Valley City, ND (KCSi-T.V. News Mar 27, 2013) — The Valley City Commission met in Special Session Wednesday (Mar 27, 2013) at 8-a.m. at City Hall. All Commissioners were present, with Commissioner Luke participating via telephone.<\/p>\n

Commissioners overviewed the spring 2013 flood forecast with U.S. Army Corps of Engineers Bald Hill Dam, Manager Rich Schueneman.<\/p>\n

He said, as of this morning the Lake Ashtabula level was at 1257. 15 feet, with the maximum draw down scheduled for 1257 feet..<\/p>\n

The Bald Hill Dam release this morning was cut to 100-120 cfs.<\/p>\n

He said the release will continue to be cut back to match inflows.<\/p>\n

He pointed out that the flood buyouts in Valley City as eliminated the need for 200,000 sandbags should the need for flood protect arise.<\/p>\n

Schueneman pointed out that the latest moisture survey indicates 2-4 inches locally and about 3-5 inches in the upper basin, which he said is good figure right now.<\/p>\n

He added that the National Weather Service will issue an updated seven day forecast this Friday.<\/p>\n

He said the river level, trigger that requires the installation of clay dikes on the Sheyenne in Valley City is 17 feet and at 18 feet the flow is 5500 cfs through Valley City.<\/p>\n

\u3000<\/p>\n

A Valley City Public Works budget update was presented by City Administrator David Schelkoph, which is planned to be regularly updated.<\/p>\n

He presented the five year overview history of each of the department\u2019s budgets.<\/p>\n

He projects a profit in the electrical department.<\/p>\n

He pointed out if the AMI meter reading proposal is approved, it will mean a reduction in overall costs. A public meeting is planned for April 4, 2013.<\/p>\n

Each department\u2019s estimated incomes were projected, with the electrical department income projected at $7.169 million.<\/p>\n

The Water Department budget was broken down to Treatment Plant income, and operations and maintenance.<\/p>\n

Discussions included the AMI and Electric Fund Payback Funds<\/p>\n

He said cash on hand is about $5.829 million.<\/p>\n

Schelkoph pointed out improvements to the downtown electric substation, and a transformer change out.<\/p>\n

Capital Improvement projects are earmarked at $1.4 million.<\/p>\n

The Commissioners discussed transfers from the city\u2019s electric fund to other utilities and for permanent flood control in Valley City, which includes $1 million.<\/p>\n

More decisions will be made based on action by the State Water Commision.<\/p>\n

Valley City, ND (KCSi-T.V. News) \u2013 Valley City State University will host a Regional Science Olympiad for teams of high school and junior high students on campus Thursday, March 28, 2013.<\/p>\n

Twenty-three high school teams and 16 junior high teams \u2013 comprising 500 to 600 students \u2013 will compete at VCSU.The VCSU event is one of five regional competitions throughout the state.<\/p>\n

Winning teams from each of the regionals will advance to the state competition April 20 at North Dakota State University.<\/p>\n

VCSU science students and faculty members, assisted by Science Olympiad team coaches, will run the various events on topics including anatomy and physiology, food science, astronomy, forestry, rocks and minerals, thermodynamics, water quality, musical sounds, circuits, chemistry, and genetics, among others.<\/p>\n

Most events will be held in the new Rhoades Science Center, with additional competition taking place in Foss Music Hall, Graichen Gym and the City Auditorium.<\/p>\n

FARGO, N.D. (KCSi-T.V. News Mar 27, 2013) \u2014<\/strong> The American Red Cross Minn-Kota Region is part of a national test of the next generation of the organization\u2019s emergency response vehicle, with the new vehicle prototype in Jamestown on Saturday, March 30, <\/sup>2013.<\/p>\n

The vehicle will be showcased at the Jamestown Business Center West Parking lot for disaster volunteers to view, test drive and evaluate.<\/p>\n

In the afternoon Red Cross Volunteers will be assisting the Jamestown Rural Fire Department\u2019s \u2018Auto Extrication Training Exercise\u2019.<\/p>\n

The vehicle will be providing drinks and snacks during the break for all those taking part in this event.<\/p>\n

Buffalo Valley Chapter, Manager, Beth Dewald says, “This is an incredible opportunity for our community to be a part of shaping the future of our services and the iconic Red Cross response vehicle. Our community will help ensure that this redesigned vehicle will effectively provide help, hope and comfort to people in need after disasters across the country.”<\/p>\n

The Minn-Kota Region is one of two dozen Red Cross groups across the country in the testing and assessment program for the new vehicles.<\/p>\n

The prototypes are the result of a five-year process engaging Red Cross volunteers, staff, partners and the design community to create a vehicle that is more cost efficient and provides a better experience for both Red Crossers and the people we help.<\/p>\n

Currently, the Red Cross has more than 320 emergency response vehicles in 49 states that are used after disasters like home fires, tornadoes and floods to serve meals, snacks and beverages to families and distribute relief supplies.<\/p>\n

Ms Dewald adds, “Over the next decade, the Red Cross expects to replace our current fleet of response vehicles while saving millions of dollars by switching to a more effective platform with reduced maintenance costs. With the help of communities like Jamestown, we\u2019ll be able to make sure that the new design meets the needs of the people who turn to us for help after disasters.”<\/p>\n

The Red Cross has a long history of providing help and comfort from mobile vehicles. In 1898, Clara Barton used a wagon as an ambulance for her work on the battlefield. During World War II, the Red Cross used clubmobiles to support U.S. servicemen. In 1984, the Red Cross began to standardize the organization’s disaster response vehicles around an ambulance design. Prior to the 1984 initiative, the Red Cross used converted bread trucks, station wagons and pickup trucks to deliver meals and snacks after disasters. The prototypes that are being tested today represent the next generation of these historic response vehicles.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – U.S. Senator Heidi Heitkamp has urged North Dakota’s Legislature to make affordable housing a priority. The Democrat addressed both chambers at the state Capitol yesterday. Heitkamp says the oil boom has brought workers to the state, but their families are left behind because of the lack of housing in North Dakota.<\/p>\n

Senator Heitkamp will be in Valley City on April 4, 2013.<\/p>\n

\u00a0WILLISTON, N.D. (AP) – Authorities have identified one of two people who died in a camper fire in Williston.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 The Williams County Sheriff’s Office says 47-year-old Lawrence Norman, of Kelso, Wash., died in the blaze early Monday. Authorities are still trying to identify a female who also died.
\n\u00a0
\n\u00a0\u00a0\u00a0\u00a0 Authorities say the cause of death was smoke inhalation. The cause of the fire is still being investigated.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A North Dakota woman who authorities say was upset about abortion legislation is accused of threatening to kill a state lawmaker.

\n\u00a0\u00a0\u00a0\u00a0 Nicolette Knudson, of Lidgerwood, allegedly called Bismarck Republican Sen. Margaret Sitte (SIHT’-ee) at 3 a.m. on Feb. 27 and threatened to kill her.\u00a0 Knudson was arrested Wednesday after an investigation by state Capitol security and faces a felony charge of threatening a public servant, along with drug charges.

\n\u00a0\u00a0\u00a0\u00a0 Court documents do not list an attorney for Knudson. Phone numbers listed for her are disconnected.

(AP) – Authorities have issued an arrest warrant for a Fargo man who allegedly posted messages on Facebook asking someone to burn down the Mesa, Arizona house of the bosses who had just fired him. Cass Mortenson, who is in his mid-30s, is wanted on a felony terrorizing charge.<\/p>\n

\u00a0 FARGO, N.D. (AP) – Federal prosecutors in North Dakota have unsealed indictments against 15 people accused of bilking victims out of more than $1 million in a Jamaican lottery scam. Charges against 11 defendants were made public yesterday, after four people pleaded not guilty earlier to several charges. North Dakota and South Dakota are the latest states whose residents have been victimized by the scam.<\/p>\n

\u00a0FARGO, N.D. (AP) – Prosecutors want to seize a Hummer vehicle a West Fargo landlord used to run over a former tenant – an incident that landed 75-year-old Alois Vetter in prison. Vetter was sentenced to two years behind bars in the assault and reckless endangerment case because jurors decided the Hummer constituted a dangerous weapon. Vetter’s October 2011 conviction was upheld by the state Supreme Court in January.<\/p>\n

\u00a0HUDSON, Wis. (AP) – A potential plea change for a North Dakota man accused of killing his three daughters in Wisconsin is on hold.

\n\u00a0\u00a0\u00a0\u00a0 Defense attorney John Kucinski had said Aaron Schaffhausen might change his plea at Wednesday’s pretrial hearing in Hudson, Wisconsin. Schaffhausen has pleaded not guilty by reason of mental disease or defect.

\n\u00a0\u00a0\u00a0\u00a0 Kucinski said Schaffhausen might admit the killings but maintain an insanity claim. But after prosecutors and defense attorneys met for several hours, St. Croix County Circuit Judge Howard Cameron said the two sides would file briefs on the matter and he set another hearing for Thursday.

\n\u00a0\u00a0\u00a0\u00a0 The Minot construction worker faces three counts of first-degree intentional homicide in the July 10th deaths of his daughters, 11-year-old Amara, 8-year-old Sophie and 5-year-old Cecilia. His trial starts Monday.<\/p>\n

\u00a0FARGO, N.D. (AP) – An attorney representing a Fargo TV station being sued by a former anchorwoman has asked a federal judge to dismiss the age discrimination suit. Attorney Gina Janeiro told U.S. District Judge Ralph Erickson during a Tuesday hearing that the decision by KXJB-KVLY TV to remove then-50-year-old Robin Huebner from the station’s 10 p.m. newscast and replace her with a woman about half her age did not constitute age discrimination.<\/p>\n

\u00a0BISMARCK, N.D. (AP) – A North Dakota University System employee is accusing Chancellor Hamid Shirvani of giving state lawmakers misleading information to make two college presidents look bad.

\n\u00a0\u00a0\u00a0\u00a0 Staff member Linda Porter told lawmakers Wednesday that Shirvani purposely compared the University of North Dakota and North Dakota State to larger schools when providing data such as graduation rates. She says Shirvani wants to get rid of the schools’ presidents.

\n\u00a0\u00a0\u00a0\u00a0 Shirvani says he didn’t manipulate any data and that he is getting tired of relentless attacks. He has been criticized for his management style and some lawmakers have sought to oust him. The state Board of Higher Education recently passed a resolution of support for Shirvani.

\n\u00a0\u00a0\u00a0\u00a0 Porter wants the House Appropriations Committee to investigate.<\/p>\n

\u00a0\u00a0BISMARCK, N.D. (AP) – The Dakotas Conference of the Seventh-day Adventist Church has moved its headquarters from South Dakota’s capital city to North Dakota’s capital.

\n\u00a0\u00a0\u00a0\u00a0 The church had been based in Pierre for decades. The headquarters for the Seventh-day Adventist churches and schools in the Dakotas is now on a three-acre lot in Bismarck.<\/p>\n

BISMARCK, N.D. (AP Mar 27, 2013) \u2013 Guards, guards, everywhere guards. Frontcourt players took a back seat when the 2013 Class A boys all-state basketball team was selected.<\/p>\n

As chosen by the state Associated Press Sportscasters and Sportswriters Association, the first team consists of three pure guards and three rovers.<\/p>\n

A.J. Jacobson of state champion Fargo Shanley is the focal point of the team. He won a triple crown of sorts by winning a state championship, earning the Class A senior athlete award and claiming Mr. Basketball honors.<\/p>\n

Along the way, he broke the unofficial Class A career scoring record with 2,002 points. He averaged 26.4 points, 12.8 rebounds and 5.1 assists as a senior and scored 27 points in the Deacons\u2019 73-54 win over Bismarck in the state title game.<\/p>\n

In addition, he grabbed 12 rebounds and assisted on six baskets against Bismarck. For the season he averaged 2.6 steals and 2.5 blocked shots. He\u2019ll attend North Dakota State next fall.<\/p>\n

Jacobson\u2019s first-team all-state teammates are Mac Kroeplin of Grand Forks Red River, Erron Collins of Mandan, Nate Mertens of Devils Lake, Tanner Kretchman of Fargo Davies and Ben Weisbeck of St. Mary\u2019s. Jacobson returns to the first team. Weisbeck, Kroeplin and Mertens were second-team picks last season.<\/p>\n

Kroeplin, Collins and Mertens were Mr. Basketball finalists.<\/p>\n
