(AP) &#8211; A Rogers man has pleaded not guilty to possessing 12 pounds of marijuana within 1,000 feet of a school in Jamestown.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Fifty-one-year-old Charles Kettle allegedly brought the drugs from California. He faces a felony charge that carries a maximum punishment upon conviction of 20 years in prison.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0 Kettle was arrested on March 5 and appeared in court this week.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Police Chief Scott Edinger says the bust is one of the biggest in recent history in the city.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) \u2013 The former president of Mayville State and Valley City State University has filed a complaint against the North Dakota Board of Higher Education.<\/p>\n<p>Ellen Chaffee filed the complaint with the Higher Learning Commission, which handles accreditation for colleges and universities.<\/p>\n<p>Chaffee alleges that the Board of Higher Education is violating the Higher Learning Commission\u2019s policies by cutting itself off from direct contact with the state\u2019s universities and presidents.<\/p>\n<p>Chaffee says the sole source of information now comes from Chancellor Hamid Shirvani. Shirvani has come under fire from some legislators, students and others for his management style.<\/p>\n<p>Higher Education Board President Duaine Espegard says he needs to review the complaint before commenting.<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. News Apr 1, 2013) &#8212; The Jamestown\/Stutsman Development Corporation (JSDC) has given Cenex Harvest States, Incorporated (CHS) more time to research building the fertilizer plant planned for the Spiritwood Energy Park.<\/p>\n<p>On Wednesday\u2019s (Apr 3, 2013) Wayne Byers Show on CSi Cable 2, JSDC\u2019s Marketing\/Workforce Developer, Holly Miller said, the &#8220;pre-feed study,&#8221; was to expire on March 31, 2013, and has been extended to April 30, as plans are proceeding.<\/p>\n<p>The pre-feed study determines if operational raw materials will be available at the Spiritwood location, including water from sources, and increased capacity to provide natural gas to the Spiritwood Energy Park.<\/p>\n<p>In September of 2012 at a gathering in Bismarck, with Governor Dalrymple and other officials the announcement was made to build the $1.2 billion plant in the Spiritwood Energy Park.<\/p>\n<p>The plant will use natural gas from North Dakota\u2019s Oil Patch to produce anhydrous ammonia fertilizer.<\/p>\n<p>CHS has options to purchase land in Spiritwood Energy Park, and has been given time to complete its engineering and business research.<\/p>\n<p>Ms. Miller also said the JSDC\u2019s web site now has a tab with the SRF Consulting, draft land use plan.<\/p>\n<p>An open house with SRF will be Thursday April 4, 2013, from 3-p.m., to 7-p.m., at the Quality Inn &amp; Suites in Jamestown.<\/p>\n<p>The JSDC&#8217;s news release states:<\/p>\n<p>&#8220;The Jamestown\/Stutsman Development Corporation is currently involved in a Growth Management Plan for the City of Jamestown.<\/p>\n<p>This planning process includes a future land use plan which defines growth areas for the City of Jamestown and its two-mile Extraterritorial Area.<\/p>\n<p>Once adopted, the future land use plan will serve as a planning tool for the city and does not call for the immediate change in land use or zoning.<\/p>\n<p>Existing development that may be designated as a different land use in the future land use plan will be allowed to continue in its current use and zoning district for an indefinite amount of time or at such time that a zone change is requested.<\/p>\n<p>At a time in which the property owner wishes to change the zoning or land use of a property, the proposed change must comply with the future land use plan.<\/p>\n<p>The land use plan that will be presented at the April 4th Open House is currently in draft form and is subject to change following additional public input.&#8221;<\/p>\n<p>The JSDC will be represented at the Medina Ag Show on Saturday April 6, 2013.<\/p>\n<p>The JSDC\u2019s Annual Meeting will be on Tuesday, April 30, 2013 at 6-p.m., at the Quality Inn &amp; Suites in Jamestown.<\/p>\n<p>Included in the meeting will be the &#8220;Growing&#8221; Jamestown\/Stutsman County Awards, the 2012 Annual Report, and the 2012, JSDC Year in Review Report.<\/p>\n<p>Those planning to attend should RSVP Holly Miller by April 15, 2013, at 701-252-6861, or Holly@growingjamestown.com<\/p>\n<p>\u3000<\/p>\n<p>Jamestown, ND (KCSi-T.V. (AP) &#8211; Experts with the U.S. Geological Survey and National Weather Service say peak flooding on the Red River in Fargo will likely occur after April 15.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Gregg Wiche, director of the USGS North Dakota Water Science Center, says previous large April floods in Fargo have all peaked between the 15th and the 19th. The 1997 flood, the area&#8217;s second highest on record, peaked on April 18.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Wiche says above normal snowpack and cold March temperatures have contributed to the late melt. This year had the deepest average snow depth for the last day of March since weather records began in Fargo in the mid-1880s.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The weather service has given a 50 percent chance of the river in Fargo and Moorhead, Minn., reaching 38 feet, which would be the fifth highest flood.<\/p>\n<p>&nbsp;<\/p>\n<p>FARGO, N.D. (AP) &#8211; Volunteers in Fargo filled 110,000 sandbags during the first day of a 10-day campaign at Sandbag Central.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A storage shed for garbage trucks has been transformed into Sandbag Central, where volunteers are manning three so-called &#8220;Spider&#8221; machines, each of which can produce 5,000 bags an hour.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The bags may be needed to protect residents against what is predicted to be one of the top five Red River floods of all time in Fargo and neighboring Moorhead, Minn.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The goal is a million sandbags. Fargo has 750,000 sandbags left over from the flood of 2011. The city sent 800,000 bags to the Bismarck area that year, during historic Missouri River flooding.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Officials hope to wrap up operations by April 13.<\/p>\n<p>Fargo Municipal Court judges have begun ordering some minor offenders to serve time at Sandbag Central.<\/p>\n<p>\u00a0Judge Steve Dawson says some people who may have otherwise received sentences of community service and are capable of performing physical labor are being told to fill bags.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Dawson says the sandbag sentences benefit the community and reduce the cost to taxpayers instead of more expensive sentencing alternatives.<br \/>\n\u00a0<\/p>\n<p>\u00a0BISMARCK, N.D. (AP) &#8211; The North Dakota Senate Appropriations Committee has given a &#8220;do pass&#8217; recommendation to expand Medicaid to cover more uninsured residents of the state.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The committee voted 7-6 on Wednesday.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Sen. Ray Holmberg is chairman of the committee. The House approved the measure in February.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 North Dakota is the only state in the nation that does not have voter registration, which has prompted proposals to toughen its voter identification requirements.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 Residents who didn&#8217;t bring any identification to the polls could vote anyway if they signed a sworn statement attesting that they are eligible to vote in the precinct.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0WILLISTON, N.D. (AP) &#8211; Authorities have identified the second of two people who died in last week&#8217;s camper fire in Williston.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Williams County Sheriff&#8217;s Office says 46-year-old DeeAnna Nerland of Washington state died in the March 25th blaze. (AP) &#8211; An Oregon man riding on an Amtrak train to Minnesota has been arrested in North Dakota after authorities found more than 7 pounds of marijuana in his luggage.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 The Grand Forks County Sheriff&#8217;s Department says U.S. Customs and Border Patrol received information that a suspicious person boarded the train in Portland, Ore. Officers from the Grand Fork&#8217;s Sheriff&#8217;s Office boarded the train in Grand Forks and with the help of a K9, located and seized 7.5 pounds of marijuana worth about $44,000.<br \/>\n\u00a0<br \/>\n\u00a0\u00a0\u00a0\u00a0 A 22-year-old man from Portland was arrested.<\/p>\n<p>&nbsp;<\/p>\n<p>BISMARCK, N.D.
