News) &#8212; The Valley City Commission met in Regular Session Monday evening (Apr 1, 2013) at City Hall.<\/p>\n<p>All members were present.<\/p>\n<p>At the outset, the youth who won the &#8220;Mayor for a Day,&#8221; essay contest, Tyler Compson was introduced, along with his parents, as a plaque was presented to Tyler. Over 100 essays were sent in.<\/p>\n<p>&nbsp;<\/p>\n<p>Approval of Consent Agenda items included:<\/p>\n<p>Monthly Reports from the Fire Chief, Building Inspector, Auditor, Municipal Judge and Public Works Accountant.<\/p>\n<p>Monthly Bills for the City and Public Works in the Amount of $1,229,552.46<\/p>\n<p>Game of chance raffle permit for VC Area Chamber of Commerce.<\/p>\n<p>&nbsp;<\/p>\n<p>Public Forum No one spoke.<\/p>\n<p>&nbsp;<\/p>\n<p>Ordinances<\/p>\n<p>Approved was the First Reading of an Ordinance creating a Perpetual Restrictive Covenant where structures were removed in accordance with the State Water Commission.<\/p>\n<p>Approved the First Reading of an Ordinance rezoning property A-Agriculture to R-2 Single and Two Family Dwellings located at Auditor\u2019s Lot 5 of the NE \u00bc of the SW \u00bc of Section 27, Township 140, Range 58 of the Fifth Principal Meridian in Barnes County, North Dakota.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>The Ordinance was recommended for approval by the City Planning Commission, and contains 38 lots.<\/p>\n<p>\u3000<\/p>\n<p>Resolutions<\/p>\n<p>A Public Hearing was held for Petition for Vacation of Alley Between 12<strong><span style=\"font-size: medium;\"><span style=\"font-size: xx-small;\">th <\/span><\/span><\/strong>Avenue NE and 2nd <span>Street NE for DeepRiver Properties. <\/span><\/p>\n<p>Following the Public Hearing the City Commission approved a Resolution approving a Vacation of Alley between 12<span><strong><span style=\"font-size: medium;\"><span style=\"font-size: xx-small;\">th <\/span><\/span><\/strong><\/span>Avenue NE and 2nd <span>Street NE. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p>Approved a Resolution approving the Final Plans and Specifications and advertise for Bids for Paving Improvement District No. 102\u20269<sup>th<\/sup> Street Northeast and 12<sup>th<\/sup> Street Northeast, in the amount of $800,000.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved a Resolution approving the Final Plans and Specifications and advertise for Bids for Paving Improvement District No. 103, the Prairie View Addition.<\/p>\n<p>&nbsp;<\/p>\n<p>Approved a Resolution Accepting Bid and Awarding Contract for Storm Sewer District No. 48. to Swanberg Construction in the amount of $367,803.<\/p>\n<p>&nbsp;<\/p>\n<p>New Business<\/p>\n<p>&nbsp;<\/p>\n<p>City Commissioners approved blocking off the street on Central Avenue, from, Main Street to 3<span style=\"font-size: medium;\"><span style=\"font-size: xx-small;\">rd <\/span><\/span><span>Street North for Barnes County Relay for Life on June 21, 2013 from 6 pm to 11 pm. <\/span><\/p>\n<p>Mary Dahl of the American Cancer Society in Fargo said tentative plans are to change this year\u2019s event and to end it at 11-p.m., instead of overnight, and hold the Relay in downtown Valley City.<\/p>\n<p>The City Commission voted to approve, the duration of the street closure from 4-p.m. to 2-a.m., inclusive of set up and take down times.<\/p>\n<p>&nbsp;<\/p>\n<p>Commissioner Nielson led a discussion concerning the Strategic Plan update.<\/p>\n<p>She said the kickoff will be with public discussion, then more information will be coming after contacting city officials in Dickinson, and how they are performing the process.<\/p>\n<p>&nbsp;<\/p>\n<p>The City Commission then approved changing the Public Works $1 million loan to the city for the Phase I home buyout project to a transfer of $1 million to the City. Commission Magnuson suggested transferring the funds from the Electrical Department, on a one time basis, and only the amount required for the buyouts.<\/p>\n<p>&nbsp;<\/p>\n<p>City Administrator David Schelkoph\u2019s Report<\/p>\n<p>He noted his son is now serving his country in Afghanistan, and thanked the city for his time off, to see his son off.<\/p>\n<p>He talked about information he obtained during his trip to Washington DC, and talked with the State\u2019s congressional delegation, discussing issues concerning federal regulations and other issues pertaining to cities.<\/p>\n<p>&nbsp;<\/p>\n<p>He pointed out city employees are involved in the Mercy Hospital , &#8220;One the Move,&#8221; wellness program.<\/p>\n<p>The city will hold a public meeting on the AMI automated meter reading program, this Thursday.<\/p>\n<p>&nbsp;<\/p>\n<p>City Updates &amp; Commission Comments<\/p>\n<p>City Auditor Richter noted April 8-12 is City Government week, and the public is welcome to tour City Hall, and find out more about city government, in Valley City.<\/p>\n<p>Fire Chief Retterath said the repairs to the outdoor sirens is about 90% complete.<\/p>\n<p>City Assessor, Sandy Hanson said the Valley City Board of Equalization meeting is set of Tuesday April 9, 2013, at 4-p.m., at City Hall.<\/p>\n<p>Mayor Wekrhoven suggested utility hookup fees be reduced.<\/p>\n<p>&nbsp;<\/p>\n<p>The meeting was shown live on CSi Cable 68, followed by replays.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Valley City, ND (KCSi-T.V.
