BISMARCK, N.D. (AP) – North Dakota Gov. Jack Dalrymple has issued a disaster declaration in preparation for potential spring flooding throughout the state.<\/p>\n

The declaration covers counties and tribal nations that have a 50 percent chance of exceeding the definition of moderate flood stage.<\/p>\n

Flood outlooks released by the National Weather Service and National Oceanic and Atmospheric Administration show the likelihood of flooding along the Souris, Sheyenne, James, Pembina and Devils Lake basins.<\/p>\n

The declaration activates the state’s emergency operations plan, which requires that state officials, agencies and the North Dakota National Guard prepare for flood response.<\/p>\n

Dalrymple says the declaration is an important step in getting state money to fight floods. He earlier promised residents that the state would provide the necessary resources.<\/p>\n

Jamestown, ND (KCSi-T.V. News) — The Jamestown Performing Arts Association presents, “The Last Annual Comedy Revue,” on Saturday & Sunday April 6, 7, 2013 at 7:30 each evening at the Jamestown Arts Center.<\/p>\n

On Friday\u2019s Wayne Byers Show on CSi Cable 2, spokesperson, Bruce Berg said, all proceeds from ticket sales of $8 for adults and $3 for students will go to support the arts in the Jamestown area. Tickets will be available at the door.<\/p>\n

Berg said, on the comedy side, veteran performers will be back and some new faces will be on stage.<\/p>\n

There will be musical presentations as well, with some new performers.<\/p>\n

TURTLE LAKE, N.D. (AP) – The state fire marshal’s office is investigating the cause of a fire that damaged a bar in the central North Dakota town of Turtle Lake.<\/p>\n

City Fire Chief Tim Larson says no one was in Biggies’ Bar at the time of the blaze about 6:30 a.m. Friday. Residents of an apartment in the building were safely evacuated.<\/p>\n

A damage estimate was not immediately available.<\/p>\n

MINOT, N.D. (AP) – A 36-year-old man has been arrested in Minot in connection with attempted murder.<\/p>\n

The Minot Police Department says the man was arrested after authorities received a call about 1:30 a.m. Sunday stating that a man in a vehicle had pointed a firearm at her and shot her vehicle.<\/p>\n

The caller followed the vehicle until it was stopped by the North Dakota Highway Patrol, Ward County Sheriff’s deputies and officers the Minot Police Department.<\/p>\n

The suspect was placed under arrest for terrorizing and attempted murder. He was transported to the Ward County Jail.
\nSIOUX FALLS, S.D. (AP) – A North Dakota woman living on the Spirit Lake nation who says she was sexually abused as a child is the subject of an upcoming PBS documentary. “Kind Hearted Woman” follows Robin Poor Bear as she speaks out about the sexual abuse and her struggles to raise her children. The two-part documentary begins airing today.\u00a0 (The program will be shown on CSi 13 PBS, from 8-p.m. to 10-p.m.)<\/p>\n

FARGO, N.D. (AP) – Fargo officials are preparing for volunteers to fill sandbags.<\/p>\n

The city plans to fill 1 million sandbags in preparation for spring flood along the Red River and its tributaries. Half of those bags will be available to Cass County residents.<\/p>\n

The latest flood outlook by the National Weather Service gives a 50 percent chance of the river topping out at 20 feet above flood stage in Fargo and neighboring Moorhead, Minn.<\/p>\n

Fargo’s volunteer hotline will be accepting calls Monday. Sandbag operations are scheduled to start Wednesday at a city storage facility.<\/p>\n

The hotline number is 701-476-4000.<\/p>\n

BISMARCK, N.D. (AP) – North Dakota’s House has rejected a measure that would have given people an income tax credit if they donated money to a nonprofit organization that operates a homeless shelter in the state.<\/p>\n

The House killed the bill Friday. The measure unanimously passed the Senate last month.<\/p>\n

Republican Rep. Jim Schmidt of Huff says there’s a need for more homeless shelters in North Dakota. But he says the tax credit wasn’t fair to other nonprofits in the state.<\/p>\n

The North Dakota Homeless Coalition says the state has an immediate need for at least 1,500 beds statewide.<\/p>\n

BISMARCK, N.D. (AP) – A handful of North Dakota Republicans have joined Democrats in saying that it’s irresponsible for lawmakers to pass anti-abortion measures without setting aside money to fight court battles.<\/p>\n

Lawmakers so far have shunned suggestions to set aside money for litigation after passing laws that would make the state the nation’s most restrictive to get an abortion.<\/p>\n

Gov. Jack Dalrymple signed three bills into law last week. A fourth could land on his desk this week. Dalrymple has called on lawmakers to set aside money for litigation.<\/p>\n

Democratic Sen. Mac Schneider says taxpayers “deserve to know the cost of litigating these bans.”<\/p>\n

He says the Legislature’s move to enact the most stringent abortion laws in the nation could backfire, leaving the state on the hook for both sides’ litigation costs.<\/p>\n

OMAHA, Neb. (AP) – A monthly economic survey for nine Midwest and Plains states including North Dakota jumped last month, suggesting improving economic growth for the region. The Mid-America Business Conditions Index hit 58.2 in March, compared with 53.1 in February. Economist Ernie Goss credits the increase to “the strongest new-orders growth in two years.”<\/p>\n

GRAND FORKS, N.D. (AP) – A Grand Forks County commissioner says that despite a leadership change at the Grand Forks Air Force Base, a handful of regional economic development goals should remain on course.<\/p>\n

John Schmisek, who is also a member of the area’s Base Realignment Impact Committee, tells The ousting of base Wing Commander Col. Tim Bush will not affect plans for an unmanned aircraft systems business park.<\/p>\n

Bush was relieved of command earlier this month after he didn’t meet physical fitness requirements. Vice Commander Col. Christopher Mann has assumed command.<\/p>\n

Bush’s department also should not affect the potential for a new aerial-refueling mission at the base and North Dakota’s application to become a test site for the integration of unmanned aircraft into commercial airspace.<\/p>\n

BISMARCK, N.D. (AP) – Hunters, trappers and anglers in North Dakota need new annual licenses today.<\/p>\n

The state Game and Fish Department is reminding outdoors enthusiasts that new fishing and furbearer licenses are required starting April 1 each year. They are good through next March.<\/p>\n

Licenses can be purchased online at the Game and Fish website, www DOT GF DOT nd DOT gov.<\/p>\n

FARGO, N.D. (AP) – North Dakota State University football players are strapping on the helmets again, only three months after the Bison won their second straight NCAA Football Championship Subdivision title.<\/p>\n

Spring practice was getting under way Monday. Coach Craig Bohl\u00a0says \u00a0finding backups for three starting linebackers will be a focus. All three made it through last season despite battling injuries, and Bohl says he doesn’t think the team “can push the envelope like that again.”<\/p>\n

The Bison return 24 seniors, with most of them having played since their freshman seasons. They include quarterback Brock Jensen.<\/p>\n

Injuries will keep eight players out of spring drills, but Bohl says the fact that all of them have extensive experience lessens the blow.<\/p>\n

UNDATED (AP) – Monique Reid hit two free throws with 2.6 seconds left to lift fifth-seeded Louisville to a stunning 82-81 upset of top-ranked, defending national champion Baylor in the regional semifinals of the NCAA women’s tournament.
\nThe win earns the Cardinals a date with Tennessee in the regional finals.<\/p>\n

Kamiko Williams scored 15 points, Cierre Burdick had 13 and second-seeded Tennessee routed Oklahoma 74-59 in the other semifinals.<\/p>\n

Skylar Diggins scored 22 of her 27 points by halftime, becoming Notre Dame’s career scoring leader, as the top-seeded Fighting Irish beat Kansas 93-63 in the semifinals of the Norfolk Regional.

TOLEDO, Ohio (AP) – Saint Cloud State earned its first-ever Frozen Four berth\u00a0 with a 4-1 win over Miami (Ohio) in the Midwest Regional title game. Joey Benik and Cory Thorson each scored twice for the Huskies, who will face Quinnipiac in a national semifinal on April 11th. Ryan Faragher had 20 saves for Saint Cloud State.

HUMBLE, Texas (AP) – D.A. Points fired a bogey-free 6-under 66 to win the Houston Open, his second victory on the PGA Tour.\u00a0 Points finished up with a 16-under total for a one-shot win over Henrik Stenson and Billy Horschel, who also posted 66’s.<\/p>\n

Points kept alive the streak of Americans winning all 14 events on the PGA Tour this year. He also earned a spot in the Masters in two weeks as did Stenson.<\/p>\n

Play was delayed for 2 hours, 38 minutes late in the round due to inclement weather.<\/p>\n

TENNIS-SONY OPEN..<\/p>\n

KEY BISCAYNE, Fla. (AP) – Andy Murray erased a championship point to rally past David Ferrer 2-6, 6-4, 7-6 in a grueling final at the Sony Open. One point from defeat in the last set, Murray skipped a forehand off the baseline to stay in the match. He then dominated the tiebreaker as Ferrer appeared to cramp before collapsing to the court after one long point. The pair dueled for 2 hours, 44 minutes, and as a result, those viewing on CBS weren’t able to watch the end of the match as the network had to switch to the NCAA tournament game between Michigan and Florida.

BAGHDAD (AP) – Officials say seven Iraqi policemen are dead after a suicide bomber drove a fuel-laden truck into a police station in Tikrit today. More than 30 people were wounded. There was no immediate claim of responsibility, but the attack was typical of al-Qaida’s Iraq branch, the Islamic State of Iraq.<\/p>\n

KABUL, Afghanistan (AP) – An American soldier guarding a meeting of Afghan and U.S. officials in eastern Afghanistan has been killed by a teenager who stabbed the soldier in the neck. One official estimated the attacker was 16 years old, but he escaped so the age couldn’t be verified. The Wednesday stabbing is not being classified as an insider attack.<\/p>\n

SEOUL, South Korea (AP) – The latest U.S. response to weeks of threatening rhetoric from North Korea is to send F-22 stealth fighter jets to participate in annual war games with South Korea. South Korea’s new president, who has a policy of re-engagement with Pyongyang, told her top military leaders to respond strongly should North Korea attack. In the North, leader Kim Jong Un gathered legislators today for an annual spring parliamentary session.<\/p>\n

GALAX, Va. (AP) – Traffic is moving again today on Interstate 77 near the Virginia-North Carolina border after nearly 100 vehicles got tangled in a series of foggy crashes that killed three people. Virginia State Police determined 95 vehicles wrecked in 17 separate crashes within a one mile span.<\/p>\n

VATICAN CITY (AP) – Pope Francis waved from a window to cheering well-wishes ahead of a trip underground to pray at the tomb of St. Peter, the church’s first pontiff. Francis was to visit to the necropolis under St. Peter’s Basilica at the Vatican. The Vatican promised to release photos and videos.
