 29-29 tie at Green Bay.<\/p>\n

Bailey is the second-most-accurate field goal kicker in NFL history at more than 88 percent, hitting 186 of 211 attempts. He was released by the Dallas Cowboys on Sept. 1.<\/p>\n

The suit says Danney injected Liuget with a substance banned by the FDA and the NFL.<\/p>\n

UNDATED (AP) \u2014 A group of Pro Football Hall of Famers is demanding health insurance coverage and a share of NFL revenues or else those former players will boycott the induction ceremonies.<\/p>\n

In a letter sent to NFL Commissioner Roger Goodell, NFLPA Executive Director DeMaurice Smith and Hall of Fame President David Baker \u2014 and obtained by The Associated Press \u2014 21 Hall of Fame members cited themselves as “integral to the creation of the modern NFL, which in 2017 generated $14 billion in revenue.”<\/p>\n

Among the signees were Eric Dickerson, who is listed as chairman of the newly created Hall of Fame Board the group has formed, Jim Brown, Jerry Rice, Joe Namath, Lawrence Taylor, and Sarah White, the widow of Reggie White.<\/p>\n

Brand is Sixers’ new GM<\/p>\n

UNDATED (AP) \u2014 A person familiar with the situation says the Philadelphia 76ers have made Elton Brand their new general manager, replacing Bryan Colangelo.<\/p>\n

Brand had worked for the Sixers as vice president of operations and also served as the general manager of the Delaware Blue Coats, the 76ers’ G League affiliate.<\/p>\n

Brand was the No. 1 pick of the 1999 draft by the Chicago Bulls and played two stints with the Sixers.<\/p>\n

Colangelo resigned in June as the 76ers’ president of basketball operations after what an investigation concluded was “careless and in some instances reckless” sharing of sensitive team information on Twitter.<\/p>\n

US Open champion Osaka dominant on return to action in Japan<\/p>\n

TOKYO (AP) \u2014 U.S. Open champion Naomi Osaka made a winning return to action in her homeland on Wednesday, overpowering Dominika Cibulkova 6-2, 6-1 to reach the quarterfinals of the Pan Pacific Open.<\/p>\n

Playing in her first tournament since winning the U.S. Open, third-seeded Osaka was in control from the outset, breaking Cibulkova in the first game at a sold-out Tachikawa Arena in Tokyo.<\/p>\n

The local favorite raced out to a 4-0 lead before Cibulkova finally held serve to win her first game. Osaka hit three aces to close out the first set.<\/p>\n

The 20-year-old Osaka broke her opponent three more times in the second set to win in just over an hour.<\/p>\n

Osaka became the first Japanese player to win a Grand Slam singles title, upsetting 23-time Grand Slam champion Serena Williams on Sept. 8 in New York.<\/p>\n

KOREAS-2032 JOINT BID<\/p>\n

North and South Korea say they plan bid for 2032 Olympics<\/p>\n

PYONGYANG, North Korea (AP) \u2014 North Korean leader Kim Jong Un and South Korean President Moon Jae-in say that the countries plan to jointly bid for the 2032 Summer Olympics.<\/p>\n

At a major summit, the two leaders gave no details of which cities might host certain events at the games, or how advanced the plans were.<\/p>\n

The International Olympic Committee traditionally does not announce host cities until seven years ahead of the games. That would give the Koreas until 2025 to put together a joint bid.<\/p>\n

Germany, with a multi-city bid, Brisbane, Australia and Jakarta, Indonesia are among those who have indicated they would bid for the 2032 Games. The India Olympic Committee has also said it could bid for 2032, as has South Africa’s Olympic committee in an attempt to bring the Olympics to Africa for the first time.<\/p>\n

She says she’s concerned about more damage to her South Carolina home and to the wedding dress hanging in a closet that she’ll need for her big day in November.<\/article>\n

SALT LAKE CITY (AP) \u2014 The woman who helped kidnap Elizabeth Smart and stood by as she was sexually assaulted is expected to be released from prison Wednesday. Smart said she believes Wanda Barzee remains a danger. Barzee will be under federal supervision for five years. If the 72-year-old violates terms that include required mental health treatment and an order not to contact Smart’s family, she would go back to prison.<\/article>\n
