Highs in the mid 40s.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>The strongest winds shift into central North Dakota Saturday night as they begin to decrease in the west.<\/p>\n<p>Widespread chances of rain to develop Saturday afternoon and continue into Saturday evening, tapering off later Saturday night.<\/p>\n<p>Rain may mix with snow over eastern portions of central North Dakota late Saturday night as the precipitation begins to taper off.<\/p>\n<p>A cooling trend and modest chances of rain and snow next Monday night and Tuesday.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 The Jamestown Stormwater Committee met Thursday evening at City Hall.<\/p>\n<p>The committee heard from Kevin Smith of AE2S.\u00a0 All members were present.<\/p>\n<p>Smith gave a scope overview and brought the committee update.<\/p>\n<p>He said right now the street and engineering department is funding the current stormwater management, at about $500,000 in 2019.<\/p>\n<p>A stormwater utility would be funded separately.<\/p>\n<p>He said stormwater management needs have been reviewed with city officials, along with the rate structure, and \u00a0generating enough dollars in the utility fees for the proposed utility.<\/p>\n<p>As an example he said the city hall building\u2019s fee would be $10 per month.<\/p>\n<p>The fee would be $3 to $4 per month for the typical single family residential property.<\/p>\n<p>State Hospital and Jamestown Regional Airport rates are being studied.<\/p>\n<p>More meetings will be held with the higher rate payers.<\/p>\n<p>No recommendations were made from the Stormwater Subcommittee to implement a storm water utility program.<\/p>\n<p>The meeting was shown live on CSi Cable 67 followed by replays.<\/p>\n<p>&nbsp;<\/p>\n<p>Jamestown\u00a0 (CSi)\u00a0 \u00a0The Jamestown City Council\u2019s Police &amp; Fire, and Public Works Committee also met Thursday evening at City Hall.\u00a0 All members were present.<\/p>\n<p><strong>POLICE &amp; FIRE COMMITTEE BUSINESS:<\/strong><\/p>\n<p>No agenda items at this time.<\/p>\n<p><strong>PUBLIC WORKS COMMITTEE:<\/strong><\/p>\n<p class=\"Default\">A recycling collection update was given by Recycle North Dakota\u2019s Ralph Freibel. He said the recycling center is now located at the former Coke Plant in Southeast Jamestown. He said the equipment to separate the recyclables is still in the installation process.\u00a0 He said parking will be adjusted at the east side of the building as time goes on.<\/p>\n<p>Then, a Garbage collection update was given by sanitation foreman Roger Mayhew.<\/p>\n<p>He presented a map out-ling alleys where collection is problematic concerning safety issues with the new larger automated garbage trucks.\u00a0 He said recycling has also been notified of the map. Council Member Brubakken said the effected property owners will be notified of a meeting with garbage and recycling officials.<\/p>\n<p>&nbsp;<\/p>\n<p>With implementing the optional walk up garbage pick up, the cost is $20 per month, collected at curb side.\u00a0The service is geared for residents not able to move their garbage containers to the street or alley.\u00a0 Recycling issues with walk up are yet to be determined.<\/p>\n<p>&nbsp;<\/p>\n<p>In other business:<\/p>\n<p class=\"Default\">The committee recommend approving Change Order No. 1, to Strata Corporation, for the 2018 Safe Routes to School Sidewalk District 18-21 (PCC Sidewalk, ADA Curb Ramps, and Incidental Items), for a net increase in the contract price of $2,219.88, and extending the completion date of the project by one day for the additional work.<\/p>\n<p class=\"Default\">The committee recommends approving considered Change Order No. 2, to Strata Corporation, for the 2018 Safe Routes to School Sidewalk District 18-21 (PCC Sidewalk, ADA Curb Ramps, and Incidental Items), for a net increase in the contract price of $4,446.20, to be completed in October or November, weather permitting.<\/p>\n<p class=\"Default\">Travis Dillman from Interstate Engineering gave an update on projects.He said the river cleaning is completed, along with the Safe Street to Schools project and the 5<sup>th<\/sup> Street project is completed, along with the Northwest watermain project. (AP) \u2014 The North Dakota Oil and Gas Division says two brine spills have been reported in the western parts of the state.<\/p>\n<p>Both spills were reported Wednesday. Berenergy Corp. reported that 37,800 gallons of brine were released due to a pump leak at the Martha Thompson salt water disposal well northeast of Glenburn in Renville County.<\/p>\n<p>The product was contained on-site and the entire spill has been recovered. A state inspector has been to the site and will monitor any additional remediation.<\/p>\n<p>A second spill of 12,600 gallons of brine was reported at the Two Shields Butte oil and gas well, east of Mandaree in Dunn County.<\/p>\n<p>Rimrock Oil and Gas Williston LLC says the brine was released due to a tank leak. Product was contained on-site, and cleanup is underway.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D. (AP) \u2014 Bismarck State College will continue its partnership with Saudi Arabia to provide energy sector training despite international condemnation of the slaying of Saudi journalist Jamal Khashoggi, the school&#8217;s president said.<\/p>\n<p>President Larry Skogen on Tuesday called Khashoggi&#8217;s death concerning, but said the school will maintain its agreement with the Saudi government to train youth at the National Power Academy in Dammam, the <a href=\"https:\/\/bismarcktribune.com\/news\/local\/bismarck\/bismarck-state-college-continues-contract-with-saudi-arabia\/article_59014488-bcb9-5e69-a087-debcf2d9b9ab.html\">Bismarck Tribune<\/a> reported.<\/p>\n<p>Khashoggi, a Washington Post columnist and critic of the Saudi kingdom, died Oct. 2 at the Saudi Consulate in Istanbul, Turkey. Saudi officials have claimed that the writer&#8217;s death was accidental, but Turkish officials <a href=\"https:\/\/www.apnews.com\/4bb27ac30e564cbbb5e05fd502b060b9\">allege<\/a> the killing was planned.<\/p>\n<p>The Saudi narrative of what happened to Khashoggi shifted on Thursday, as Saudi <a href=\"https:\/\/apnews.com\/602e88e1b76148c48dcfe4838d9be33b\">prosecutors said<\/a> that Turkish evidence shows the slaying was premeditated.<\/p>\n<p>&#8220;We just have to watch carefully as these things unfold and whatever lead the United States and federal government, who&#8217;s in charge of foreign policy, whatever they&#8217;re doing,&#8221; Skogen said.<\/p>\n<p>The college <a href=\"https:\/\/www.apnews.com\/eee6b0ba8bef4c4f94c1caba51ff4819\">launched<\/a> the program in September after months of negotiations. He replaces Paul Molitor, who was <a href=\"https:\/\/apnews.com\/3a101b0b4af94bd6839f31debf718961\">fired after four seasons with a 305-343 record<\/a> . Baldelli will be the first major league manager born in the 1980s.Baldelli spent the last four years on the staff of Rays manager Kevin Cash, the first three as first base coach. His role for 2018 was a newly created position called major league field coordinator, helping Cash and bench coach Charlie Montoyo with in-game strategy, working with the outfielders and focusing on the continued development of the team&#8217;s young players.Those were the magic words in Baldelli&#8217;s bio for Twins chief baseball officer Derek Falvey and general manager Thad Levine. They were effusive with their praise of Molitor for his acumen, character and flexibility, but the closest Falvey and Levine came to articulating a specific reason for Molitor&#8217;s dismissal when they announced it a little more than three weeks ago was a desire for deeper connections with millennial players in hopes of more productivity on the field.&#8221;Today&#8217;s player is increasingly demanding on coaches and managers relative to relationships and motivation and those sorts of things,&#8221; Levine said then. &#8220;We need to continue to try to put the resources around them that can service them, in this new generation of player.&#8221;Whether or not the 62-year-old Molitor could have done more, the 2018 season was a mess for center fielder Byron Buxton and third baseman Miguel Sano, the two players long groomed to be the franchise cornerstones. The Twins finished 78-84 after making the AL wild card game in 2017.The 24-year-old Buxton was again affected by injuries and struggled anew at the plate, so much that he spent the last four months in Triple-A. Though Buxton won a Gold Glove award in 2017 and has 46 steals in 51 career attempts, his on-base-plus-slugging percentage is just .672 in 306 major league games.The 25-year-old Sano also had a career-worst season in 2018 after making the All-Star team the year before. He spent six weeks in the minor leagues for a midseason reconditioning of his work habits and hitting approach and struck out 115 times in 299 plate appearances with the Twins.Prior to joining the coaching staff with the Rays, Baldelli was a special assistant in the front office of the team that drafted him sixth overall in 2000 out of high school in Rhode Island. Baldelli debuted with the Rays at age 21 in 2003, finishing third in the American League Rookie of the Year award voting after batting .289 with 51 extra-base hits and 27 stolen bases. He picked up the nickname &#8220;Woonsocket Rocket&#8221; for his birthplace city and his speed on the field.The only year as a professional he spent apart from the Rays was 2009, when he played in 62 games for Boston. In 2008, he drove in the go-ahead run for the Rays in Game 7 of the AL Championship Series against the Red Sox and homered for the Rays in Game 5 of the World Series the following week. Injuries hounded him for most of his career, however, and a <a href=\"https:\/\/www.nytimes.com\/2008\/10\/17\/sports\/baseball\/17baseball.html\">rare disorder that caused muscle fatigue<\/a> ultimately forced him to retire after the 2010 season.<\/p>\n<p>Baldelli will be the 14th manager for the Twins since the franchise relocated from Washington in 1961, only their fourth manager since 36-year-old Tom Kelly took over in 1986 and their first manager hire outside the organization since Ray Miller in 1985.<\/p>\n<p>Cash, who is 40, is the next-youngest manager behind Baldelli. The Twins under Falvey and Levine over the last two years have dived much more deeply into the data-driven era of the grand old game, with a particular admiration for what the Rays have pioneered.
