\"\"Jamestown\u00a0 (JPD)\u00a0 On Monday December 3, 2018, at 11:11-a.m., Stutsman County Communications Center received information from an anonymous concerned citizen reporting a male with an active arrest warrant was currently inside 122 Sunnyside Trailer Court. The caller indicated the suspect drove a vehicle to the trailer house, which was still parked outside.<\/p>\n

Assistant Police Chief, Major, Justin Blinsky’s news release continued, Jamestown Police Officers responded to 122 Sunnyside Trailer Court and the first officer to arrive observed a male walking into the residence. The officer attempted to make contact at the residence and a female answered the door. She notified officers of the male\u2019s identity in the back bedroom. Officers attempted to make contact, but the male suspect fled out of a window and ran through the trailer park.<\/p>\n

Officers witnessed the male suspect flee into 128 Sunnyside Trailer Court. Multiple Officers set up a perimeter around the residence and attempted to convince the suspect to come out and give himself up. The male refused to acknowledge the officers commands and a search warrant was obtained for the residence.<\/p>\n

Officers carried out the search warrant. During the search, Officers located Gary Zinck, Jr., a 43 year old resident of Jamestown, inside the entryway of the trailer house. Zinck Jr., was arrested on the Parole Violations warrant. He was taken into custody without incident and transported to Stutsman County Corrections, to await further legal proceedings.
\nThe Jamestown Police Department was assisted by the Stutsman County Sheriff\u2019s Office and North Dakota Dept of Corrections and Rehabilitation. The incident remains under investigation.<\/p>\n

Jamestown\u00a0 (CSi)\u00a0 The Jamestown City Council met in Regular Session, Monday evening at City Hall.\u00a0 \u00a0\u00a0All members were present.<\/p>\n

HEARING FROM THE AUDIENCE: \u00a0David Satrom said in December of 2017 his rental apartment was flooded while he was on vacation for two weeks, when the thermostat malfunctioned, causing the water pipe to burst.<\/p>\n

He said he\u2019s been paying back the city on a water bill of $1500.<\/p>\n

He said he\u2019s been paying the back bill over the past several months, and wanted to the city to further look into the status of the late fees, and payments.<\/p>\n

He added that he\u2019s been paying fees for services not used in apartment buildings, as well.<\/p>\n

Mayor Heinrich said the city will take his statements under advisement and look into the issues.<\/p>\n

The National League of Cities presented the City of Jamestown with an award at the recent convention in California. Blake Crosby, ND League of Cities Executive Director, accepted the award on behalf of the City of Jamestown. \u00a0The award recognized Jamestown for 50 years in the League of Cities, the longest running in North Dakota.<\/p>\n

Appointed Calvin Dupree to serve as a member of the Law Enforcement Governing Board for a four year term to expire December 2022.<\/p>\n

MAYOR AND COUNCIL MEMBER’S REPORT:<\/p>\n

Council Member Steele thanked the University of Jamestown for supporting the Jamestown Police Department to allow special uniforms worn during a recent hockey to be auctioned to support the police department.<\/p>\n

 <\/p>\n

Council Member Buchanan thanked law enforcement for their service, regarding life saving efforts performed during emergencies.<\/p>\n

 <\/p>\n

Council Member Phillips pointed out that the James River Valley Library System will hold an open to all public meeting and social, on December 11th<\/sup>.<\/p>\n

 <\/p>\n

Mayor Heinrich said the city is close to making a decision on re-establishing garbage and recycling routes, regarding alley and residential curbside, pick up.<\/p>\n

He asks residents not to go ahead with the changes, if they\u2019ve been notified until it goes into force.<\/p>\n

 <\/p>\n

OTHER BUSINESS:<\/p>\n

A PUBLIC HEARING<\/strong> was held \u00a0to obtain citizen views and to respond to questions related to the proposed Community Development Block Grant application for the Downtown Fa\u00e7ade Improvement Project; the community development and housing needs, including the needs or very low and low income persons, as well as other needs in the community that might be addressed through the CDBG program, and the performance of the City in carrying out its community development responsibilities. \u00a0No one spoke at the Public Hearing.<\/p>\n

 <\/p>\n

Following the Public Hearing, the Council approved, a Resolution to approve and authorize the signing and submission of the final grant application for the CDBG program to the North Dakota Division of Community Services for a ten-year, up to $100,000 annual grant for the Jamestown Downtown Fa\u00e7ade Improvement Project, for commercial property owners.<\/p>\n

 <\/p>\n

The City Council approved a Resolution to approve and authorize entering into an agreement with the State of North Dakota for a hazard mitigation grant for Phase III of the River Project to stabilize the riverbank, for which 75% is federal, 10% state funded, and 15% locally funded to be paid from the Special Assessments Deficiency Fund.<\/p>\n

Council Members then approved \u00a0a Resolution to approve and authorize entering into an agreement with Interstate Engineering to provide the basic civil design services and special services on the River Project: Phase III Riverbank Stabilization.<\/p>\n

 <\/p>\n

The City Council approved \u00a0a Resolution to approve the applications for Renaissance Zone Incentives for up to a five (5) year, one hundred percent (100%) state income tax exemption for the following pending approval by the State of North Dakota Department of Community Services<\/p>\n

City Assessor Jamison Veil explained specifics of each request.<\/p>\n

The first three requests concerned business properties.<\/p>\n

 <\/p>\n

1) Legendary Properties LLP on Lot 10, Block 1, Lindberg Addition (213 Lindwood Drive SW);<\/p>\n

2) William and Carrie Curtis on Lot 11, Block 1, Lindberg Addition (211 Lindwood Drive SW);<\/p>\n

3) Jon Lindberg, Lot 1, Block 1, Lindberg Addition (200 Lindwood Drive SW);<\/p>\n

The final application is under residential.<\/p>\n

4) Joseph and Jaime Kraehenbuehl, east 100 feet of Lots 16 and 17, and east 100 feet of the south 20 feet of Lot 18, Block 31, Jamestown Original (124 3rd Ave SE).<\/p>\n

 <\/p>\n

The City Council approved \u00a0a Resolution to approve and authorize signing of the Department of Transportation North Dakota State Aid for Public Transit Funding Agreement for Section 5311 and State Aid to Public Transit funding on behalf of Jamestown Taxi Service, and committing the local share of funds necessary as budgeted for 2019.<\/p>\n

The meeting was shown live on CSi Cable 67, followed by replays.<\/p>\n

 <\/p>\n

Jamestown\u00a0 (CSi)\u00a0 Passage in the North Dakota Legislature in 2019 of the \u201cPrairie Dog,\u201d legislature would bring significant annual dollars to the state non-oil producing counties.<\/p>\n

On Monday\u2019s Wayne Byers Show on CSi Cable 2, he said, counties including Stutsman would come in for $2.4 million dollars annually, on a continuing basis.<\/p>\n

He feels confident that the legislature will pass a bill to create the annual funding.<\/p>\n

On another topic, Mayor Heinrich said this month\u2019s joint City Council Committee meetings on December 18, will include a recommendation on changes in city garbage and recycling routes, with designated residential areas, moving from alley to curbside.<\/p>\n

He said most of the alley routes will remain as is.<\/p>\n

He pointed out that city officials have made a \u201cgood faith,\u201d effort to plan for the changes, as some alleys are not being navigated by the new larger garbage and recycling trucks.<\/p>\n

He said that stems from narrow\u00a0 alleys with a \u201cT\u201d design, plus\u00a0 alleys with structures close to the alley.<\/p>\n

He said maps outlining the changes will be \u201ctweaked\u201d a bit yet, before the final plan is set.<\/p>\n

He added at residences affected the changes have been notified by mail, with more possibly to be notified if more are indicated.<\/p>\n

Jamestown\u00a0 (CSi)\u00a0 The Jamestown Public School Board on Monday approved course changes at Jamestown High School and James Valley Career and Technology Center effective next school year.<\/p>\n

JHS Principal Adam Gehlhar pointed out that each department did research into where courses needed to grow and evolve. The courses will still teach to the standards but are more relevant and consistent.<\/p>\n

Course to start next school year will include, a nurse assisting course; sports and health classes to include living sports, dance, strength development and conditioning, food and fitness; business information and technology courses, and new math courses to include college level classes.<\/p>\n

Superintendent Robert Lech, \u00a0teacher-driven changes happen when needed and not on a schedule.<\/p>\n

The focus is, offering students courses with real-life applications, for students planning to go to college, two-year schools, the military or into the workforce.<\/p>\n

ST. PAUL, Minn. \u2013 The U.S. Army Corps of Engineers, St. Paul District, is rescheduling a public scoping meeting on its Lake Ashtabula master plan.<\/p>\n

The meeting is being postponed due to the closure of all federal offices Dec. 5, in honor of President George H.W. Bush. The public scoping meeting for Lake Ashtabula Master Plan planned for Dec. 5, is now rescheduled for Dec. 11, at the Valley City Fire Department. The Homme public scoping meeting will continue to be held on Dec. 6.<\/p>\n

BISMARCK, N.D. (AP) \u2014 North Dakota’s Health Department has confirmed the first case of a rare nervous system disorder that has affected dozens of children around the country.Officials say a suspected case of acute flaccid myelitis has been confirmed by the federal Centers for Disease Control and Prevention. The child was hospitalized in October and has since been released.The rare condition causes arm and leg muscles to weaken. Sometimes it is preceded by a viral infection, but there is no specific cause.There have been 134 confirmed cases in 33 states this year. Most of the people affected have been children.\u00a0<\/article>\n

GRAND FORKS, N.D. (AP) \u2014 Police have made an arrest for a bomb threat at the Grand Forks Public Library.<\/p>\n

Staff at the library called police about 2:30 p.m. Monday after a man said they had a bomb in their computer. The library was evacuated and the man was arrested. KFGO reports he was taken into custody for disorderly conduct.<\/p>\n

Officers cleared the library after finding no threat and it reopened a short time later.<\/p>\n

BISMARCK, N.D. (AP) \u2014 A federal judge in North Dakota has ordered a Rhode Island woman convicted of funneling lottery scam money between the U.S. and Jamaica through her airline job to remain jailed pending her February sentencing. Jurors in September convicted 28-year-old Melinda Bulgin of Providence of conspiracy, fraud and money laundering in the case authorities say bilked 90 mostly elderly Americans out of millions. Judge Daniel Hovland says Bulgin faces “significant time.”<\/p>\n

MOORHEAD, Minn. (AP) \u2014 Three people have been arrested following a shooting outside a grocery store in Moorhead.A 23-year-old New Brighton man and a 21-year-old Moorhead woman are in jail on possible charges relating to Sunday evening’s shooting in the parking lot of Hornbacher’s. Police say a juvenile was struck when shots were fired into a car. Others in the vehicle were not injured.KFGO reports a 21-year-old Moorhead woman was also arrested on an outstanding warrant. Police say it was not a random shooting.\u00a0<\/article>\n

FARGO, N.D. (AP) \u2014 North Dakota State quarterback Easton Stick has been named one of three finalists for the Walter Payton Award, which recognizes the offensive player of the year in the NCAA Football Championship Subdivision.<\/p>\n

The other finalists are Kennesaw State quarterback Chandler Burks and Samford quarterback Devlin Hodges. The winner will be announced at the STATS FCS awards banquet on Jan. 4, in Frisco, Texas, a day before the national championship game.<\/p>\n

Stick, from Omaha, Nebraska, has led NDSU to a 12-0 record and into the quarterfinals. He ranks second in FCS history for wins by a quarterback with 46. He’s third in the nation in passing efficiency and has accounted for 2,585 yards of total offense and 33 touchdowns, setting school career marks for total yards, passing touchdowns and total touchdowns.<\/p>\n

VALLEY CITY\u00a0\u00a0 (VCSU.edu)\u00a0 \u2013 Logan Nelson<\/a> poured in 29 points and the Valley City State men\u2019s basketball team made a season-high 16 3-pointers during a 94-72 victory over Oak Hills Christian College on Monday night.<\/p>\n

Nelson led the Vikings with six 3-pointers, going 6-for-8 from beyond the arc. Christian Kvilvang<\/a> knocked down five 3\u2019s as the duo highlighted a 16-for-31 team performance from deep. The Vikings made 12 of their 3-pointers in the second half as they outscored the Wolfpack 53-37 over the final 20 minutes of play.<\/p>\n

Valley City State improves to 3-7 overall. Oak Hills drops to 3-10 on the season.<\/p>\n

The Wolfpack took a 20-18 lead after nine minutes of play in the first half, but Valley City State gained control with a 15-2 run over the next four minutes, building a 33-22 advantage. The Vikings played to a 41-35 lead at the half, paced by 14 first-half points from Nelson and 10 off the bench by Connor Entzi<\/a>.<\/p>\n

The Vikings broke the game wide open midway through the second half. Leading 71-65 with 8:20 to go, the Vikings ripped off a 17-2 run over the next four minutes. Alex Weston<\/a> capped the big run with a 3-pointer, putting the Vikings ahead 88-67 with 4:15 remaining.<\/p>\n

Five Vikings reached double figures, led by Nelson\u2019s 29 points on 11-for-14 shooting. Kvilvang did all of his scoring from the 3-point line, finishing with 15 points on 5-for-9 shooting from deep. Weston knocked down three triples and finished with 11 points and three assists, and both Michael Cornelious<\/a> and Connor Entzi<\/a> scored 10 points. Cornelious added seven rebounds and four assists.<\/p>\n

VCSU center Chris Morgan<\/a> had a team-high 11 rebounds to highlight VCSU\u2019s 46-21 rebounding advantage. The Vikings recorded 24 assists in the game, including seven from Hunter McCalla<\/a>, who also had eight points and six rebounds.<\/p>\n

The Bulls promoted associated head coach Jim Boylen to take over.<\/p>\n

Hoiberg was named Chicago’s head coach in June 2015 after spending five seasons as head coach at Iowa State. He finishes his tenure in Chicago with a record of 115-155 (.426) and a single playoff appearance, when the Bulls were ousted in the first round by Boston in 2017.<\/p>\n

Ryan Ellis also scored and Pekka Rinne stopped 20 shots to help the Predators win their second straight.<\/p>\n

Sam Reinhart had a goal for Buffalo, which has lost three straight after a 10-game winning streak. Carter Hutton had 23 saves.<\/p>\n

Penguins send struggling forward Daniel Sprong to Ducks<\/p>\n

PITTSBURGH (AP) \u2014 The Daniel Sprong experiment is over for the Pittsburgh Penguins.<\/p>\n

The Penguins sent Sprong to the Anaheim Ducks on Monday for defenseman Marcus Pettersson.<\/p>\n

Pittsburgh selected Sprong in the second round of the 2015 draft, but the 21-year-old struggled to find a secure spot in Pittsburgh’s forward group. He thrived at the American Hockey League level, scoring 32 goals in 2017-18 for Pittsburgh’s AHL affiliate in Wilkes-Barre\/Scranton, but had trouble duplicating that success in the NHL. Sprong has four goals and five assists in 42 NHL games, including no goals and four assists in 16 games this season.<\/p>\n

Michigan moves up<\/p>\n

NEW YORK (AP) \u2014 Michigan has climbed to No. 5 in the latest AP Top 25 poll after impressive wins against ranked opponents.<\/p>\n

The top four remain unchanged in the poll released Monday with Gonzaga at the top, followed by Kansas, Duke and Virginia. But the Wolverines jumped Nevada and Tennessee after double-digit wins against North Carolina and Purdue last week.<\/p>\n

It continues a rapid ascent for the Wolverines, which played in the national championship game last season. Michigan started at No. 19 before quickly leaping into the top 10 after a blowout win at reigning champ Villanova on Nov. 14.<\/p>\n

Nevada, Tennessee, Auburn, Kentucky and Michigan State rounded out the top 10.<\/p>\n

‘NEW YORK (AP) \u2014 Alabama’s Tua Tagovailoa (tag-oh-vay-LOH’-ah), Oklahoma’s Kyler Murray and Ohio State’s Dwayne Haskins are the Heisman Trophy finalists, ensuring a quarterback will win the award for the 16th time in the last 19 years.<\/p>\n

Tagovailoa has been the favorite for most of the season, but Murray and Haskins both finished strong. Unlike most seasons, there should be some real drama Saturday night when the Heisman is awarded in New York City.<\/p>\n

Tagovailoa and Murray will also face off in the College Football Playoff.<\/p>\n

The finalists are determined by the margin of votes received, starting with the third- and fourth-place finishers. Ballots from 928 voters were due Monday.<\/p>\n<\/article>\n
